REPORT SUMMARY
UNDERWATER INSPECTION
The substructure units inspected at Bridge No. 7150, Piers 1 and 2, were found to be in good condition with no structurally significant defects observed. Both piers exhibited partial footing exposure with up to 1 foot of vertical face exposure. The channel bottom appeared stable with no appreciable changes observed since the previous inspection.
(A) The channel bottom consisted of gravel overlaid with fine silty sand with 2 inches of probe rod penetration.(B) The channel bottom consisted of fine silty sand with 3 inches of probe rod penetration.(C) The top of the footing was exposed from the upstream nose to the upstream quarter point along the south face of Pier 1 with 1 foot of maximum vertical face exposure detected.(D) An area of section loss, 6 inches wide by 1.5 feet high with a penetration of up to 1/4 inch, was observed at 1.5 feet below the waterline on the downstream nose of Pier 1.(E) The footing was exposed along the upstream half of the north face of Pier 2 with 3 inches of maximum vertical face exposure detected.(F) The South Abutment was well protected with heavy riprap and large pieces of concrete.(G) A band of light to moderate scaling was observed across the downstream end from 3 feet to 2 foot below the waterline with penetrations up to 1/2 inch deep.(H) Up to 1.5 foot diameter riprap was protecting the north embankment along the north face of Pier 1.

The piers consist of two elongated hexagonal columns supporting a rectangular pier cap. The pier columns are connected by an 8 foot tall concrete diaphragm that extends up from the top of the footing. The columns are supported by a rectangular footing founded on steel H-piles.

The bridge superstructure consists of three spans of multiple steel beams supporting a reinforced concrete deck. The superstructure is supported by two reinforced concrete abutments and two reinforced concrete piers. The pier footings are founded on steel H-piles, while the abutments are founded on treated timber piles. The piers are numbered 1 and 2 starting from the north end of the bridge.

The routine underwater inspection of Bridge 7150 (CSAH 10 over the Blue Earth River) was completed on December 2, 2016.The underwater inspection was conducted from shore. The inspection was conducted by a team consisting of a PE-Diverwith a valid MnDOT Team leader certification, a backup diver and a dive tender. The inspection utilized commercial diveequipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstreamand downstream faces of the bridge and around the periphery of substructure units to determine the presence, location andarea of scour. The bridge elements inspected consisted of 2 concrete piers and 2 concrete footings. According to the bridge inventoryor design drawings, Piers 1 and 2 were founded on piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for bottom foundations. The routine underwater inspection frequency is recommended to remain at a maximum of 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts.
