SCHEDULING AND RISK ANALYSIS: Uniquely positioned to support and drive FCRT through its entire project life cycle with three

decades of experience controlling projects. Real-life history and knowledge of what it means to put the owners funding at stake, the

importance of quality in engineering and the intricate alliance of “team” required to navigate the entire construction process from

pre-construction through commissioning and O&M. Responsibilities: Project Design Review support, Contract Evaluation,

Milestone Scheduling and regular Risk Analysis. Deliverables: Project Controls One Pager (PC1P) for all projects in construction.

details with top-supporting architects, engineers and general contractors regularly and annually at the National Centerbuild Conference to

Co-created and led new market niche (i.e., aviation) for one of the largest construction management companies in the country. Served on

a three-person executive panel to grow the business through relationship development / management with government officials, owners

and partners as well as through proposal writing, sales presentations and trade magazine writing. With key wins, contributed substantially

to company’s profit and aviation market share.

Oversaw and managed pre-construction and construction estimating / cost / schedule on all aviation projects nationally. Administered

staff, procedure writing / implementation, project troubleshooting and audit. Co-managed annual budget / sales goals, the five-year

strategic plan, and the niche-marketing program: print, electronic, branding and promotions.

Recruited after 9/11 to a position of extreme pressure; Deputy Program Director of the $2,500,000,000 Transportation Security

Administration - Homeland Security - Baggage Screening program, to ensure advanced security at 438 U.S. ports. Directly

managed five cross-functional national team executives: responsible for Procurement, Contract Administration, Project

Engineering, IT, Estimating, Cost Control systems, Planning and Scheduling. Subdivided the nation into 7 regional teams with 33

mid-managers, over 300 staff members and over 3000 architects and engineers and craftspeople. Successfully met our challenge

and common goal of securing our nation stateside.

Secured and oversaw pre-construction (estimating, planning / scheduling, cost control) for the $850,000,000 expansion for

Indianapolis International, master plan analysis at LAX International and logistics for JFK International Arrivals Terminal.

Developed and oversaw the master plan for Cleveland Hopkins International Airport to meet the major milestones set by Continental

Airlines. Contract administered and controlled the Construction Manager’s (CM) overall scope, cost and schedule of the program.

Developed initial Work Breakdown Structure (WBS) and milestones; coordinated and integrated multiple subcontractor schedules and

port authority requirements into overall plan, summarized monthly for executive-level review. Uncovered deviations from the baseline

plan throughout the update / integration process and furnished avenues of recovery. Presented the updates to Continental in Cleveland,

Ohio and Houston, Texas. Held weekly schedule / coordination update meetings with the team to continually measure and recover

progress. Input / analyzed cost and labor hours into CPM schedule. Created cost curves for performance and earned value analysis.

Oversaw all Cleveland Hopkins International Airport projects, including concourse D, concourse C/D tunnel connector, concourse

C passenger gates / hydrant fuel, main terminal expansion and consolidated maintenance facility.

ENGINEERING AND CONSTRUCTION PROJECT CONTROLS: The evolution from Associate to Manager of Project Controls dealt greatly

with the amount of responsibility earned, after a firm grasp of project knowledge was attained over a fifteen-year time span. Amongst

some of the very earliest of tasks were: drawing take-offs, cost and productivity tracking, monitoring subcontractor compliance with

contract agreements, and quantity surveying. Mid-years called for: Work Breakdown Structure (WBS) and budget estimate preparation,

cost reporting, bid package / contract preparation and analysis, authorization of accounts payable and ensure timely payment of all

invoices, and cost / schedule integration. Later years involved problem solving; national project rollouts, master planning and
