Background

This application is submitted for lands located within the Highway 427 Industrial Secondary Plan (Area 47) which was adopted by Council in September 2014 and has been appealed to the Ontario Municipal Board (OMB) The appeals are filed by the Ministry of Municipal Affairs and Housing Region of Peel and various land owners within the Secondary Plan area Due to the appeals the Secondary Plan is not fully approved or in effect

This application for industrial uses is generally in conformity with the Council approved Secondary Plan however it proposes an amendment to the Official Plan to proceed with the development independent of the Secondary Plan approvalappeal process

Although portions of the Secondary Plan are required to be subject to the Block Plan process (ie sub areas 47-1 and 47-2) the lands subject to this proposal are not In this respect the Secondary Plan (Section 5312) states that non residential development can proceed without a Block Plan provided that all appropriate background studies are undertaken and approved

Glen Schnarr and Associated Inc on behalf of Orlando Corporation and Prologis has submitted this application to amend the Official Plan and Zoning By-law to permit the development of an industrial business centre comprised of eleven buildings

Details of the proposal are as follows

bull A total gross floor area of 495773 square meters (5336453 square feet) for all 11 buildings

bull Are generally located west of Highway 50 south of Countryside Drive approximately 700 metres east of Clarkway Drive and approximately 700 metres north of Cadetta Road (please see Map 1)

bull Has an area of approximately 130 hectares (320 acres)

bull Has a frontage of approximately 15 km along Countryside Drive 14 km along Highway 50 12 km along Coleraine Drive and 12 km along the planned future northsouth arterial road at the westerly limits of the lands

bull The site consists mainly of agricultural lands with two existing residential dwellings municipally known as 10690 Highway 50 and 10916 Coleraine Drive which are listed on Bramptons Municipal Register of Cultural Heritage Resources

West Predominately agricultural uses and beyond is the Rainbow Creek and Clarkway Drive

Current Situation

Comments from staff and external commenting agencies are required in order to complete a comprehensive analysis for this application All comments received will be considered in the future Recommendation Report to the Planning and Infrastructure Services Committee

Secondary Plan

The proposal is generally in conformity with the Council approved Secondary Plan subject to further assessment with respect to the Master Environmental Servicing Plan (not yet finalized at this time) and the Environmental Assessment for the GTA West Corridor

Zoning By-law

The majority of the subject lands are zoned Agricultural with portions of the area zoned Residential Estate 2 in the Zoning By-law 270-2004 as amended An amendment to the Zoning By-law is required in order to permit the proposed industrial uses and a proposed reduction to the required parking spaces Please refer to the Parking section below for further details regarding the proposed parking reduction

Growth Management

The application will be reviewed to determine if the amount of jobs being created by the proposed Industrial Business Centre is consistent with the employment targets of the City The future Recommendation Report will provide a detailed analysis of how this has or has not been achieved

Tertiary Plan

Policy 722 of the Council approved Highway 427 Industrial Secondary Plan (Area 47) requires that a Tertiary Plan is required to be submitted to the satisfaction of the City and Region of Peel for all Employmentlands The Tertiary Plan must demonstrate that a comprehensive road network vehicular access and municipal servicing can be accommodated by the proposed development Staff will review the concept development plan (Map 1) that is provided by the applicant to determine if it satisfies the requirements for a tertiary plan and what revisions may be required to the plan

Environmental Aspects

The proposed development is located on the east and west side of the Rainbow Creek which is a tributary of the West Humber Valley System Protective measures for environmental features including limits of development and setbacks will be determined by the Master Environmental Servicing Plan (MESP) for the Secondary Plan area The MESP is not completed to date The final version of the MESP is expected to be submitted in February 2015 for review and approval The applicant has submitted a scoped Environmental Implementation Report (EIR) ahead of the completion of the MESP which will be reviewed by the City and Toronto and Region Conservation Authority (TRCA) The future Recommendation Report will address all environmental issues prior to any development occurring on the site

Heritage Properties

Two properties within the site municipally known as 10690 Highway 50 and 10916 Coleraine Drive are listed on Bramptons Municipal Register of Cultural Heritage Resources Staff will review the recommendations of the Heritage Impact Assessment that is received and will determine necessary protection measures Details on recommended heritage protection measures will be provided in the future Recommendation Report

Municipal Services

The proposed Industrial Business Park will be serviced by municipal water wastewater and stormwater services The Environmental Implementation Report provides details of the existing and planned municipal infrastructure required to service the proposed Industrial Business Centre The EIS has been submitted to internal development engineering staff the Toronto and Region Conservation Authority and the Region of Peel for their review An analysis of the existing and planned municipal water wastewater and stormwater will be provided in the subsequent Recommendation Report

Urban Design

The applicant has submitted an Urban Design Brief in support of the proposed development The Citys review of the proposed design is especially important considering that the proposed prestige industrial buildings will be highly visible from Highway 50 Countryside Drive Coleraine Drive and future extension of Major Mackenzie Drive The applicant proposes that the design of the industrial buildings will be similar to the high architectural quality that has been approved for the Churchill Business Community which is located in the industrial area of the city at Steeles Avenue and Winston Churchill Boulevard Urban design and architectural details of the proposal will be evaluated in the future Recommendation Report

Vehicular Access

The development concept plan provided proposes numerous access locations to Highway 50 Countryside Drive Coleraine Drive and the future extension of Major Mackenzie Drive The proposed access types and locations will be determined through the review and approval of a Traffic Impact Study (TIS)

Parking

This application proposes that parking be provided at a ratio of 03 parking spaces per 100 square metres of gross floor area for all industrial buildings The proposed parking ratio is not consistent with the Zoning By-law requirements for warehouse uses The Zoning By-law requires that each industrial building has 168 parking spaces plus 1 parking space per 170 square metres of gross floor area over 20000 square metres The applicant will be required to submit a Parking Analysis to the satisfaction of the City in order to determine the appropriate amount of parking to be provided

OH6 External Agency Comments

This application to amend the Official Plan and Zoning By-law has been circulated to all appropriate external agencies which include the Region of Peel and Toronto and Region Conservation Authority A full review of comments received by all external agencies will be provided in the subsequent Recommendation Report

Secondary Plan

The lands are designated as LogisticAAarehouseTransportation Corridor Protection Area Business Park Valleyland Significant Woodland Stormwater Management Facility Heritage Resource Primary Gateway and Special Policy Area 6 in the Council approved Highway 427 Industrial Secondary Plan (Area 47) that is appealed to the OMB

The proposal is generally in conformity with the Council approved Secondary Plan subject to further assessment with respect to the Master Environmental Servicing Plan (not yet finalized at this time) and the Environmental Assessment for the GTA West Corridor

Zoning By-law

Tertiary Plan

Policy 722 of the Council approved Highway 427 Industrial Secondary Plan (Area 47) requires that a Tertiary Plan is required to be submitted to the satisfaction of the City and Region of Peel for all Employmentlands The Tertiary Plan must demonstrate that a comprehensive road network vehicular access and municipal servicing can be accommodated by the proposed development Staff will review the concept development plan (Map 1) that is provided by the applicant to determine if it satisfies the requirements for a tertiary plan and what revisions may be required to the plan

Environmental Aspects

The proposed development is located on the east and west side of the Rainbow Creek which is a tributary of the West Humber Valley System Protective measures for environmental features including limits of development and setbacks will be determined by the Master Environmental Servicing Plan (MESP) for the Secondary Plan area The MESP is not completed to date The final version of the MESP is expected to be submitted in February 2015 for review and approval The applicant has submitted a scoped Environmental Implementation Report (EIR) ahead of the completion of the MESP which will be reviewed by the City and Toronto and Region Conservation Authority (TRCA) The future Recommendation Report will address all environmental issues prior to any development occurring on the site

Heritage Properties

Two properties within the site municipally known as 10690 Highway 50 and 10916 Coleraine Drive are listed on Bramptons Municipal Register of Cultural Heritage Resources Staff will review the recommendations of the Heritage Impact Assessment that is received and will determine necessary protection measures Details on recommended heritage protection measures will be provided in the future Recommendation Report

Municipal Services

The proposed Industrial Business Park will be serviced by municipal water wastewater and stormwater services The Environmental Implementation Report provides details of the existing and planned municipal infrastructure required to service the proposed Industrial Business Centre The EIS has been submitted to internal development engineering staff the Toronto and Region Conservation Authority and the Region of Peel for their review An analysis of the existing and planned municipal water wastewater and stormwater will be provided in the subsequent Recommendation Report

Urban Design

The applicant has submitted an Urban Design Brief in support of the proposed development The Citys review of the proposed design is especially important considering that the proposed prestige industrial buildings will be highly visible from Highway 50 Countryside Drive Coleraine Drive and future extension of Major Mackenzie Drive The applicant proposes that the design of the industrial buildings will be similar to the high architectural quality that has been approved for the Churchill Business Community which is located in the industrial area of the city at Steeles Avenue and Winston Churchill Boulevard Urban design and architectural details of the proposal will be evaluated in the future Recommendation Report

Vehicular Access

The development concept plan provided proposes numerous access locations to Highway 50 Countryside Drive Coleraine Drive and the future extension of Major Mackenzie Drive The proposed access types and locations will be determined through the review and approval of a Traffic Impact Study (TIS)

Parking

This application proposes that parking be provided at a ratio of 03 parking spaces per 100 square metres of gross floor area for all industrial buildings The proposed parking ratio is not consistent with the Zoning By-law requirements for warehouse uses The Zoning By-law requires that each industrial building has 168 parking spaces plus 1 parking space per 170 square metres of gross floor area over 20000 square metres The applicant will be required to submit a Parking Analysis to the satisfaction of the City in order to determine the appropriate amount of parking to be provided

Secondary Plan

The lands are designated as LogisticAAarehouseTransportation Corridor Protection Area Business Park Valleyland Significant Woodland Stormwater Management Facility Heritage Resource Primary Gateway and Special Policy Area 6 in the Council approved Highway 427 Industrial Secondary Plan (Area 47) that is appealed to the OMB

The proposal is generally in conformity with the Council approved Secondary Plan subject to further assessment with respect to the Master Environmental Servicing Plan (not yet finalized at this time) and the Environmental Assessment for the GTA West Corridor

Zoning By-law

Tertiary Plan

Policy 722 of the Council approved Highway 427 Industrial Secondary Plan (Area 47) requires that a Tertiary Plan is required to be submitted to the satisfaction of the City and Region of Peel for all Employmentlands The Tertiary Plan must demonstrate that a comprehensive road network vehicular access and municipal servicing can be accommodated by the proposed development Staff will review the concept development plan (Map 1) that is provided by the applicant to determine if it satisfies the requirements for a tertiary plan and what revisions may be required to the plan

Environmental Aspects

The proposed development is located on the east and west side of the Rainbow Creek which is a tributary of the West Humber Valley System Protective measures for environmental features including limits of development and setbacks will be determined by the Master Environmental Servicing Plan (MESP) for the Secondary Plan area The MESP is not completed to date The final version of the MESP is expected to be submitted in February 2015 for review and approval The applicant has submitted a scoped Environmental Implementation Report (EIR) ahead of the completion of the MESP which will be reviewed by the City and Toronto and Region Conservation Authority (TRCA) The future Recommendation Report will address all environmental issues prior to any development occurring on the site

Heritage Properties

Two properties within the site municipally known as 10690 Highway 50 and 10916 Coleraine Drive are listed on Bramptons Municipal Register of Cultural Heritage Resources Staff will review the recommendations of the Heritage Impact Assessment that is received and will determine necessary protection measures Details on recommended heritage protection measures will be provided in the future Recommendation Report

Municipal Services

The proposed Industrial Business Park will be serviced by municipal water wastewater and stormwater services The Environmental Implementation Report provides details of the existing and planned municipal infrastructure required to service the proposed Industrial Business Centre The EIS has been submitted to internal development engineering staff the Toronto and Region Conservation Authority and the Region of Peel for their review An analysis of the existing and planned municipal water wastewater and stormwater will be provided in the subsequent Recommendation Report

Urban Design

The applicant has submitted an Urban Design Brief in support of the proposed development The Citys review of the proposed design is especially important considering that the proposed prestige industrial buildings will be highly visible from Highway 50 Countryside Drive Coleraine Drive and future extension of Major Mackenzie Drive The applicant proposes that the design of the industrial buildings will be similar to the high architectural quality that has been approved for the Churchill Business Community which is located in the industrial area of the city at Steeles Avenue and Winston Churchill Boulevard Urban design and architectural details of the proposal will be evaluated in the future Recommendation Report

Vehicular Access

The development concept plan provided proposes numerous access locations to Highway 50 Countryside Drive Coleraine Drive and the future extension of Major Mackenzie Drive The proposed access types and locations will be determined through the review and approval of a Traffic Impact Study (TIS)

Parking

This application proposes that parking be provided at a ratio of 03 parking spaces per 100 square metres of gross floor area for all industrial buildings The proposed parking ratio is not consistent with the Zoning By-law requirements for warehouse uses The Zoning By-law requires that each industrial building has 168 parking spaces plus 1 parking space per 170 square metres of gross floor area over 20000 square metres The applicant will be required to submit a Parking Analysis to the satisfaction of the City in order to determine the appropriate amount of parking to be provided

Tertiary Plan

Policy 722 of the Council approved Highway 427 Industrial Secondary Plan (Area 47) requires that a Tertiary Plan is required to be submitted to the satisfaction of the City and Region of Peel for all Employmentlands The Tertiary Plan must demonstrate that a comprehensive road network vehicular access and municipal servicing can be accommodated by the proposed development Staff will review the concept development plan (Map 1) that is provided by the applicant to determine if it satisfies the requirements for a tertiary plan and what revisions may be required to the plan

Environmental Aspects

The proposed development is located on the east and west side of the Rainbow Creek which is a tributary of the West Humber Valley System Protective measures for environmental features including limits of development and setbacks will be determined by the Master Environmental Servicing Plan (MESP) for the Secondary Plan area The MESP is not completed to date The final version of the MESP is expected to be submitted in February 2015 for review and approval The applicant has submitted a scoped Environmental Implementation Report (EIR) ahead of the completion of the MESP which will be reviewed by the City and Toronto and Region Conservation Authority (TRCA) The future Recommendation Report will address all environmental issues prior to any development occurring on the site

Heritage Properties

Two properties within the site municipally known as 10690 Highway 50 and 10916 Coleraine Drive are listed on Bramptons Municipal Register of Cultural Heritage Resources Staff will review the recommendations of the Heritage Impact Assessment that is received and will determine necessary protection measures Details on recommended heritage protection measures will be provided in the future Recommendation Report

Municipal Services

The proposed Industrial Business Park will be serviced by municipal water wastewater and stormwater services The Environmental Implementation Report provides details of the existing and planned municipal infrastructure required to service the proposed Industrial Business Centre The EIS has been submitted to internal development engineering staff the Toronto and Region Conservation Authority and the Region of Peel for their review An analysis of the existing and planned municipal water wastewater and stormwater will be provided in the subsequent Recommendation Report

Urban Design

The applicant has submitted an Urban Design Brief in support of the proposed development The Citys review of the proposed design is especially important considering that the proposed prestige industrial buildings will be highly visible from Highway 50 Countryside Drive Coleraine Drive and future extension of Major Mackenzie Drive The applicant proposes that the design of the industrial buildings will be similar to the high architectural quality that has been approved for the Churchill Business Community which is located in the industrial area of the city at Steeles Avenue and Winston Churchill Boulevard Urban design and architectural details of the proposal will be evaluated in the future Recommendation Report

Vehicular Access

The development concept plan provided proposes numerous access locations to Highway 50 Countryside Drive Coleraine Drive and the future extension of Major Mackenzie Drive The proposed access types and locations will be determined through the review and approval of a Traffic Impact Study (TIS)

Parking

This application proposes that parking be provided at a ratio of 03 parking spaces per 100 square metres of gross floor area for all industrial buildings The proposed parking ratio is not consistent with the Zoning By-law requirements for warehouse uses The Zoning By-law requires that each industrial building has 168 parking spaces plus 1 parking space per 170 square metres of gross floor area over 20000 square metres The applicant will be required to submit a Parking Analysis to the satisfaction of the City in order to determine the appropriate amount of parking to be provided

Policy 722 of the Council approved Highway 427 Industrial Secondary Plan (Area 47) requires that a Tertiary Plan is required to be submitted to the satisfaction of the City and Region of Peel for all Employmentlands The Tertiary Plan must demonstrate that a comprehensive road network vehicular access and municipal servicing can be accommodated by the proposed development Staff will review the concept development plan (Map 1) that is provided by the applicant to determine if it satisfies the requirements for a tertiary plan and what revisions may be required to the plan

Environmental Aspects

The proposed development is located on the east and west side of the Rainbow Creek which is a tributary of the West Humber Valley System Protective measures for environmental features including limits of development and setbacks will be determined by the Master Environmental Servicing Plan (MESP) for the Secondary Plan area The MESP is not completed to date The final version of the MESP is expected to be submitted in February 2015 for review and approval The applicant has submitted a scoped Environmental Implementation Report (EIR) ahead of the completion of the MESP which will be reviewed by the City and Toronto and Region Conservation Authority (TRCA) The future Recommendation Report will address all environmental issues prior to any development occurring on the site

Heritage Properties

Two properties within the site municipally known as 10690 Highway 50 and 10916 Coleraine Drive are listed on Bramptons Municipal Register of Cultural Heritage Resources Staff will review the recommendations of the Heritage Impact Assessment that is received and will determine necessary protection measures Details on recommended heritage protection measures will be provided in the future Recommendation Report

The proposed Industrial Business Park will be serviced by municipal water wastewater and stormwater services The Environmental Implementation Report provides details of the existing and planned municipal infrastructure required to service the proposed Industrial Business Centre The EIS has been submitted to internal development engineering staff the Toronto and Region Conservation Authority and the Region of Peel for their review An analysis of the existing and planned municipal water wastewater and stormwater will be provided in the subsequent Recommendation Report

The applicant has submitted an Urban Design Brief in support of the proposed development The Citys review of the proposed design is especially important considering that the proposed prestige industrial buildings will be highly visible from Highway 50 Countryside Drive Coleraine Drive and future extension of Major Mackenzie Drive The applicant proposes that the design of the industrial buildings will be similar to the high architectural quality that has been approved for the Churchill Business Community which is located in the industrial area of the city at Steeles Avenue and Winston Churchill Boulevard Urban design and architectural details of the proposal will be evaluated in the future Recommendation Report

Vehicular Access

The development concept plan provided proposes numerous access locations to Highway 50 Countryside Drive Coleraine Drive and the future extension of Major Mackenzie Drive The proposed access types and locations will be determined through the review and approval of a Traffic Impact Study (TIS)

Parking

This application proposes that parking be provided at a ratio of 03 parking spaces per 100 square metres of gross floor area for all industrial buildings The proposed parking ratio is not consistent with the Zoning By-law requirements for warehouse uses The Zoning By-law requires that each industrial building has 168 parking spaces plus 1 parking space per 170 square metres of gross floor area over 20000 square metres The applicant will be required to submit a Parking Analysis to the satisfaction of the City in order to determine the appropriate amount of parking to be provided
