1.0 APPROVAL OF AGENDA HB001-97 THAT the Agenda for the Brampton Heritage Board meeting of February 20, 1997, be

approved as amended to add: 4.5 Brampton Optical Building (George Street) 4.6 Bovaird House - update

CARRIED 2.0 APPROVAL OF PREVIOUS MINUTES HB002-97 That the minutes of the Brampton Heritage Board held November 21, 1996, be approved

as printed and circulated

CARRIED 3.0 NEW BUSINESS 3.1 Strategy for 1997

Discussion took place regarding what the Board would like to accomplish in 1997. HB003-97 That the Brampton Heritage Board wishes to have up and running by the end of 1997 a

plaquing program for designated heritage properties and for anyone wishing a plaque on a historical building; and

That a Newsletter be developed, printed and circulated; and

That a Walking Tour be established.

3.2 Discussion: re: Changing Location of Monthly Meeting

Discussion took place regarding changing the location of the monthly meeting. Sharon is to check with Gail Aikens regarding using Bovaird House as a location for the monthly meeting.

HB004-97 That the next meeting of the Brampton Heritage Board be held at the Peel Heritage

Complex, 9 Wellington Street East, Brampton, on March 20, 1997; and

That the ue of Bovaird House for the April Brampton Heritage Board meeting be brought to the next meeting of the Brampton Heritage Board.

3.3 Heritage Week - February 1997

Discussion took place regarding Heritage Week. Sharon informed committee she had made arrangements for the display to go up in the atrium on February 21, 1997, for one week. Michael Proudlock informed committee that the Peel Heritage Complex is hosting

a conference on February 26, 1997. He also informed the committee that the opening of the Court House is scheduled for September 1997.

3.4 Discussion re: Log Structure:

Sharon explained that the Log Structure has probably found a new home. Mr. Bob Cranch, Commissioner of Community Service, had been directed by council to look after finding a new home. He has had discussions with the Ukrainian Church on Heritage Road, and negotiations should be finalized in the near future.

3.5 Brampton Optical Building (George Street)

The owner of the Brampton Optical Building called to invite the Heritage Board to go through the building to see if there was anything of interest to the Board. Sharon Hill and Karen MacCollum went over to the building and found that everything had been cleaned out. The only point of interest was the tin ceiling. To date it is not known if there is any significance to the building other than it being the first skating rink in Brampton. Don Naylor asked what would be done about the contaminated soil (freeon) once the building is demolished. No had an answer other than it will have to be disposed of according to regulations and that the Building department would specify the measures to be taken when the demolition permit was issued.

3.6 Bovaird House - update

Michael Seaman attended the February 1997 meeting of the “Friends of the Bovaird House”. He asked if the Heritage Board would lend the Heritage Display to the Friends of Bovaird House once they have established a room for displays.

HB005-97 That the Heritage Display be loaned to the “Friends of Bovaird House” upon written

request from them.

Discussion took place regarding the plaques. Iris reminded committee that she has spoken to Mr. Dan McLaughlin, Supervisor, Corporate Facilities Maintenance, regarding having the plaques made by the City. Copies of the “mock ups” are available from the files. Michael Proudlock has a “mock-up” of a bronze plaque that the Village of Caledon has used and price lists. Discussion also took place as to what information would be put on the plaque.

HB006-97 That the Plaquing Program put into place with the following criteria being placed on the plaque:

Date of Construction, Name of Owner/significant occupant/architect, Occupation of owner City of Brampton Coat of Arms.

4.4 Churchville Heritage Committee

It was reported that an application had been made for the vacant property on Churchville Road and that the Churchville Heritage Committee has granted approval.

Committee was informed that the McLure House will be in place in the near future, and that the Davidson House will be moved to the lot beside the McLure House. Sharon Hill informed committee that at a recent CHIC meeting she was informed that Ontario Realty Corporation is leaving a parcel of land on Creditview Road that will accommodate 3 homes. The homes to be placed on this property are the McLure House, the Davidson House and a third house yet to be determined. The farm house on Halston Road was suggested but the outcome is not known at this time.

4.5 Brampton Heritage Board 20th Anniversary - nothing to report. 4.6 Peel Heritage Complex

Michael Proudlock reported that the Heritage Conference is scheduled for Wednesday, February 26, 1997, at the Heritage Complex. All area LACA’s have been invited, including Norval, Caledon, Orangeville, Churchville as well as all elected officials (both Regional and City). Some of the upcoming events at the Heritage Complex are:

May 23, 1997, Fund Raising Gala April 21, 1997, Coronors Inquest, September 1997, new exhibition “Day of the Dead” and October, Peel Haunting II. The Heritage Complex is also negotiating with Walt Disney Productions to use the complex in August for filming of a new movie.

5.0 PUBLIC AWARENESS PROGRAM 5.1 Downtown Walking Tour - nothing to report. 5.2 Printing of Brochures

Sharon Hill asked if the committee wanted to reprint the brochure “Inventory of Heritage Resources”. She informed committee that all copies of the brochure have been given out.

HB007-97 That the Brampton Heritage Board print the brochures “Inventory of Heritage

Resources” and “20th Anniversary Newsletter” as soon as possible; and

That copies of each brochure be provided to the Information Kiosk at City Hall, the Libraries and the Peel Heritage Complex for distribution.

CARRIED 6.0 PLANNING MATTERS 6.1 Heritage Secondary Plan Studies

Sharon Hill distributed two copies of the Bram West Secondary Plan. HB008-97 That the reports dated January 23, 1997, re: Bram West Secondary Plan - Heritage

Resource Management Study, be received.

CARRIED 6.2 Central Commercial Corridor Study

Committee was informed that a series of Public Meetings have been held regarding the Central Commercial Corridor Study. Special note has been give to the Scott Street/Brampton Cemetery area and the Wellington Street East area. A resident in the Scott Street/Brampton Cemetery area would like a higher density to be allowed. In the Wellington Street East (area bounded by Main Street to Mary Street and John Street to Wellington Street) the plan is allowing medium density with a 3 storey height restriction.

Both areas have been set up as Special Study areas so that before future development can take place more studies will be done.

HB009-97 That the verbal report of Sharon Hill, Policy Planner, to the Brampton Heritage Board

meeting of February 20, 1997, re: Central Commercial Corridor Study be received; and

That the Brampton Heritage Board wishes to express there concerns re: Changes in density for the 2 special study areas (1 on Scott Street and 2. on Wellington Street East), for preservation of signature heritage properties, and

That this recommendation be forwarded to Brampton City Council for their meeting on February 24, 1997.

Discussion took place regarding the possible designation of Christ Church - 4 Elizabeth Street North, Brampton. Committee would like the designation to take place as soon as possible

HB014-97 That the correspondence from Peggy Armstrong, Christ Church, dated March 3, 1997, re:

Heritage Designation for Christ Church Brampton be received; and

That Peggy Armstrong and Reverend Beard, be invited to the next meeting of the Brampton Heritage Board to assist with the designation of Christ Church.

3.2 Follow-up with Monkman’s re: Designation

Discussion took place regarding the designation of the Monkman property. Committee was advised that the secondary plan is proceeding in the area which would solve the concerns of the Monkman’s.

HB015-97 That the Monkman’s be notified and invited to the next meeting of the Brampton

Heritage Board regarding designation of their property.

CARRIED 3.3 Huttonville Book - From “Wolf’s Den” to Huttonville

Committee was informed that 50 copies of the Huttonville Book “From the Wolf’s Den to Huttonville have been received. Discussion took place regarding the price that would be charged.

HB016-97 That the book From the Wolf’s Den to Huttonville be sold for $15.00 + G.S.T.; and,

That locations be found to sell the book.

3.4 Budget 1997 - Reserve Fund

Discussion took place regarding the 1997 Budget and what expenditures are anticipated for the year.

3.5 Heritage Conference - Peel Heritage Complex - update

Michael Proudlock thanked everyone for attending the conference. Michael apologized for the guest speaker that changed his topic from fundraising. Committee was informed that the official opening has be rescheduled to September 1997. The complex has received a grant of $30,000.00 to start a “Passport Program” for kids that will involve the Peel Heritage Museum and other museums in the Regions of Peel and Halton. During March break there were 1,400 people through the complex which is an all time high. The complex is in the process of developing programs for Thursday nights and weekends to try to attract more people to the complex. Peel Heritage Complex has been chosen as the permanent home for the Canadian Society of Watercolours

3.6 Community Recognition Award

Michael explained that nominations are being sought for the Community Recognition Award for work done in the Heritage Field. Discussion took place regarding possible nominations.

HB017-97 That Wilma Alison be nominated by the Brampton Heritage Board for the Community

Recognition Award.

Discussion took place regarding the plaquing of significant heritage properties in the Downtown Core and all designated properties.

HB018-97 That the Brampton Heritage Board institute a Plaquing Program in the Downtown Core

and for all designated properties; and

That a meeting to develop a policy for plaquing heritage resources be arranged for Thursday, April 3, 1997, 7:00 p.m. at 35 Elizabeth Street North (Iris’s house)

4.4 Churchville Heritage Committee - nothing to report

4.5 Newsletter - Volume II

Michael Seaman informed committee that he had 700 copies of the newsletter printed. Iris has distributed copies to the libraries, City Hall, Peel Heritage Complex, and the MP’s Offices. Discussion took place regarding a second issue of the newsletter, to be ready for distribution in September 1997.

Possible topics for articles are: Haggartlea, Queen Street School House (old Salvation Army Building), Railways in Brampton, the Heritage Theatre. Michael Proudlock volunteered any photos that may be required.

HB019-97 That Paul Hunt be editor for the Second Issue of the Flowertown Heritage News.

CARRIED 5.0 PUBLIC AWARENESS PROGRAM 5.1 Downtown Walking Tour - nothing to report. 5.2 Public Awareness Book

Michael Seaman would like to publish a book of all designated properties. Iris and Michael are to meet on Saturday, March 22, 1997.

HB020-97 That a report be brought forward to the next meeting of the Heritage Board regarding the

publishing of a book of all designated buildings.

CARRIED 5.3 Formation of a Heritage Society

Michael Seaman informed committee that he has received one telephone call from an interested party in forming a Brampton Heritage Society. No further discussion took place as it was deemed to be a conflict of interest.

Discussion took place regarding the Central Commercial Corridor Study. Committee was informed that it will be listed as an item for discussion at the Planning & Building Committee meeting on Monday, March 24, 1997, 7:30 p.m. in the Council Chambers.

HB021-97 That the Brampton Heritage Board wishes to express there concerns re: Changes in

density for the 2 special study areas (1 on Scott Street and 2. on Wellington Street East), and the proposed widening of Wellington Street East, without sufficient provisions contained within the proposed plan for the preservation of heritage resources; and

That the Brampton Heritage Board wishes to express its concern regarding the apparent inconsistency of this proposed secondary plan and the policies for heritage that have been adopted in the 1993 City of Brampton Official Plan; and

That in view of the heritage sensitivity of the downtown core the Brampton Heritage Board wishes to be consulted regarding any changes to policies affecting heritage resources and areas.

Peggy Armstrong, Christ Church, was in attendance as spoke in favour of the designation of Christ Church. Unfortunately she is meeting with opposition from other members of the Church’s Executive Board. She informed committee of the upcoming anniversary of the congregation (150 years). Committee was also informed of some of the history and historical characteristics of the Church.

Michael Seaman offered to speak at any time to the Executive Board to help reach the mutual goal of designation of Christ Church.

meeting of April 17, 1997, re: Possible Designation of Christ Church, 4 Elizabeth Street North, Brampton, be received.

4.2 Delegation of Mr. & Mrs. Monkman, re: Possible Designation.

Mr. & Mrs. Monkman were contacted and asked if they would like to attend the meeting regarding the designation of their property. Sharon Hill informed committee that the Monkman’s are still interested in designation, but are waiting for the finalization of the

Fletcher’s Creek Secondary Plan before going ahead. Sharon will contact Mr. & Mrs. Monkman when the Fletcher’s Creek Secondary Plan has been finalized.

4.3 Tour of Peel Heritage Complex.

Michael Proudlock took the Committee on a tour of the Peel Heritage Complex highlighting some of the exhibits. Committee was also given a brief background of the former Brampton Jail. Highlights of the tour included the original burial grounds – now covered by an addition that houses the archives, the doctors room and journals.

4.4 Architectural Review of property located at 1047 Highway 7.

Discussion took place regarding the Lundy House, 1047 Highway 7. Committee was informed that the home is presently tenanted and discussions with the owners are taking place.

HB026-97 That the written report from Michael Seaman, dated April 1997, to the Brampton Heritage Board meeting on April 17, 1997, re: The Lundy House, 1047 Highway 7 be received; and

That the Lundy House , 1047 Highway 7 West be considered to be worthy of designation under Part IV of the Ontario Heritage Act for historical, architectural and contextual reasons; and Whereas the Lundy House, 1047 Highway 7 West is an attractive and significant heritage feature, the Brampton Heritage Board believes that the Lundy House should be integrated into any future development of the property.

4.5 Ontario Heritage Foundation - Heritage Community Recognition Program.

The forms for the Ontario Heritage Foundation – Heritage Community Recognition Program were given to Iris MacLean for filling out. Iris stated that she would contact Mr. Fred Kee for input on the forms as he was involved with the Brampton Heritage Board when Wilma Alison was a member. The forms are to be returned by the middle of May 1997.

5.3 Plaques

Discussion took place regarding the type of plaque committee would like to put into place and what should be on the plaque. Don Naylor presented a report with an application form for anyone interested in a plaque to fill in.

That further discussion on plaques be deferred to the next meeting of the Brampton Heritage Board.

5.4 Churchville Heritage Committee

Don Naylor informed Committee that the Churchville Heritage Committee is concerned with the density designation of the BramWest Secondary Plan. The proposed density for the area surrounding the designated Churchville Heritage Area is low/medium. Committee was informed that a public meeting will be held May 9, 1997, and that further negotiations will be taking place with the Churchville residents and City Staff.

Sharon Hill asked for any comments from the Brampton Heritage Board regarding the BramWest Secondary Plan by the next meeting (May 15, 1997) of the Brampton Heritage Board.

5.5 Newsletter - Volume II

Paul Hunt reported that he has not received any articles for the next edition of the newsletter. Mr. Terry Wedge offered to write an article on how to research your property to find the original owners.

6.0 PUBLIC AWARENESS PROGRAM 6.1 Downtown Walking Tour

Copies of other communities walking tours were submitted by Michael Proudlock. Discussion took place regarding a walking tour for Brampton. Sharon Hill is willing to work on a brochure, and to provide more information at a future meeting. Iris MacLean will provide a copy of the walking tour that was done approximately 4 years ago.

Discussion took place regarding an article for the Guardian to inform the public of its potential for relocation. Sharon will contact the owner of the house, Solmar Homes, to confirm that there is no problem with running an article. An open house will possibly be set up for the end of July, 1997. Sharon would like to invite anyone that has expressed an interest to the open house, and hopefully others will be added from running the article. A suggestion was made to contact the pastor of the Ukranian Church on Heritage Road, as rumor has it they are looking for an old farmhouse to live in.

Paul Hunt informed committee that he had been past the C.P. Station and that it has deteriorated substantially. Discussion took place regarding preventative measures that could be taken to prevent further deterioration.

Brampton Heritage Board is still concerned about the deterioration of the C.P. Station and that the Brampton Heritage Board would like the measures to be taken to secure the roof.

M. Seaman provided an overview of the open house and advised that there was a large response to the article in the Guardian.

S. Hill, Policy Planner, advised that the owner of the house, Solmar Homes, are interested in restoring the house into a sales pavillion. She will be meeting with Solmar Homes to sort out details and acquire more information. She also advised that Dario and Kim Pretto are very interested in buying the house and moving it to a site in south Caledon. Sharon Hill is looking to develop a formal written understanding with regards to the Pretto’s interest.

There was discussion regarding the form, shape and type of plaque currently used in the Town of Orangeville. Don Naylor will have various designs and colour schemes of the plaque to be presented at the next meeting. There was discussion with regards to the cost of the plaques for heritage property owners as well as subsidy issues. There was also discussion with regards to a 125th year plaque for Brampton in 1998 or a 25 year plaque for the City of Brampton in 1999.

5.5 Newsletter - Volume II

There was discussion with regards to Volume II of the newsletter which is aimed at

approximately 4 pages. Sharon Hill suggested that there be an article in the newsletter about the Brampton Heritage Board in order to encourage new members. There was discussion regarding specific items that should be included in the newsletter (ie. Plaques, Peel Heritage Complex, Churchville, CP Station, etc.). Each member of the Committee was assigned a task or responsibility for the newsletter.

Verbal report from D. Naylor, re: Plaque Program Discussion took place regarding the Plaque Program. Don distributed a draft of the application form and asked for input from the Committee. Committee decided on the draft as attached to these minutes. Discussion took place regarding the size, colour and content of the plaque itself. After lengthy discussions a decision was reached.

8.3 Peel Heritage Complex – update

Michael Proudlock thanked Committee for their attendance at the Grand Re-opening of the Peel County Court House on September 11,1997. Michael informed Committee that the event was covered by Night Beat News and Canada AM. It was Rogers Cable that attended the public open house on Saturday, September 20, 1997. Upcoming events to look for at the Heritage Complex include: Days of the Dead – a Mexican/Latin Festival celebrating life through death, Plastic Fantastic, Peel Haunting and an exhibit on the Titanic.
