A quorum being present, James Lomax called the meeting to order at 6:30 pm.

Revision of the Agenda The agenda was changed, moving the CAB report earlier and moving the public comments to the end of the meeting.

General Manager report Dan Rigney presented his report (attached). Jason Dole's programming report was presented (attached).

Treasurer's Report Thane Petersen presented the report (attached). There is a large deficit of $36K as of Sept 2018, a shortfall for the Business Underwriting budget. Thane asked each BOT member to

suggest two businesses for Dan Rigney to contact before the end of the year. Underwriters agree to $500 annual contracts.

Community Advisory Board report Lydia Rolle presented the CAB report (attached). The CAB updated a one-page listener survey. The CAB did approximately 100 interviews in 2016 based on a report from then station manager Adam Weinreich, whicht itemized area of low response during fund drives. The survey results were given to staff at that time (Adam, Andrea) and needs to be reviewed. The CAB reports that Liberty has the highest turnout from the black community. Since transportation is a problem, the move to Liberty is considered beneficial. The current WJFF bylaws limit CAB members to 2 year terms. We are considering changing it to a 3 year term. As of August 2018 the members of the CAB are Tasa Faroni and Gloria Simms. Committee Reports

Executive Committee: Minutes of the meeting on September 5, 2018 5:30pm at WJFF Radio Catskill, Jeffersonville, NY are attached. Personnel Committee: Tim Bruno says this committee will meet on Sept 21 Fri at 3pm in Honesdale. Audit Committee: (Leila McCullough, Chair) They had no meeting since our previous BOT meeting. They will be doing spot checks at the station. Nominating & Governance: (Angela Page, Chair) They had no meeting since our previous BOT meeting. They plan to meet on Nov 12 Monday 6pm at the Arnold House.

Motion: Ask the Nominating and Governance Committee to re-write Article IX Section 4 of the WJFF Bylaws dealing with the 2 year term limit for CAB members. We recommend a 3 year term limit for members of the CAB. (Pomeroy/McDaniel)

They prepared the Liberty property site for the yard sales, cleaning up in general, bringing in and tending flowers on the porch. Kevin will check if the signage for the Liberty property has lighting for the sign.

Old Business Update on the Yard Sale, Liberty – August 4. Great success. Review of Major Donor Reception, Kauneogna Lake – Sunday, August 9 from 3 - 5:30pm at Fat Lady Cafe. Ken Hilton made a presentation on Endowments. Donors got to meet on-air hosts. Review of Live and Silent Auction, Callicoon – August 25, Sat at the Western Hotel in Callicoon.

one more member for the CAB, possibly someone from the PA side of the river.

Liberty Property Pat Pomeroy presented a report.

Public Comment: Midge Maroni spoke about the lack of volunteer appreciation, there is no chance to socialize, no events for volunteers. The yard sales could have also been a party for volunteers and encouraged new volunteers to get involved. She suggested we do more field recordings and feature them on Wild Card, Jeff Horse to get more listeners. The next WJFF BOT meeting will be Oct 10 at the Stroebel Center in Monticello NY. The November meeting will be at the Cooperage in PA.

General Manager’s report for Board of Trustees Meeting 9/12/2018 1) Development and Fundraising - Yard Sales were held Saturday August 4 and Saturday September 1 at the Liberty property grossing over $3,500 in total. Many thanks to volunteer Kit Hulit for leading the charge on this project and to all the board members, volunteers and staff who put in much effort into making these events a big success and fun for all who attended. I enjoyed being able to walk people through our plans for the site, making the move a bit more real for our supporters. We are arranging with Alan Weir to donate leftover housewares and furniture to the Sullivan County Department of Social Services to be distributed to area people in-need as we did last year. WJFF’s Fabulous Community Auction on August 25 grossed about $8,200 total, very good for what is essentially a new event for WJFF. Many thanks to Gregg Triggs and Donna Fellenberg for MC’ing and Auctioneering, to WJFF staff Andrea Eddings for organizing the operations of the event and to Jason for all of his time making promos and curating the music for the event referencing specific programming on WJFF. Special thanks to volunteer Judith Schwartzstein who coordinated the donations and was essentially my right hand through the event. Also to Patricio Robayo who created a campaign of scheduled FB posts highlighting the event and individual auction items. Thanks to all the board members and volunteers who worked at the event, arranged for the donation of items, and bought items themselves. Now that the basic event model has proven itself, we can look forward to making next year’s Auction even more fabulous. Jim Lomax and Jeffrey Allison held a private fundraising dinner at their home the night before the Auction and raised over $5,000. The dinner was created and served by chef and author Justin Chapple who donated his time and talent for the station. I spoke about WJFF, former trustee Ken Hilton talked about the endowment and Jim and Jeffrey made a personal challenge. This type of private event is also a good model to emulate in the future with other trustees and friends of WJFF. WJFF’s Second Annual Donor Appreciation event was held to Sunday, September 9 at the Fat Lady Café in Kauneonga Lake. Many thanks to the board members and volunteers who attended. It was good to put faces to some of our long time donors, to hear why they support WJFF, to give them updates on our progress and the endowment. The Fall Fund Drive is scheduled to begin Friday October 26. The pre-drive mailing will go out by Friday, September 28. The Annual Record Sale will take place on Saturday November 24, the Saturday following Thanksgiving at the White Sulfur Springs Fire Hall. I am reaching out to the Welsh Cabin about a fundraiser with Ken Hilton. My focus through the end of the year will be business underwriting concentrating on renewals, the businesses we touched through the auction and more. Please provide me with any prospect contacts you may have.

2) Liberty Property - Pat Pomeroy will report on the subdivision Fellenzer Engineering was chosen to provide the Mechanical Electrical and Plumbing plan for the site. They have commenced their work and we hope to have a completed plan in a few weeks. I have reported our progress to-date to Assemblywoman Aileen Gunther’s office and am awaiting information regarding next steps in the process for our potential state grant. Ken Hilton and Jim Lomax had a preliminary meeting with Sullivan County BOCES and are setting a followup. There is potential to have BOCES trades students provide some of the construction work on the property. We will be applying for a Sullivan County Legislature grant to fund the acquisition and installation of the microwave link equipment we will need at Liberty to provide a direct connection to our transmitter. Nick Straka is providing technical details. I am exploring applying for a Community Foundation of Orange and Sullivan Innovation award highlighting our range of local public affairs programming. The Kingfisher Project was honored with this award in 2015. 3) Community Outreach - I have continued to meet with various WJFF community and listening area stakeholders. Since the last Board meeting these meetings have included: Delaware Valley Arts Alliance - Decentralization Advisory Panel - August 23 Sullivan Public Library Alliance - August 31 WJFF will be a media co-sponsor of the Maple City Jazz Festival held at the Cooperage November 17-19. We are planning to broadcast at least one concert live and are looking at recording others for a possible ‘highlights’ program afterwards. I myself will be giving comments following the festival’s presentation of the 1974 film “The Taking of Pelham 1,2,3” starring Walter Matthau the evening of Thursday November 8. The co-sponsorship is a mix of cash and trade with The Cooperage paying for a package of Paid PSA’s and WJFF providing extra PSA’s in trade. This is a new model of WJFF sponsorship that I think has potential for other area nonprofit organizations. 3) Marketing - A design has been approved for the signage at the Liberty Property. The panels will go to the fabricator tomorrow morning. Many thanks to Kirsten Harlow Foster for taking the lead and for providing the designer. Kirsten has also graciously begun to collect the proceeds from the Arnold House Pool Table and Juke Box to donate to WJFF. 4) Programming - from Jason Dole - See attached 5) Other Business: Recently, local nonprofit radio station WJZZ-JazzFM announced they are dissolving after a 3 year run. I am inquiring to see if any of their assets could be useful to WJFF.

Program Director’s Report – September 12, 2018

PROGRAM CHANGES & ADDITIONS

Kusar Grace is back on air with Music Emporium Tuesday nights at 7. He contacted

staff on August 4th to say he’d like to come back to Music Emporium after previously

requesting it be taken off the schedule. Volunteer Richay, who was set to do a trial run

during the Music Emporium time slot, is now doing his trial run in the 9p Thursday

slot through September.

Let’s Talk Vets, a program for and about veterans, debuted on Talk Shop August 8th.

The monthly hour-long feature has interviews, veterans’ news, and local vets events

and is hosted by volunteer Doug Sandberg, retired USAF Staff Sergeant. Doug says,

“I felt strongly that public recognition of vets should be more than one day of retail

sales and the occasional media coverage” and we agreed.

Liberty Green returned to her program, Soul Spectrum on August 16th following a

long illness. For the first half of 2018, Soul Spectrum was on at 9 p.m. Thursdays

following Ramble Tamble. It’s now back to it’s later, longer time slot, running from

10p to 1a.

Piano Jazz will “retire” at the end of September after many long years. The folks

who’ve been maintaining it will end distribution at that time. The Program Director

has a replacement program lined up that features jazz vocals and standards, pending

the Program Committee’s approval at its next meeting.

SPECIAL PROGRAMMING:

ARETHA FRANKLIN REMEMBERED – The legendary singer passed on August

16th and many WJFF hosts paid tribute to her with full or partial programming in her

honor, starting with a three-hour live Soul Spectrum the night of her passing. Old

Skool Sessions, The Mixtape, Sunday Brunch, Big Insomniac, and others also paid

tribute to Aretha Franklin.

SENATE CONFIRMATION HEARINGS – WJFF Pre-empted normal programming

on three days starting Tuesday, September 4th

to air NPR’s anchored coverage of

Judge Brett Kavanaugh’s confirmation hearings before the Senate. Coverage ran from

11a – 4p on Tuesday and 10a – 4p on Wednesday and Thursday, going uninterrupted

from the end of BBC Newshour until the start of All Things Considered.

CAB 2017-18 Report

Based on recommendations and the expressed concerns and needs of the BOT; The CAB looked at several items to determine if the Stations programing is meeting the needs of the listening community. We, the CAB, had lengthy discussions on how to best address the several concerns and needs of the BOT. In order to do this we needed to become more organized. Over the course of several meetings from November 2015 into 2016 we;

. Develop a strong understanding of the CAB's

responsibilities and how to best implement them. How do we broaden our reach into our own and the

neighboring communities? How to use all of the information we have at our disposal to

better serve the station. How does the listening community feel about the station

moving to Liberty? And why? CAB Decision

With the use of email, the CAB members completed the new survey. The new 1page survey should best address the BOT’s concerns. In 2016 we surveyed over 100 people throughout the listening area. All surveys were submitted to the stations main office (Andrea & Adam).

Survey summary

reason is a fact that some listeners do not use the internet to look on WJFF web pages for announcements of meetings.

[email protected], and to people signed onto WJFF email list. Of course, other media outlets can be considered. At this point, with the help of Pat, we started working on a PSA.

Linda obtained from Adam Weinreich, the fundraising data by towns. It is thought that focused tabling by the CAB, using the CAB survey, at locations poorly represented during fund-raising might generate useful comments. In 2015, tabling to gather survey responses was

done at locations deemed convenient/popular/fun by CAB members. It might be worth trying to survey in locations where public events are being held and where there has been less than average residents’ input to WJFF.

Linda compiled the information and based on this new information; The CAB made a chart of all the poorly represented areas during fund-raising. We put this information into a calendar and scheduled for each of the CAB members to host an open to the public meeting in each of the poorly represented areas.

By April 2018 we had held a CAB meeting in all of the poorly represented areas. All but one of the meetings were poorly attended. Most of the information we gathered was from the Liberty’s meeting. Over the span of two days about 86 to 90 people attended and gave their opinion. No one but the CAB members attended the other meetings.

PSA (I took the liberty to trim it down a little)

The Community Advisory Board is comprised of volunteers from

the community who meet regularly to advise WJFF's Board of

Trustees on how the station might best serve its listeners. The

group is diverse, People from different segments of our listening

area volunteer to be on the CAB. The CAB is charged with

reviewing the station's programming goals, the community

service provided, and significant policy decisions made by the

station.The Wjff Community Advisory Board will hold a meeting

Liberty Property Pat Pomeroy reports that Steven Green has completed the property survey for the parcel being considered for sale at the back of the property. Community Advisory Board - Appointments Jim Lomax presented a slate of four candidates for appointment to the committee: Nicole Slevin, Valerie Weiss, Sean Lang (Farmhouse Project) and Rebecca Robayo. Their bios will be presented to the full BOT at the Sept 12 meeting for consideration. We are required to have 7 members on this committee to satisfy CPB requirements. Two current members Tasa Faroni Butler and Gloria Simms will serve for another one year term. We still need to select one more person for this committee. BOT Meeting Locations We propose to meet at the Cooperage in Honesdale for the BOT Oct 10th meeting and will investigate availability of the Strobel Center, Monticello for the Nov 2018 and Jan 2019 meetings. Wi-fi is needed to include participants via Skype. BOT Member Training NYCON will offer training to the members of the BOT. Funding has been secured with the condition that the training occur prior to Oct 30. We propose two dates, Sunday Oct 21st or a second choice of Sunday Oct 7. We reviewed the results from the recent Auction held at the Western Hotel which generated approx $8k, two "yard sales" at the Liberty property that generated approx $3k and a private dinner by Jim Lomax at his home that generated $5k in contributions. Budget and Finance Thane Peterson discussed an apparent large deficit based on the most recent financial reports. Current income is not reflected in the reports until the bookkeeper enters the data. The next reports issued will be Monday Sept 10 and they will give us a more accurate assessment. Thane and the finance committee will begin preparing the 2019 Budget in Oct. Ongoing deficits need to be addressed. Business Underwriting is short of our projections by approx. $30k - $40k. We will present the need to acquire new business underwriting to the full BOT at the Sept 12 meeting and ask members to solicit new underwriters to address this shortage. Spectrum Channel 1959 - WJFF Live Broadcast WJFF's signal is carried by Spectrum cable on channel 1959. It was included in the basic cable subscription until recently. Now the cable subscriber must pay for a higher level of service to receive the WJFF live broadcast via cable. Considering the poor reception issues being reported by long time listeners across our area, we need to see if we can convince Spectrum to restore our channel to their basic subscriptions. Since we have been identified as a critical resource during power outages in Sullivan county, Dan will approach Spectrum will that information. Leftover items were stored in the white house at the Liberty property. Furniture and other items were donated to a Sullivan county charity. The visible location contributed to the success along with Kit Hulit's management of the sales. The Auction held at the Western Hotel generated $8.2K with $1K of that coming from the $15 admission fee. James Lomax suggested the silent portion of the auction could last longer. Judith Schwartzstein, who co-ordinated the auction items, reported that the Restaurant offers were the most successful items often exceeding their stated values. She recommends we consider our target audience when soliciting items for next year. Barbara Demarest suggested offering FREE admission to Sound Supporters. We discussed the idea that future auctions incorporate food, perhaps a Dinner to enhance the event. Celebrity endorsements of the auction would also enhance our promotional efforts. Allen Gerry and Mark and Sunny Ruffalo were suggested as possible Chairpersons. Future locations were considered

with Handicap Access being desirable. The location at the Western involves a long staircase. Hurleyville Museum was suggested. If a dinner is offered it would be good to hold it at a restaurant. Tavern on Main in Jeffersonville for instance, a private event. Jan Goodwin also suggested The Cooperage, it's on the ground floor. She's been to fund raising events there and think it works well and they have an excellent kitchen. Music Sale 2018 Dan R. is working with John Bachman who will once again produce this annual event. David Dann will assess and determine the value of donated musical equipment, stereos, guitars, etc. Donations are being stored in Liberty. The Music Sale will be held at the White Sulphur Springs firehouse as in previous years. We expect to generate $10k at the music sale. On-air spots are running asking for donations and promoting the event. Dan suggested contacting WFMU about possible affiliation for this event. They hold an annual music sale in May. October Pledge Drive Drive starts Friday Oct 26. Dan mentioned the summer drive was 14 days long, perhaps due to rainy weather which kept second homers away. Perhaps we should exempt certain programs from pitching, especially Democracy Now. We should increase pitching during classical music programs, both live on-air hosts like Music of the Spheres and syndicated programs like Performance Today. More voices should be heard during the pledge drive, specifically BOT Member s and DCOC members who should record short testimonials as promos for use during the drive. Word of mouth is important. Kevin McDaniel suggested preparing CD of on-air live performances from Home Grown program as a pledge drive premium. Local musicians would be asked to give their permission, staff not available to produce CD, should be volunteer driven effort. Archiving of Home Grown needs to be reassessed. End of Year Appeal Final on-air pitch for donations is a staff driven event. 2019 Jan / Feb Events James Lomax suggested forming a working group to plan events for this time frame. Motion to elect James Lomax as the DCOC Committee chair since the resignation of Martin Higgins has left the chair vacant. time in Florence, Rome and southern Italy; speak some Italian

Taught at NYU, left academia; writer and editor in research departments of several

financial services firms; speechwriter for CEO of one of them

Moved to Washington, D.C. to work as a communication consultant for a then

primarily actuarial consulting firm; through several iterations (and mergers), it

became a global human resources and management consulting firm from which I

retired after 29 years; wrote internal communications for large corporate clients in

the areas of health care, retirement, compensation, change management, etc.

Interests: travel, early music, Italian art and culture, Canadian history; cooking and

knitting; my great-nephew!

Nicole Slevin

Nicole Slevin has a bachelor's degree in Cultural Anthropology from Plattsburgh

State University in northern New York and is currently pursuing a master’s in

organizational psychology. She was involved with environmental and human rights

work for a number of years after graduating from Sullivan West High School,

including: teaching environmental awareness and geography to under-served

children while studying abroad at University of Cape Town in South Africa;

and facilitating democratic discussions for her honors studies.

Nicole currently works for Cornell Cooperative Extension Sullivan County

(CCESC) as the Communications & Diversity Manager, with supervisory

responsibilities. She is responsible for coordinating all publicity, public and media

relations, community outreach, advertising, writing/editing, voice recording,

design, photography, web management, strategic social media, IT, events, and

fundraising. Nicole chairs the CCESC Diversity & Inclusion (D&I) Committee,

participates in a state-wide D&I cohort of 4-H Youth Development professionals,

and is a 2018 Hudson Valley Pattern for Progress Fellows program alumni.

Nicole is a co-founding member of the Sullivan County Hour Exchange; a member

of the Sullivan Renaissance Steering and Bilingual Advisory Committees, the

Sullivan Agencies Leading Together (SALT) Steering Committee, and the Sullivan

Dialogue2Change Steering Committee; chairs the Upper Delaware BioBlitz

Marketing/PR Committee; and volunteers for the Basha Kill Area Association

Nature Watch the Sullivan County Human Rights Commission, and the NAACP

Sullivan County chapter.

She served a term on the Delaware Highlands Conservancy board until 2016,

chairing it’s Eagle Conservation & Education Committee, among other roles.

In her spare time, Nicole writes and records poetry in English and Spanish, and

what she calls Zen motivated “pep talks”.

Shawn Lang

Shawn and his husband Kris are the owners of the The FarmHouse Project. They

are also supporters of WJFF.

This is an innovative website blog that markets the work of local artists, crafts

persons and agricultural producers. They publish on line a number of publications

available to the public. They also feature how they are renovating and preserving

their farm house in Hortonville.

Annually they feature a non-profit event is to celebrate our wonderfully talented

makers and artisans throughout the county in a modern and sophisticated way. A
