X1PT29N9-SI260215 ARCHITECTURAL HERITAGE TO BE PRESERVED Explore Paardevlei’s heritage sites Paardevlei, a mini city-in-the- making, located adjacent to the ex- isting town of Somerset West, is – unknown to most locals – home to a large and fascinating collection of century-old heritage buildings with intrinsic cultural value. Iconic architect Sir Herbert Baker designed many of the striking struc- tures on the site in conjunction with his long-time collaborator, Francis Masey. British born-Baker is generally re- garded as the country’s most famous colonial architect. He and Masey were is responsible for some of South Africa’s most significant architectur- al constructions between them, in- cluding the Union Buildings in Preto- ria, various homes and buildings lo- cated at Cape Town’s Groote Schuur (once the official residence of the Cape Prime Minister), St George’s Ca- thedral and the Rhodes Memorial. They were also commissioned to de- sign a number of administrative buildings and homes for the staff of a Paardevlei dynamite factory by the site’s then owner, Cecil John Rhodes. Many of the buildings located on Paardevlei Estate were designed in the same year as Baker worked on the refurbishments of buildings at the Groote Schuur Estate, where Rhodes resided at the time, and included the The Woolsack and Welgelegen resi- dences. In 1899, Paardevlei was a small, shallow, predominantly agricultural wetland when Rhodes purchased it for his the Beers Consolidated Mines (now known as AECI) and set about converting a portion of the property to a dynamite factory to meet the de- mands of the gold- and diamond-min- ing industries. In the ensuing years a number of staff homes and build- ings were erected, in addition to a var- ious other culturally significant structures. These have subsequently become an important cultural link to South African’s former urban and in- dustrial landscape. Of particular significance is a col- lection of buildings, now known as Baker Square, constructed between 1899 and 1900. These include some of the earliest examples of the legendary Baker and Masey structures found in the Western Cape. Visitors to Paardevlei will be en- thralled by the old Administration Block with its central nibble gable and two distinctive “holbol” gables, (which resembles the entrance of Groote Schuur Hospi- tal), the Main Office Block, as well as the cen- terpiece building of the square – a standard H- pattern double-storey structure with a central cupola and distinctive weathervane, which was initially used as a resi- dence for single male fac- tory workers, and later converted into the Paardevlei clubhouse. Quinan House (named after the factory’s first manager) today houses the famed Cheetah Out- reach NGO and is per- haps the grandest, most elegant of the Baker/Masey designs at Paardevlei and well worth a visit. It was declared a national monument in 1981. In addition to the Baker/Masey buildings, visitors will marvel at the eclectic collection of other heritage structures and sites found at Paard- evlei. These include the nine staff homes located in The Crescent, the Doctor’s House, which today houses the up- market Mai day Spa, the Old Locomo- tive Shed (which once housed the train used to transport dynamite off site), the hostels of indentured Afri- can labourers, the Foundry – a beauti- ful brick building with a pitched roof, also constructed in the early 1900s, the Power Station – widely regarded as a cultural treasure within the AE- CI stable, the old Nitrocellulose Man- ufacturing Plant (which today houses Triggerfish Craft Brewery), the Ni- troglycerine Factory (currently home to Flagstone Winery), the facto- ry hospital and male nurses’ resi- dence, as well as two fascinating graveyards (one of which contains the re- mains of victims of the 1914 flu epidemic.) In to- tal, there are well over twenty heritage build- ings, structures and sites earmarked for preserva- tion at Paardevlei. Paardevlei Proper- ties, which manages the full 730 hectare site on be- half of AECI Limited, be- lieves the best way of pre- serving historical build- ings is to use them, which is why many have been made available to discerning business owners for rent. Others have been also been sold to investors. Current tenants include a number of professional businesses and manufacturers, including but not limited to the above-mentioned entities. Paardevlei Properties has also cre- ated a heritage brochure with de- tailed information on each site and structure which will soon be freely available from their on site offices for those wishing to learn more about the specific background of each site. The old Power Station at Paardevlei was completed in 1903. The Manager’s House served as the De Beerse Drawing Of- fice and was completed in February 1913. The Administration Block was built by Sir Herbert Baker and Francis Ma- sey and completed in 1900.

First-timebuyers likely toqualify forhome loansThe average home purchase price in SAincreased by 5,6% to R930 000 in the 12months to end-January, according to thelatest statistics from BetterBond HomeLoans.

These figures also show that the averagehome loan granted during this period cov-ered only 83% of the purchase price. Thismeans most homebuyers still had to comeupwith a large sumof cash to complete theirtransactions.“Fortunately,however, thingshavegener-

ally beenmuch easier for first-time buyers,”says BetterBond CEO Shaun Rademeyer.“While the average first-time home price

also increased in the past 12 months – toR651 000 – the banks were in most cases pre-pared to finance about 91,5% of that. Thismeant that the average first-time buyer onlyhad to save a deposit of around R55 000.”

In addition, the group’s statistics show thelower deposit requirements also helped toensure that about 41% of the 37 000 homeloans formally granted through BetterBondin the past year, went to first-time buyers –even though they only accounted for 28,5%of the total value of all the properties pur-chased with these loans.“In the previous 12-month period, first-

timebuyers accounted for 43%of the formal-

ly granted loans and 30% of the total valueof properties purchased, but given the factthat there were two interest rate increaseslast year and that consumers alsohad todealwith steep fuel, food and utility cost increas-es, we think the picture is still very good forsuch buyers,” Rademeyer says.“First-time buyers are generally young

people with less ability to cope financiallywith rising interest rates and living costs,

and they tend to give up on home purchasesmuchmore easily than repeat buyers. So thefact that so many of them stayed in the mar-ket during 2014 indicates the strength of de-mand in this sector – and bodes well for thefuture of the market as a whole, as they out-grow their first homesand start toupgrade.”Furtherencouragingsigns for theresiden-

tial property market in the coming 12months, he says, are the fact that the totalnumberofhomeloanapplicationssubmittedtothebanksbyBetterBondwas3,4%upyear-on-year at the end of January, and that theglobal oil price decline will probably enablethe Reserve Bank to delay any further inter-est rate increases until at least the secondhalf of 2015.“In short, there are currently more pro-

spective buyers in themarket, a greater per-centageofwhomare likely tobeable toquali-fy for home loans.”

According to Trish Luthuli, newbusinessexecutiveatPamGoldingProperties, it all depends on whatyou are looking for in a home.“It is important tohave someun-

derstanding of these differenttypes of properties before you con-sider buying a home. One kind ofpropertyownership isnotnecessa-rily better than another; yourchoice of home depends upon yourneeds, where you are in your lifeand what you can afford.”Luthuli says a well-chosen resi-

dential property of any type re-mains a sound investment. Aftera slight setback in 2011, the recov-ery inhouseprices inSouthAfricahas steadily gained momentumyear-on-year.Despite a sluggish economic

growth rate and two modest inter-est rate hikes during the course of2014, the Pam Golding PropertiesResidential House Price Index,whichwas launched late last year,registeredahealthyaverageannu-al growth rate of 6,6% in 2014.This is a notable improvement

on the average annual increases of5,1%and3,5%recorded in2013and2012 respectively.Luthuli says there are effective-

ly only two forms of residentialproperty ownership in South Afri-ca: freehold and sectional title.Townhouses,simplexorduplexde-velopments, and apartments are

usuallyownedunderasectional ti-tle arrangement. Homes withingated communities may be heldunder either freehold or sectionaltitle forms of property ownership.“Freehold is a more traditional

form of residential property own-ership in which the owner is re-sponsible forall thebills andmain-tenance of the property, includingtaxes, insurance,upkeep,security,electricity and water bills.”Freestanding homes in residen-

tial areasareusuallyheld ina free-hold form of ownership, as aremany properties in gated estates,she says.The concept of a “cluster home”

is often not well understood. InSouth Africa, a cluster complex isessentially a group of freeholdproperties that are enclosed by aboundary wall.Luthuli says there is a wealth of

different types of homes availableand there is something for every-one. However, home seekersshould ensure that they under-stand their obligations as ownersprior to buying any property.While cluster homes are usually

held in freehold, it is important tonote that theydo represent a some-whatunique formofpropertyown-ership, says Luthuli.She says cluster developments

are usually governed by a home-owners’ association with a consti-tution that is drawn up by electedtrustees. Buyers are obliged to be-come part of the association, paya levy for security and the mainte-

nance of common areas and facili-ties, aswell as subscribe to thegov-erning body’s rules.These rules cover operational

management issues and may in-clude architectural guidelines,says Luthuli.“In other words, while a cluster

home is owned in a freehold ar-rangement, the owner may havestrong obligations to his or hercommunity. When you buy a sec-tional title property you are buy-ingexclusiveownershipof theunitor section that you have pur-chased, while at the same time be-coming a joint owner of the com-monpropertyof thedevelopment.”The administration andmainte-

nance of the common property isthe responsibility of a body corpo-rate, which consists of all the own-ers of the townhouse complex orapartment block, who then electtrustees to handle its day-to-day

management, she says.“Depending on the type of prop-

erty purchased, you may also beentitled to the exclusive use of agarden, parking space, storage fa-cility and staff quarters.”Jason Shaw, manager of Pam

Golding Properties, says the factthat residents of sectional titlecommunities together contributeto the upkeep of the complex orblock, as well as the maintenanceof facilities, means that many sec-tional title developments are ableto offer a relatively high standardof living.He says security remains an im-

portant concern for buyers. Bothsectional title and cluster develop-mentsmakesecuritymoreafforda-ble, allowing access control, pe-rimeter electric fences and othermeasures to be put in place.“Living in a secure complex ena-

Discussing this recently, Barry Fourie, na-tional training manager for the Rawson Prop-erty Group, said that both sellers and buyersneed to clarify in their minds the differencebetween permanent and non-permanent fix-tures.“Although quite frequently certain sellers

break this rule, it is widely accepted and, infact, stipulated in South African law that allpermanent fixtures are included in the sale ofa property andmaynot be removedby the sell-er. Any exceptions to this rule have to be putin writing.”“The simplest way to determinewhether an

item is a permanent or a temporary fixture isto imagine that the house has been turned up-side down – what would then fall off and what

would then remain in place?”“Even this simple test, however, may not be

conclusive and it is therefore advisable to listthe permanent fixtures the seller intends toleavebehindandthose few(e.g.avaluable teakdoororanhistoricfittedcastironstove),whichhe intends to take with him.”“Furthermore,if theremovalofapermanent

fixture results in some part of the remainingstructure being damaged (as it usually does),itmust be provided for in the contract that therepairs have to be done at the seller’s expenseprior to transfer.”In certain sales, said Fourie, it will suit the

seller to includeanumberofmovable,non-per-manent items in the sale for such simple rea-sons as that he no longer needs them or he ismoving to a home too small to accommodatethem. The agreement to do this has, on occa-sions, also led to arguments, especially whereseveral items are concerned.“The golden rule therefore,” says Fourie,

“even though it may be fairly tedious, is toleave nothing open to doubt or misinterpreta-tion and record all permanent fixtures includ-ed or excluded from the sale in the contract,as well as any movable items that the sellerwill leave behind. This is particularly impor-tant because if the matter does reach thecourts, South African property law almost al-waysreliesveryheavilyonwrittenratherthanverbal agreements.”

Okay, alright then. The last onemight be a bit unrealistic, but aftersampling the latest V8 turbo-dieselvariant, I firmly believe that thereisnothingmore indestructible thana Cruiser.There isabsolutelynothingabout

the Cruiser that seems “subtle” orunderstated. Let’s start off with itslooks: the single cab is enormous; at5,2 m long, you do get noticed whiledrivingorhaving topark thisbeast.With a square, upright stance, theLand Cruiser means business.When the going gets tough theCruiser boasts excellent ground-clearance as well as good approachand departure angles. The loadingbay at the back is big enough to fita double-bedmattresswith ease. In-terestingly, the only way to recog-nize thenewV8 isby looking for thebonnet-scoop.On the inside there is very little

toraveabout.Youare treated to twouprightseats, fourairconvents, twogear levers and a chunky steeringwheel. That is pretty much that-however you do get a good old frontloaderCDplayer and a decent-sizedcubbyhole. After you have adjustedyour driver’s seat and steeringwheel, youare left to enjoywhat theLand Cruiser is really about: con-quering any terrain.Theseriesconsistsofasingle-and

double-cab bakkie, a two- doorwag-

on and a five-door station wagon.However, the single biggest im-provement for diesel-crazy fans,was the introduction of the newV8-turbo diesel. The power gains arequite monumental when comparedto the trusty old 4,2 six-cylinder die-sel. Thenewenginewas introducedin 2013 and produces beefy chunksof power. With 151 kW/430 Nmthereisnoshortageofuseabledieselgrunt.FueleconomyhasneverbeentheLandCruiser’s strongpoint andtheV8 isnoexception.Realistic fuelfigures of between 7,5-8,5 km/F canbe expected, but with a huge 180 Ffuel capacity, you could cover wellovera1 000 kmbeforeyournext fill-

up.Driving the Land Cruiser in ev-

eryday traffic is something thattakes a while to get use to. Apartfrom excellent all-round visibilitythanks largely to the high seatingposition, things get more trickywhenyoudecide to parkyour smalltank.Withnostandardparkingaidsavailable, parallel parking is inter-esting, to say the least. If you finda parking bay big enough for yourLandCruiser, I suggest slowly driv-ing onto the sidewalk to fit in. Withbig diameter tyres and smallwheels, you won’t be in any dangerof damaging your shiny alloywheels either.

The gearbox is a different animalall together.Changinggearsismorefrequent thanusual,dueto theover-all short ratio applied in the gear-train. Pulling away froma stop signor traffic light is better done in sec-ond gear.As you work your way through

the manly five-speed gearbox, youmay swiftly find yourself doing60 km/h in 5th gear. When you doget the hang of things, you wouldlove gears 4 and 5. The amount oflow-downtorqueavailable infourthis astounding.The Land Cruiser will happily

obey our country’s national speedlimit fordaysas it cruises comforta-

bly at 120 km/h. It will only run outoffpuffat165 km/h, accordingtoTo-yota’s website.After my Cape Town inner-city

parking experience, I opted for a lit-tle something the Cruiser is re-nowned for: a proper off-road 4x4test.Fairly unknown terrain is that of

Paardeberg. I am lucky enough toknowasecretroutethatwillbeusedin this year’s gruelling Cape Epicmountain bike race., so I took afriendandwentonanaarduoussev-en-km trek up Paardeberg moun-tain. As soon as we locked the fronthubs and turned the diff locks on,IknewthisiswhattheLandCruiseris meant to do. Boulders, ruttedroads, broken tree stumps,mud (be-lieve it or not in February) provednomatchatall fortheindestructibleLand Cruiser. Each rotation of thewheels felt planned and secure. TheLand Cruiser took all the above-mentioned obstacles in its strideand just breezed past them.I am a firm believer that there is

no road or destination that cannotbe reached in this Land Cruiser.The only rival in this hardcore

workingbakkiecategory, is theNis-san Patrol pickup. It can basicallydo all the same stuff, it’s just a littleunderpoweredandslightlymoreaf-fordable. The Patrol retails for R496400while theLandCruisercomesinat an eye-watering R567 800.If you want refinement, smooth

road holding and luxury you’relookinginthewrongplaceandmiss-ing the Cruisers point completely.If you are lucky enough to buy or

own a Land Cruiser, you shouldcherish theexperience. It isunique-lywonderful inanAfrica-thrashingkind of way. If price is a factor, justremember – you will stop workinglong before the Cruiser does.
