Welcome from the President

Our Royal Queensland Show (Ekka) competitions are the ultimate showcase of the best of the best. They reward and recognise our valued exhibitors for achieving excellence and promote agriculture and the critical role it plays in our everyday lives to Queenslanders.

In 2018, more than 4,125 exhibitors travelled to the Ekka for their chance to win a coveted blue ribbon and share in the $530,000 prize pool, including 1,186 new competitors.

We received 21,000 entries across 11,000 classes in 48 competition sections, with an increase in entries across many categories including Canine, Cookery, Dairy Goats, Education on Show, Poultry and Farriers and Blacksmiths.

It was pleasing to see large crowds acknowledging the achievements of our exhibitors, with more than 414,000 people attending the 2018 show - our biggest Ekka since 2011.

Some of our competitions were even recognised at the International Association of Fairs and Expositions (IAFE) Awards, which represents more than 1,100 fairs around the world. The Ekka won 24 international awards including 16 first places, with the Floristry, Race Around Ekka, Little Sprouts, Cookery and Student Made Cheese competitions all placing.

The RNA is also committed to providing exhibitors with world-class facilities to use, through our $2.9 billion Brisbane Showgrounds Regeneration Project.

In 2019, our Canine Competition exhibitors will use the new Alexandria Park, offering an undercover area for benching and a grassed area for judging. Also this year, all four storeys of our world first animal pavilion will be in use for the very first time, housing many animals including beef and dairy cattle, poultry and sheep.

For 143 years the RNA has been dedicated to championing agriculture and is honoured to stage Queensland’s largest event on behalf of the community each year.

GENERAL REGULATIONS

Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association the following General Regulations shall apply.

Judging will be performed by a panel of Judges appointed by the Royal National Agricultural and Industrial Association of Queensland.

The attention of Exhibitors is drawn to the fact that entries are accepted subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association, in addition to the Special Regulations which appear in this schedule. Copies of the Rules and By-Laws may be obtained upon application to the Competitions Department.

No refunds will be made after close of entry.

NOTICE TO INTENDING EXHIBITORS

Entries for EKKA can be made either on the Application to Enter Form enclosed with this schedule or online at our website: www.ekka.com.au. Entries submitted other than on the correct form or online will be returned to the Exhibitor and, unless all requirements are complied with and the forms returned to the office by 5.00pm on the Application to Enter closing date, as shown in the Schedule, they will not be considered.

As a condition for acceptance of my entry: Neither myself nor my family members will indulge in any social, professional or other interaction with an official or judge contracted or sub- contracted by the RNA before or during the Royal Queensland Show.

ENTRY FORMS

Exhibitors must complete “STATEMENT BY EXHIBITOR” section on the front page of the entry form advising their taxation status.

PRIZE MONEY

1. Prize Money stated in the Schedule excludes GST.2. GST will be added to the Prize Money for Exhibitors who

are registered for GST purposes. Prize money will be paidinto your nominated bank account by 31 October followingthe Show.

3. The Association will provide a “Recipient Created TaxInvoice” to Exhibitors who are registered for GST purposes.

4. All cash prizes and trophies must be claimed within sixmonths from the closing date of the Royal QueenslandShow. Prizes not claimed and by that date will beconsidered to have lapsed, and the amount will become adonation to the Association. (RNA By-Laws)

WORKPLACE HEALTH AND SAFETY

1. The Brisbane Showgrounds are a designated Workplacewithin the meaning of the Workplace Health and Safety Act2011 and exhibitors/competitors are required to ensure thatthey and all persons under their direction or control,including their contractors or sub-contractors, comply withall requirements of the Act and the RNA holds each exhibitorresponsible to discharge its obligations to provide andmaintain a safe place and system of work during occupationby the exhibitor of any area of the Showgrounds.

2. Each exhibitor/competitor will assess the risk tothemselves, staff, volunteers, family, other exhibitors, RNAstaff, show visitors, children and any person foreseeablyaffected by the presentation of their exhibit.

3. Risks identified by exhibitors/competitors will be eliminatedor controlled by the exhibitor/competitor and particularattention will be paid to ensuring public safety and safety ofother exhibitors/competitors.

4. Exhibits will only be held and handled by competentpersons whose experience is known to theexhibitor/competitor.

5. A “No Smoking Policy” will be strictly adhered to andpoliced by exhibitors/competitors andexhibitors/competitors are advised that the use of Primusstoves, any heating or lighting appliances of a likecharacter, or any naked light, is strictly prohibited in thepavilions.

6. Any exhibitors/competitors intending to bring electricalequipment to the Showgrounds will be required to ensurethat such equipment is fitted with residual currentprotection and that all electrical leads, tools and applianceshave been inspected by a licensed electrical contractor andcurrently tagged. The use of double adaptors is prohibitedand all power boards must also be tested and tagged.

7. All exhibitors/competitors will comply with the requirementsof the Act and its Regulations and Standards in every otherrespect. This is essential for the safety of allexhibitors/competitors and the general public. The Actimposes very severe penalties in the event ofnoncompliance with its provisions. Anyexhibitors/competitors who do not comply will not beallowed to exhibit at the Royal Queensland Show.

8. The Brisbane Showgrounds is subject to a Special FacilityLicense issued under the Liquor Act 1992 and strict lawsrelated to the consumption and possession of liquor acrossthe Brisbane Showgrounds site. The consumption orpossession of liquor outside of the licensed bar areas is notauthorised by the RNA and in many cases may be anoffence for which on the spot fines can be issued by Policeand Liquor Licensing Investigators.

DISCIPLINARY COMMITTEE REGULATIONS & BY-LAWS

132. It there is any inconsistency between By-laws 133 - 153and any other By-laws of the Association, By-laws 133 -153 will prevail.

133. The functions of the Disciplinary Committee shall be tohear and determine all complaints, allegations and othermatters relating to:

a) prohibited substances, as defined in these By-laws orSectional Regulations.

b) any alleged breach of the Rules, By-Laws andRegulations of the Association by an exhibitor andrelating to an exhibit or to a competition, except if thealleged breach is of a kind that the Chairman of aSectional Committee considers is of a less seriousnature and should properly be dealt with by theSectional Committee, and

c) any other alleged breach of the Rules, By-Laws andRegulations of the Association that may be referred toDisciplinary Committee pursuant to By-Law 137 (a).

147. The Disciplinary Committee may announce its decisionorally or in writing. A decision that is announced orallyshall have effect in accordance with its terms.

148. If the opinion of the Disciplinary Committee is notunanimous, the decision of the majority shall prevail. If theDisciplinary Committee are equally divided on anyquestion concerning the guilt or innocence of a person,the question shall be resolved in that person’s favour.

149. If the Disciplinary Committee considers that there hasbeen a breach of the rules, By-laws or regulations of theAssociation, it may impose such a penalty as it considersto be appropriate, including without limitation:

a. a reprimand;b. a monetary fine (payable at such time/s as the

Disciplinary Committee may determine);c. withdrawal or withholding of any award or ribbon;d. disqualification in respect of any class;e. expulsion from the Showground;f. where the person concerned is a member, a

suspension or termination of that membership;g. a ban;h. exclusion;i. prohibiting a Person from exhibiting or competing

at the current Show or at any future Show;

j. a direction that an Exhibit beremoved from the Showground;

k. any other mandatory requirement; andl. any other penalty provided for in other

regulations of the Association.

150. There shall be no appeal from any decision of theDisciplinary Committee.

INSURANCE

All Entries and Exhibitors are subject to RNA Regulations and By- Laws set out in this schedule as well as other By-Laws that may pertain to this competition.

The RNA reserves the right at all times at its absolute discretion without assigning any reason to:(a) substitute a Judge when necessary;(b) re-allocate Judging days for a particular breed.(c) if entries numbers require an extra Judge, appoint anadditional Judge if necessary.

Full copies of the RNA By-Laws may be obtained upon application to the Competitions Department.

161. The RNA may (but is not obliged to) take out a policy ofinsurance in respect of the legal liability on the part of anExhibitor for loss or damage suffered by a third partycaused by any act or omission of an Exhibit or theExhibitor.

162. The RNA, RNA Staff Members and Officials of the RNAare not liable to any Exhibitor if the RNA fails to take out apolicy of insurance effectively protecting any Exhibitor orExhibit, or if any such policy does not operate toindemnify the Exhibitor in respect of the loss or damage inquestion.

BOER GOAT REGULATIONS Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971 and to the Rules and By-Laws of the Association the following Regulations shall apply to the Boer Goat breed. 1. All Boer Goats must be registered with a Boer Goat

Breeders Association, and be the bona fide property of the Exhibitor at the closing date of entries and have a visible ear tattoo, and/or double tagging as per BGBAA rules.

2. The responsibility of the eligibility of each animal entered rests

solely with the Exhibitor and the correctness of these matters shall be confirmed prior to judging by an inspector appointed by the Boer Goat Breeders Association. Any Application to Enter form that is incomplete will be returned to the Exhibitor and must be returned by closing date of entries.

3. No more than 3 entries by an exhibiter in any one class 4. Boer Goats are not permitted on the Brisbane Showgrounds

before 12 noon Tuesday 13 August 2019 and must be penned by 8.00pm on Tuesday 13 August 2019.

5. Boer Goats Exhibitors may leave the Brisbane

Showgrounds after 6:00pm on Thursday 15 2019. 6. No Boer Goats during the Show shall be removed from the

pen without permission of the Exhibitor or his representative and the Councillor in charge, other than for the purpose of judging.

7. White dustcoats must be worn during judging. Stud names

or brands must not be displayed during judging. 8. For Champion prizes all first prize winners of each class are

to compete. After selecting the Champion, the Judge will be required to select an animal for Reserve. The reserve shall be selected from the remaining first prize animals together with the second prize winner of the class which furnished the Champion.

9. An animal which in the opinion of the Councillor in charge is

not in a fit state to be exhibited, may be rejected by him and be barred from competing in the class for which it is entered. Any animal rejected must be removed from the Brisbane Showgrounds if so ordered by the Councillor in charge.

10. In the event of the Judge deciding that the Exhibits in any

Class or Championship are not worthy of any prize he shall use his discretion as to what prize, if any, to allot.

11. All Boer Goats shall be fed and attended to by Exhibitors or

their agents, who shall be responsible for their cleanliness and proper condition of the pens.

12. Each Exhibitor may, after judging, display one sign not

exceeding 75cm x 75cm but shall remove any such sign forthwith if directed to do so by the Council Steward who shall have full power to give such direction without giving any reason therefore.

13. A determination by the Councillor in charge on any

question or dispute arising in or incidental to the conduct of any Competition, parade, Exhibition or event or as to the action of any Exhibit or Exhibitor or Competitor or as to proper description of anything whether animate or inanimate shall be final and binding upon all Exhibitors.

14. BOER GOATS WILL BE PENNED IN THE ARROW ENERGY

PAVILION.

15. No Prohibited Substance shall be administered to any animal exhibit except with the permission of the Council Stewards, or under the direction of the Association's Veterinary Surgeon who shall advise the Council Stewards if, in his opinion, such Prohibited Substance has or is likely to have any effect upon the animal which would be material to its chance of being awarded a prize. In such case, a Council Steward may, in his absolute discretion, debar the animal from competing, and may otherwise deal with the exhibit under the Association’s rules and regulations.

PROHIBITED SUBSTANCES

A Person must not administer a Prohibited Substance or cause one to be administered to an Exhibit, except as permitted by the By-Laws or the Regulations. The Exhibitor, the Owner and Attendant of any Exhibit to which a Prohibited Substance has been administered is in breach of the By-Laws unless the Prohibited Substance is:

• permitted by the by-laws to be administered; and • administered to the Exhibit in accordance with the

procedures set out in the By-Laws. An Exhibit to which a Prohibited Substance has been administered in breach of the By-Laws must be removed from the Showground upon demand by the Association. The Association may in its discretion and at any time, cause an examination to be made of an Exhibit by a Veterinary Surgeon who, in the course of such examination, may:

• take such samples (including, without limitation, urine, blood, saliva and faeces) from such Exhibit as he considers necessary or advisable;

• have such samples tested by such methods and procedures as he considers appropriate; and

• examine the Exhibit for desensitised limbs. Any Exhibit found by a Veterinary Surgeon to have a limb (or part thereof) desensitised is deemed to have had administered to it a Prohibited Substance and is in breach of the By-Laws. Where, prior to an event, a Veterinary Surgeon is of the opinion that a Prohibited Substance may have been administered to an Exhibit, the Veterinary Surgeon may require that the Exhibit be examined prior to competing in that event. Any exhibit which has been brought to the Showgrounds and is found to have had administered to it any prohibited substance as defined above may, without prejudice to any other action which may be taken in respect of the matter, be debarred by the Council Stewards from competing in any event for which it may have been entered. Subject to the By-Laws, the exhibitor, the owner and any person in charge of an animal to which a prohibited substance has been administered, by any person, and whether or not with the knowledge of the exhibitor, owner or person in charge, is deemed to have acted in breach of this By-Law. No person shall have in his possession on the Showgrounds any prohibited substance, syringe, needle or other instrument which could be used to administer a prohibited substance to an animate Exhibit, unless that person shall have obtained the permission of the Association to be in such possession, or satisfies the Association that such possession is lawful and proper use.

The Association and any Council Steward servant or agent of the Association shall not be liable to an exhibitor for the death of or for injury damage or infection which may be sustained by his exhibit occasioned by or arising out of any act or omission of any Council Steward, servant or agent of the Association during the course of the testing of the exhibit whether due to the negligence of any such Council Steward, servant or agent or otherwise.

'Prohibited Substance' means any substance originating externally to an animal (and whether or not endogenous to the animal) capable of affecting the performance or behaviour of the animal by its action upon:

(a) the central or peripheral nervous system;(b) the cardiovascular system;(c) the respiratory system;(d) the alimentary digestive system;(e) the musculo-skeletal system;(f) the urogenital system; or(g) the endocrine system.

and includes without limitation:

(i) analgesics;(ii) anti-histamines;(iii) anti-inflammatory agents;(iv) blood anti-coagulants;(v) diuretics;(vi) hormones and their synthetic counterparts;(vii) cortico-steroids;(viii) anabolic steroids;(ix) local anaesthetics;(x) muscle relaxants;(xi) tranquillisers;(xii) vitamins;(xiii) antibiotics;(xiv) stimulants;(xv) glues and bleaches;(xvi) silver compounds;(xvii) schedule drugs.

ACCOMMODATION

All exhibitors please note that there is only limited accommodation on grounds. All exhibitors are recommended to seek offsite accommodation. Those wishing to apply for on ground accommodation should do so on the following basis:

a) Application must be on the appropriateaccommodation/stalling request form

b) Accommodation will be considered on the basis of 1person for each 2 animals entered.

c) All accommodation must be prepaid by the date onthe accommodation/stalling request form

d) No refunds are due on any accommodation bookedand not used.

PLEASE BE AWARE THE RNA DOES NOT GUARANTEE ACCOMMODATION IS AVAILABLE FOR ALL OR ANY EXHIBITORS. ALL ACCOMMODATION REQUESTS WILL BE CONSIDERED AND THOSE SUCCESSFUL WILL BE NOTIFIED PRIOR TO SHOW COMMENCEMENT.

PREGNANT ANIMALS

No animal expected to give birth during the Royal Queensland Show will be permitted entry onto the grounds and will be withdrawn from the competition. Any animal that gives birth after arrival at the showgrounds will be withdrawn from competition and will be removed from public exhibition and placed in an isolated stall nominated by the RNA unless permission to the contrary is given by the Council Stewards or, in their absence, by a Veterinary Surgeon. Entry fees will not be refunded.

Boer Goats should not be entered if their expected birth date is to/or likely to coincide with the Royal Queensland Show. The RNA Veterinarian is required to attend any birthing activity on Showgrounds, with the cost for their services and subsequent waste and cleaning fees incurred by the Exhibitor

It is the responsibility of the Exhibitor’s onsite to be aware of and adhere to the Australian Animal Welfare Standards and Guidelines, notably but not restricted to the Land Transportation of Livestock and Model Code of Practice for the Welfare of Animals. Animals that have recently given birth should not be transported until at least 72 hours after birthing.

BIOSECURITY QUEENSLAND REQUIREMENTS

All Queenslanders have a ‘general biosecurity obligation’ (GBO) under Queensland's Biosecurity Act 2014 (PDF, 1.5MB).

Not complying with the GBO is an offence. This means that everyone is responsible for managing biosecurity risks that are:

• under their control and• that they know about, or should reasonably be

expected to know about.

Under the GBO, individuals and organisations whose activities pose a biosecurity risk must:

• take all reasonable and practical steps to prevent orminimise each biosecurity risk

• minimise the likelihood of causing a ‘biosecurityevent’, and limit the consequences if such an event iscaused

The following conditions will apply to stock and Vehicles moving on to the Brisbane Showgrounds

MAJOR CHANGES: All stock entering the Brisbane Showgrounds must meet the national Ovine and Bovine Johnes requirements

STOCK GENERAL: Only Cattle tick free stock will be allowed entry to the grounds.

EXHIBITORS REQUIRE THE FOLLOWING: • National Vendor Declaration (Cattle) and Waybill, or

Movement Record Document• National Goat Health Statement• RNA NLIS Form

Exhibitors should be aware that clearing facilities at NSW/Queensland Border Crossings at Kirra/Tweed Heads and Mt Lindsay are not permanently staffed. Exhibitors should make prior arrangements with the respective Border Crossing Points before commencing their journey.

JOHNE’S DISEASE

It is your General Biosecurity Obligation as the exhibitor NOT to knowingly spread the disease. Any animal from suspected herds that have not yet been cleared by Biosecurity Queensland will not be accepted on to the showgrounds.

Rules: Each exhibitor has an obligation to take all reasonable and practical measures to prevent the introduction into, and spread of Johne’s disease within, Queensland.

Exhibitors must not enter animal(s) which are reasonably known or suspected of being infected with Johne’s disease, including animals which have been introduced with a significant likelihood of being infected.

Exhibitors must supply a health statement/declaration that provides information about the health of the animal including Johne’s risk. The health statement/declaration must not be false, incomplete or misleading.

FODDER AND BEDDING REQUIREMENTS AND CONDITIONS

Hay, Chaff, Straw, Silage and Green Fodder may only be introduced if:

(a) It is grown in and held in a Tick Free Zone and transporteddirectly to the Brisbane Showgrounds, or

(b) It originates from a Cattle Tick Infected Zone but the fodder has not had contact with livestock in the nine months priorto entry to the Brisbane Showgrounds, or

(c) It is silage from a Cattle Tick Infected Zone which has beenharvested and wrapped in plastic for a period of not lessthan 28 days prior to entry to the Brisbane Showgrounds.

All fodder must be accompanied by a fully completed ‘Certificate of Entry of Hay/Chaff/Straw or Green Feed to the Brisbane Showgrounds, Brisbane: Owner Declaration’.

If fodder is accompanying livestock from interstate a description of the fodder may be endorsed on the livestock permit or Owner Declaration.

Materials not carrying the necessary certificate under the above Regulations will not gain entry to the Brisbane Showgrounds.

It is the responsibility of the Exhibitor to provide all fodder and bedding requirements.

The following materials may be used for bedding: (a) Sawdust or similar material.(b) Cereal Straw.(c) Pasture hay.

Within the limits of the storage space assigned to Exhibitors they may not bring in more than initial bedding plus 3 bales of straw or pasture hay for each Exhibit prior to the commencement of Show.

After midnight on the Wednesday prior to the start of the Show, no fodder or hay type bedding be permitted onto the grounds unless for, and accompanied by, livestock on the same vehicle, unless the Director otherwise permits.

Gatekeepers will have been instructed with regard to these conditions and any hay or straw not certified will be refused entry to the grounds.

VETERINARY SERVICES

The Association has made arrangements for veterinary services to be available on a 24-hour basis commencing on Saturday 3 August 2019 through until Sunday 18 August 2019.

The official veterinary surgeons are permitted to charge their normal consultation fees plus an hourly rate for extended services. In addition, exhibitors will be required to pay the cost of all drugs used. Exhibitors will be responsible for the payment of all monies owing to the veterinary surgeons.

GROUP CLASSES Group classes are open to both Standard and Red animals that have been entered in open classes.

Class 25 Dams Progeny Two animals, either sex to be represented, both the progeny of one doe, but not necessarily owned by the exhibitor. All animals must be entered in the general classes. First: Ribbon; Second: Ribbon; Third: Ribbon

Class 26 Sires Progeny Three animals, both sexes to be represented, at least two dams, all progeny of one sire, but not necessarily owned by the exhibitor. All animals must be entered in the general classes. First: Ribbon; Second: Ribbon; Third: Ribbon

Class 27 Breeders Group Three animals, any sex to be represented, any age. All animals must be entered in the general classes. Exhibits must be bred and owned by the exhibitor (therefore showing the exhibitors tattoo and prefix). First: Ribbon; Second: Ribbon; Third: Ribbon

MOST SUCCESSFUL EXHIBITOR OF SHOW

The Award shall be determined as follows:

For the highest Awards in each Single Class points shall be allocated on the basis of 5,4,3,2 and 1. Should there be fewer than 5 Awards in any one single class, the points shall be on the said basis in order of merit (E.g. If only three Entries in a class, points allocated 5,4,3).

In each Group Class points shall be awarded on the following basis: 2 points for 1st place 1 point for 2nd place

There shall be: 3 points for any Champion 2 points for any Reserve Champion

The Exhibitor gaining the highest number of points shall be the winner. In the event that two or more Exhibitors gain an equal number of points, the Exhibitor with the greatest number of firsts will gain the Award. Should a tie still occur, the second and third prizes will be taken into consideration.
