McMillen Park Community Center Indoor Playground Project Project Number 214002 Project Approval Request Scope of Work: This project is for all materials and installation of a new indoor playground at the new McMillen Park Community Center building. The playground will be located inside the #1 arena near the pickleball courts. Funding Source: Trust and Parks Capital Improvement Funds Board Approval: Proposals for this project were received on behalf of the Board of Park commissioners on June 19, 2014. Nine companies submitted proposals. A review committee of members of the parks department and a representative from the playground task force reviewed the proposals. After completion of the evaluations, the committee has agreed to award to Sinclair Recreation. Sinclair has a good history of completed projects with the Parks Department and is a very reputable firm. At this time I would like to ask the Board’s approval for the award of a contract with Sinclair Recreation for the amount of $225,000.00. McMillen Park Ice Arena Conversion Project Project Number 213001 Change Order No. 1 Original Scope of Work: This project consisted of improvements to convert the McMillen Park ice arena building into its current state as a community center. New Scope of Work: This was a very involved project with many changes. These changes are detailed in the attached change order document. Funding source: Mayor’s Legacy Fund, Insurance Fund Board Approval: At this time I would like to ask the Board of Park Commissioners for an addition to the project contract in the amount of $62,364.40. Please see the attached change order #1 for details. Thank you.


Bob Arnold Northside Park Pool Patio Improvement Project Project Number 213003 Change Order No. 1 Original Scope of Work: This project consisted of improvements to the patio area within the aquatic recreation center at Northside Park. This area consisted of a sand play area that is now converted to turf with a concrete patio, benches, and a pavilion shelter with picnic tables. New Scope of Work: A contingency allowance of $2000.00 was included with the contract bid. Not all of the allowance was used during the construction thus returning a credit to the Parks Department. Board Approval: At this time I would like to ask the Board of Park Commissioners for approval of a credit to the project contract in the amount of $1,814.00. 2014 Street Tree Pruning Contract Scope of Work: Work includes materials and labor to prune 3026 trees along the streets throughout the City of Fort Wayne.

Board Approval: This contract is our general maintenance contract for pruning street trees. In 2013 there were 5 vendors who bid on the project. Mudrack Tree Experts was the lowest most responsive bidder. The prices for 2013 are $73.85 per large tree and $29.54 per small tree. Mudrack Tree Experts has agreed to maintain their prices for 2014. Mudrack Tree Experts has worked for the Parks and Recreation Department for several years and has done excellent work in the past.

Today, I am asking for the board to approve the contract with Mudrack Tree Experts for the pruning of 3026 street trees for the amount of $137,818.87

July Board Meeting: McMillen Indoor Playground/Tree Pruning Contract

Foellinger Season Tickets sales exceeded expectations. Willie Nelson cancelled due to

unavoidable circumstances. Department considering the addition of 2 more front floor rows which

will add 82 seats. This action will also eliminate the issue of crowd gathering in front of the stage.

Lease contract between Park Department and Cindy’s Diner in final stages. Diner reopened on July

5.

Parks helped sponsor Hamilton Park Safety Night on June 18 with attendance exceeding 300

adults and youth

Department completed removal of 13000 Street Ash Trees

Collective bargaining eliminated by City Ordinance June 24 for all nonpublic safety unions.

Employees that were part of the collective bargaining process will receive a 2% increase retro to

January 1, 2014. City will no longer withhold union dues and the arbitration/grievance process

ceases to exist. Union employees will transition to City Human Resource policies currently in

practice over time. A post union transition team will be assembled with at a minimum membership

of Deputy Mayor, City Attorney, City Controller and Division Directors of Parks, Public Works

and City Utilities.

Department evaluating possibility of annual pledge to Children’s Zoo for 5 years to be funded via

Department Maintenance allocation.

Tennis Advisory Committee met with Don Schmidt and Luke Grossman to begin process of

overall review of Tennis Operations and Venues. In addition, planning for the 100 year recognition

of Swinney Tennis Courts to complement City Tennis Tournament.

Fort Wayne officially named a Playful City USA in 2014.

McMillen Park Community Center participation exceeding expectations/forecasts.

Fort Wayne Parks and Recreation Department audit of Aquatic Operations received of a Final

Overall Audit Evaluation of EXCEEDS. This was the annual review conducted by Ellis &

Associates- International Aquatic Safety & Risk Management Consultants

Lifetime Sports Academy closing ceremony scheduled for July 25 and Franke Park Day Camp

POW WOW on August 5.

Director sat on Parkview Hospital Sports Medicine panel discussing possible partnership with

Parks and Recreation on proper physical personal maintenance discipline and healthy food

consumption

The Botanical Roots Concert series begins Friday July 25 and continues on Friday evenings until

Labor Day. The concerts take place on the outdoor terrace/plaza at the Botanical Conservatory.

Free movie night featuring “Frozen” attracted record 1600 on July 2, 2014. Attendance that

averages 500-600 considered excellent for family movies.


PERRY EHRESMAN~ Deputy Director, Leisure Services / Neighborhood Programs / Community Center

McMillen Park Community Center opened on June 7th

and has been a meca of activity since. The

center is in the” Neighborhood Programs” area, managed by Bennie Lewis. Supervisor Sam

Young and his staff work with more than 250 children daily in the summer kids program. All kids

receive a lunch and afternoon snack. 150 adults daily use areas including: basketball, soccer,

pickleball, walking track and the computer lab.

The Summer Supervised Playground Program at Lakeside, Memorial, Packard, Lafayette,

Hamilton and Hanna Homestead serve 50-100 children daily. A special event carnival is

scheduled at each location.

1,400 people attended the 10th

Annual Juneteenth Festival in Weisser Park. Food, music, poetry,

dance, games and community organizations were all part of the fun.

The summer Preschool/Youth beginning sports programs including t- ball, lob ball, soccer, and

basketball and flag football have started in a variety of locations.

Fifty “couples” attended the Community Center’s Daddy Daughter Princess Ball. The couples

were escorted down the red carpet, had their photo taken, were announced as they entered the

ballroom, took a carriage ride, enjoyed refreshments, and danced the night away.

Community Center staff members performed CPR on a 67 year old exercise class participant. The

staff performed exceptionally. It was reported the patient had pre-existing health conditions. The

patient passed away after taken by EMS personnel.

“Outdoor Recreation” programs included the 26th Annual Hurshtown Fishing Derby,

Hammerheads Blacksmithing at Salomon, Bee Keeping Basics, Salomon Farmer’s Market and

Farmin’ Fun Day Camp.

GARRY MORR ~ Deputy Director, Administration / Botanical Conservatory / Foellinger Theatre

The State Board of Accounts conducted their annual audit of the Parks & Recreation Department

for the year ended 2013. There were no audit findings.

Preparation has begun for the 2015 budget with the City Controller’s office. Initial budgets are due

July 25th

. The operating costs of the McMillen Community Center will be added to the Park

General Fund budget for next year.

Total hits to the Parks & Recreation Department website for the month of June were 135,320. That

compares with last years’ numbers of 116,000 in June.

Four large concerts were held in June with the Guess Who on 6/6 (1,491 attendance); the Hit Men

on 6/21 (1,451); REO Speedwagon on 6/24 (2,440) and BritBeat on 6/28 (1,158).

Electrical upgrades were completed at the Foellinger Theatre in June.

The free family movie series started in June with The Nut Job with over 600 in attendance.


The Foreigner concert scheduled for July 12th

is sold out.

Attended a reception honoring Senator Tom Wyss who is retiring. Mr. Wyss has been instrumental

in helping the Parks & Recreation Department in securing grants from the state.

Attended the Park Foundation meeting which was held at the Children’s Zoo in June.

The City Safari Day Camp at the Botanical Conservatory started this month with two fully enrolled

weeklong sessions.

Planning has been completed for the ninth year of the Botanical Roots concert series beginning in

July at the Botanical Conservatory.

Staff at the Botanical Conservatory has been working on a grant from the Auer Foundation for the

Sayaka Ganz exhibit in winter 2015.

Working with Turnstone on a building they are donating. Dismantling and relocating to our

bullpen was completed.

Working with Brooks Construction on property they would like to donate to the Department.

Phase 1 Environmental has been ordered and awaiting results.

Northside Pool Patio Improvements complete.

Shoaff Tennis Improvements .Plans and specs being prepared. Will be out to bid July 3 and due

July 30.

Community Center Parking Improvements for Cindy’s Diner 95% complete. Completed

landscape work at the Community Center for shuffleboard re-location and Cindy’s Diner re-

location.

Franke Park Kitchenette Improvement: complete. Franke Park Trail Maintenance MOU between

Parks and NITRO, the local chapter of the International Mountain Bike Association (IMBA).

IMBA attorneys reviewing MOU. Completed schematic design for Franke Park/Children’s Zoo

Sign. Developing cost estimates and moving into construction documents.

Jennings Center Roof Improvement complete. Concrete sidewalk needs replaced on one location

from truck.

Johnny Appleseed Utility Improvements: Run water to five new sites and electrical to 1 new

universal accessibly camp sites.

Hanna Fence Improvements: Replace vandalized sections of fence. Plans and specs underway.

Talking to neighborhood and area police for advice on the best way to treat the issues at the park.

Ash Tree removals are now complete throughout the entire City. The forestry crews have spent

more time with storm damage in the month of June. The Citizen Match tree planting program if

off to a great start with over 200 tree requests.

Completed Routing Reviews and Development Plan Reviews for 12 projects.


Entered into contract with Good Stuff Design for development of branding and signage at Salomon

Farm Park.

Coordinating with Embassy design team on Parks design for the proposed Botanical Conservatory

Addition which will connect the Conservatory to the Embassy stair tower and create a new

Conservatory courtyard.

After a late start because of the cold, wet season, gardeners finished planting annual flowers in the

parks. Perennials are still being planted as beds are renovated at Jaenicke Gardens and Shoaff Golf

Course. Enough extra annuals were available to donate to the History Center for them to plant their

pots at their entrance and at the Barr Street Market.

Contractors completed clean-up of the rain garden at Kreager Park and the landscape installation at

McMillen Community Center. Maintenance of the Buckner Park swales is continuing.

Safety Administration: There was no Safety Committee meeting in June. There were seven

employee injuries this month, five of which are OSHA reportable. Year to date totals are eight

OSHA reportable incidents accounting for 185 restricted days. One incident (torn tendon repair)

accounted for 6 lost days. Recorded worker compensation costs for the year so far are $2835.

Numerous General Safety Training, Bloodborne Pathogen and American Heart Association classes

were given to full time and seasonal employees. Water Safety training and orientation on rescue

equipment was done on June 21 for Hurshtown employees.

We will have a ground-breaking ceremony for the Pufferbelly Trail: Dupont Rd to Carroll Rd construction on July 15th at 10 a.m. at the Parkview YMCA. State legislators, County officials and the Mayor will lead the ceremony. The clearing for the trail has already begun. Construction completion is 9/30/14.

We continue to meet with four SE Fort Wayne residents regarding urban trails. They are very vocal about having a trail along Hanna Street stretching from downtown to Tillman Road. Their second priority is a trail along Rudisill from Foster Park to McMillen Park. Two of the residents, Linda Brooks and James Redmond, attend City Council nearly every week and make comments about the lack of trails on the SE side of town.

Amy and I will be attending the State Trails Charrette hosted by the DNR in Indianapolis on 7/11.

I am preparing the 5-year Capital Improvement Program (CIP) for trails.

We recently submitted the right of way plans to INDOT for the Pufferbelly Trail: Lawton Park to Franke Park and Fernhill Avenue. I am now working on the contract with DLZ to provide right of way management, appraising and buying services.

The Till Road Trail from Dawson’s Creek Blvd. to the Pufferbelly Trail is nearly complete.

The Aboite Center Road Trail from Homestead to Westlakes Drive is being constructed by St. Elizabeth’s Catholic Church and School in the next several weeks.
