CALL TO ORDER Dr. Williams called the meeting to order at 9:02 a.m. The Board introduced themselves to the public. DISPOSITION OF MINUTES Meeting Minutes – May 8, 2019 Dr. Castaldo noted three of the APRN licensee names on the licensee listing were incomplete. He requested confirmation that Mr. Kupis’s licensure be contingent upon a hearing after he passes the NCLEX exam. The Board reviewed the minutes of the May 8, 2019 meeting. Dr. Castaldo moved, seconded by Ms. Walters, to approve the minutes as presented. The motion carried unanimously. ADOPTION OF THE AGENDA Ms. Walters moved, seconded by Ms. Udealer, to adopt the agenda. The motion carried unanimously. ACTIVITIES REPORT Dr. Zickafoose reported the number and types of active licenses as of June 12, 2019.

UNFINISHED BUSINESS
Rules and Regulations Hearing
Dr. Zickafoose provided a summary of the proposed changes to the rules and regulations. Dr.
Castaldo asked Ms. Singh if there are any additional checks and balances in place for rule and
regulation changes. Ms. Singh stated there are none other than what the DAG’s are tasked with.

COMMITTEE REPORTS
LLAM Committee
Ms. Walters reported several changes and additions to the quiz and final exam questions were
approved. The committee agreed to allow non-FDA approved medications (specifically
homeopathic medications) be given as long as there is a written prescription. This would include
both over the counter medications and prescription strength medications. Entities can develop
their own modules which need approval of the LLAM Committee and they can use many of the
questions submitted in their entity-specific module.
Ms. Walters stated a request was received from the Division of Developmental Disabilities
Services (DDDS), requesting the use of a trainer who is not a nurse to be paired with an LLAM
trained RN instructor. The committee discussed this request and recommended the skilled
DDDS trainer observe the LLAM trained RN instructor to provide feedback and coaching
techniques but not be permitted to teach the class. The DDDS also requested a change to the
rules regarding retake of LLAM after two errors. The committee denied this request. Instead
they plan to look more at error reports.
PRESIDENT’S REPORT
Dr. Williams reported the New Jersey compact nursing license bill was carried with a final vote
by the Assembly. New Jersey will become the 34th state to join the NLC. She stated the
websites for the NCSBN and the NLC Advocacy provide additional information about the NLC
and how it impacts licensure, particularly across state lines.
Dr. Williams provided an update from the Delaware Healthcare Association and reported recent
discussions regarding DMMA’s practitioner credentialing and reimbursement practices. She
stated there are ongoing discussions regarding requirements for new APRNs versus long-time
APRNs and encouraged everyone to report any issues that they may come across.
Dr. Williams informed the Board that the legislative session will end in about two weeks. She
stated that Senate Bill 116 (Primary Care Reform Collaborative) is one that is specifically being
reviewed for the provision of primary care across the state. She reported recent discussions to
ensure APRN’s are included in that legislation. She also announced a recent amendment to the
bill that will allow an additional position on the Primary Care Reform Collaborative Committee to
be appointed by the Delaware Nurses Association.
Dr. Williams gave a brief overview of the Delaware Nursing Leadership Summit held on May
15th. The Delaware Action Coalition has been restored. Their mission is to improve the current
and future health of all Delawareans through a collaborative effort by an interdisciplinary team of
nurses, health care providers, and community partners, positioning nurses as leaders in the
transformation of health care in Delaware. She encouraged the students to check out the
information at their website at campaignforaction.org
EXECUTIVE DIRECTOR’S REPORT
Dr. Zickafoose announced she has been appointed to the NLC Policy Committee. She provided
a summary of her recent visit to CGFNS in Philadelphia. She mentioned that two members of
the Maryland Board of Nursing were also in attendance. Dr. Schaffer, CEO of CGFNS, walked
them through their credential process for foreign nursing students. She provided a brief
summary of the differences in a CGFNS report and a CES report.
Dr. Zickafoose reported 19,098 renewal emails were sent out on June 11th for the September
2019 renewal. She encouraged all of the September renewals to renew early due to the
implementation of the new licensure system (DELPROS), which will go live on October 7, 2019.
She announced that several students from Delaware Technical Community College will be
assisting with the User Acceptance Testing for DELPROS on June 24th.

Sharon Farrell, RN PNP Ms. Bastholm moved, seconded by Ms. Kaza, to grant a waiver for licensure by endorsement contingent on her enrollment in the Delaware Professionals’ Health Monitoring Program (DPHMP). Consideration of Consent Agreements
Jennifer Salvo Reed, RN (Case No. 11-20-19)
Ms. Udealer moved, seconded by Ms. Gomez, to accept the consent agreement for Jennifer Salvo Reed, RN. The motion carried unanimously. Julie A. Sisofo, RN (Case No. 11-31-18) Dr. Castaldo moved, seconded by Ms. Gomez, to reject the consent agreement for Julie A. Sisofo, RN. The Board recommended the consent agreement include suspension of her license; a hearing before the Board to lift the suspension; and CE contact hours in the subject areas of document management, medication management, and ethics. The motion carried with Ms. Silverio and Ms. Abdill opposed.
Jacob P. Lee, RN (Case No. 11-24-19) Dr. Castaldo moved, seconded by Ms. Silverio, to reject the consent agreement for Jacob P. Lee, RN and requested additional information regarding the case. The motion carried unanimously. Amy Reynolds-Crane, LPN (Case No. 11-24-18) Ms. Udealer moved, seconded by Ms. Abdill, to accept the consent agreement for Amy Reynolds-Crane, LPN. Legislative Update
There were no legislative updates.
Review of Compliance
Valerie Kelley-Gebhart, RN (Noncompliant) – Ms. Kelley-Gebhart did not enroll in the DPHMP
according to the consent agreement signed on April 10, 2019. Her license was suspended on
May 13, 2019. See attached hearing minutes.
Michelle Shores, RN (Compliant) - Ms. Shores successfully completed the DPHMP on
5/21/19. Probation was lifted and her RN license was restored to active, multi-state status.
Practice Issues There were no practice issues.
Educational Issues
Maryville University Clinical in DE
Dr. Zickafoose reported three APRN students from Maryville University are completing their
clinical requirement in Delaware: one student is at Delaware Psychiatric Center; one at Family
Practice Associates in Wilmington; and one at LaRed.
Thomas Jefferson University Clinical in DE
Dr. Zickafoose reported eleven students from Thomas Jefferson University are completing their
clinical requirement in Delaware: two CRNA students are at A.I. DuPont; six CRNA students at
Christiana; and three NP students at A.I. DuPont. There was Board discussion regarding out of
state students completing their clinical requirements in Delaware as well as Delaware students
completing their clinical requirements out of state.
Licensure Issues
There were no licensure issues.
LICENSEE APPROVAL
Ms. Bastholm moved, seconded by Ms. Abdill, to ratify the attached licensee list. The motion
carried unanimously.
OTHER BUSINESS BEFORE THE BOARD
Board Election of Officers
The Board discussed nominations for President and Vice President of the Board. Ms. Kaza
moved, seconded by Ms. Udealer, to elect Dr. Williams as the President of the Board, and Dr.
Castaldo as the Vice President of the Board. The motion carried unanimously.
Annual Meeting August 21-23, 2019
Dr. Zickafoose announced the dates for the upcoming NCSBN Annual Meeting to be held in
Chicago, IL. She also informed the newest Board members that NCSBN offers an online course
for new Board members through Learningext.com.
NEXT MEETING
The Board’s next meeting is scheduled for July 10, 2019, at 9:00 a.m., in Conference Room A,
of the Cannon Bldg., 861 Silver Lake Blvd., Dover, Delaware.
PUBLIC COMMENT
Mr. Alderson, President of the Delaware Nurses Association, stated the mission of the Board of
Nursing is to protect the public and the DNA advocates for nurses. Recently, the DNA
reactivated their Nurse Advocacy Committee. He spoke about upcoming legislation that will
permit practitioners to recommend medical marijuana but not prescribe it. He also stated that
DNA is in support of House Bill 79 which will require restaurants to offer alternative beverages
other than sugary drinks. He invited the students in attendance to join the DNA.

HEARING - Rules and Regulations (Use of Simulation and APRN Requirements for Renewal

PURPOSE: The Delaware Board of Nursing, pursuant to 24 Del.C. § 1904(c), proposes to revise its regulations to update the education regulations pertaining to the use of simulation in nursing schools. The proposed changes would set forth what percentage of clinical experience may be used through simulation and the requirements related to the use of simulation. In addition, the Board proposes to change Regulation 8.14.9.2 regarding the requirements an advanced practice registered nurse must meet to renew prescriptive authority.

At 9:16 a.m., Ms. Singh called the hearing to order. Each of the board members and board staff
introduced themselves. Ms. Singh stated the purpose of the hearing was for the Delaware
Board of Nursing, pursuant to 24 Del.C. § 1904(c), to revise its regulations to update the
education regulations pertaining to use of simulation in nursing schools. In addition, the Board
proposes to change Regulation 8.14.9.2 regarding the requirements an advanced practice
registered nurse must meet to renew prescriptive authority.
These amendments if approved will be incorporated into the Boards rules and regulations.
Pursuant to the administrative procedures act 29 DE Code § 10115 notice of the proposed
amendment was published on May 1, 2019, in the Delaware Registrar of Regulation State
Journal.
The Public notice was published in The News Journal (marked Exhibit 1) and the Delaware
State News (marked Exhibit 2). Ms. Singh reported that she confirmed with Dr. Zickafoose, the
Executive Director, no public comments have been submitted prior to today and stated no
members of the public are in attendance that seek to testify. Pursuant to the 29 Delaware Code
§10118a the public comment period will be held open for an additional 15 days, and the Board
will deliberate on any public comments received at its next board meeting.
