PRESIDENT�S REPORT After another 12 months have passed I think it would be fair to say we have remained static as a group. There has not been much movement one way or the other. It takes a lot of work by many people to make everything happen or occur successfully. It never stops for the league. There is always something to do: Some bushfires to put out or an issue to attend to. I would be remiss in my role as president if I did not also see that all our requirements and statue responsibilities were not met and at times this means taking some hard decisions.

Negotiations with the umpires, setting the season, organising the season launch at Teralba, sporting pulse training and new requirements, meetings, the lead up to the representative game and then the subsequent washout, finals and our medal night are just a few activities we deal with at the league. To meet the requirements these issues involve and then carry our league further toward achieving success, we need good people. And clubs too need good quality people to see them operate successfully. Of course people like this don�t grow on trees. Life seems so full of �others things� to do these days. I see the development of the Black Diamond Cup competition increasing to 10 teams will very much benefit our league. The fixture this year was an absolute nightmare where at times it had clubs sending their three teams to three separate venues. With all clubs fielding all teams in 2008 this should not happen. This increase in teams too should produce much needed stability throughout the competition. At last year�s annual meeting there were some changes to your administrative panel. John McMahon and Steve Smith were both re-elected whilst Ian Kingwill and Glenn Houssenloge were introduced as new Board Members. Unfortunately though, John and Allan Monk found they did not have the necessary time to commit to their position as a Board Member and subsequently submitted their resignation. Allan was replaced by former and now sometimes umpire, Grant Godfrey and a little later in the year, John by former league president Chris Arnold. Glenn Houssenloge is a former president of the Terrigal Avoca Club and Ian Kingwill president of the Bathurst Club in the Central West League. Both quickly became assets to our organisation however Glenn, working in Sydney, has since found it extremely difficult to give his time and has signalled his intention to resign. His position will be filled by the Board as a casual vacancy in the near future. In introducing new Board members to the league I have always encouraged former club personnel, whom I considered level headed and have something to give to our organisation, to stand. People with a club background have an understanding of the competition and its needs. To allay concerns regarding the requirements of possible candidates I compiled a job description so that they would be quite aware of their responsibilities before accepting the position.

One thing we do need in Board members above all others is to attend meetings. You will see from our meeting attendance register on page 20, those who were vigilant in that responsibility. It should be noted though that Grant Godfrey was granted a leave of absence following a prolonged illness. Early in the year we lost our General Manager, Garry Burkinshaw, who went on to work with the AFL in Sydney. Our search for a replacement attracted six applicants. Two were interviewed. The Board chose Scott Ledwidge, a 27 year old finance administrator from Melbourne as the League�s new business leader. Scott moved from the southern capital with his partner and immediately thrust himself into the work. His employment with the BDAFL was his sole source of income. Working from home, he has proved quite successful in his new found role and he appears to get on well with most in the league and has met the agenda the Board has set for him. In February I attended an affiliated leagues� forum at North Sydney. This is where representatives from the various senior leagues in NSW come together to discuss the operation of their football and perhaps learn from others. There were representatives from Sporting Pulse, the online management system also in attendance who gave an overview of the pending enhancements to the system. It was there that I found the AFL would be taking over the management of this system which meant we would no longer be subject to an annual fee for its use. This year the Board decided to play a home representative game and seeing the North Coast FL were keen for a hit-out arrangements were put in place for a June Long Weekend match. Shortly afterwards the Riverina FL also showed interest in visiting for a home game but we considered one rep game per year enough. Dean Wall, our representative coach for the past two years had moved to Queensland so we began the search for a new person. We particularly wanted someone not coaching or currently tied to a club. We chose long term Warners Bay stalwart, Russell Macey as the person whom we thought fitted the bill and he did. Russell went about his job in a very professional manner. We spoke to John Janissen from the Lake Macquarie Club regarding the position of team manager and he was appointed. Rob Dixon again assumed the role of Chairman of Selectors and along with Russell, John Burns, Adam Dugan and Steve Cutler a very handy side was selected. We finalised our training with a function at the Teralba Bowling Club, presented representative shirts � but then the rain came. We left the decision to cancel the match until the Friday morning when the rain to that point was nearing a crisis point but there was more forecast. Luckily we took that option when we did and caught the North Coast FL group just before they were about to begin their travel. The rain produced the worst wet weather conditions seen in Newcastle for many years. The state government declared a state of emergency and the streets were awash carrying many vehicles away to say nothing of the damage it caused to houses and businesses. Number 1 sportsground was not left out. It had similar flooding to the 2006 grand final but this time the excessive water caused underground drainage pipes to fracture with the subsidy leaving a sizeable hole in the ground at the scoreboard end pocket denying play on the ground for several weeks.

There was consideration to play the game later or even after the season but eventually it was decided to cancel the match. I must mention that despite the weather there was a fair bit of concern in the week preceding the game as to whether the North Coast FL would make the trip. I found they appeared less than organised with a suggestion four days out that they were going to cancel the game because of financial and accommodation limitations. They had since arranged lodgings at Raymond Terrace and with some respite from the AFL (NSW/ACT) the game at that stage was back on. Shortly after last year�s annual meeting I wanted to create a publicity cell which could be responsible for compiling and disseminating publicity for the league throughout the various media outlets in the area. To do this I approached the Media Studies Department at the University of Newcastle to become involved and use it as a project for their students. I went to some trouble drawing up a submission etc. only to have it not replied to. I do believe that I forwarded my communication to the wrong person. Otherwise the publicity was generated by the General Manager and myself. Another concept I have been trying to establish for some time within the area, let alone the league, is a Regional Coaches Association. When personalities changed last year I thought this concept would become a reality. I was mistaken so I took it upon myself to gather people together in an attempt to make it happen. It became another project where I relied on others but it too failed to properly materialise. I have again and recently been contacted by one of the more energetic parties and will continue with it until my time with the league expires. As I have said, the General Manager worked from his home, as did two of his predecessors. This may well suit some but when the Regional AFL Manager found an office complex at Morisset, completely fitted out and invited the BDAFL to become a sub tenant, I thought it was an opportunity too good to miss. This was all happening in July/August and only now, as I complete my report have we actually taken up residence. Our part there in the new industrial and commercial centre of Morisset is a large fully carpeted room on the first floor measuring approximately 12 x 6m in size, with air conditioning, with separate board and conference rooms available. Our 2007 annual general meeting will be held at the premises. This building has the capacity to become a show piece for AFL within the region if developed and the league encourages this. No other sport has such facility and I feel very strongly that the whole complex should be promoted as such - a wonderful asset for the sport. The game within our area now, apart from our own general manager, has two fulltime AFL and one fulltime/casual employees who will also work from the building. With these people and the associated resources, AFL now has the opportunity to develop our game with a very strong image for the sport in the area. We should ensure that such does eventuate and remains the case. As a senior league we do not generally have a great deal of interaction with local AFL staff however we did learn of some of their activities through the notes provided in our Football Record during the season. A hiatus between the footballing groups still remains within our area despite the fact we developed on the BDAFL website the capacity where all local stakeholders could place their calendar of activities for the year. Some did. And besides that I feel it is very important for all groups to know what the other is doing or have

achieved and our previous quarterly regional meetings in a way accomplished that. These meetings need to be reintroduced. In the off-season the Board will ask the two junior leagues if our General Manager can compile their fixture for 2008 and possibly future seasons. By undertaking this task he can marry in the BDAFL draw which hopefully will then provide a minimum of confusion and possible argument about who uses what ground, when. I wish to congratulate all premiership teams and awards winners. This year we set certain criteria for some of our annual awards, i.e. Young Footballer of the Year, Best Club Person, Best Coach etc. Previously recipients for these have been selected randomly so it became just a matter of time before a performance criteria was introduced. Some of these and other awards have been selected by club personnel but the Board feels that in certain cases there was not sufficient thought given to their choice and so future selections will be made by the Board. Number 1 Sportsground is the best venue we have in the league. Although it is expensive to hire within our system, most of which is borne by the Newcastle City FC, the Board considers it a vital venue which exudes a certain amount of kudos for the league and the game. Previously, the Board considered providing a degree of financial relief to the Newcastle City FC over their burden of hiring No. 1 but in the end did not continue with this proposal. They then have looked into becoming the principal hirer of the ground with the Newcastle City FC, their juniors and Hunter Masters Rules becoming sub tenants. This would have been a cheaper option for all three but again this was not proceeded with. During 2007 however together with the General Manager I met with officials of the Newcastle City Council over the availability of grounds, generally. In conversation we discussed the possibility of again revisiting the league becoming the main hirer. The Council representatives said that they do have this arrangement with other sports and were quite happy to proceed with our league under this policy. It is the Board�s opinion that it is in the best interests of the league for the BDAFL to deal with Council, particularly considering that is how both local government authorities operate on the Central Coast. It is a concern of the league that in the agreement to hire No. 1 for the finals we are committed to pay for cleaning on each occasion. For the second successive year this has cost the league $300 per day. We also discussed the possibility of the Cardiff Club relocating to Hawkins Oval as a home ground venue for the next number of years and until a new ground is developed for them at Glendale. This would almost mean the loss of Bill Elliott Oval to the code. The matter was not resolved. The league�s website continues to prove a popular choice for those who surf the net and more particularly those who want regular news on our game locally. We do not have the benefit of regular league or club (general) news in the local media so the website provides an excellent option for this. As an aside, it was interesting that mid-season the Killarney Vale Club celebrated their 500th match. This event attracted an inordinate amount of publicity which demonstrates that this is the type of happenings which the media, in our case, are particularly interested in.

I was again the website editor this year and attempted to provide regular and diverse stories about our league on the site which the Board felt was very well received. By the time of this meeting I believe we shall have exceeded 685,000 page hits since we began to monitor visits in January 2005. Added to this are some amazing page hits on our Competition Management System through Sporting Pulse. In May we recorded in excess of 91,000 page hits whilst was surpassed in July to over 97,000. Now regardless of the critics of statistics these are pretty reasonable figures and well in excess of the 2006 results. Again this year we continued with our club president�s meetings. These provided the presidents or their representatives an opportunity to discuss with the executive issues which they thought had a bearing on their club and possibly the competition. Strange as it might sound I don�t know if they were all that effective. Throughout the season we found circumstances of pure ignorance at a club level in certain issues which had been discussed at these meetings. We get complaints when we do not offer opportunities for the stakeholders to contribute and have their say but when given the chance like these and the Towards 2008 Seminar, the contribution by some is negligible. As in 2006 we shared a fruitful relationship with Fosters Australia where, through their regional Business Development Manager, Ron Oeser, Fosters were able to provide a carton of beer to the best player in each Black Diamond Cup Game, refreshments at our Gala Opening Day, our Rep Day (even though it was washed out), grand final afternoon tea and ten cartons of beer to each of the BD Cup grand final teams. Besides this Ron was able to negotiate a 5¢ a litre rebate on Carlton Draught consumed at each club�s nominated (on-licence) liquor outlet between March - September. It was decided to pool the amount with clubs receiving in excess of $300 each. This scheme had the potential of creating a lot more income for the clubs and umpires� assn. but of course needed to be promoted within their membership. For his efforts with the league we offer a big thanks to Ron Oeser. It would be negligent of me if I did not recognize the efforts of Terrigal Avoca�s Maurice Goolagong during his time as a player and goal kicker in the league. Maurice has kicked 822 goals in the Black Diamond Cup competition since it�s inception in 2000. In addition to that he booted a further 38 goals in representative games. His achievements are more pleasing to record when I can say what a nice fellow Maurie is. He is good company and a gentleman and I wish to record the leagues and my appreciation for his time and contribution to our game in this area. He has now retired from football. In closing my last report I wish to thank those I have met and worked with on a voluntary basis who have made my job all that little more pleasant. I love football and enjoy making things happen which are going to benefit the game and the people involved with it. Those who know me would recognize that I am a visionary but sometimes I find it difficult to convince my peers of the benefits of change and new ideas. Since the league started in 2000 I have been the architect of many innovations within the competition, the vast majority of which, I believe, have made it a

better and more professional organisation and in particular better received and appreciated within the business and sporting community of the area. When we started the league I felt overwhelmingly that football in Newcastle was not recognized as a reputable sport. Now that may be hard for some to accept but I say it as someone who was looking in from the outside. It was difficult enough getting respect for Australian Football in the antipodes without having recalcitrants within the system as well. Fortunately many of these have moved on and it has been with sheer hard work and determination that the local society, now appears to display a more positive and encouraging attitude towards our game and the league. Our league is a good �brand� in its own right, let�s keep it that way. IAN H GRANLAND OAM President GENERAL MANAGER�S REPORT

Another season is over and firstly I would like to congratulate Killarney Vale on winning the Black Diamond Cup. Also congratulations to Newcastle City on winning back-to-back premierships in First Division and Under 18. There was a change in the guard in season 2007 with myself accepting the position of General Manager in late February replacing Garry Burkinshaw. Moving from Melbourne to accept the position and to

continue my sports administration and management work, I started at a very busy time in the year and had to quickly adapt to a new home, city, lifestyle, work commitments and other personal commitments. It has been a very enjoyable time and job and I thank everyone involved from the players to the club officials and other supporters of the BDAFL. Thank you to the Board of Management and in particular to the outgoing President, Ian Granland for his support and mentoring role. Ian�s commitment to the league is not in question, being a founding board member in 2000 and has sat on the Board of Management each of the eight year history of the BDAFL. I wish Ian all the best with his futures endeavours and no doubt we will see him around BDAFL games for years to come. After a change of General Manager at the start of 2007, we will now see a change of Board Members at the end of 2007 with the current Vice-President, Rob Dixon also stepping down when his term ends at the AGM. I would like to welcome the new board and look forward to continue working closely with all members. There may be a slight change in direction and definitely some new fresh ideas, but there is no doubt we need to continue the strong foundations previous members have built and to expand on their work. Some of these things are already in place and others will be introduced in season 2008. One of the major changes next year will be the expansion from eight to ten sides in first grade.

With negotiations currently in place between some clubs, I expect to see 10 teams in each grade next season, resulting in a near perfect fixture with no clubs having to split their away games. This will be of delight to all clubs, officials, players, sponsors, the Board and myself. The President has already discussed the draw in his report, so I do not need to further mention the 2007 fixture apart from saying it was a disaster and one I unfortunately inherited when I took on the role of General Manager. Following those before me I worked from home and found this to be enjoyable and very suitable to the role, especially on match days, when work ranges from morning radio interviews, uploading player registrations and finishing the day monitoring results immediately following the Cup matches and lastly compiling many reports for the media on Saturday Evening. The League has just moved into an office in Morisset, where I will be based two days a week next season. It is good to see the League now has a �home base�. I found the role of General Manager to be a varied position and one I suggest some fail to understand what many duties and responsibilities that it holds. I am in effect the secretary of the league and as such attend to all correspondence, prepare the agenda for board meetings and compile the minutes. I also maintain the financial records and budgets and pay all accounts. I act as Tribunal Secretary ensuring the Tribunal Panel are up to date with all laws and processes and appoint the Tribunal panel itself each and every time it needs to met. My role sees me compile all scores from matches and prepare articles for the media, which at times proves very difficult with the lack of information provided by clubs. I can only be at one game each week so it is each clubs� responsibility and onus on themselves to provide this information for exposure to their club and code to me and on time. Other duties include administrating the by-laws, preparing and finishing the football record and having it printed on time, updating the results and stats, dealing with sponsors, the regional manager of AFL NSW/ACT and staff, liaising with the junior leagues, all clubs - and in particular the developing clubs as they move into first grade next season. The list of responsibilities is almost endless, but one that provides variety because every day is very different. One thing that I can not leave out is use of email. Whilst it can be a very useful tool of communication, it is at times and I have seen this is many places of business and pleasure, ineffective and commonly misused. People seem to forget that emails are a form of communication and similar to a letter need to be presented in an appropriate format. There is the benefit that you can send (and retrieve) emails at any time and this no doubt helps many people with their tasks as they volunteer their time in their football club. One thing I fail to understand is the overuse of emails. Often and at times throughout the season people have sent me an email and follow it up with another questioning where their reply is. Need less to say I would log into the BDAFL email account to find both (or more) emails there at the same time. Another disappointing part of the job is after a decision has been made by the Board of Management or in accordance with the by-laws that people within the clubs continue to question and complain.

I speak for myself and for the Board here when I say we do not mind people questioning some of the decisions and as to why the league is doing this and that, but to continually question the same and every little decision, especially when it has been made in accordance with the by-laws is at the very least disappointing to see and certainly gives these people and their clubs no credence. This season the league continued to use the Sporting Pulse Competition Management System which enabled player registrations and match information to be input directly and edited by club personnel. Home clubs were also required to update match details by 11:00pm on the evening of the match. Most game results were entered by this time but there were a few exceptions when I found results were entered on the Sunday. Final Scores needed to be sent via SMS within 10 minutes of the finish of the senior game and again this was done most of the time. This makes my job easier and allows me to get the information to media outlets quickly. I thank all those who ensured results were sent via SMS and entered online. Also an extra thank you to the many people who have completed their clubs results and details online by 6pm as this ensured the results reached the media in time for Sunday�s print and morning radio. The season started with a �Gala Day� at Tulkaba Park, Teralba with all four Black Diamond Cup games played on the one day. It was a fantastic start to the season and a great way for me to see all 8 teams in action. Many positives were received from players, club officials, umpires and spectators and all wanting to see more days of this nature. The day also included the launch of �Auskick� for 2007 along with the talent player program �Northern Heat� training and a Masters game played on oval number two. The event may not have attracted as many people as the league would have liked, but it still proved to a successful day and the BDAFL will launch their season in 2008 with a similar occasion at Tulkaba Park. A fantastic initiative of the league is the club of the year points system. There are some people within the league who are not in favour of the system; however, I think it is because they do not understand it. Many leagues and associations I have previously been involved in simply just issue a fine when a club makes an indiscretion, such as failing to attend meetings or workshops or the late submission of results etc. This can be a negative for a club and the system in place within the BDAFL negates club be issued with fines on a regular basis. The league is currently looking at the points system and we will see some more �positives� in 2008. Clubs will be able to earn more credit points on a weekly basis than currently and will be rewarding for doing tasks exceptionally well. The Prime Club of the Year report and table is listed on Page 28-9 in this report. The league�s Independent Arbiter was called upon twice in season 2007. The first case was under by-law 34 to examine two incidents during play at the Cardiff V Gosford Under 18 match in Round 6. Following the investigation the players from Gosford were cited to appear before the tribunal. Unfortunately the people providing the witness statements to the independent arbiter did not attend the hearing and therefore they could not be cross-examined for further evidence so both players were found not-guilty.

The second time incidents were referred to the Independent Arbiter was under by-law 33, an appeal by the Warners Bay Football Clubs and four of the club�s players in relation to the penalties handed to the above mentioned under by-law 53 and their behaviour at the Elliott-Davey Medal Night. All four player�s appeals were found not to be justified, therefore an independent panel did not need to be established and their original penalty stood. In terms of the fine against the Warners Bay Club, the Independent Arbiter found an appeal by the Warners Bay Football club was justified because the club was not �represented� at the initial enquiry. An independent panel was set up and the appeal heard with the result that the fine was reduced from $1000 to $500. In 2008 as I have mentioned we will see a better fixture. Hopefully, there will be improved co-ordination between the BDAFL and the junior leagues in regards to the draw. The need for Mega Days is obvious and this was something lacking in 2007. I hope each club will host at least one mega day with some clubs opting to host more. There were issues in 2007 regarding ground allocations between senior and junior matches and this is one issue I will definitely be working on. The league is starting a netball competition to run conjointly with football matches. This will no doubt attract more people to an involvement with our clubs. So far most clubs have expressed an interest in participating and we are hopeful of having all sides participate in the first year. The league has been invited and has accepted to participate in the State Regional Championships to be held in Wagga in June 2008. This will be one of the biggest weekends in the history of the BDAFL as we try to replicate our performance in the Southern Championships of 2006. On this occasion though it is expected there will be 14 different leagues in attendance. One problem the leagues faces is a nation wide umpiring problem with declining numbers. Many people do not appreciate that we were very fortunate to have accredited umpires in each and every Cup match this year. There were times throughout the season when games nearly went ahead with the need for club umpires. Thanks to Killarney Vale and Wyong Lakes in round 13 for happily playing on Friday night because it was only through that change that we were able to provide umpires for all 4 cup games. The League will be continuing with club umpires for all first division grade matches and it is a matter of when, not if, we will see club umpires officiating in Cup matches. There are some positives with umpires and that is we saw the debut in cup matches of Emily Reichert, Tyler Druwitt and Marc Trialonas. There were other umpires who made their initial appearance in Under 18 matches this year and with further experience should be ready to umpire at Cup level. The junior umpire ranks on the Central Coast and in Newcastle are full of talent, but it will take a few years for these people to develop and will slowly move into umpire 18 matches and then one day, to Cup. All in all, a good season with many positives for the Black Diamond AFL, and a bigger and better year planned for 2008.

It is with great pleasure that I submit this report for the 2007 Black Diamond AFL season. When I took over the role of Umpires� Coach at the end of last year, it was with a mixture of excitement and concern. Excitement in that such a role is an opportunity to be part of a great group of people and work towards some excellent goals and outcomes. Concern, in that I knew the challenges that were facing the group and that solutions to these would not be easy.

I knew I had some big shoes to fill, both literally and figuratively. Taking over the role from Grant Godfrey was a difficult act to follow. Grant had done such excellent work over the last 2 years to improve the standard, experience and professionalism of the umpires. Having had the opportunity to work with Grant in 2006 as the Fitness & Skills Coach, I had a great insight and role in these goals. My intentions were not the change this direction or focus, but in fact keep building on this great platform. Season 2007 for the NCCUA was one of re-building. We knew at the end of 2006 that for various logistical reasons we were going to lose a large number of members. This was especially critical because many of these were from our more senior ranks. In fact, by the time we approached the start of the season we had lost around 15 umpires. Such a loss of numbers would have a dramatic impact on any umpiring group in the country of comparable size to the NCCUA. As such, it had a big impact on the depth and experience with in our ranks. However, situations like these throw up opportunities. It was great to see that many of our people �seized the day� and took advantage of these opportunities by �stepping up� and showing they were able to perform at the higher level. As a result we saw a season with one of the largest number of Black Diamond Cup debutants, across all 3 disciplines. We had a number of changes in our football this year. With the BDAFL introducing the �Club Umpire� system into 1st Division, this meant that NCCUA members could concentrate on the Under 18 and BDC games. Considering our numbers situation, the leagues timing for this was excellent. We also saw the introduction of the three umpire system into Cup football as a permanent fixture. In the past three umpires were only used on limited occasions during the home & away games and in all finals matches. The results speak for themselves. Games this year were more professionally presented and the presence of the additional umpire saw games better controlled and policed. As was commented to me by one official, �it has help to sanitise (clean up) the game�.

The use of the system has assisted in keeping our more experienced umpires �on the paddock� with the reduction in physical stress. The 3 umpire system also provides a better environment for the mentoring and training of new senior umpires. They have the benefit of being less exposed and having much more support during this vital development stage. The continued use of 3 umpires in Cup games will also ensure that our more senior umpires are not put at risk of loosing their higher levels of accreditation. Once again, 2007 saw the introduction of some new laws and a change in the interpretation of others. All clubs were provided with a copy of the 2007 Laws DVD. During this year I attended coaches meetings and in the pre season presented a session on the new laws & interpretations. We extended the offer to all clubs for either me or a senior umpire to attend their training and provide further assistance in this regard. With the significant number of changes, I was surprised that only one club took up this offer. Late January saw the start of pre season training. It doesn�t matter what the sport, pre season is always the toughest part of the training cycle. A small but dedicated group worked hard over the warm summer months in preparation for the season ahead. As I mentioned in a number of reports throughout the year, we did have some ongoing issues with training attendance. Many of our members, for some reason, decided that training was not important to them. This not only impacts in terms of fitness levels, but also makes it very difficult to improve skill and knowledge levels across the whole group when people are just not there for the sessions. You can�t coach by email! There are some things that need to be done and worked on, that can only be done �on the track� in a structured training situation. This was a continued source of frustration for both me and the NCCUA. When you observe umpires who are not performing the current skills required or applying the latest law interpretations and are clearly not fit enough for the level they are umpiring, it is disappointing that they won�t come to training or commit to the improvement of their performance. Umpiring is more that just turning up on Saturday. It is about the �whole package�. One of the interesting things from a training perspective for 2008, will be the impact of the now introduced �competency based accreditation�. This now requires that all umpires attend a set minimum number of training sessions per month to maintain their accreditation. If this system was in place in 2007, almost 60% of our Cup umpires would have lost their accreditation. Out of our regular Under 18 umpires 90% would have not maintained their accreditation. In an effort to bring as many umpires together, in the one place as possible an Umpires Seminar was held on the 18th of March. This was a great success. It gave us the opportunity to impart information for the 2007 season to a large group of umpires at the one time. The goal was to ensure as great as possible consistency in covering law changes, skills updates, administration issues and general housekeeping. My special thanks goes to the NCCUA for there support and assistance with this function. Coaching of the junior umpire groups was not strictly part of the BDAFL Umpires� Coach role. However, the NCCUA was keen this year to forge greater links with both the Newcastle and Central Coast junior umpire groups. From a development perspective it is vital we show these umpires that there is a defined development and career path from junior football to umpiring in the senior ranks.

As a result, I conducted, in conjunction with the junior umpire coaches a number of �clinics� both in Newcastle and on the Central Coast. The NCCUA also run a number of combined training sessions involving the BDAFL umpires and both junior groups. We also ran an accreditation seminar in August of this year. We had over 30 umpires across all 3 disciplines achieve their Level 1 accreditation. A large number of these umpires were appointed to under 18�s games during the year as field umpires. A number were also appointed as boundary and goal umpires in Cup games. This gave them excellent exposure to football at this level. I would like to express my thanks to the coaches of these junior groups, Andrew Waterman (CC) and Roy Reichert (NC) for their assistance throughout 2007. I would like to acknowledge those people who helped keep things happening week to week. During the year, the challenge of filling appointments for each round was not always easy. With our numbers we had some weeks where we just scraped though �by the skin of our teeth�. In fact, in one round a match had to be moved to a Friday night due to a lack of umpires. One round had a game scheduled for a Sunday which did assist. However, this required the undesirable practice of having umpires �double up� to cover games. That said, while umpires are prepared to do this, it only masks the overall issue of lack of numbers and does impact the umpire�s family life. This week to week task was made a lot easier due to the excellent work of my fellow members of the Umpires Appointments Committee (UAC). My thanks go to Scott Ledwidge (BDAFL representative) for his assistance and input. It was great to have that extra set of eyes to give another view on things. My upmost gratitude and thanks to a true legend of umpiring John Sullivan (NCCUA representative). John�s assistance, guidance, mentoring, experienced and balanced input was invaluable and absolute pleasure to have. I would also like to thank those observers who put in time to look at and provide feedback on umpire�s performances. Of course, the ultimate conclusion for the season is the finals series and the Grand Finals. All year our umpires have performed week in, week out with a goal in mind for that last Saturday of the season. As the Umpires Coach, I was very proud of the performances our people gave across the entire final series and on Grand Final day. For those chosen, this reward was a testimony to their hard work, commitment to improving their fitness and skills, dedication to attending training and consistent performances during the year. As I have often said: �the only place where success comes before work is in the dictionary�. My thanks also to Scott Ledwidge the BDAFL General Manager. His positive �can do� attitude and nature made for a relaxed and comfortable working relationship. Thankyou to the President and Board of the BDAFL for your support and encouragement throughout the year. This role would be next to impossible without the support of the NCCUA. I would like to thank NCCUA President Darrel Luck for his support and assistance throughout the year and also his hard working committee. They are a group of people very passionate and committed to the cause of umpiring and are to be commended for their hard work. Sponsorship of the league is low and needs a re-vamp with the BDAFL looking for new sponsors and partners in 2008. Additionally the league is currently seeking new advertisers for our coloured Football Record cover. Newcastle Panthers, major sponsor of the BDAFL in 2006 decided not to continue their sponsorship of the league. Foster�s Group extended their agreement with the league. Player of the Match was continued with best on field in each Black Diamond match winning a carton of Carlton Draught. Player of the Year was also sponsored by Carlton Draught with the winner, Jackson Ireland, winning a Carlton Draught Fridge along with other prizes. Prime TV came onboard with a fantastic arrangement, where the league received commercials on a weekly basis advertising the up coming matches. Also advertisements were run at the start of the year for umpire recruitment and the season launch and gala day played at Tulkaba Park. Prime also contributed $1000 to the league which in turn we provided a full page ad in the weekly football record. Star FM again were a media partner with plenty of exposure on the radio station. They sent their roadstars to Killarney Vale�s 500th match, the Grand Final along with other selected home and away matches. The league receives good coverage on the Central Coast from TV, Radio and Print. Coverage in Newcastle improved in 2007 with Prime TV � Newcastle coming on board as a media partner, along with a weekly article printed in the Newcastle Star. Still there is a lack of coverage from NBN TV in Newcastle. The exact reason for this is unsure as NBN Central Coast continue to provide excellent coverage. There was a missed opportunity to increase coverage with the Daily Telegraph � Newcastle very keen to print player write-ups. Unfortunately, even though communicated to all clubs on numerous occasions, not one club provided information on their players to help the General Manager prepare an article for print. Having said that, it was disappointing for the league to see on a weekly basis excellent coverage and player write ups printed for soccer, rugby union, rugby league and other sports, knowing it could have also included Australian Football. The league is grateful for the coverage that the game received and hopes to extend their coverage in season 2008. ELLIOTT DAVEY MEDAL NIGHT Again the night was held at Panthers Club at Newcastle. The use of the audio visual system at the club is a big reason for using the club. It is exceptional. In a similar system to previous years, each club and the umpires assn. was allocated 20 tickets at a cost of $30 each with an extra $5 for those who attended. The league then arranged for a meal to the value of around $35 per person. Not all clubs used their 20 tickets which is a shame considering it is one of the league�s highlights of the season. Some, who initially recorded a small number attending the function, increased the figure at the last moment only to find not all those people who were added turned up.

Of the 230 who were booked, a conservative estimate would give the attendance at 200 and so there were around 30 meals or so just wasted. Lake Macquarie had the most at the night and Singleton the least. Some clubs were very poorly represented. Three coloured balloons adorned each table in the colours of the respective club; these should have at least been five to make the tables more exciting. Each table also had the serviettes in their club colours. Steve Allan once again was the MC and did a superb job. The league conducted a raffle to cover his cost. Sponsors, life members and selected guests were invited which numbered 26. These people sat at the front of the room but with a number not in attendance the four tables could have been reduced to two. After the 2006 Function the Board considered using a promotions firm to help with the presentation. Although there were inquiries into this nothing eventuated. It is obvious that we need to do something along these lines but on the other side of the coin the cost would be prohibitive. To make the night a continuous event a selection of still photographs of football action throughout the season was put together on a powerpoint display and this was played before the function started and also at various intervals. Seen it once though and you have seen it almost enough times. CEO of the AFL (NSW/ACT), Dale Holmes, also attended and opened the evening with an address to the audience. The presentations themselves went relatively smoothly enough although the count in the three medals, given that the Under 18 and First Division are both reduced, tend to stretch the night our a bit and it becomes boring. We recognize though that this is the nature and reason for the evening. There are a number of issues which need to be addressed for the medal night:

1. Which night to hold the function on. It is difficult to get away from a mid week evening and one problem was that the particular day we held it also happened to be the Warners Bay Club mad Monday and the majority of their group who were there caused a great deal of trouble and inconvenienced quite a number of other patrons. The options for the future are to either hold it on the Monday following the second semi where no club gets knocked out or on a Wednesday.

2. The evening itself did not flow as smoothly as the Board would have liked. There were a number of gaps with nothing to fill them.

3. Since the league started the function has always been held in Newcastle with Central Coast patrons having to travel. In 2008 the Board will probably hold the event on the Coast and then perhaps alternate it each year between both regions.

4. More people need to be represented from the clubs and club personnel encouraged to get more members to attend.

5. Cheques for the Administration Award need to be issued to clubs who finished the season with a credit.

Summing up. It was a pleasant evening which could have been made better.

TRIBUNAL

Firstly congratulations to Killarney Vale on winning the Premiership and to all those players, officials and volunteers who participated in making the 2007 BDAFL season the success that it was and deserved to be. As far as the Tribunal is concerned the clubs and players are to be congratulated on the manner in which the games were played this year as the Tribunal only had the need to meet on five (5) occasions for the following offences;

• 1 for striking, • 2 for attempt to strike, • 1 for intentional umpire contact • 1 for charging, • 1 for insulting language • 2 for obscene / abusive language (disappointing that it was the same

player charged for both offences) • 30 other players took the prescribed penalty options (with 3 players

being charged on more than 1 occasion)

Compared to last season this is a very disappointing result as last year there were only 10 players who took the penalty option most of these charges were for striking and insulting / abusive language. The matter of language should be of concern to the individual clubs and addressed to enhance the players attitude to the game and the manner in which it should be played and enjoyed by their supporters and spectators. I would like to thank those who freely gave of their time to participate in essential and sometime difficult duties of the Tribunal, particularly Darren Arnold. This will be my last report as I have decided to stand down from the position of Chairman of the BDAFL Tribunal primarily to become more involved in the administration of my Bowling Club and would like to take this opportunity to wish all those who participate in whatever capacity to make the BDAFL the success that it has become a great future in the promotion of the great game of Australian Football. REPRESENTATIVE FOOTBALL The president also alluded to rep football in his report. The league decided to play a home game this year against the North Coast Football League in first and under 18 grades. Russell Macey was appointed coach and John Janissen the team manager of the senior side whilst Scott Harrington and Steve Smith assuming similar positions with the Under 18 side. Training was held at Tulkaba Park, Teralba on three occasions with the presentation of rep team shirts and a meal at the adjoining bowling club after the final session on the Wednesday before the June Long Weekend, the date of the match. An after match function had been organised for the Newcastle City�s Rooms and it was arranged for Fosters Australia to supply the refreshments etc. Trophies were purchased as was additional clothing for staff etc. A weather eye was kept open at all times, particularly when it started to bucket down on the Thursday. Ian Granland wanted to cancel the match then but was persuaded to delay any decision until after the ground had been inspected by the General Manager and Board Member, Chris Arnold. They did this early on the Friday Morning when the groundsman at No. 1 said it was very much unlikely that the game would go ahead. A check of the standby ground of Tulkaba Park which was also flooded then made the decision easy to cancel the game and inform North Coast just in time before they began their journey. The heaviest rain in years hit Newcastle on the Friday Night causing millions of dollars worth of damage. The General Manager took a photograph of both No. 1 and Tulkaba which showed the water at its maximum level well across both grounds. This was a very disappointing finale to our representative programme for 2007 but one which was unavoidable. The following players were selected to represent the league: Senior:

FINALS The same format was used in season 2007 compared to season 2006. The McIntyre Final Four System was used and the first and second semi finals played at Newcastle No.1 Sportsground. The Preliminary Final was played at Adelaide Street Oval, Tumbi Umbi. After much discussion and because of certain factors the Grand Final venue was to be switched however the president, who had the deciding vote, was adamant that it had to be played at No. 1 Sportsground and the decision to change was not continued with. No. 1 has been the venue for each of the eight Black Diamond AFL Grand Finals to date. The League needs to consider various scenarios when choosing finals venues. The AFLGSJ � Newcastle wished to use No. 1 Sportsground on our preliminary final date for their grand final; The League currently only uses two grounds that have the capabilities of charging an admission. Also, the League covers two geographical areas, Hunter and Central Coast and each area should host at least one final. As per previous seasons, the canteen, beer booth and gate were opened to clubs who wished to tender. This is a chance for all clubs to operate these functions which can raise much needed funds. A levy of 12.5% was applied for canteen and booth sales whilst a commission of 20% was paid to the clubs which operated the gate. Not all clubs submit a tender and in fact this year only three did. Warners Bay were interested in operating the gate for the second semi final and were given the opportunity. Unfortunately due to a lack of personnel, they could not man the gate and Lake Macquarie were happy to fill the void. Lake Macquarie operated the gate for all three finals at No.1 Sportsground along with running the canteen and alcohol sales. Killarney Vale, at Adelaide Street Oval, operated the gate, canteen and beer booth for the Preliminary Final. Admission charges for the final series were maintained at 2006 prices. Adults $8, aged pensioners $3, Children under 15 Free and cars $3. The Football Records were also sold for $1. The weather for the first three weeks of the finals series was near perfect. This contributed to record crowds and gates at each of the first three weeks.

Preliminary Final day saw five different clubs involved and with �home side� Killarney Vale having both their Black Diamond Cup and First Division sides playing. Along with great weather, and increase interest in our game and league and, on paper, very close matches scheduled saw a record gate of $3,400 well above the previous best of $2,055 for a preliminary final and a final on the Central Coast. Newcastle No.1 Sportsground was in picture perfect condition on the Friday afternoon before Grand Final day. As fate would have it rain came over night and the oval, in particular the centre wicket area, was affected. A big thank you to the ground staff who arrived at the ground early on Grand Final day and had the wet-weather roller on the square. The Under 18 match started on time, with the centre square sticky but very much playable. Newcastle City proved too strong for the Lake Macquarie Crows and won the Under 18 Premiership from fourth spot on the ladder. The First Division Grand Final was played in great conditions with the rain holding off until quarter time in the Black Diamond Cup Grand Final. The last three quarters was played in on and off again light rain. This was the only negative in a wonderful final series, with great football played in front of great crowds. A function was held for all life members, sponsors and club presidents and secretaries during half time and into the second half of the Cup Grand Final. Gary McBain was presented with his life membership award for his service to the Central Coast and Black Diamond Football Leagues over the past 30 years, as a player, umpire and administrator. David Ferris was organised as photographer for the day and he took a number of excellent photographs which will live as a memento of the day.

OFFICE AND EQUIPMENT The BDAFL has sub-leased an office in the AFL NSW/ACT premises located in Morisset. The BDAFL moved into the office in October with the lease officially starting on October 15. The General Manager has started to work out of the new office and this is now the official address of the Black Diamond AFL. The League has started to move all of their storage from the Killarney Vale Football Club Storeroom to Morisset. Officials of the League has also furnished the office and it is complete with two desks, filing cabinet, table and chairs and a storeroom built for most of the league�s property. All the league�s meetings, workshops and Tribunal hearings were held at Swansea RSL in season 2007 and we are grateful to the club for their assistance. From 2008 onwards all meetings, workshops and Tribunal hearings will be held in the Board and Training Rooms at Morisset. SPORTING PULSE The league continued to use sporting pulse for the registration of players together with the compiling of match results, scores, goal kickers and games played. This year we saw the addition of online team sheets and this provide a great benefit to all clubs and players. Clubs could enter their teams online on Thursday or Friday and this would save the need to fill out the team sheet book and have each and every player sign. It also saves the data input on Saturday evening when entering results as both team lists were already completed. There were times where clubs failed to save their team lists causing the home team some additional work. Also on occasion the General Manager needed to intervene to correct scores and goal kickers and at times re-enter results on behalf of the clubs due to error. Unfortunately it was the teams that failed to attend the workshops at the beginning of the season and declined any further assistance. All in all, sporting pulse provides a very user friendly product and one that has unlimited potential. After results are entered and then checked by the General Manager and uploaded to the internet, many services and stats are available to all viewers, including scores, goal kickers, best players, yearly goal kicking table, games played for the season for each player, how many time a player is listed in the best for his team etc.

CLUB WORKSHOPS The BDAFL ran a number of seminars at the start of the season. These were conducted at Swansea RSL and ran by the President and General Manager and were presented by way of Powerpoint Presentation. There was a good turnout at both the club secretaries and club coaches workshops but unfortunately not all clubs were represented. Two of the clubs not represented at the Secretaries workshop finished last and second last in the club of the year award, showing it is vital to attend and ensure your club is up to date with all changes for the year. All clubs were provided with up to date by laws and inserts for their Operational Manual. It was explained what is expected both on and off the field including match day presentation, match day paperwork requirements as well as general club requirements. Not all coaches turned up to the coaches� workshop, some with apologies and some just failing to attend. Umpires Coach Roger Crowhurst attended and showed a DVD outlining the new rules and interpretations, which were introduced into the 2007 season. Roger also spent much of the evening answering many of the coaches� questions regarding the new rules and interpretations. A club umpire�s forum was introduced in season 2007. This was run in conjunction with the NCCUA�s seminar for their members. It was a disappointing turn up by club umpires. It appears not all clubs have understood the need for clubs to provide umpires. Without these personnel many games would not be able to be played. Umpire numbers are a problem nation wide and it is likely in season 2008 that a Cup match will be officiated by Club Umpires. Those club umpires in attendance were briefed on the new rules and interpretations, what is expected of an umpire, match day paperwork and the reporting process. PRIME CLUB ADMINISTRATION AWARD This year the BDAFL continued the newly named Prime Club Administration Award thanks to the kind sponsorship from Prime TV. A points system was introduced for tasks in the categories of Administration, Meetings, Football Record, Paperwork, Match Day Requirements, Umpiring and Representative Football. Each club commenced the year with 400 points, with points deducted where clubs failed to meet the requirements. Clubs also received points for registering accredited trainers, having players and officials selected in representative teams. Clubs had the opportunity to add further points for the introduction of business club members and the recruitment of accredited umpires. Unfortunately no club did so. All points accrued at the end of the season were converted into dollars (1 point = $1) with the equivalent payments forwarded to clubs who were in credit. Any club which exhausted in excess of 500 points was issued with a fine equivalent of $1 for each point in excess of 500. The club with the most points was the awarded the Prime Club of the Year and a cheque for $500. This club was not paid any bonus amount.

Updated statements were sent weekly or fortnightly to all clubs. Whilst it is ideal to send statements on a weekly basis, at times this became impossible as clubs returned their match day paperwork late; causing their clubs to lose more points and delay the statement being sent. Some clubs did not seem to be too focused on the award, with a few clubs losing points for the same offence on numerous occasions. It is disappointing to see this happen, as for all clubs, this is a way to receive funds at season�s end compared to being hit for fines on a weekly or monthly basis. The six clubs this season who received funds now have the chance to donate this money to their or the league�s chosen charity, use it to buy more equipment for their teams, add it to their end of season trip or any worthwhile cause for their club. Many of the administrators would double check their match day paperwork to ensure all results are entered correctly and everything is in order and also check their weekly statements and verify (where needed) any points lost. This year the BDAFL distributed $1,549.00 to six clubs as part of the Administration Award whilst unfortunately two clubs received fines for $23 and $65 respectively.

VARIETY � the children�s charity This year the Board considered it would be in the league�s interest to support a charity. Eventually Variety � the children�s charity was selected. On several occasions clubs were asked to participate in this worthy cause by donating to it. The league supplied a framed Sydney Swans jumper which was raffled at our Round 1 Gala Day with the proceeds given to Variety. Unfortunately only around $400 was raised. The CEO of Variety also attended the ground to officially launch the project. There were other programmes put in place by the league to get funds but these too were poorly supported. In round 1 the NCC umpires who participated donated half of their fee for the day to the charity. The Lake Macquarie Club also contributed. The league arranged for a Variety Thermometer to be placed on the main page of their website providing an indication of the funds which has been raised and who buy. This was a very professional image but again it failed to move off $1,068 for most of the season. Additionally an article was placed permanently in the Football Record supporting the charity. It was extremely unfortunate that this project was not really successful. Maybe we needed someone to continually drive it because out of sight, out of mind, so they say. There is a proposal for the 2008 charity to come from the clubs but whether that will prove a success is another matter. MERCHANDISING The league continued with Cougar Sportswear as the official supplier of garments for all BDAFL Gear and in exchange the BDAFL received $1,000 royalty together with one free set of representative gear. The clubs also received a 5% discount of their orders. The pricing of the gear was very competitive with jumpers costing the clubs $39.90, shorts $13.75 and socks $4.40, after the 5% discount. These prices were unchanged from 2005. In 2007 the BDAFL continued their agreement with Burley Sekem to provide footballs to the league and extended their contract for another two years. In addition to the attractive price to clubs of $68.00 (plus GST) per red football they also provided two panels on the balls to use for advertising together with one free football for every 10 ordered. This resulted in the league receiving a total of 7 free footballs which will be received in 2008. Only one of the two advertising panels was used, in absence of a major sponsor. The BDAFL Logo was printed on the other panel as per the by-laws of new footballs. This year the BDAFL turned over $30,368 in retail sales (merchandising) with a return to the league of $3,066 plus 7 free footballs.

The agreement with Cougar Sportswear expired in 2007, however a new three year deal for season 2008-2010 has been signed with the same conditions and benefits as the 2006-2007 agreement. BENCHMARKING Similar to the 2005, after the completion of the 2006 season, clubs completed a Benchmarking survey on how they performed off the field. The survey included such things as income, expenditure, player registration, sponsorship etc. The information received was collated and then summarised. The summarised result was then returned to the clubs to enable them to compare their results to the rest of the league. It is intended that this survey will be completed in future years. A much better response was received in 2006 with all clubs returning the survey and most of the questions answered. This is an important tool for the league and all clubs to use and it is important that clubs submit their responses to all questions. This process will again take place in November 2007 for a summary of the 2007 season with these details printed in the 2008 annual report. Summarised results for 2006 survey were as follows:

What do players receive for their membership fee? Tax Deduction; Sponsors day invitation; ground signage (some at own cost); advertising on club shirt, record, website, club newsletter, clubrooms; discount cards for members; game day recognition; sponsors board; logo on jumper; invitation to club functions; team photograph; player photograph; venue for club functions THE FOOTBALL RECORD This year we again published an in-house Football Record each week. The Board considered that the 2006 format was tired and receiving little or no attention by supporters evidenced that most of the booklets were being thrown out en mass after games, unread. Despite this they could still see a real need for its continuation not only as a communication tool but also to enhance the image of the league, so something had to be done. Before the season the league enlisted the expertise of the author of the Football Website: Footystats, Kevin Taylor to help develop a new design. Using his ideas as a basis, the league�s requirements were tailored around it resulting in what most considered a very friendly, informative and practical magazine. All we had to do then was find an editor. At the last moment the league president agreed to take on the role with the General Manager writing some pages who also dealt with printing and distribution. In all and at the maximum, apart from club contributors with their notes, seven different people supplied data or pages for the Record, some more than others. Again we had coloured covers printed separately. Clubs each continued to pay a Football Record levy of $450 and had the option of selling or giving it away. Most chose the latter with each home club was provided with 50 copies. A most exasperating situation arose (again this year) when a round was cancelled due to wet weather after the Record had already been printed. This happened twice, including the Rep Game. It took time for the Record to gain credibility with the readers, but gradually it became more popular. We had a feature ghost column written each week by someone outside the league. Whilst it too proved popular there were some occasions when it over stepped the mark. The downside to the new format was the abolition of club sponsor advertisements, an issue which will be addressed next year. One hundred and fifty were published for each final apart from the Grand Final where 350 were printed and sold for $1 each.

The Black Diamond Australian Football League is a dynamic body representing the greater

Newcastle – Central Coast region of New South Wales in respect of Australia’s number one football code. We provide opportunities and an environment for players and officials to develop their football whilst promoting the game of Australian Football within the region. Our 5 Critical Capabilities for Success are: 1. Promoting community involvement. 2. Developing our professional management. 3. Leadership and Planning. 4. Working with the clubs as partners.
