Guidelines 1) bizSAFE Partner Award

1.1 This Award aims to recognise bizSAFE Partners who have been proactive and committed in bringing Enterprises on board the bizSAFE programme by incorporating safety as part of their business model (e.g. having bizSAFE Level 3 as a criteria in procurement contracts).

1.2 All interested applicants are to read the criteria and instructions contained herewith and submit the application in its entirety before the closing date on 22nd Aug 2016, 4.00pm.

1.3 Partners will also have to show contribution to bizSAFE Enterprises growth- in terms of numbers and percentage of their total committed Direct and Indirect contractors/vendors/suppliers* and business associates. (*Refer to illustrations on Page 8-9)

1.4 Bonus points will be given to partners with innovative programmes to encourage its Enterprises to embark on the WSH journey and make progress in their safety performance.

1.5 All bizSAFE Partners are advised to participate in the bizSAFE Partner Award if they meet the criteria.

1.6 Previous years’ winners can apply for the Award. Please ensure that similar content submitted before is NOT submitted for evaluation again. Repeated submissions will not be considered.

1.7 The following factors will be taken into consideration during the evaluation process:

Percentage of Enterprises the bizSAFE Partner has brought into the bizSAFE programme.

Partners should include evidence of visible industry participation.

Partners have to show how safety is included in their business model and/or procurement process. The bizSAFE Partner must have systems/plans/programmes/initiatives in place to enroll both new and existing Direct or Indirect contractors/vendors/suppliers into the bizSAFE programme. Some examples include:

Proactive progression plans for their Direct or Indirect contractors/vendors/suppliers to bizSAFE Level 3 and beyond.

Inclusion of business associates, Direct and/or Indirect contractors/vendors/suppliers into their WSH Committees,

hazard identification teams, safety inspection teams, WSH training teams, safety promotional activities, RA review teams etc. so that these Enterprises are involved with a broader range of WSH activities with the bizSAFE Partner.

Innovative ideas/programmes to get their Direct or Indirect contractors/vendors/suppliers more involved with WSH activities, including aiming for the bizSAFE and WSH Awards (e.g. participating in CultureSAFE Programme), as well as showing improved safety performance and culture.

2) Explanation of Terms Used in this Application

bizSAFE Partner

A Partner that supports the bizSAFE programme by providing business advantages to motivate Enterprises to join bizSAFE and improve workplace safety and health. These include larger companies that engage Enterprises as Direct or Indirect contractors/vendors/suppliers. The bizSAFE Partner must have incorporated safety as part of their business model (e.g. having bizSAFE Level 3 as criteria in procurement contracts).

Enterprises Recognised as Direct or Indirect Contractors/ Vendors/ Suppliers of the bizSAFE Partner which include any person engaged by them under a contract of service:

a) to supply any labour for gain or reward;b) to do any work for gain or reward, in connection with any

trade, business, profession or undertaking carried on by the principal; or

c) engaged by Direct Contractors/Vendors/Suppliers to do any work for gain or reward.

New Occupational Disease

Any new confirmed case of a disease specified in the Third Schedule of the Workplace Safety and Health Act.

Workplace May refer to any company or organisation including those that are not required to be registered under the Workplace Safety and Health Act.

3) Criteria for bizSAFE Partner Award

3.1 Applicant is a bizSAFE Partner (as per Section 2).

3.2 Applicant has implemented bizSAFE Level 3 as criteria in procurement.

3.3 Applicants must have implemented Risk Management (RM) 2.0 comprising ‘Holistic RM, Pragmatic RM and Upstream Risk Controls’ at their workplace. Please complete the RM 2.0 section at Page 12.

3.4 Applicant has systems/plans/programmes/initiatives in place to enroll new Direct or Indirect Enterprises and to nurture existing Enterprises to advance in the bizSAFE programme.

3.5 The bizSAFE Partner must have fulfilled ALL of the following between 15 June 2015 and 14 June 2016 (qualifying period):

No blacklist record, not pending investigation, no conviction or prosecution in court

No Stop Work Order

Not on Business Under Surveillance (BUS) programme

Did not have any accident that has caused death or permanent incapacity, occupational disease and Dangerous Occurrence

4) Disqualification Before Announcement of Results

4.1 The application may be disqualified if any of the following occurs before the announcement of results:

Any accident (including occupational disease) that has caused death or permanent incapacity, or that is classified as Dangerous Occurrence;

Any Stop Work Order; or

Any blacklist record, investigation, conviction or prosecution (including pending) of the workplace; or

Submission of falsified information.

5) Terms and Conditions

5.1 The WSH Council and MOM reserve the right to verify the applications submitted. They may also visit any workplace for verification before finalising the results.

5.2 The Application Form must be correctly filled and signed. Applicants are expected to ensure that all submitted documents are correct before submission.

5.3 Amendments after submission will not be accepted to ensure fairness of Award. Applications with inaccurate information will be disqualified.

5.4 All supporting materials must be provided in a thumbdrive, which will not be returned. We do not accept submissions using other media e.g. SD Card, CD, DVD, etc.

5.5 Late entries will not be accepted.

5.6 The WSH Council is not responsible for any loss or damage to entries or supporting materials.

5.7 The WSH Council will not return any entries or supporting materials to the Applicant.

5.8 The WSH Council and MOM reserve the right to decline an entry by an applicant or organisation which is being investigated for possible breach of Workplace Safety and Health Act, Work Injury Compensation Act or any other government regulations (regardless of whether prosecution has or will be initiated), or where the acceptance of the entry may be detrimental to the objectives of the bizSAFE Awards.

5.9 The decision of the Awards Committee is final.

6) How to apply for bizSAFE Partner Award

6.1 Verify that you have met the criteria listed in Section 3. Use the checklist on Page 9 to further verify your organisation’s eligibility.

6.2 Complete Part 1, Part 1A and Part 2 of this Application Form and submit to the WSH Council Office.

6.3 Submit the following:

Information that is incorrectly referenced will be assumed to be unavailable. No score will be awarded if the information cannot be traced in the thumbdrive. Incomplete applications will not be processed.

6.5 Please indicate your company name on the thumbdrive.
