    The European transport sector is 98% dependent

    on ossil uels and accounts or around a quarter

    o all CO2 emissions in the EU. Diminishing ossil

    uel reserves and escalating global demand have

    combined to push up prices and increase market

    volatility. Future supply is uncertain.

    This is why the EU is supporting alternative

    uels, in particular biouels, with the triple

    objective o reducing greenhouse gas emissions,

    diversiying uel supply and developing long-term replacements or ossil uels. Boosting

    biouel production is also expected to create job

    opportunities in rural areas.

    There are many dierent actors involved in the

    biouels sector: armers, oresters, uel producers

    and retailers, lling station owners, vehicle

    manuacturers, local authorities and their energy/

    transport/development agencies, feet managers

    and drivers, as well as stakeholders rom the

    environment and education sectors.

    Biouels projects co-unded by the Intelligent

    Energy-Europe programme (IEE) aim to stimulate

    action at all levels, throughout the supply chain,

    across the European Union. The overall aim is

    to increase the production and use o greener,

    alternative uels whilst at the same time improving

    their economic competitiveness and minimising

    their environmental impacts.

    The projects also aim to transer experience and

    understanding o the use o biouels. They shouldhelp ensure that regions where markets are less

    developed benet rom the experience o those

    who are urther down the path. They should also

    develop business opportunities in agricultural

    communities and promote contacts between

    dierent actors, while at the same time oering

    training to proessionals, armers, technicians

    and cratsmen. Nearly all projects involve new

    Member States.

    The barriers aced by biouels in the EU vary

    according to their specic characteristics. This

    is refected in the choice o IEE projects, which

    address the barriers related to each uel. Anumber o existing projects specically target

    biodiesel, which is currently the most used biouel

    in Europe. Others deal with biogas and natural

    gas, while some target more than one uel. There

    is at the moment no IEE project ully dedicated

    to the promotion o bioethanol, though it is

    touched upon by those targeting more than one

    uel. Bioethanol projects are expected to kick o

    in the next ew years.

    Second generation biouels will have an important

    role to play as soon as they are ready or the market.

    They should be more sustainable, boasting both

    a lower environmental impact and lower costs.

    Whilst research continues on the development o

    second generation biouels, the IEE programme

    is working with the biouels already available to

    create avourable market conditions.IEE projects

    are also addressing sustainability criteria and the

    international trading o biouels.

    Ongoing projects can be grouped into three main

    areas:

    Projects promoting the development o local

    biouel supply chains.

    These are designed to give a boost to local and

    regional networks along the biouel supply

    chain. They support the sharing o knowledge

    and experiences between local and regional

    actors on the one hand, and between dierent

    EU regions on the other. They also aim to develop

    best practice.

    BIODIENET, BIODIESEL CHAINS, BIO-NETT, PROBIO,

    BIOMOTION, BIONIC.

    Projects stimulating the demand or alternativeuels and vehicles.

    Projects under this heading help decision makers

    in the transport sector with specially designed

    tools; provide training to feet managers; drat

    model procurement procedures; and help cities

    join together or the procurement o clean

    vehicles.

    COMPRO, PROCURA, STAR BUS, SUGRE,

    MADEGASCAR.

    Projects tackling horizontal issues related to the

    production and use o alternative uels.

    Examples include a project to develop labels and

    standards or promoting sustainable biouels; the

    improvement o logistics or the production and

    distribution o specic uels; the development o

    economic modelling tools and the evaluation o

    the impact o biouels on other markets.

    CARBON LABELLING, MAGALOG, PRO-BIODIESEL,

    REFUEL, ELOBIO.

    These projects have thrown up some interesting

    challenges. The ull involvement o all stakeholders

    is vital or the successul promotion o biouels.

    Action can take place on a local level, but the

    exchange o experiences between actors plays a

    crucial role. The sector is highly dynamic; markets

    are growing rapidly and evolving. Actors need to

    be ready to adapt to new conditions.

    Last but not least, the sustainability o biouels and

    their potential impacts on other sectors includingland use are and will remain critical issues.

    Concrete results are starting to materialise.

    Transport companies and local authorities are using

    the experience gained to improve the use o green

    vehicles and uels in their feets. Proessionals,

    such as armers or oresters, who, until now, have

    not thought o themselves as energy suppliers,

    are getting involved and seeking new business

    opportunities. Fleet managers are taking better

    inormed decisions. Joint procurement initiatives

    between dierent cities have been put in place.

    The tools developed within the projects provide

    market actors and policymakers with greater

    understanding, so that they can take inormed

    decisions on this complex subject.

    Alternative uels provide an important

    contribution towards climate change mitigation

    and security o supply. They are, however, only

    part o the solution, and must be considered

    within a wider context, in which eorts are also

    being made to reduce transport demand, improve

    transport eciency and encourage the use o

    environmentally riendly modes o transport.

    Developing a networko actors to stimulate demandor locally produced biodiesel

    rom used cooking oilsBioDieNet

    Duration: 1/200712/2009

    ObjectiveBioDieNet seeks to encourage localised, small-scale production o biodiesel rom used cooking oils.

    This approach is designed to acilitate the substitution o ossil uels while avoiding the side eects

    o large-scale, centralised production o crops.

    Seventeen partners in 10 regions are coming together to orm a network to share practical inormation

    on how to increase the take-up o biouels rom used cooking oils in public and private vehicles.

    The project aims to stimulate local collection o waste oil, biodiesel production and distribution

    to users.

    Results> 12 small-scale biodiesel-rom-used-cooking-oil production plants

    will be set up across Europe.

    > A handbook and a training programme will be produced or those looking

    to break into the biodiesel market.

    > 30 new lling stations will supply higher concentrations o biodiesel.

    > 2 500 more vehicles will run on higher concentrations o biodiesel.

    ObjectiveThe Carbon Labelling project aims to inorm consumers about the savings they can make by switching

    to biodiesel through a series o proessionally designed labels. The labels will show the carbon lie cycle

    calculated using greenhouse gas models put together by leading European research institutes. The labels

    can be applied to products such as biodiesel, uel eciency improvements or even low carbon reightservices.

    Overcoming non-technical barriersor ull-scale use o biodieselin Europe

    Pro-BiodieselDuration: 1/200612/2007

    ObjectiveBiodiesel must become a commercial and competitive product using the broadest range possible

    o raw materials rom both north and south Europe.

    Pro-Biodiesel aims to overcome barriers to this transormation and successully put on the market

    35 000 tonnes a year o biodiesel, rom at least eight dierent raw materials. It will involve assessing

    barriers in the logistics and distribution industries and proposing improvements to EU regulations

    and standards. Barriers preventing the large scale roll-out o biodiesel use in vehicles must be understood

    and removed.

    Results> Comparative study on the best raw materials or mass production o biodiesel,

    including additives or improved uel characteristics.

    > Contribution made towards modication o EU biodiesel standard.

    > Study on biodiesel storage and distribution issues.

    > Assessment studies o biodiesel social acceptability in Germany, France

    Renewable Fuels or EuropeRoadmap to 2030 or biouels

    Duration: 1/20068/2008

    ObjectiveGetting to the point where biouels have achieved signicant market penetration requires a roadmap.

    Reuel has set up an ambitious yet realistic roadmap or biouels in the uel mix or EU transport in 2030.

    It has analysed the least-cost options or a biouel mix which will meet EU targets, as well as production

    chains, conversion technology and biomass eedstocks.

    It lays out actions required rom all players in the chain, rom the producer to the consumer, and suggests

    a timetable or these actions. Reuel includes recommendations on the policies needed to mobilise

    stakeholders and create the right incentives.

    Results> According to the evaluation o available land, which the project consortium carried out

    taking into consideration European ood demand, nature conservation, and expansion

    o built-up land, 40 million hectares o land may become available or alternative use

    by 2030 in a conservative scenario.

    > In the consortiums opinion, while rst generation biouels would reach the current EU

    targets, the successul introduction o second generation biouel technologies would

    be needed in view o the underlying policy objectives o climate protection, security

    o energy supply and competitiveness.

    > The roadmap also highlights the dierent risk prole and challenges aced by second

    generation biouels compared to rst generation, and how dierent policy options might

    infuence them.

    Sustainable Green FleetsSUGRE

    Duration: 1/200612/2008

    ObjectiveSUGRE aims to encourage vehicle owners to switch to cleaner uels, whether they are biouels, methane

    or hybrid systems using both combustion engines and electric propulsion. There is a need to show to

    users that vehicle feets are viable when run on alternative uels. This will be achieved using captive

    feets as orerunners. The captive feets will orm the basis o training and brieng sessions or other feet

    owners, which should help the new technology to spread. When feet owners are convinced, individual

    car buyers should ollow. Inormation on reuelling sites will be distributed via an Internet platorm.

    A support desk will also help with issues such as procurement.

    Results> Initial results have identied the need or Member States to use the tax and public

    procurement systems to create incentives or biouel vehicles.

    > This is especially important or orerunner feets, due to the increased investments

    in reuelling systems and vehicle adaptation.

    ObjectiveActors rom EU countries with a less developed biodiesel market are taking part in the Biodiesel Chains

    project, which will help them learn rom success stories elsewhere.

    The project targets six countries: Greece, Belgium, Poland, Cyprus, Romania and Bulgaria, where moves

    towards the setting up o biodiesel market chains have, until now, been limited.

    It revolves around a critical analysis o market developments in the wider EU o 25 nations, including

    drivers, barriers and windows o opportunity, and best practices in leading European Member States.

    It will aim to pass on these success stories to the six countries identied.

    Developing Local supply chainnetworks, linking biouel producerswith public sector users

    Bio-NETTDuration: 1/20068/2008

    ObjectiveBiouels need networked markets i they are to achieve their potential, and Bio-NETT aims to bring

    together these markets on a regional level. By linking suppliers and users in both the countryside and

    the town, the project will build up markets by developing skills and giving nancial support. It will also

    help raise awareness among public sector feet managers and spread knowledge at local, national and

    European level. Each partner participating in the project will contribute to exchange o inormation on

    biouels. The project will capitalise on the huge appetite in the public and the private sector or the useo biouels, which has already generated a positive response to the projects goals.

    Results> Ten regional biouel networks have been set up.

    > Five biouels transport projects established, representing a potential

    carbon dioxide emission reduction o 1 500 tonnes o CO2 per year.

    > Publication o best practice tools and project documentation; 500 project brochures and

    100 CD-ROMs distributed per partner establishing a biouel inormation exchange centre.

    > Identication o two pilot projects in the production, distribution or use o biouels

    in each partners country and, where possible, help with implementation.

    > Production and dissemination o technical tools or encouraging the production

    and the use o biouels in public transport (or example, business plan model,

    list o third-party nancing sources, vehicle conversion kit).

    ObjectiveCOMPRO aims to create an international buyers consortium o local authorities or the joint procurement

    o clean, collective, public service transport vehicles. The group o investors will begin with our local

    authorities and will quickly expand to include more cities, thus creating a critical mass and leading to

    more competitive prices.

    With help rom industry the project team will keep in touch with the latest technological advances. The

    ultimate aim is the promotion o a clean vehicles market on a European scale, identiying, in the process,

    barriers to production and distribution.

    Results> Following an internal debate, participants have opted to use

    compressed natural gas and hybrid technologies.

    > Convergence o interests towards standardised vehicles.

    Integrated promotiono the biodiesel chainPROBIO

    ObjectivePROBIO aims to bring together biodiesel producers and consumers throughout Europe and in ve

    regions in particular: Burgos, vila and Huelva (Spain), Pomurje (Slovenia) and Abruzzo (Italy). The plan

    is three-pronged: new market development; promotion; and training. The project attempts to overcome

    barriers such as the lack o knowledge among armers (leading to a lack o raw material) and a lack o

    awareness among the public, among local authorities and in the transport sector. With the cultivation

    o more energy crops, biodiesel consumption should increase by 4% to 5% by 2010. Much o the work

    is aimed at armers.

    Results> Barriers to use identied in dierent EU countries.

    > Current rate o biodiesel use identied in dierent EU countries.

    > Biodiesel consumption will be increased through commercial contracts with groups

    such as armers associations, taxi drivers associations, and heavy machinery suppliers.

    Green Fleet Procurement ModelsPROCURA

    ObjectiveTo achieve the EUs aim o a 10% switch rom oil-based motor uels to alternative uels by 2020, there

    will need to be large-scale buying o green vehicles. PROCURA aims to lay the groundwork or the

    development o a large Alternative Fuel Vehicles (AFV) market by tackling the barriers that exist and

    nding new ways to overcome them.

    The strategy is to develop and test models or centralised buying, by encouraging pools o potential

    customers and targeting privately owned feets. Green vehicles will need a certication system and

    there will also need to be a second-hand market i the AFV industry is to take o. Both these issues are

    also tackled.

    Results> The rst feet scans have been carried out;

    150 in total are planned by the end o the project.

    > Manuals are being developed or pilot programmes

    in the Netherlands, Italy, Portugal, Poland and Spain.

    > Alternative uel vehicle inrastructure opened in the Netherlands.

    > Study has identied buying motives so that potential buyers can be targeted.

    Promoting sustainable energeticpathways or bus feetsSTAR BUS

    ObjectiveTaking public transport is a greener alternative to driving a car, but that is no reason to suggest that

    buses can be excused rom cleaning up their act.

    STAR BUS, a three-year project, aims to provide transport authorities on both local and national levels

    with the tools and methodologies they need to decide what kind o uels can be both cost-ecient and

    low in pollutants. It will analyse the benets and drawbacks o biouels, LPG and diesel, among others,

    in order to come up with models to help managers choose. It will take into account actors such as

    maintenance costs, noise and greenhouse gas emissions.

    Results> Eleven out o 20 pathways already measured, taking into account dierent uel

    and engine combinations to achieve pollutant and consumption readings.

    > Preparations advanced or road-testing o this inormation on real buses

    to collect data or dierent routes.

    ObjectiveBioMotion aims to increase the use, knowledge and acceptance o biouels. Given that one o the main

    obstacles to the use o biouels is a lack o awareness and insucient knowledge, BioMotion will create

    a solid and extensive knowledge platorm. An international cluster o relevant actors and seven biouel

    inormation centres will be established. A number o highly visible examples, or beacons, will be usedto demonstrate the use o various raw materials or the production o dierent biouels on a commercial

    scale.A BioMotion-Tour, with vehicles powered by several types o biouels, will show the advantages

    o using biouels. The project should encourage the development o biouel supply chains and highlight

    market opportunities, particularly in rural areas.

    Expected results> The development o an international cluster o actors in the biouels sector.

    ObjectiveIncreased demand or biouels could have long-term impacts on several commodity markets; this has

    lead to resistance rom market actors who ear a growth in the use o biouels. Evidence o such market

    impacts is however limited, and there is a lack o inormation on price correlations between biouels

    and ood and lignocellulosic markets. Such inormation is needed to distinguish real rom perceived

    market impacts o biouels. The ELOBIO project aims to help reduce the inormation gap by collecting

    and reviewing the available data and developing low-disturbing policy options which promote biouels

    with as ew side eects on other markets as possible.

    Expected results> A clear vision on policy options. A vision o a policy with the least impact

    on other markets which will be shared with policy makers and relevant

    market actors rom the ood, eed and lignocellulosic materials markets.

    > Optimised Member State policies on biouels and related domains. ELOBIO results

    will be available to Member States and will help them improve their own policies.

    They will clariy the important dynamics that dominate biomass markets.

    > A reliable estimate o the potential and costs o biouels. The results will separate

    act rom ction by providing scientically-based estimates o costs and potentials

    which can then serve as base or uture discussions on biouels.

    > Improved models and tools to assess the relationship between biouels policies

    ObjectiveMADEGASCAR sets out to increase the use o gas-driven vehicles, powered by both natural gas and

    biogas, by addressing both consumers and providers.

    Beore being prepared to change their vehicles consumers must be convinced o the advantages o

    gas-powered cars. This project will promote the benets o such cars to feet owners, car dealers, local

    authorities and uel station owners using training seminars and promotional campaigns.

    The project will also look at increasing the supply o biogas and integrating it into gas networks. It will

    undertake a series o activities designed to strengthen the supply and distribution inrastructure or

    biogas and natural gas. These include plans or expanding uel stations and easibility studies or biogas

    plants.

    Expected results> Expansion o supply and distribution o gas uels including planning or the expansion/

    establishment o uel station networks, easibility studies or biogas plants and promotion

    o newly established uel stations.

    > Promotion o gas-driven vehicles including seminars or feet managers,

    training program or car purchasers and car dealers, promotional campaigns

    at suitable events and easibility studies or car feets.

    > One European and 10 regional networks made up o actors in the whole biogas chain.

    > Market strategies or the promotion o gas as car uel in 12 regions o Europe.

    Biouels Networksin the CommunityBIONIC

    ObjectiveThe project will address the issue o biouel supply and use in transport specically rom the perspective

    o local authorities. The project ocuses on ve participating regions North West England (United

    Kingdom), Cantabria (Spain), Varmland (Sweden), Prahova (Romania) and Pazardjik (Bulgaria). The

    aim o the project is to promote the regional production and use o transport biouels by establishing

    regional networks, identiying and promoting case studies in each region, and subsequently developing

    practical regional biouel strategies. Regional authorities will lead the way and, ultimately, everyone

    in the chain, rom suppliers to end-users, will be involved in boosting biouels.

    Expected results> Creation o networks o biouel suppliers and potential users in the participating regions.

    > Strengthening biouel supply chains in each o the partner regions as a result

    o greater awareness, availability and uptake o transport biouels.

    > Establishment o best practice guidelines explaining the role o regional authorities

    to organisations across Europe to invest in intelligent energy projects.

    Any public or private organisation rom the European Union, Iceland, Norway,
