1. INSTRUCTIONS FOR TENDERERS

Submission:

1.1. The tender will be submitted using the Form of Tender enclosed (page 14) and shall be completed and signed by the tenderer.

1.2. One (1) hard copy version of the completed tender document, together with an electronic copy is to be sent to the Construction Industry Council, to arrive no later than 17:00 Friday 3rd May 2013

1.3. Tender documents should be despatched under plain cover, bearing no marks to distinguish the sender and marked:

‘Tender documents. GCB740. To be opened by the addressee’

1.4. Tenders are requested to limit their electronic submission to one email with all relevant attachments included in that single email. Please mark the Subject box as ‘Tender Documents BIM 1401’ and address the email to [email protected].

Included in the Submission:

1.5. The tenderer will include the following in their tender submission: 1. Detail and background of the tendering company. 2. Details of how the work will be carried out, including details of the proposed

delivery team/personnel and the allocation of time those involved will dedicate to the project.

2. TENDER ASSESMENT 2.1. The following weighted criteria will be used in the assessment of tenders:

2.2. The CIC is not bound to accept the lowest or any other tender received, and in particular reserves the right to reject a tender should proposed contractual terms not be acceptable.

3. TERMS AND CONDITIONS

3.1. Intellectual Property Rights. Copyright in all documentation submitted to the Construction Industry Council as an output of the project will transfer to the Construction Industry Council. The offer of a licence will not be acceptable.

3.2. Please provide a copy of your organisations standard terms and conditions within the

Tender return. These will be reviewed by the CIC.

4. THE PURPOSE OF PAS 1192 Part 3 4.1. The PAS is to address data transfer processes rather than data content but it can

cross refer to broad headings and documents which define data content.

4.2. The audience for PAS 1192 Part 3 will be those people involved in transferring data from the Project Information Model to both an Asset Information Model and also to the Computer Aided Asset/Facility Management Systems used by service providers appointed by the client.

4.3. The audience will also include those who are transferring data to and from client side systems such as Help Desk Facilities and Portfolio Management Systems.

5. THE PURPOSE OF THIS BRIEFING DOCUMENT

5.1. This document is intended to outline in plain language the areas to be addressed in the development of the PAS 1192 Part 3. It is intended to assist prospective Technical Authors in preparing a priced submission for the required authorship but given the consultative and steering group led format of PAS development it can only be considered as an indication of the work required.

6. THE ISSUES TO BE ADDRESED IN DEVELOPING THE PAS 1192 PART 3

The PAS document is required to address the following issues;

6.1. Explore and develop an information flow chart such as Figure No1 in order to represent generic information exchanges.

6.2. Explore how the Project Information Model (PIM) and Common Data Environment (as defined in PAS 1192 Part 2) is to be used initially as the source of data for the Computer Aided Asset/Facility Management systems (CAAM/CAFM).

6.3. Define the format of COBie data in the PIM (not the content).

6.4. Explore and define the data management process associated with transferring 1)the required geometry (3D visual model and/or 2D drawings and 2) information/data required to operate the asset, from the PIM into the CAAM/CAFM,.

6.5. Identify the minimum extent to which the broad headings of data content need to be defined if at all. Identify the broad headings of the data to be transferred and/or created in the CAAM/CAFM for operational purposes. The PAS might cross refer to such documents as BS 8210:2012 Maintenance rather than replicate the content of such documents.

BS 8210:2012 identifies for example the broad headings of;

- Factors affecting maintenance

- Information Management

Note that most of the data to be transferred from the PIM will probably be

under the heading of Information Management above, for example Manuals,

registers and inventories, Records and Documents, Asset Register,

Drawings, specifications, Schedules, Warranties Repairs and Spare Parts etc.

Much of the other data will be created by the Asset Management Provider.

6.6. 6) Explore and identify if/how the PIM and data file is to be held as a permanent record of the geometry (3D visual model), 2D drawings cut from the model, data and analysis information as made available at the completion of the construction phase. It might be decided that the initial PIM is retained and made available to inform future design decisions and to assist de-commissioning of the asset.

6.7. 7) Explore and define the data management process of transferring the full content of the PIM (geometry - 3D visual model and 2D drawings, data and analysis information) to an Asset Information Model (AIM) which might then be continuously updated during the lifetime of the asset.

6.8. Explore and define the concept of the Asset Information Model (AIM) as the geometry and data file that is constantly updated and available to the Client, to the

Client’s Property Portfolio Database and to the CAAM/CAFM system of the selected Asset Management (AM/FM) Provider.

6.9. Explore and define the data management process to update the AIM to account for minor works, replacements etc. during the operation of the asset.

6.10. Explore and define the continuously updated AIM as the repository for all accrued operational data such that the AIM can be used as the source of data for a newly appointed AM/FM Provider in taking over from a previous incumbent.

6.11. Identify the extent to which the broad headings of AM/FM activities need to be defined if at all. Explore and define the broad headings of the activities associated with the client’s management of an AM/FM Provider. Examples - change of AM/FM Provider, AM/FM tender submittals, receipt and award of AM/FM tenders, changes of use, monitoring of AM/FM Provider performance, occupancy change, small works and major works. Identify documents that the PAS might cross refer to eg BS 8536:8536:2010 Briefing, BS 8572:2011 Procurement and BS 8587:2012 Information Management.

6.12. Explore and define the broad content headings and data management processes associated with measures of Post Occupancy Evaluation (Environment, Economic and Social Measures as being currently defined by the BIM Task Group and the Government Property Unit).

6.13. Explore and define the data management processes associated with incorporating digital scanning survey information into the AIM.

6.14. Explore and identify the opportunity for a client decision to make major works the subject of the creation of a new PIM.

6.15. Recognising that there may not be a generic industry approach, explore and define the potential data transfers that might be expected between the AIM and a Client and a Client’s Portfolio Property Database. This might include; Operational Performance data and a Management Information Dashboard for a Client Property Data and FM Costs by Property for a Client Portfolio Database

6.16. Explore and define the alignment of PAS 1192 Part 3 with PAS 55 by cross-referencing.

6.17. In all cases explore and list supporting guidance documents rather than attempt to re-create work that has already been done. Examples might be a reference to 1) BSRIA BG1/2007 Handover, O&M Manuals and Project Feedback, 2) BG26/2011 Building Manuals and Building User Guides, 3) BG3/2008 Maintenance for Building Services, 4) BG35/2012 Condition Surveys and Asset Data Capture. Extend this listing to identify as many known relevant documents as is appropriate.

6.18. Refer to Figures 2 to 8 as examples of the type of diagrams that we might expect to see in addition to those diagrams which define and illustrate the COBie file format/structure. This of course only serves to indicate typical content and places no

limit upon the type or number of diagrams but is purely indicative to assist the tendering Technical Author.

6.19. Explore and define any other process, content or data transfer that the tendering Technical Author identifies at the time of tender as being critical to the success of the PAS.

6.20. As far as possible the PAS 1192 Part 3 is to emulate the messages, style and appropriate content of PAS 1192 Part 2 and BS1192:2007. The PAS 1192 documents are to be seen as consistent suite of documents.

6.21. In all cases explore and identify the roles and responsibilities for conducting all data transfers.

7. OTHER ANTICIPATED CONTENT OF THE PAS 7.1. It is anticipated that the document is likely to incorporate for example;

Referenced Standards – PAS 55, BS8544:2012, PAS1192:2:2013, BS8587:2012

COBie Data Definitions -facility, assembly, space, zone, floor/sector, component,

system, type etc.

Required Classifications and Standard names such as for operational stages,

processes, impacts, attributes, document types etc

Risk analysis associated with data transfer - potential hazard, likelihood,

consequence, condition etc

Validation – compliance, continuity, completeness.

8. THE BSI PROCESS 8.1. The BSI process for document production, the role of the Steering Group, the role of

consultative reviews, and completion of the work should be familiar to the author but will be identified by the BSI. The programme is likely to reflect that shown below;

9. TENDER SUBMISSION 9.1. A priced proposal is to be submitted against the indicative brief and programme.

9.2. As a guide, it is anticipated by the engager that the PAS content will occupy

between twenty to thirty A4 pages, any increase in length of the final document will still be considered within the scope and not a variation of the scope.

9.3. The programme/ outlined in item 8 is a guide to the process and is included to give tenders an understanding of some of the stages and engagement to completion. Any change to the start date, the number of meetings with stakeholders and the length of each task will not be considered a variation to the scope as outlined in this document.

9.4. The written proposal is to demonstrate the awareness, knowledge, experience and previous track record of the tendering technical author related to the topics of construction operations, asset operations and data transfer.

9.5. The submission is to demonstrate the experience of the author in working on similar documents with the BSI.

9.6. The submission is to demonstrate understanding of the companion document PAS 1192 Part 2 which PAS 1192 Part 3 must emulate.

9.7. The submission is invited to identify where the author believes that this brief requires correction, enhancement or addition.

9.8. It is recognised that pricing such a document is not straightforward and as part of the selection process, short-listed tenderers will be asked to present their proposals to a small panel that will include people who will probably be members of the Steering Group.

9.9. Should it be so wished, a bid from two collaborating authors will be considered.

CERTIFICATE OF NON-COLLUSION

The essence of selective tendering is that the client shall receive bona fide competitive tenders from all those tendering. In recognition of this principle we warrant that this is a bona fide tender intended to be competitive and that we have not fixed or adjusted the amount or the conditions of the tender by or under or in accordance with any agreement or arrangement with any other person. We further warrant that we have not done and we undertake that we will not do at any time before the hour and date specified for the return of this tender:-

1. Communicate to a person other than the person calling for those tenders the amount or approximate amount of the proposed tender except where the disclosure, in confidence, of the approximate amount of the tender was necessary to obtain insurance premium quotations required for the preparation of the tender.

2. Enter into any agreement or arrangement with any other person that he shall refrain from tendering or as to the amount or conditions of any tender to be submitted.

3. Offer or pay or give or agree to pay or give any sum of money or valuable consideration directly or indirectly to any person for doing or having done or causing or having caused to be done in relation to any other tender or proposed tender for the said work any act or thing set out or similar to those described in paragraph (a) or (b) above.

In this certificate, the work "person" includes any persons and any body or association, corporate or unincorporate and "any agreement or arrangement" includes any such transaction, whether made orally or in writing, whether formal or informal and whether legally binding or not.

We acknowledge that Construction Industry Council (CIC) will be entitled to cancel the contract if we or our representatives (whether with or without our knowledge) shall have practised collusion in tendering for the contract or any other contract with CIC or shall have employed any corrupt or illegal practices either in the obtaining or execution of the contract or any other contract with CIC. We agree to indemnify CIC in full on demand and to keep CIC fully indemnified on a continuing basis from and against all costs, claims, demands, damages and losses (including loss of profit and all indirect losses) arising under or in connection with any breach by us of the warranties set out in this certificate of non-collusion.
