▪ Billingsley Road is an existing 2 lane rural roadway,

primarily consisting of 20 to 22 feet of paved width and

no shoulders throughout the majority of the study

limits.

▪ For the majority of the corridor, the County claims

prescriptive easements along the corridor that cover

30 feet of width centered on the paved roadway.

Background

A study to identify areas of safety concerns/issues along

the entire corridor was completed in April of 2016. The

study examined the following:

▪ Geometric Criteria

▪ Crash Analysis

▪ Road Safety Audit

▪ Recommendations

Recommendations

The list of recommended safety improvements, in order

of relative importance identified were:

1. Prince Edward Drive Intersection improvements

2. Restoration of surface friction between Middletown

Road and Spring Valley Road

3. Selective tree removal to create a minimum of 8’

clearance from edge of pavement

4. Restoration of surface friction between MD 229 and

Prince Edward Drive

5. Geometric improvements between Pearl Street and

Prince Edward Drive improvements

to address visibility concerns of property owners

✓ Submitted for review – Forest Stand Delineation, Forest

Conservation plans and Wetland Delineation Report

✓ Coordinating with public utility companies to identify utility

conflicts for relocation

Issues/Concerns (Initial Submission – 6/2016)

▪ Substandard design to minimize impacts to properties:

• Right-of-Way width 60’ in lieu of 80’

• Shoulders 2’ in lieu of 8’

• Lacking deceleration lane at Pearl St.

• Historical property impacts

▪ During meeting with County staff, owners expressed

objections for properties with major impacts

• House within 25 feet of proposed roadway

• Close proximity of two wells

• Driveway access cannot conform to ordinance

• Impact to septic system drain field

▪ Adjusted road alignment to:

• Minimize impact to property on north side of road

• Relocate SWM facility to minimize impact of grading along

frontage of property

▪ Road alignment revised to meet current road ordinance:

• Right-of-Way width reflects 80’

• Revise road shoulders to 8’

• Include acceleration/deceleration lane at Pearl St.

• Compliance with Road Ordinance/AASHTO vertical

alignment requirements

• Improved horizontal alignment to remove reverse curve

• Extended project limits to address sight distance

▪ Resubmission forthcoming to adjust alignment to:

• Show complete property acquisitions to avoid impacts to some properties

on south side of road

Impact to septic drain field

Impact to private well

Negates need for retaining wall

• Provide property for partial on-site mitigation to meet forest conservation

requirements
