The OSIC Ltd invites sealed bids from the Book publishers for setting up of

mini hanging library at all govt. & aided schools of Keonjhar district. The details of

the schedule are as given below.

Director latest by 23.07.2020 up to 11.00 AM which shall be opened by bid opening

committee at 11.30 AM on same day in Conference room, first floor in the presence

of the bidders or their representatives having authorization letter from the Bidder

concern.

Authority reserves the right to accept or reject any or all bids without assigning

any reason thereof or the biding process may be cancelled in Toto.

BACKGROUND

Right to Education (RTE) mandates every school to have a library, but in

reality very few schools actually have a functional library where children have free

access to books which are read regularly and not hoarded. In this context, it is

proposed to place Mini Hanging Library Kit filled with colourful books and localized

content in the children’s own language in all the primary schools (Government and

Aided) in the district. Additionally, teachers will be trained to engage a classroom of

eager, young learners, inspire them to read, expand their minds and develop a

lifelong love for reading and learning.

The Mini Hanging Library Kit will consist of 100 interactive colourful story

books which are grade appropriate. The books will be systematically placed within a

see through portable carrying bag. This kit will be hanged in the classroom and is

budgeted one each for a class of 50 students. These kits will be provided to all the

primary schools (Government and Aided) located across the district. As per previous

years enrolment data, around 3304 Mini Libraries will be installed in 2359 schools

across the entire district, but this value is an estimated and the final requirement will

be calculated as per actual by the office of DPC-SSA, Keonjhar. It will be the

responsibility of the finalised vendor to ensure that the Mini Library units be delivered

to the office of the Block Education Officer.

General Terms and Conditions

1. The bidder should be an original publisher and should submit proper registration

certificate along with complete address of the office. .

2. The bidder should submit a list of similar contracts executed during last 03

financial years (Attached copies of at least 03 purchase orders for each financial

year from Govt./Autonomous institution). The bid having no experience in similar

works will be rejected

3. The bidder should be registered with GST Authorities and any other Central/State

authorities as prescribed by law. Copy of the same and Copy of the PAN should be

enclosed with the bid documents.

4. The warranty / guarantee conditions shall be clearly mentioned in the bid

documents by the bidder.

5. This office reserves the right to increase or decrease the actual quantity

required. The Successful Bidder shall have to supply the items or execute the

work within 90 days after issue of award letter.

6. The rates quoted in financial Bid should be inclusive of all charges such as

Transportation, loading & unloading, delivery and arrangement of books in the

hanging bag to make it a complete kit etc. but excluding GST and other taxes if any.

The price/rate should be valid for 90days from the date of opening of the bid.

7. The agency will supply all the kits within 90 days after the issue of award letter.

Incase of any further delay, which is not mutually agreed upon, shall attract a penalty

of 0.1% per month of the value of the delivery delayed up to a maximum period of 3

months after which the work order will stand automatically cancelled.

8. The Bid shall be opened by the Bid Committee under the Chairmanship of Chief

General Manager OSIC Ltd at OSIC Office which will evaluate the pre-qualification of

the technical bid.

9. The bids received after scheduled date and time due to any reason including

postal delay will not be considered.

10. No advance payment will be made. The payment will be made in phased manner

on pro rata basis after satisfactory receipt of materials by consignee and receipt of

payment by OSIC Ltd. The Agency is required to submit a triplicate Bill along with

receipted challan duly signed and sealed from the concerned BEO of the Schools for

payment after completion of supply of goods.

11. The rates should be quoted in figures and words. In case of mismatch

between two, the rates quoted in words will be considered.

12. The offers will be evaluated by a technical committee constituted for the purpose

under the chairmanship of the Chief General Manager(Operation) OSIC with DPC-

Keonjhar and District Tribal Co-ordinator, Keonjhar as members of the committee.

Financial bids of Responsive bidders will be opened only.

13. The bids not accompanied with the bid paper cost, EMD,Work experience and

sample of mini hanging library kit will be rejected.

14. The Method of Selection will be on the Quality- and Cost-Based Selection

(QCBS) method in the ratio 70:30.The details of the such evaluation criteria of the

bids is as mentioned in the Bid document.

15. The technical Bid, Financial Bid along with duly accepted terms and conditions

should be submitted in prescribed Performa without addition, alteration

and corrections. All cuttings and overwriting should be duly attested under

signature and seal of the company. No conditional bids will be accepted.

16. The rate per unit to be quoted in the price bid should be as per the format. The

comparison of price will be made excluding GST.

17. Any corrigendum /addendum to this bid shall be hoisted in www.osicltd.in

website only.

18. The MD OSIC Ltd reserves the right to reject or accept any bid without assigning

any reason thereto. The decision of the Managing Director of OSIC shall be final and

binding on the Bidders.

A. OperationThe Agency should have been in operation for the past three (3)

years as on 31/03/20 and filed ITRs for the last 3 FYs1

(i) Last three FY’s Audited Financial Statement (Income Tax Returns)

(ii) Last three FY’s Audited Balance Sheet & Profit & Loss A/c) duly signed

by a Chartered Accountant

B..Financial Capacity :The Agency should have an average annual turnover of at

least ₹ 10,00,00,000/- only if this can be increased to invite reputed names to

participate (Rupees Ten crores only) over the last three FYs1 (17-18, 18-19, 19-

20This must be the individual Agency’s turnover and not that of group companies/

organizations

C. Work experience: The applicant agency should have successfully undertaken

work of similar nature as per clause no 2 of General Terms and Conditions

D.Delivery of Mini Hanging Library Kits:

1. The selected agency will supply the kits to respective blocks for which the list will

be made available by DPC SSA Keonjhar

2. The kits will be supplied in a ready to use format with books arranged within it

3. The agency will ensure that the kit and books are not damaged. Any damaged

book and kit will be replaced upon request.

E. Method of Submission of the Bid

The Bid is a Quality cum Cost Based Selection (QCBS) process. with a Technical

Bid and a Financial bid forming the two parts. Pre-Qualification form, Technical Bid

and Financial Bid should be sealed in separate envelopes and, then, all the sealed

envelopes should be placed in one large envelope (which is to be sealed) clearly

super-scribing on the envelope “Bid for Selection of Original Publisher for

Supply of Mini Hanging Library Kit to All Govt. & Aided Schools of Keonjhar

District”.

The mini hanging library kit consists of a cloth or plastic sheet containing several

pockets. The sheet is required to be hung on to a wall in a classroom or hostel and

the pockets are filled with books from where children can pick the title of their choice

during their leisure.

I. Composition of Books

Each Mini Library will consist of a set of 100 grade appropriate books of general

reading (fiction, non-fiction etc.) of the following composition:

50% Odia books for students of Class I to V

30% English books for student of Class I to V

20% Hindi books for students of Class I to V

II. Specifications of the books

1. Books should be made of good quality paper and binding.

2. Books should be well designed and colourful.

3. Front and Back Cover page (Minimum 200 GSM, Laminated

Multicolour),Inner Page (Minimum 100 GSM Multi-Colour)

4. Font size should not be too small.

5. Books should be culturally relevant and gender sensitive.

6. Books should not contain any material/images/text insulting any faith, religion,

race, community, caste, language, region etc.

7. Books should not contain any anti-national material/image/text.

8. No title of the book should be repeated in the Mini Library.

9. All the books should be placed in a good quality foldable plastic hanging bag

of 48”x33” dimensions with transparent leaves/pockets with zips, buttons,

wherever required capable to withstand the weight of the set of books.

10. Content of the Books should be age and class appropriate.

The material quality should be of appropriate strength to carry the load of 100

books for a considerable period of time.

The Bid is a Quality-cum-Cost Based Selection (QCBS) process. The Bidder qualifying 60 Marks in Technical Evaluation shall be eligible for opening of its Financial Bid.

METHOD OF EVALUATIONOF FINANCIAL BID

a) Financial Proposal of only those agencies who are technically qualified (i.e. obtained

minimum 60% in technical evaluation) shall be opened.

b) The financial scores (Fs) of the L1 Proposal) with L1 lowest bid shall be given a

financial score of 100 and the other proposals shall be given financial scores that are

inversely proportionate to lowest financial proposal as stated below:

Fs= 100 x (Fm/ Financial Proposal of applicant under consideration) where

Fm: lowest financial proposal and Fs: Financial Score

FINAL SELECTION OF AGENCY

The total score shall be calculated as below:
