The Bureau of Intellectual and Developmental Disabilities
Service Directory for 2011
The BIDD Resource Guide for 2010-2011 contains the names and contact information for allproviders certified by the BIDD. Below is a description of the Bureau of Intellectual andDevelopmental Disabilities (BIDD) as well as the Mission and Vision for the Department ofMental Health (DMH).
The Bureau of Intellectual and DevelopmentalDisabilities (BIDD) is committed to providing thecitizens of Mississippi with an array of services andsupports. Our system is a person-centered onethat is built on the strengths of individuals whohave intellectual and/or developmental disabilitiesand their families while meeting their needs forspecial services and supports. DMH is committedto preventing or reducing the use of intermediatecare facilities for the mentally retarded (ICF/MR) when individuals needs can be met in lessintensive or less restrictive environments.
In 2009, the Board of Mental Health implemented the DMH 10-Year Strategic Plan* for thepurpose of transforming the mental health system inMississippi into one that is community based. BIDD staff isa part of Strategic Plan workgroups which address issuesrelated to the operation of the bureau.

BIDD community service providers consist of a combinationof community mental health centers, private for profitcompanies, non-profit organizations, and the states fiveComprehensive Regional Centers.
BIDD services are funded through either state money used for grants, Social Services BlockGrant funds, and/or Medicaid reimbursable services.
The BIDD works with other state agencies as well as advocacy organizations to ensure peoplealready in the BIDD system as well as those accessing it for the first time are connected toservices both inside and outside the DMH system.
The BIDD offers services across a persons life span from early intervention for infants andtoddlers to retirement living for older persons. BIDD services can be provided in a personshome, in the community, in center based settings, and in ICF/MRs.

Definition of Intellectual Disability
The Department of Mental Health/Bureau of Intellectual and Developmental Disabilities supportsthe definition of Intellectual Disability as put forth by the American Association on Intellectualand Developmental Disabilities.
Intellectual Disability is a disability characterized by significant limitations in both intellectualfunctioning and in adaptive behavior, which covers many everyday social and practical skills.This disability originates before the age of 18.
Federal Definition of Developmental Disability
According to the Developmental Disabilities Act, section 102(8) a developmental disability is a
severe, chronic disability of an individual five (5) years of age or older that: a) is attributable to amental or physical impairment or combination of mental and physical impairments; b) ismanifested before the individual attains twenty-two; c) is likely to continue indefinitely; d) resultsin substantial functional limitations in three or more of the following areas of major life activity: 1)self-care, 2) receptive and expressive language, 3) learning, 4) mobility, 5) self-direction, 6)capacity for independent living, and 7) economic self-sufficiency; and e) reflects the individualsneed for a combination and sequence of special, interdisciplinary, or generic services,individualized supports or other forms of assistance that are of lifelong or extended durationand/ or individually planned and coordinated.

Work Activity Services
Work Activity Services for persons with intellectual disabilities/developmental disabilities provideopportunities for the acquisition of necessary work and living skills. A person must be at least 16years old to participate in Work Activity Services. Services provided in the work activityenvironment are directed towards increasing productivity, self-sufficiency, and communityintegration

Prevocational Services
Prevocational services consist of a range of activities designed to lead to vocational skilldevelopment. Activities address underlying habilitative goals such as attention span and motorskills which can be generalized to a community work setting. Services are provided in bothcenter and community based settings. Center-based prevocational services in whichindividuals are compensated must be certified work activity centers. Prevocational services also
include job exploration activities, exposure to various type of jobs, and general communityintegration.

Supported Employment Services
Supported Employment is designed to increase the independence, community integration, andproductivity of individuals by providing support services necessary to achieve and maintaincompetitive employment and/or self employment. Competitive employment is defined as havinga job in a business (es) in the community where individuals without disabilities are employed.Additionally, supported employment may consist of services to support and/or assist an
individual in starting his/her own business.

Supervised Living Services
Supervised community living arrangements provide individually tailored supports which assistwith the acquisition, retention, or improvement in skills related to living in the community.Habilitation, learning and instruction are coupled with the elements of support, supervision andengaging participation to reflect the natural flow of learning, practice of skills, and other activitiesas they occur during the course of a persons day. Staff must be immediately available 24 hours
a day and be able to respond to a call for assistance in less than five minutes. Supervisedcommunity living can be provided in a group home or apartment setting.

Case Management Services
Case Management is a system in which a single accountable individual at the local level takesresponsibility for and provides services for the individual to establish a comprehensive serviceprogram which enables him/her to reach his/her optimal level of functioning. It is the provisionand coordination of services which are an integral part of aiding eligible recipients to gainaccess to needed medical, social, educational, and other services.

Early Intervention Services
Early Intervention and Child Development services are designed to support families in providinglearning opportunities for their child within the activities, routines, and events of everyday life byproviding information, materials, and supports relevant to their identified needs. Earlyintervention services are provided in the childs natural environment. Child Developmentservices provide center based programs which promote the developmental growth of children in
cognitive, physical, social, emotional, communication, and adaptive functioning areas.

Home and Community Supports
Home and Community Supports (HCS) are a range of services for individuals who requireassistance to meet their daily living needs, ensure adequate functioning in their home andcommunity, and provide safe access to the community. HCS provide support, supervision andactive participation in activities chosen based on each individuals preferences. HCS may beprovided in an individuals residence and/or the community and may be provided to individuals
who live in their own home or their family home.

In-Home Respite Services
In-Home Respite services provide temporary, periodic relief to those persons normally providingthe care for an eligible individual. Respite services are also provided when the usual care giveris absent or incapacitated due to hospitalization, illness, or injury or upon their death.

Support Coordination Services
Support Coordination is available to people enrolled in the ID/DD Waiver program. SupportCoordinators are housed at each of the five Comprehensive Regional Centers and areresponsible for: assisting individuals with initial eligibility; ensuring individuals are annuallyrecertified for continuing eligibility; ensuring the services a person receives, regardless offunding source or type of provider, are coordinated to maximize the benefit to the individual and
to prevent duplication of services; reviewing each individuals plan of care monthly, by eithercontacting the individual/legal representative at least two times by phone or by seeing theindividual during a face-to-face visit, to ensure services remain appropriate to meet theindividuals needs; and requesting changes to the plan of care as necessary to assist theindividual to remain at home and in the community.

IDDDay Support Services
Day Support is a program of structured activities designed to support and enhance thefunctioning of individuals who are able to live fairly independently in the community through theregular provision of structured therapeutic support. Program activities improve realityorientation, social adaptation, physical coordination, daily living skills, time and resourcemanagement, and task completion as well as to alleviate such psychiatric symptoms as
confusion, anxiety, isolation, withdrawal and feelings of low self-worth.

IDD Day Treatment Services
Day Treatment is the most intensive outpatient program available to children and adolescents. Itshould provide an alternative to residential treatment or acute psychiatric hospitalization orserve as a transition from these services. Day Treatment is a behavioral intervention program,provided in the context of a therapeutic milieu, which provides children/adolescents with seriousemotional/behavioral disturbances the intensity of treatment necessary to enable them to live in
the community. The program is based on behavior management principles and includes, at aminimum, positive feedback, self-esteem building and social skills training. Additionalcomponents are determined by the needs of the participants in a particular program and mayinclude skills training in the areas of impulse control, anger management, problem solving,and/or conflict resolution.

Community Respite Services
Community Respite Services are designed to provide families/care givers a safe place in thecommunity where they can take their family member on a short-term basis for the purpose ofrelieving the family or caretaker or to meet planned or emergency needs. Typically, communityrespite is provided at time when other types of services are not available such as evenings andweekends.

IDD Service System
State-operated facilities-There are five regional centers that are operated by the Department ofMental Health. These facilities serve designated counties or cachment areas in the State andprovide intermediate care facility services and a range of community services for persons withintellectual and developmental disabilities.
Regional community mental health/mental retardation centers (CMHCs) operate under thesupervision of regional commissions appointed by county boards of supervisors comprising theirrespective service areas. There are 15 community mental health centers which provide a rangeof community-based mental health, intellectual and developmental disabilities, and substanceabuse service. The Department of Mental Health is responsible for certifying, monitoring, andassisting the community mental health centers.
Private/Nonprofit Agenciesare certified by the Department of Mental Health to provide an arrayof community-based services for persons with intellectual and developmental disabilities.
