January 25, 2016 – 6:30 p.m. 1. CALL TO ORDER

Chairperson Streng called the meeting to order at 6:32 p.m. The Pledge of Allegiance to the flag was recited. ROLL CALL Committee Members Present: Jack Balch, Richard Duffy, Tom Hall, Kriti Jain, Don

Johnston, Ardin Lo, Steven McGinnis, Rick Romine, and Chairperson Joe Streng.

Committee Members Absent: Justin Brown Staff Present: Matt Nelson, Associate Traffic Engineer, and Edith

Caponigro, Recording Secretary. Agency Representatives: None AGENDA AMENDMENTS There were none. MINUTES 1. Approve regular meeting minutes of October 26, 2015. Motion made by Mr. Duffy, seconded by Mr. Johnston to approve the October 26, 2015 meeting minutes. The motion was approved unanimously. MEETING OPEN TO THE PUBLIC 2. Introductions/Awards/Recognitions/Presentations There were none. Jack Balch was introduced as the Planning Commission alternate for Nancy Allen.

3. Public Comment from the audience regarding items not listed on the agenda There were none. MATTERS BEFORE THE COMMITTEE 4. Summary from Fehr & Peers on the Community Workshop #1 for the Bike,

Pedestrian Master Plan Update Mr. Nelson noted that as a part of the Bicycle and Pedestrian Master Plan update, a community workshop was held on December 8, 2015 to elicit input and feedback from the community on current walking and biking conditions within the City. The workshop was held at the Pleasanton Library by consultants Fehr & Peers and approximately 30 members of the community attended and provided input. He reviewed with Committee members the informational report provided by Fehr & Peers from the workshop. The workshop consisted of nine stations at which attendees were asked to provide comments and input to the following questions:

1) What kind of bicyclist are you? 2) Where do you walk today in Pleasanton? 3) What are your goals for the plan update? 4) Which support programs are your highest priority? 5) How should the City prioritize walking and biking improvements? 6) What kind of bicycle facilities would you like? 7) Where would you like to see new or enhanced bikeways? 8) Where is safety a community concern for bicyclists? 9) Where is safety a community concern for pedestrians?

Comments received included:

• Provide viable alternatives to driving for both commuting and recreational • Creating a citywide bike and pedestrian network • Improving safety for cyclists, pedestrians, and those with disabilities • Focus on education regarding bike facilities and creating a connected network • Low-cost improvements with high demand for trail crossings • Safety and maintenance, keeping bike facilities clear of debris • Iron Horse Trail connection in the south to Stanley Boulevard and further • Buffered bike lanes, cycle tracks and routes shared with vehicles • Connecting of bike lane along Foothill Road to the Sunol Boulevard bike lane • Provide a bike route from Dublin to Downtown Pleasanton • Safety concerns at specific locations throughout the city • Lack of sidewalks and signage and lack of consistency with school zones

Mr. McGinnis indicated that he had attended the workshop and had found it very interesting and was surprised at the number of people that had attended. Mr. Romine questioned whether staff had seen anything surprising in the report. Mr. Nelson advised that staff is typically aware of hot spots within the City and didn’t get a sense from the report of any particular area that needed to be put as a number one priority.

Mr. Romine asked if the questions participants answered at the workshop were open-ended or targeted. Mr. Nelson stated that they were open-ended. Mr. McGinnis advised that a different question was asked at each of the nine stations and that cycling and pedestrian safety came across as the number one topic, with ease of use coming in second. Mr. Romine questioned whether additional details and dates from the workshop meeting would be made available for the Committee. Mr. Lo was informed by Mr. Nelson that audits and facilities would be considered during the second workshop meeting, with emphasis being on areas and projects that could be improved. Mr. Balch was surprised at the number of people that attended the workshop to learn that communication and education were big items in the report. He indicated he was aware of the problem areas and hoped that more things would be discussed during the second workshop. Mr. Balch also discussed bike lane connections to trails such as the Marilyn Murphy Kane trail. Mr. McGinnis noted that cyclists typically do not travel to the downtown area because it is difficult and there are no bike lanes. Chairperson Streng indicated he was interested in the comments received from Station 3: What are your goals for the plan update? – Which indicated safety, connectivity, and education as the important goals. Chairperson Streng opened the meeting for public comment at 6:50 p.m. Jim Van Dyke – indicated that his cycling had recently presented to the Pleasanton Downtown Association (PDA) about parking areas for cyclists in the downtown area and their position had been that they would not consider bike parking areas over auto parking spaces. He commented that having bike corrals would bring more shoppers to the downtown area, but this was not something the PDA seemed to agree with. Chairperson Streng closed the meeting for public comment at 6:53 p.m. 5. Trails Project Summary Report Mr. Nelson reviewed with Committee members the Bicycle, Pedestrian and Trails Projects Summary Table. Arroyo Mocho Trail / Staples Ranch – the trail surfaces project was completed in the fall 2015. Garms Property Staging Area – no change. Old Vineyard Avenue Trail – The project is waiting for Horton/Chrisman development to be constructed, but is expected to go out for bid in spring or summer of 2017. Bernal Avenue and I-680 interchange improvements – no change.

Bicycle Lane Improvements at I-580 Overcrossings – Data is being gathered to prepare an RFP in spring 2016. Iron Horse Trail – South (Busch Road to Stanley Boulevard – no change. Dublin Canyon/Lester Property – no change. Arroyo Mocho Bridge Feasibility Study – This project is expected to go out to bid in spring 2016. BRE/Essex – no change. Chairperson Streng discussed with Mr. Nelson the Horton/Chrisman development and whether any resolve had been determined. He also asked about the Arroyo Mocho/Staples Ranch trail surfaces project and was advised by Mr. Nelson that Engineering is monitoring the three surfaces to determine how each surface performs and the City has also posted three signs along the trail eliciting feedback from the public. Mr. McGinnis discussed with Mr. Nelson the status of the Iron Horse Trail-South (Busch Road to Stanley Boulevard) project. He also commented on the availability of funding from a nearby housing project. Mr. Johnston was informed by Mr. Nelson that no guidelines have been given to the City regarding bicycle lane improvements at the I-580 overcrossing. Chairperson Streng commented on the Arroyo Mocho Bridge Feasibility Study scheduled to go out for bid in spring 2016. Chairperson Streng opened the meeting for public comment at 6:58 p.m. Mr. Van Dyke questioned whether discussed biking options with members from Bike East Bay, and if not, he suggested that they be contacted. Mr. Nelson indicated he would discuss this with Mr. Tassano. Chairperson Streng closed the meeting for public comment at 7:00 p.m. COMMUNICATIONS There were none. COMMITTEE REPORTS 6. Updates from the Parks and Recreation Commission Chairperson Streng advised that the Parks and Recreation Commission had received and reviewed the Parks Projects Quarterly Status Report for October-December 2015 and were introduced to the City’s Landscape Architect.

a) Chairperson Streng discussed a recent fatality at First and Abbie Streets and asked Mr. Nelson to provide the Committee with information on the City’s process for recommending installation of lit crosswalks. Mr. Nelson advised that staff has looked at this location and it has been placed in a ranking system from which improvements are considered. Chairperson Streng indicated he would like for this Committee to receive information about the process. Mr. Nelson will follow-up with Mr. Tassano and report back to the Committee. Mr. Balch suggested all crosswalks in the area be evaluated and considered in the report when provided.

SUBJECT: ANNUAL BICYCLE AND PEDESTRIAN COLLISION DATA SUMMARY The 2016 annual collision analysis was provided at the request of the BPTC. The report is reviewed annually by personnel from Traffic and the Police Department in order to determine and correct problem areas within the City. Thursday, January 14, 2016 Study: Sharrows Don’t Make Streets Safer for Cycling by Angie Schmitt Sharrows are the dregs of bike infrastructure — the scraps cities hand out when they can’t muster the will to implement exclusive space for bicycling. They may help with wayfinding, but do sharrows improve the safety of cycling at all? New research presented at the Transportation Review Board Annual Meeting suggests they don’t. Photo: University of Colorado Denver A study by University of Colorado Denver researchers Nick Ferenchak and Wesley Marshall examined safety outcomes for areas in Chicago that received bike lanes, sharrows, and no bicycling street treatments at all. (The study was conducted before Chicago had much in the way of protected bike lanes, so it did not distinguish between types of bike lanes.) The results suggest that bike lanes encourage more people to bike and make biking safer, while sharrows don’t do much of either. Ferenchak and Marshall’s study divided Chicago into three geographic categories using Census block groups: areas where bike lanes were added between 2008 and 2010, areas where sharrows were added, and areas where no bike treatments were added. They then looked at how bike commuting and cyclist injuries changed in these areas over time. They found that bike commute rates more than doubled in areas with new bike lanes, compared to a 27 percent increase in areas with new sharrows and a 43 percent increase in areas where nothing changed. Meanwhile, the rate of cyclist injuries per bike commuter improved the most where bike lanes were striped, decreasing 42 percent. Areas that got sharrows saw the same metric fall about 20 percent –worse than areas where streets didn’t change (36 percent), although the difference was not great enough to be statistically significant. One caveat with the study is that measuring bike commuters who live in a given area is not the same as measuring the number of people who actually bike on those streets. Still, the results strongly suggest that sharrows are ineffective as a safety strategy. Ferenchak told Streetsblog sharrows seemed to have a small effect on encouraging people to bike but provide no additional protection. This is in line with what Dutch bike planner Dick Van Veen told Streetsblog about sharrows in the Netherlands: They should be used in tandem with significant traffic-calming measures — on a street with fast traffic, to put down sharrows alone would be considered “unethical.” “I think our main takeaway is that we need appropriate infrastructure,” Ferenchak said. “Sharrows don’t dedicate any space to bicyclists.”
