BHUTAN

• Bhutan officially the Kingdom of Bhutan, is a landlockedcountry in South Asia located at the eastern end of the Himalayas. Itis bordered to the north by China and to the south, east and westby India.

• To the west, it is separated from Nepal by the Indianstate of Sikkim, while further south it is separatedfrom Bangladesh by the Indian states of Assam and West Bengal.

Background

• Bhutan is a small Himalayan constitutional monarchy

that made the transition from absolute monarchy to

parliamentary democracy in March 2008.

• In July 2013, it completed its second democratic

handover of power after the People’s Democratic

Party won the majority of seats in the National

Assembly.

Background

• Bhutan has one of the world’s smallest and least-developed economies. Until a few decades ago, itwas largely agrarian, with few roads, littleelectricity, and no modern hospitals.

• Recent interregional economic cooperation,particularly involving trade with Bangladesh andIndia, is helping to encourage economic growth.Connections to global markets are limited anddominated significantly by India.

Education System In Bhutan

• Primary EducationEducation in Bhutan in the mountainous region betweenChina and India is a voluntary affair, because many of thepeople live in far-flung places where they follow traditionallives. In larger settlements where primary schools exist,children are taught for seven years, mainly in English.

• Secondary EducationEven fewer children complete a further four years ofsecondary education, which follows a general academiccurriculum without opportunities for specialization. Morewealthy parents have the choice of sending children to privateschools instead, often in foreign countries.

• Tertiary EducationThere is a single higher-level junior college, and twoteacher training colleges. The sole tertiary institution isthe University of Bhutan, founded by royal decree in 2003and illustrated here.

Its faculties offer diplomas and degree courses in science& technology, business studies, traditional medicine,language & culture, education, health sciences, naturalresources, and management. Students whose needs arenot catered for will study elsewhere

• Nepal’s gross domestic product (GDP) grew by an estimated5.2% in Fiscal Year 2014 (ended 15 July 2014), up from 3.5%a year earlier and exceeding the forecast.

• Timely monsoon rains boosted agriculture by 4.7%, androbust growth in remittance inflows fueled growth inservices at 6.1%.

• Inflation, which had been expected to stay about the same,moderated from 9.9% last year as food and other pricepressures abated on improved domestic food supplies,some easing of inflation in India, and marginalstrengthening of the Nepalese rupee

ECONOMY

• Despite the timely presentation of the complete FY2014budget, realized public expenditure, especially capitalspending, was lower than planned, indicating ministries’continued low absorption capacity.

• High revenue growth and low expenditure combined toshrink the budget deficit to the equivalent of only 0.1% ofGDP.

• The external position strengthened significantly on the highremittance inflows and despite the widening trade deficit,boosting the current account surplus beyond the forecastto 4.7% of GDP, up from 3.4% in the previous year.

ECONOMY

• In FY2015, GDP growth is now expected to slow to4.6% as the disappointing monsoon will likely hurtagricultural production.

• A slew of investment-friendly reforms in the FY2015budget is likely to boost investor confidence andindustrial output.

• The growth in remittance inflows is expected to stayrobust, supporting strong expansion in services andkeeping growth just a touch below the 4.7% projectedin the Asian Development Outlook (ADO) 2014 in April.

2013/2014 fiscal year from 2.10 percent a year earlier.

• Unemployment Rate in Bhutan averaged 2.56 percent from

1995 until 2014, reaching an all-time high of 4 percent in 2010

and a record low of 1.15 percent in 1997.

• Unemployment Rate in Bhutan is reported by the

Royal Monetary Authority of Bhutan.

• The government would have to create additional

employment opportunities for about 82,000 job

seekers to maintain full employment at 97.5 percent

of the labour force.

• Of the 82,000 job seekers during the plan period,

about 69 percent are female, which officials pointed

out as a major concern.
