Pre-Checks
- Any Active alarms on site?
- Check for any locked/ blocked TRXs on site
- All the parameters checked for consistency and inconsistencies synchronized
- ADCE inconsistency reports verified… ND 060, 061, ZEAT
- TRX Loop Tests performed, ND 195 verified along with DL/ UL Qual on TRXs
- Thorough scrub of ADCE on MapInfo to delete any distant adjacency definitions and add any obvious first/ second- tier missing adjacencies
- ND 232 to check if the site is overshooting, if it is, then control the footprint of the site, else, go to the next slide and run the tweaks

1800 – TCH Congested
- Tune AFRL/ AFRU and FRL/ FRU for aggressive half-rate assignments – BTS level
- Tune BLT to reduce incoming handover traffic – BTS level
- Tune TRHO settings to shed traffic off the source BTS – BTS level
- Tune DR threshold for outgoing adjacencies to 1900 sites – ADCE level
- If one particular adjacency is having very high pegs and causing congestion on the
site, tune the HO margins on that adjacency
Else,
Tune the HO margins on adjacencies to outgoing 1900 sites to offload traffic to
those targets faster
- If all the adjacencies are causing heavy congestion on the site, tune the HO
thresholds and polling parameters on that congested BTS
Controlling accessibility to the cell can be used to reduce congestion on a site

Tuning HO margins Vs. HO thresholds
- HO Margins effectively influence the coverage of the site with respect to that
particular target cell (i.e.) the source site could shrink in size or expand its footprint
by tuning these HO margins with respect to any particular target cell
- HOC Thresholds and Polling parameters influence the behaviour of the source cell
with respect to every other cell and would influence all incoming or all outgoing
handovers
It is recommended to change HO margins, if only a few adjacencies are causing
issues on the subject site
It is recommended to change HO thresholds, if almost all the adjacencies are
causing issues on the subject site
