Urban Rehabilitation – Old Tehri Town

New Tehri Town – Newly developed Town at a height of 1,350 to

1,850 m, overlooking the Tehri lake & 4 resettlement sites at

Dehradun / Rishikesh, in area of 223 Ha [Area acquired ~ 60 Ha]

All the modern facilities at NTT viz. education (including ITI and a

University), 75 Bedded Hospital, Financial Institutions, District

Administration Offices, Markets, Bus Stand & places of worship

etc – developed at the cost of the Tehri Project under R&R.

Rural Rehabilitation

18 Resettlement sites developed at Haridwar / Dehradun for

Rehabilitees with all facilities in area of 3,100 acres [Area private

land acquired ~ 2,200 Ha]

Funds provided for relocation and reconstruction of public

facilities for those who would continue to reside above

submergence level.

R&R carried out by State Govt as per decision of GoI with funds provided by

THDCIL, as Revenue / law & order powers vested with State Government

RURAL PROJECT AFFECTED FAMILIES (PAFs) TO BE

THDCIL has earmarked 2% of its net Profit Before Tax towards

Corporate Social Responsibility (CSR) activities. CSR fund is

allocated and transferred every year to a non lapsable CSR

fund.

THDCIL has formed an NGO, Namely „SEWA‟ (Society for

Empowerment and Welfare Activities), for carrying out CSR

activities.

• Some activities include :

• Engineering college established at Bhagirathi Puram near

Tehri Complex. 5% seats reserved for wards of PAFs.

• Adopted ITIs at Chamba and Gopeshwar.

• Schools run by THDC Education Society (TES) at Tehri and

Rishikesh.

• Community Centre, Piped drinking water Scheme, Hostel for

poor, Additional rooms in schools, dispensaries etc.

THDCIL CONFERRED SCOPE MERITORIOUS AWARD FOR CSR AND RESPONSIVENESS

SOCIO ECONOMIC STUDY CARRIED OUT BY ADMINISTRATIVE STAFF COLLEGE OF

INDIA (ASCI), HYDERABAD. REPORT OF MAY 2009 CONCLUDED THAT THE PAPS ARE

IN A MUCH BETTER POSITION BOTH SOCIALLY AND ECONOMICALLY

AVERAGE SIZE OF LAND HOLDING HAS INCREASED FROM 0.8 ACRE BEFORE

DISPLACEMENT TO 1.9 ACRE AFTER DISPLACEMENT.

IRRIGATION FACILITIES HAVE INCREASED SIGNIFICANTLY AND AS A RESULT

FARMERS ARE CULTIVATING THREE CROPS IN A YEAR. EVEN LANDLESS PAFS HAVE

BENEFITTED AS THEY WERE ALLOTTED IRRIGATED LAND.

AFTER REHABILITATION, THE PAFS HAVE PUCCA HOUSES AS COMPARED TO SLATE

OR SEMI-PUCCA HOUSES IN THEIR EARLIER LOCATIONS.

CIVIC AMENITIES LIKE SAFE DRINKING WATER, SANITATION AND OTHER

COMMUNITY INFRASTRUCTURE, COMMON FACILITIES DEVELOPED BY THE THDC

CREATED HEALTHY ATMOSPHERE IN THE REHABILITATED SITES.

EMPLOYMENT AND INCOME LEVELS HAVE INCREASED SIGNIFICANTLY.

PAFS HAVE NOT ONLY COME OUT OF FOOD INSECURITY, BUT ARE ALSO SAVING

INCOME FROM AGRICULTURE.

LEVEL OF EDUCATION HAS INCREASED; ACCESSIBILITY TO SCHOOLS ALSO MADE

EASY WITH THE ROAD NETWORK DEVELOPED BY THDC.

DUE TO BETTER ACCESS TO HEALTH CARE AND CLEAN DRINKING WATER FACILITIES

CREATED BY THDC IN RURAL AND SEMI-URBAN REHABILITATION CENTRES, THE

INFANT MORTALITY AND OTHER HEALTH INDICATORS HAVE IMPROVED.

Run of the River scheme on river Alaknanda in

Uttarakhand

65m high Concrete Gravity Dam, Headrace Tunnel 13.4 km

long, Underground Power House with four Francis units of

111 MW each having Annual Generation 1,665 MU

VPHEP is a World Bank funded Project ($ 648 Million)

◦ Private Land (7 villages) - 31.639 Ha.

◦ Forest Land - 100.39 Ha.

◦ Project Affected Families - 894 No. (2,148 PAPs)

Cash Compensation Option – Construction and resettlement

grant of Rs. 10 lacs per household besides statutory land

compensation.

Acquisition of entire Haat Village (near the proposed site of

Powerhouse) though only 25% of village land was required for

the Project.

For dissemination of Project information to PAF`s & community,

Public Information Centre established at Project.

A local NGO, Shri Bhuvneshwari Mahila Ashram (SBMA)

engaged for interface between THDCIL & community for

implementation of Rehabilitation Action Plan.

To address concerns of local population regarding the possible

impacts of blasting during construction, use of TBM made

mandatory for driving Main Tunnel.

Insurance of all the residential structures falling “along the

alignment” of underground Tunnels and Adits.

For Widows from displaced families, Monthly Assistance

Scheme has been launched initially for period of 7 years.

VPHEP is first in India to introduce provisions for loss of fuel &

fodder.

affected due to loss of Van Panchayat land.

Panel of Experts for Social and Environmental works

For Monitoring & Evaluation of implementation of Rehabilitation

Action Plan, third party independent agency has been engaged.

Under CSR – Community infrastructure works, scholarships for

local youth at ITI / other vocational training courses, sponsor of

medical care and ambulances to regional hospital.
