It would be awfully difficult to script a better homecoming

than this.

Kiaran McLaughlin--a three-time leading conditioner in Dubai

York, McLaughlin relocated permanently back to the U.S. in

2003. How important is it to him to be able to compete on an

evening like this again?

“It means a lot,” McLaughlin replied. “It’s really great to have a

chance to win with something on the night again this year,

whether it’s Lady Shipman, Marking, Confrontation or Frosted.”

Baffert, fresh off a sweep of the Triple Crown, probably doesn’t

have another American Pharoah (Pioneerof the Nile) in his barn,

but he will be well represented in the GI Kentucky Derby. Baffert

won both 3-year-old preps last weekend, taking the GII Rebel S.

with Cupid (Tapit) and the Sunland Festival of Racing S. with

Collected (City Zip). Baffert doesn’t have a starter in this

weekend’s major prep, the GII Louisiana Derby, but there are

plenty of top horses from top stables in the race. The contest is

McLaughlin continued, “We are very privileged as ‘Team

McLaughlin’ to be involved with one of the greatest teams in

racing and one of the best teams in professional sports,

Godolphin. We’re blessed to be with them and happy to be over

there running at Meydan.”

The native of Lexington, Kentucky, hasn’t started a horse on

the Dubai World Cup program since Albertus Maximus’s sixth-

place run in the main event in 2009, the final renewal held at

Nad Al Sheba.

“I have great memories of Nad Al Sheba--we had a lot of fun

there,” McLaughlin reflected. “But Meydan is unbelievable, it’s a

wow. It’s really incredible. The size of it and the quality of

everything--the track, seating, viewing and building--is amazing.

It was great to go see it [in February] because it was just under

construction when we left in 2009 after Albertus Maximus ran.

It’s really an unbelievable facility.”

A former assistant to the legendary Hall of Famer D. Wayne

Lukas, the 55-year-old’s high-powered operation has grossed

seven figures in North American earnings for each of the past 14

seasons, topped by $9.6 million in purses in 2015, good for

eighth overall in the nation. While Closing Argument came

within a half-length of causing a 71-1 stunner in the 2005 GI

Kentucky Derby–could this be his year?--McLaughlin won his

first American Classic with Jazil in the following term’s GI

Belmont S. He has also trained a pair of Breeders’ Cup winners,

including a Classic tally by the aforementioned 2006 Horse of

the Year. In addition to his invaluable time spent with the

‘Coach,’ McLaughlin--diagnosed with multiple sclerosis in 1998--

also came up under trainers James Burchell, John Hennig, David

Kassen and Tim Muckler as well as briefly serving as a jockey’s

agent for the late Chris Antley.

“Growing up, the Kentucky Derby was my dream because

there wasn’t a Dubai World Cup yet in 1973 when I was

watching Secretariat run,” said McLaughlin, who, of course,

campaigns the East Coast’s leading Derby hopeful Mohaymen

(Tapit). “Winning the World Cup [with Invasor] was equally as

important as a Kentucky Derby win would be--they’re 1 and 1a

for me. Working for the Maktoum family and to be able to go

back to their country with a horse they own and win their race

in their country--it’s hard to top that. I would love to do it

again.”

The World On a String... While Invasor prepped for the World Cup with a dramatic win

after clipping heels in the GI Donn H. at Gulfstream Park,

McLaughlin has taken a different approach with his three dirt

runners for the ‘Boys in Blue’ this time around.

“We wanted to go over there to support the Carnival--we love

Dubai,” McLaughlin said when asked about having his horses

prep locally this winter. “And, yes, it was important to get a race

over the track with all of them as well.”

also a close fourth in last year’s ‘Run for the Roses’ and third in

the GI Travers S., concluded his sophomore campaign with a

disappointing seventh in the GI Breeders’ Cup Classic at

Keeneland Oct. 31. Last term’s GII Pennsylvania Derby hero,

produced by a graded stakes winning half-sister to champion

Midshipman (Unbridled’s Song), heads to the World Cup for a

highly anticipated clash with 2014 Horse of the Year California

Chrome (Lucky Pulpit).

The 6-year-old Confrontation, multiple graded stakes placed in

the U.S. for trainer Barclay Tagg and co-owners Eric Dattner and

Harry Astarita, was a convincing winner in his first attempt for

Godolphin and McLaughlin in the 1600-meter G3 Firebreak S. at

Meydan Feb. 4 (video). The dark bay was making his first

appearance since a second-place finish behind subsequent

GI Breeders’ Cup Dirt Mile winner Liam’s Map (Unbridled’s

Song) in a salty optional claimer going a mile at Belmont last

June. He cuts back in trip to 1200 meters for the Golden

Things went much smoother the second time around in Dubai

for Godolphin Mile contender Marking. Runner-up to champion

Runhappy (Super Saver) in the GI Malibu S. at Santa Anita Dec.

26, the son of two-time Grade I victress Seventh Street (Street

Cry {Ire}) dumped his rider when they sprung

the latch in the Feb. 11 Al Shindagha Sprint at

Meydan, but atoned next time despite

hopping at the start to win going away

beneath the lights in a Feb. 25 handicap

(video), stopping the timer in a snappy

1:10.86 for six furlongs.

Cup Turf Sprint runner-up Lady Shipman,

meanwhile, made her first attempt fitted with

a McLaughlin white bridle a winning one with

a facile score in Gulfstream’s Ladies’ Turf

Sprint S. Feb. 6 (video). The seven-time stakes winner, a $35,000

RNA at the OBSAPR 2-year-old sale, set a new course record in

Saratoga’s Smart N Fancy S. last summer. The 2015 Eclipse

Award finalist for champion female sprinter takes on the boys in

the Al Quoz.

Following an 11-hour van ride from Palm Meadows in Florida

to Atlanta and an uneventful flight to the Middle East,

McLaughlin’s troops, bar Lady Shipman, joined Charlie Appelby’s

string while kept in isolation in their own barn at Godolphin’s

Marmoom Stables in Dubai in late January. Kiaran’s brother Neal

McLaughlin has been overseeing their activity since arrival. Lady

Shipman touched down in Dubai in mid-March.

“We hope to do it every year,” McLaughlin

said of competing in Dubai for the Carnival.

“It’s a long way to travel, but the horses

handle it well, for the most part.”

He continued, “I think it helps [being based

at Marmoom], but I wouldn’t have been

opposed to being stabled at Meydan. We

elected to train right-handed here, too,

because we’re [training] by ourselves. Charlie

Appelby trains here, but we’re not allowed to

go on the same track with his horses. We go

around his sets.”

American Invasion... Despite the obvious concerns of racing medication-free

combined with a demanding overseas journey, several other

top-level American-based horses--led, of course, by the

aforementioned California Chrome--will be competing beneath

the lights at Meydan this weekend. Cont. p5

including a runaway maiden win at Aqueduct. Lady Shipman,previously campaigned by trainer Kathleen O’Connell up to her2015 finale in the Breeders’ Cup, has never raced without themedication. Confrontation and Marking made their first careerstarts without Lasix in Dubai this winter.

“The medication is a whole other issue,” McLaughlin offered.

“If you’re a bad bleeder, you might not want to go [to Dubai].

But for the most part over the years we didn’t have many

bleeders there. I know that’s a concern to a lot of people in

American racing, but they will run without it and run the same.

We’re glad we found out that they were fine without any

medication.”

Once multiple Grammy Award-winner Janet Jackson puts the

finishing touches on the World Cup program with a post-race

concert, the action may just be getting started for Team

McLaughlin back in America this spring. Shadwell’s Mohaymen

will place his unbeaten tag on the line versus champion Nyquist

(Uncle Mo) in a GI Florida Derby for the ages the following

weekend at Gulfstream Park.

“It’s fabulous and very exciting,” McLaughlin concluded while

remaining as level-headed as ever. “It’s a great spot that we’re

in right now, but we also realize that anything can happen in a

short time. We hope that they all stay together and everything

goes well and we have a great Mar. 26 World Cup night, and,

hopefully, Mohaymen can keep going, too. We understand the

game, but we’re all very excited as a team, including the

owners, and hopefully we’ll be able to keep it going.”

Gulfstream linemaker Jay Stone agrees that Mohaymen will be

the favorite over Nyquist (Uncle Mo) when the two clash in the

GI Florida Derby. “I am going

on the assumption that this

will be a six or seven-horse

field and Zulu will not be one

of them,” Stone said. “I will

make Mohaymen either 3-5

or 4-5 and Nyquist will be

between even and 6-5,

depending on how many

others are in the race. This is

the race the public wants to

see even though they thought it would unfold in Kentucky. ‘Mo’

has the edge because it is being run over his home track, but

Nyquist may be his equal in this race depending on who else

shows. Remember, Nyquist is running for an extra million, so he

might be slightly more pushed for this, but in the end I believe

the public will make Mohaymen a slight favorite. Close call.”

When is the last time an undefeated champion was the second

choice in a prep race for the GI Kentucky Derby? Surely, it’s

never happened before. It’s not that Nyquist doesn’t get a lot of

respect, it’s that everyone is so high

on Mohaymen (Tapit). Aiming for a

$1-million bonus, Nyquist will surely

be primed for his best, but don’t think

for a minute that trainer Kiaran

McLaughlin doesn’t want to win the

showdown badly. He’s got an

undefeated horse gearing up for the

Derby. This is not the time to lose. Who’s the better of the two?

It will be decided on the racetrack.

Just because ‘TDN Rising Star’ Danzing Candy won the GII San

Felipe S. in wire-to-wire fashion doesn’t mean that he has to

have the lead. At least that is the opinion of his trainer, Cliff Sise,

Jr. “We didn’t want to change anything last time in the San

Felipe,” he said. “But [jockey]

Mike [Smith] has always said

he can rate. Being down in

the two hole in the San

Felipe, we decided not to

change anything and go right

for the lead. If somebody

wanted to send hard we

would have laid second. In

the morning, I have already trained him to come off the pace

and he’s good at it. He’s nice and relaxed.” His rematch with

Mor Spirit (Eskendereya) in the GI Santa Anita Derby will be a

Felipe S.? While it was far from a bad race for Mor Spirit, it did

knock him down a peg on most

rankings since he was second-best

behind Danzing Candy (Twirling

Candy). Was that the best Mor Spirit

has or did a botched workout prior to

the San Felipe catch up with him?

That question should be answered in

the GI Santa Anita Derby. Even with

the big effort by Cupid (Tapit) in the GII Rebel S., he remains Bob

Baffert’s top gun.

Andrew Caulfield on Gun Runner

Considering that the GII Louisiana Derby will be only the

second start this year for Gun Runner, his connections believe

he will improve this Saturday off his win in the GII Risen Star S.

“That is what we are hoping,” said David Fiske, the racing

manager for Winchell Thoroughbreds, when asked if we will see

a better Gun Runner this time out. “The way he has trained

between the Risen Star and the Louisiana Derby this week he’s

doing as well as he can do. He fired off a bullet work [five

furlongs in 1:00 3/5] last week and a little maintenance work

[four furlongs in :50 4/5] Monday and came out of that in great

shape.” Gun Runner drew post one and Fiske said that while he

would have rather drawn more towards the middle, he hopes

Gun Runner will get the same ground-saving trip he got in the

enough, you can make

excuses for his loss in the

GI Breeders’ Cup Juvenile

and the GII Holy Bull S., but

it’s time for him to deliver.

Was the Champagne, a tremendous performance, a fluke or is

Trainer Todd Pletcher, who has been in Dubai this week, still

has not plotted out a schedule for Destin or any of his other top-

tier 3-year-olds...so we’re going to save him the trouble and do

it for him. We’re sending Destin to the GI Toyota Blue Grass S.

Outwork (Uncle Mo) goes to the GI Wood Memorial because

owner Mike Repole loves to run in New York. That leaves only

‘TDN Rising Star’ Zulu (Bernardini). Pletcher is on record saying

he doesn’t want to go against the two-headed monster of

Mohaymen (Tapit) and Nyquist (Uncle Mo) in the GI Florida

Derby. We say go for it. Zulu will pick up the $1-million bonus

from Fasig-Tipton if he wins, and he’s going to have to face

Last year’s Triple Crown attracted 438 nominations, which

included 429 early nominees and nine made eligible during the

late nomination phase. The late nomination of Cards of Stone

brought Todd Pletcher’s nominations to 29, which remains

below his 2015 total of 34. With his nomination of My Man Sam,

trainer Chad Brown’s nominee total rose to 13, which ranks

second among trainers.

Three-year-olds not nominated to the Triple Crown during

either the early or late nomination phases have a final

opportunity to become eligible for the three-race series by

payment of supplemental nomination fees. Due at the time of

entry for either the Kentucky Derby, the Preakness or the

Belmont, the supplemental fee process makes a horse eligible

for the remainder of the Triple Crown series. A supplemental

nomination at the time of entry to the Kentucky Derby requires

payment of $200,000. The fee is $150,000 if paid prior to the

Preakness or $75,000 at time of entry to the Belmont.

Churchill Downs adjusted its entry process in 2014 to permit

horses that are made supplemental nominations prior to the

Kentucky Derby to be treated the same as original nominees. If

one or more supplemental nominees possess sufficient “Road to

the Kentucky Derby” points to qualify for the Derby field, they

will be allowed to start over original nominees that possess

lesser qualifications. Under its previous policy, Churchill Downs

gave preference in all cases to early and late Triple Crown

nominees.

TRIO OF NEW CHALLENGERS EYE FL DERBY A trio of new challengers have set their sights on Gulfstream’s

GI Florida Derby Apr. 2, which features the highly anticipated

match up of the undefeated Mohaymen (Tapit) and the also

unbeaten champion Nyquist (Uncle Mo).

Ron Paolucci’s Loooch Racing Stables’ will be represented by

both Ifyousnoozeyoulose (Wilburn) and Sawyers Mickey

(Flatter). Sawyers Mickey, who has previously been trained by

Tom Amoss, will be saddled by Ifyousnoozeyoulose’s Florida-

based conditioner Peter Walder.

“He’s really passionate,” Walder said of Paolucci. “He believes

in not only his horses but his trainers. A lot of times he picks out

some spots that seem like you’re really up against it but he’s

going to get lucky. He’s gotten lucky before. The guy spends

money. There’s no reason to think it’s not going to happen

again. I don’t know whether it’s going to happen that day

against those two horses, but the fact is third place gives you

$100,000.”

Paolucci claimed Ifyousnoozeyoulose from Ken and Sarah

Ramsey and trainer Mike Maker for $40,000 out of his 4 1/4-

length graduation in Hallandale at fifth asking Feb. 4. The bay

finished last after being bumped into the rail and forced to

check sharply in a starter optional claimer at Gulfstream last

time Feb. 26.

“[The Feb. 26 race] was a disaster,” Walder commented. “He

got slammed and never got a chance to run. His maiden race

was very impressive. Ron is higher on the maiden. He absolutely

loves that horse. He’s run against some nice horses and Amoss

likes him as well, but he’s still a maiden.”

The Ohio-bred Sawyers Mickey is still a maiden after seven

starts, most recently finishing third in the John Battaglia

Memorial S. over the Turfway synthetic Mar. 12.

The other addition to the list of Florida Derby probables is

Grupo 7C Racing Stable’s Majesto (Tiznow). The Gustavo

Delgado pupil earned his diploma at fifth asking in a 1 1/16-mile

test in Hallandale Feb. 27.

“I know that the two big horses are very, very, very strong. To

finish third would be very good for me,” Delgado said. “It looks

like only six or seven horses will be in the race. Racing is racing,

and anything can happen”

ENHANCED SECURITY FOR NY GI RACES The New York State Gaming Commission and The New YorkRacing Association will continue enhanced security protocols forhorses racing in Grade I races with purses of $1 million or more,starting with the Apr. 9 GI Wood Memorial S. at Aqueduct. The Commission and NYRA employ two similar sets of securityprotocols (Group “A” and Group “B”) for the 11 Grade I raceswith purses of $1 million or more at NYRA tracks taking place in2016. Horses running in the GI Belmont S., the GI Whitney S. and the GI Travers S. will be subject to Group “A” protocols, whichinclude continuous 72-hour “dedicated watch” by experiencedsecurity personnel leading to post-time. During a “dedicatedwatch,” one guard is stationed full-time for every horseprogrammed. Horses running in the Wood Memorial, the GI Ogden Phipps S.,the GI NYRA.com Metropolitan H., the GI Manhattan S., the GI Sword Dancer S., the GI Belmont Oaks Invitational, the GI Belmont Derby Invitational and the GI Jockey Club Gold Cupwill be subject to Group “B” protocols, which include“intensified watch” by a team of six to eight experiencedsecurity personnel conducting mobile surveillance and directhorse checks at least three times per shift from 72 to 30 hoursprior to their race, with continuous “dedicated watch” takingplace for the final 30 hours before post-time. personnel and

investigators who

receive ongoing

education from the

Organization of Racing

Investigators (ORI) and

the Racing Officials

Accreditation Program

(ROAP).

All horses in Group “A” or Group “B” races must adhere to the

following protocol:

! Horses must be on the grounds of the host NYRA facility no

later than 72 hours prior to their anticipated post time.

Exceptions will be at the discretion of the Stewards.

! The Commission will take out-of-competition blood samples

of horses competing in these races and send them to

New York State Equine Drug Testing and Research

Program at Morrisville State College for immediate

testing. The Commission will coordinate with other

jurisdictions to obtain out-of-competition samples from

horses that are not stabled in New York.

! Once they arrive, horses must remain on the NYRA facility

grounds until after the running of the specified race.

Exceptions will only be granted in the case of an

unforeseeable emergency, as determined by the

dedicated watch security in consultation with the

Stewards. For applicable races at either Belmont or

Aqueduct, horses may be stabled at either facility to be

considered on NYRA grounds.

! Horses shall reside in their trainers' current barns and/or at

stalls on the grounds, which shall be monitored at all

times by additional security personnel.

! Commission personnel will monitor all treatments of

participating horses performed by veterinarians prior to

the scheduled post times of the respective races and

examine all paraphernalia. No veterinarians will treat

horses without first making an appointment with

Commission investigators. All containers for

medications administered will be retained by the

Commission for possible testing.

! A full daily veterinarian’s record of all medications and

treatments given to horses 72 hours prior to the race

will be provided to the Commission. Any changes to

treatment must be disclosed to the Commission. If

medications and treatment records are not provided to

the Commission in a timely manner and prior to

treatment, veterinarians will not be permitted to treat

the horse until this issue is resolved. The Commission

will post these records on its website each day.

! Stall entry/exit logs will be maintained by security

personnel. All persons including grooms, veterinarians,

trainers, assistant trainers, farriers, owners or other

connections must have a valid Commission license or

NYRA badge on their person before entering the stall,

engaging in contact with the horse or performing any

service for the horse. All visits will be logged in by

security along with the reason for the visit. Routine stall

and horse maintenance by identified grooms and staff

will be monitored but will be exempt from logging.

! All equipment, feed, hay bales, etc. will be subject to search

and seizure, as provided by law, by both NYRA and the

Commission.

! As is current policy, Lasix administration will take place in

the horses' own stalls by a NYRA veterinarian

administrator. Syringes will be preserved by the

Commission for possible testing.

! On race day, no treatments will be permitted (other than

Lasix for specifically designated horses) unless it is for

an emergency or as approved by the Stewards.

! All horses participating in the applicable race must report to

the Assembly Barn no less than 45 minutes prior to

their designated post time. Each individual trainer is

responsible for ascertaining their designated post time.

TCO2 blood sampling will take place in the Assembly

Barn before horses are escorted to the paddock. A fine

or a scratch may be issued by the NYRA Steward if

horses are late to the Assembly Barn.

! Participants in these races will receive priority for paddock

schooling with security personnel present.

“These protocols have been in place in New York State for

several years and have proven to be effective in ensuring

integrity for New York’s premiere racing events,” said

Commission Executive Director Robert Williams. “The measures

continue to bring unparalleled transparency to the sport and

instill confidence of a level playing field for the horse, the rider,

the connections and the public.”

"The New York Racing Association appreciates the assistance

of the New York State Gaming Commission in establishing these

protocols,” said NYRA Chief Executive Officer and President

Christopher Kay. “We remain committed to ensuring our races

are conducted in the safest and most transparent manner for

GULFSTREAM SPRING/SUMMER STAKES

SCHEDULE ANNOUNCED The upcoming 2016 spring/summer meet will be highlighted

by a 41-race stakes schedule worth a record $5.575 million in

purses, Gulfstream Park announced Wednesday.

The schedule, which starts with the GIII Miami Mile Apr. 30,

will be highlighted by the $1.1 million Summit of Speed card and

three legs of the $2.9 million Florida Sire Stakes Series. The 2015

spring/summer meet offered 29 stakes worth $4.75 million in

purses.

"This is another step in our efforts to reinvigorate and rebuild

the summer racing schedule in Florida," said P.J. Campo,

Gulfstream's General Manager and Vice President of Racing for

The Summit of Speed will be held July 2 and will offer three

The $2.9 million Florida Sires Stakes series is scheduled for

Aug. 6, Sept. 3 and Oct. 1. The series, which is restricted to

horses sired by accredited stallions standing in Florida, will get

under way with the $200,000 Dr. Fager S. and the $200,000

Desert Vixen S. for 2-year-olds and the $150,000 Unbridled S.

and the $150,000 Three Ring S. for 3-year-olds. The second leg

will include the $300,000 Affirmed S. and the $300,000 Susan’s

Girl S. for 2-year-olds, as well as the $150,000 Prized S. and

$150,000 Jewel Princess S. for sophomores. The lucrative series

is set to wrap up with the $500,000 In Reality S. and the

$500,000 My Dear Girl S. for juveniles and $150,000 Foolish

Oaklawn Increases Overnight Purses & Three Stakes:

The final three weeks of racing will feature the highest purses

in Oaklawn’s history after the track announced its third increase

of the meet. All overnight purses will increase by $1,000 per

race and three stakes have been bumped up. The Apr. 15

Bachelor S. for 3-year-old sprinters goes from $100,000 to

$150,000; the Apr. 16 Northern Spur S. for 3-year-olds at one

mile increases from $125,000 to $150,000; and the Apr. 16

Instant Racing S. for 3-year-old filly sprinters bumps up from

$125,000 to $150,000.

“We are extremely proud of the quality of racing we’ve

offered this season and it will only get better heading into the

last part of our meet,” said Director of Racing David Longinotti.

“Our field size is among the highest in the country with an

average of 9.75 and two of our marquee 3-year-old stakes have

had full 14-horse fields. Between the good weather and

top-notch horses, the fans have responded and it shows in our

ability to raise purses for a third time.”

Overall, Oaklawn has added $250,000 to its stakes program

since the beginning of the meet. Maiden special weights, which

were $68,000 when the track opened Jan. 15, are now $76,000

and allowance races, which started as high as $75,000, are now

above $80,000. The minimum purse is $23,500.

The 2016 Oaklawn meet continues through Saturday, Apr. 16.

CHROME DRAWS WIDEFOR WORLD CUP

California Chrome (Lucky Pulpit) has drawn wide for his second

attempt to win the world’s richest horse race--Saturday’s $10

million G1 Dubai World Cup--landing in gate 11 of 12.

The 2014 American Horse of the Year exited from post nine last

year en route to a second-place finish to longshot Prince Bishop

(Ire) (Dubawi {Ire}). Trainer Art Sherman, who arrived in Dubai to

oversee his charge’s final preparations Monday night, was given

the penultimate chance to pick his gate, and he said, “The outside

draw is good if you’ve got the horse, and I hope we have. There

wasn’t too much I could do about the draw. He’s got tactical speed

so I’m not going to worry about it.”

Sherman employed a change of tactics this year with California

Chrome, opting to prepare the 5-year-old in Dubai rather than ship

in for the main event like last year. The chestnut rewarded

connections with an as-he-pleased two-length score in a Dubai

World Cup track-and-trip handicap win Feb. 25.

His preparation isn’t the only thing that looks different for

California Chrome this year; he is also sporting new silks, with

Taylor Made Farm having entered the partnership and co-breeder

Steve Coburn having exited last summer.

Taylor Made has not one, but two chances to have the Dubai

World Cup winner standing its stallion barn next year, having

secured the stud rights to Mshawish (Medaglia d’Oro) shortly after

MECCA’S ANGEL TO RETURN IN TEMPLE Last year’s G1 Nunthorpe S. winner Mecca’s Angel (Ire) (DarkAngel {Ire}) is likely to make her seasonal debut in the G2 TempleS. at Haydock May 21, according to owner David Metcalfe. Metcalfenoted that the 5-year-old mare would be entered in all the keysprinting spots but said that, like last year, her starts would belimited to where she would find cut in the ground. "She'll be entered for all the big ones, but it will boil down to theground again,” the owner said. "At the moment she's very fresh and well,” Metcalfe said. “She

BRITISH RACING REVIEW RELEASED A British racing review launched last summer has released six

main recommendations on areas for improvement in the industry.

The first key recommendation is the establishment of a

stakeholder integrity forum to act as an advisory group.

The review also suggested improvements to the investigation,

case management and disciplinary processes, and proposed a

formal investigation charter be presented to everyone involved at

the outset of a case. The BHA will also develop a fast-track process

to deal with minor and admitted offences and a review of the level

of penalties for minor rule breaches.

Another recommendation was the formalisation of a new

integrity strategy to do more to educate and protect the majority

of the sport’s participants who comply or are trying to comply with

the rules.

The BHA plans to review the structure, composition and

processes of the Disciplinary Panel, Licensing Committee and

Appeal Board, as well as extend partnerships within the betting

industry, other racing jurisdictions, other sports and regulators to

increase access to intelligence.

The review was led by the British Horseracing Authority’s

director of integrity, legal and risk, Adam Brickell. Sir Paul

Stephenson served as independent regulatory director and leading

experts from the fields of sport, regulation and racing were also
