Tax relief for fire victims in limbo

For owners who lost their homes in the Kokopelli Fire., state goverrunent iB delivering a double whammy.

Lincoln County Assessor Ron Silva told county commissioners during a special meeting Thesday that his plan to remove homes destroyed in the fire from county property tax roles was nixed by the state Department of~ClJ!.,a.Qd..Revenue.

But commis.qioners aren't taking "no.. as a final verdict. They directed County Manager 'Ibm Stewart to write Gov. Gary

Johnson to protest the decision that the homes must remain on the 2002 tax role because they were there Jan. 1.

Stewart said State Rep. Dub Williams, a Republican who lives in Glencoe and represents District 56 that includes Ruidoso, put his signature on the letter along with Commission Chairman Rex Wilson.

In the letter, Stewart thanked the governor for vi!lit­~ the ~ site and activating the resources at his command during the very chaotic sib aation that started March 23.

A Ruidoso police officer who arrested a 15-year-old runaway m November was indicted on a charge of batteTf against a juvenile, a petty rdisdemeanor.

District Attomey Scot Key said the grand jury convened in Carrizozo March 27, listened to the evidence and watched a videotape made in the holding cell where the juvenile was handcufled to a steel bed at the Ruidoso Police Department. Police officer Alfred Stinnett, 38, allegedly pushed the girl, and she fell and hit her head. "'t was more than a push,"' Key said. "The videotape speaks for itself ... She•had injuries that turned out to be

!mperficial: bruising, swelling, a black eye."

The girl had been rE>ported as a runaway Nov. 7, 2001, and police were dispatched to the 600 block of Wmgfield Drive, where she was arrested. The police report states that she immediately became combaave with police and tried to get away. Once secured with band­cuffs, she continued kicking and pushing at officers, the report states. The Juvenile Probation Officer and her par­ents were contacted and she was charged with being an incorrigible child, possession of marijuana, resisting arrest and assault on a police officer.

The fifth annual meeting of the New Mexico Watershed Coalition is set for Friday and Saturday at the Ranchers Steakhou.se in Socorro.

The coalition's activities provide a forum for watershed and water"resource issues and the group serves as an advo­cate for improved watershed health in the state. It also pro­vides assistance to those work­ing on small watershed improvement proj~:octs in their areas.
