Dear Editor,As we approach

early elections, we are hearing all sorts of mis-leading information and rumours about this one

and that one perhaps challenging PUP Leader Francis Fonseca. I want the voters of Belize to understand that they should not be distracted. Francis is a man of principle, a man of character, humble yet a no non-sense person. The way he behaves in Opposition is the way he will be as our Prime Minister. Not like Dean Barrow who has turned out to be the two-headed serpent.

In the last General Elections the PUP lost by only two seats. The UDP thought they had swept that elections and the PUP did not stand a chance. But the people of Belize, especially rural Belize, believed in the PUP and the leadership of Fran-cis Fonseca. Since then, Francis has continued to restructure the Party despite he challenge of limited re-sources.

Of course some inside the Party are not happy with everything about him. He is disciplined and decisively against wrongdoing. He is not afraid to act to demonstrate this. Francis will not tolerate wrongdoing by any of the leaders in the Party, unlike Dean Barrow who is held at ransom by the likes of Edmond Castro, Mark King, Pablo Marin and Elvin Penner (still a UDP representative collecting a salary from tax payers).

Look at what happened in Cayo with then PUP representative Jo-seph Mahmud. The UDP already knew Mahmud was weak and they took advantage of his weak-ness. Immediately after Mahmud resigned Barrow called the by-elec-tions and using Petrocaribe money

(BDF) and would like to expose some of the discrepancies plaguing our De-fence Force under the political director-ate of this UDP Government.

These are some of the concerns that are affecting the morale of BDF:

Postings: Senior Officers are be-ing denied proper posting. There are no Deputy Commanders in any of the three Battalions in the BDF because Senior Officers are not posted, as is required, to deal with the needs of the battalions.

Unfair Punishment: Many soldiers are continually demoted in rank or dis-missed for trivial offences, affecting the soldiers’ and officers’ livelihoods and welfare. Yet the political directorate allows the privileged, politically-con-nected ones to face lighter penalties or “slaps on the wrist” as is the case of a sergeant who was accused of “inde-cent exposure” in the main kitchen to be punished with only seven days of extra duties.

Promotion of Senior Officers De-layed: The Commander of the BDF (CBDF) in our view is denying progress for our senior officers by not filling the many vacancies that exist for addition-al Majors and Lt. Colonels. This delay ensures his extension as CBDF which should have ended in early 2015.

Special Officers Working Past Re-tirement Age: At present there are two senior officers that should have already retired, but they continue to work past their legal retirement age without a government contract. Another senior officer is on pre-retirement leave, but

A Guatemalan boat with armed military officers entered Belize’s wa-ters with no authority and got stuck on Belize’s reefs. I am still waiting on GOB to treat this as NO LIGHT MAT-TER. Don’t let Guatemalan military take us for fools. There was no S.O.S. from the Guatemala military vessel while traversing our territorial waters before or after they got stuck in the reef. Guatemala is simply encroaching on Belize from west, then south and now east. They are using intimidation tactics. They should be made to pay for damages to our reefs.

I have been taught and brainwashed in the past to hate, dishonour and even dis-respect anything and anyone called PUP. I have been a close associate of Mr. Papa Mena, the UDP’s candidate in the up-coming by-election to be held here in Dangriga on July 8th, 2015, but I have been privy to many of the misgivings, deeds and questionable acts by the United Democratic Party to spite and oppress the people of Dangriga.

I have now seen the light, thanks to my own former party, the UDP. I have seen how they deceive and abuse the people, and how they have taken us in Dangriga for fools. They spited the entire community because the majority voted PUP in 2008 and 2009, and now that they see an opportunity to win, they suddenly pretend to care. My entire family and close friends will now throw on our entire support to the PUP and their candidate Mr. Anthony Sabal. This is because we have known Mr. Sabal for many years and believe that as a lifelong educa-tor, he has been very commit-ted to the community.

My family and I will stom-ach no more of the UDP’s de-ception, lies and disrespect toward our people and commu-nity here in Dangriga. Some of the reasons that have forced us to examine our conscience are:

1. our view that Papa Mena does not represent a good lead-er or role model for our people (too much fishy business)

2. and we have had enough

When it comes to UDP pedigree, you can’t get any more thoroughbred than the Cuthkelvin brothers, Delroy and Vernon. This is why the out-right rejection by UDP Leader Dean Barrow of Delroy’s declared political interests in Stann Creek West makes for intriguing political analysis.

Before the likes of Gaspar Vega or Alberto August were on the forefront of the UDP, it was Delroy Cuthkelvin, the wily propagandist who we once termed UDP Goebbels, who stuck his neck on the line for his Party.

Delroy spun anything and everything for the UDP. He praised Barrow, demonized the former PUP Government and campaigned hard for the UDP leading to the 2008 elections. Delroy was the architect behind the 2003 UDP campaign “There is a better way”…and 2008 campaign “Imagine the possibilities”. Once the Barrow Administration won the 2008 election, Delroy was named Director of the Press Office and at times acted as the Prime Minister’s press secretary, but he slowly faded out of the picture mysteriously. His post at the Press Office became redundant with the entrance of an imported amateur, Dorian Pakeman, who we note is now closely connected to the Gaspar Vega fac-tion.

Delroy resurfaced sometime last year when the UDP announced that a convention would be held in Stann Creek West. Delroy and two other candidates, including Melvin Hulse, emerged and after a lot of bickering about the leadership favour-ing Hulse over the others, the election went ahead and Hulse won. Delroy was not too happy. He pro-tested the way the UDP Chairman conducted the convention. He accused Alberto August of being bias and said the UDP was not democratic.

Delroy disappeared again, but not for long. He returned to the political scene a few months ago, posting a scathing commentary on his Facebook page, later published it in the Amandala newspa-per, in which he described the Petrocaribe Loans Act 2015 as “troubling”, “frightening”, “regressive” and a “wrong law”.

Delroy noted that although his position would be deemed controversial by the UDP he would stand his ground in defense of all Belizeans who fought for greater transparency and accountability and for tougher laws, such as the Finance and Au-dit (Reform) Act.

He has been the ONLY UDP to come out against the Petrocaribe Loans Act 2015.

“One needs no legal training to under-stand that the primary purpose of this new law is to legalize actions which, were it not for the new law, would be in contravention of the Fi-

nance and Audit (Reform) Act, 2005…”, he wrote.

“I humbly submit that this [Petrocaribe Loans Act 2015] is a wrong law, one that flies in the face of Democracy, and one that reverses significant gains made by the Belizean People,” stated Delroy in his commentary.

This week, when Barrow was asked about the resusci-tation of Delroy’s candidacy for

Stann Creek West he responded that the candidacy should left for dead.

“…he would be best advised to withdraw,” admonished Barrow.

It is clear that Delroy hammered the final nail on his own coffin, politi-cally speaking, when he declared his stern opposition to the Petrocaribe Loans Act. Barrow has used the Pet-rocaribe Loans Act to cover up his se-rious wrongdoing and to undermine the level of accountability demanded

by the Finance and Audit Act. To have Del-roy expose this and challenge Barrow’s actions are the height of daring the UDP Leader. This, he will never countenance.

But instead of stating that it is be-cause of Delroy’s defiance that he should withdraw, Barrow stayed clear of the issue and cowardly used “people from Stann Creek West”, whom he said he knows will campaign for Delroy’s candi-dacy to be rejected.

It will be interesting to see how Del-roy, who says he enjoys the support of a broad-based committee of strong UDP supporters, will respond to Barrow’s warning. Delroy is not known as a push-over, and if there is anyone who knows the UDP beast and the bully leading it, it is him.

While the Barrow Administration has continued to defy the loud calls for the proper management and accounting of Petrocaribe loan monies, the PUP has responsibly led the way to responding to those calls with the unveiling of a Pet-rocaribe Revenue Management Fund Bill which introduces stiff penalties for wrongdoing, and proper oversight of the management of the Petrocaribe funds.

The Bill, still in its draft stage, was introduced by PUP Leader Hon. Francis Fonseca and Deputy Leader Hon. Julius Espat on Monday, June 29th 2015. Hon. Espat is the Chairman of the Public Ac-counts Committee and the claimant in a Supreme Court challenge of the Govern-ment’s borrowing of over $228 million dollars from the Petrocaribe programme between September 2012 and August 2014.

The PUP Leader explained that the Bill was drafted by a team of legal advi-sors headed by Senior Counsel Andrew Marshalleck. The objective was to come up with a modern and locally-tailored legislation that would provide real check and balance to the management of the loan funds, contrary to what is taking place under the Barrow Administration.

“Our draft bill proposes the intro-duction of Petrocaribe revenue man-agement fund provisions on the use of the fund, provisions dealing with annual as well as exceptional with-drawals from the fund an indepen-dent oversight board drawn from a list of esteemed local organizations and transparency and public access to information. We reiterate that we fully endorse acceptance of the Petro-caribe funds, but we insist that there must be transparency, accountability and compliance with law in the use of these funds,” stated Hon. Fonseca.

Hon. Fonseca said that the proposed legislation may be introduced at a future House of Representative Meeting, and he hopes that it receives support from across the floor. But the Opposition Leader also admitted that he doubts that the UDP-side will allow for good legisla-tion to be passed. He pointed out that the two legislations dealing with the Pet-rocaribe funds (The Petrocaribe Loans Act and Petrocaribe Loans Amendment Act) rammed through the House by the UDP “are not worth the paper they are on”, and are meant to protect Dean Bar-row from his failure to comply with the Finance and Audit Act which demands accountability and transparency.

“We cannot and do not support these Acts which seek to achieve ex-actly the opposite of what we hope to achieve. These Acts are all about avoiding transparency and account-

ability. In our view it is all because of one man’s ego, one man’s arrogance, and one power-hungry Prime Minister,” Hon. Fonseca re-marked.

Deputy Leader Espat added that the Barrow Ad-ministration has in essence “boycotted accountability” by pushing through the laws which cover up their illegal borrowing and spending of millions of dollars between September 2012 and Au-gust 2014.

Hon. Espat also warned Belizeans that Dean Bar-row is leading the country down a dangerous path as he uses his power and au-thority to threaten anyone who dares to challenge his actions.

Both Hon. Fonseca and Hon. Espat declared that the Acts passed by the Barrow Administration cannot be fixed and must be repealed.

The PUP’s proposed Petrocaribe Revenue Man-agement Fund Bill sets a much needed standard for transparency. In the next issue of the BELIZE TIMES, we will be providing a closer analysis of the Bill.

Former UDP Town Councillor Aaron Babb is in tremendous hot water after he crashed a late-model Toyota Hilux pick-up

GOB Vehicle Crashed by reckless Minister’s relativethat is assigned to the Corozal Hos-pital’s Surveillance Unit over the weekend.

The crash occurred on Satur-day afternoon. The vehicle, which is used by hospital officials to carry out medical visits to rural areas, was

instead being utilised for activities not related to work. Reports are that Babb and a group of men were using the vehicle for a weekend spree. They had been seen at the Blue Iguana Restaurant and Bar in the Finca Solana Area, where they were enjoying some cold drinks. They exited the restaurant and were on their way when the vehicle suddenly turned into the bushed and slammed hard into a con-crete post, causing great damage to the ve-hicle.

Shortly after the crash the security guards from the Corozal Hospital were re-portedly dispatched to the scene to guard the vehicle so no one could take pictures.

This was not achieved as many concerned Corozal residents took pictures which have been shared with the BELIZE TIMES.

Corozal Police have not reported the crash and reports are they have been instructed not to inves-tigate.

The vehicle was eventually moved to the Corozal Hospital compound and left in a concealed area.

Babb, who is reportedly an employee of the hospital, is a relative of UDP representative Pablo Marin. This is why, despite the UDP crony’s reck-lessness and the damage to public property, the case is being covered by senior officials at the hos-pital as well as the Police.

Power to DANGRIGANA!The road to Dangriga presents one of the most pleas-

ant and scenic views in the whole country. The mist in the morning over the rolling hills where the lush green vegetation is sprinkled with yellow yemery trees and burgundy flamboyants. Two huge tibruce trunks anchored miles apart stand guard on the

edges of the long and winding Hummingbird road.Little communities, interposing with regular villages remind

us mere mortals that we are but one of many parts to the Creator’s grand designs.

The Hummingbird Highway winds its scenic path right to the lap of Dangriga, our nation’s undisputed capital of culture.

The proud and unique people we call our Garinagu are a bless-ing in our midst. These extraordinary people have persevered and preserved. They are among the original inhabitants and owners of the wider Caribbean islands who defied the invaders who came after Columbus. They fought the aggressors to preserve their heritage and their liberties. They were banished from their island homes as an act of European revenge.

The drums of their fathers and mothers have never been silenced, despite Baymen laws and British prejudice and oppression in British Honduras, now Belize.

The Garinagu is a symbol of resistance and strength. They have held on to their history and traditions. They speak their moth-er tongue, they proudly produce their own home-grown foods, cooked and mixed as they have always done. But their most-widely renowned attribute is their singing and dancing. Michael Jackson’s moonwalk has nothing over the jonkunu and other rhythmic ex-pressions.

Belize is rightly proud of our brothers and sisters. For seven and a half years a certain Dean Barrow has been the

Prime Minister of the country. For seven and a half years the gov-ernment has neglected the sacred homeland called Dangriga and the unique people who have lived there for over two centuries. Physical neglect and human abandonment is evident. Infrastructure has deteriorated. Joblessness and helplessness has become the norm. One man’s power-hungry quest for a third term as Prime Minister has manifested itself as being more urgent, more important than all the people living in Dangriga. The wasted lives and lack of future of the Garinagu are of no concern to the Prime Minister.

Pause for a moment and consider the southside of Belize City. It is the single area with the largest concentration of the country’s population. As has been pointed out before, the south-side is rep-resented by the Prime Minister and five of his Cabinet Ministers. It the worst area of Belize City and Belize country. It is the murder capital of the country. The highest rates of youth unemployment exist there. Large numbers of its residents live in mangroves and swamp with no sewerage. Single mothers hustle every day for tacos and noodles for their children. Children who will never reach high school and have no future. Hopelessness is rampant.

Mr. Barrow was born and grew up on the south-side of Belize City. He was elected by south-side residents when the Collet di-vision was cut in two to make an additional constituency. Collet was blue and the pro-british, colonial supporters of the UDP were in the new Queen’s Square (A square for the Queen?). Being in politics and government since 1984 has not been an experience

which motivates Mr. Barrow to help less fortunate Belizeans. His track record speaks for itself. It has always been about Mr. Barrow and never about the people. If there is one over-arching lesson he has learnt, it has been how to use money to target and manipulate poor voters for his own selfish ends.

If Queen’s Square and the south-side of Belize City is in such dire neglect should anyone be surprised that Dangriga is in such abject poverty and hopelessness.

Pause for another moment and contemplate these facts. Mr. Barrow allowed Belize City Mayor to blow away over forty million dollars on streets for which there remains no accountability. This is in addition to the millions the Mayor collected from the residents of Belize City in tourist taxes, property taxes, trade business, grave taxes, motor vehicle license and a host of many other taxes.

Worse than that, on B.T.L. Park Mr. Barrow allowed his Mayor to spend over three million dollars. At the Memorial Park another two million dollars. At Battlefield Park almost two million dollars. To renovate the Commercial Center the Mayor was pushing for two million dollars so he could have a luxury office on the sec-ond floor. To top off this humongous waste and corruption, Mr. Barrow announced a ten million colonial restoration project for the Colonial Governor’s house and surroundings including some kind of ridiculous boardwalk along the foreshore for tourist who have no interest in Belize City.

Under one hundred million dollars have been “spent” on three sports facilities all within one mile of each other in Belize City. The already-dilapidating Marion Jones stadium (over 300 million) the destruction of City Center (approximately 30 million) a new Dean Barrow sports facility near Chetumal Bridge (approximately 30 million).

Waste on top of waste. All for show-time. All to impress Belize City voters. All in the midst of human-suffering, joblessness, rising crime and no employment or educational opportunities.

Do the arithmetic. Contrast these millions with Dangriga. The Prime Minister approved seven hundred thousand in total for Dan-griga. That is how he loves Dangriga and its neglected population. That is his value placed on our Garinagu brothers and sisters.

None other than Melvin Hulse has informed the nation that the Dangriga UDP candidate is being disrespected because Mr. Barrow will not have him handle any monies for the buy-election. Instead one Vega, one Audrey, and one Patrick- all none Garinagu have been dispatched to Dangriga to “handle” the monies.

Hulse has also said that Mr. Barrow cares for no friendship, no loyalty, and certainly not the interest of the country. He is solely focused and obsessed with winning a third term for him-self. Hulse said Barrow’s ego has overpowered his common sense. Hulse, a former UDP Minister and the current standard bearer was promptly fired.

Belize deserves better than Mr. Barrow. He relies not on human compassion and caring. Not on doing the right thing for the people. Not on making Belize a better place and carving out a future for all our young deserving citizens including the youth of Dangriga. Such was never the ambition of Mr. Barrow. Never was and never will be.

It is all about Mr. Barrow.The people of Dangriga have seen through this monster.

Wednesday, July 1st, 2015The Chamber notes with disap-

pointment the Prime Minister’s re-sponse to our letter dated May 14th 2015, which ended with the follow-ing invitation: “The BCCI is firmly committed to the principles outlined above and remains most interested in respectful and serious dialogue.” To say by way of the media that the BCCI is ‘playing the fool’ and ignore the call for dialogue is to dismiss the voice of the businesses and employ-ers who make up the largest block of taxpayers paying back this and all other loans. Most disappointingly, it erodes the fabric of public-private dialogue, which the BCCI has been faithfully and diligently trying to weave with the government.

The June 17, 2015 release from Moody’s says “credit risks could po-tentially escalate by 2017-18 given that: (1) as the general election approach-es, the government will find it more difficult to maintain fiscal discipline as demand for public sector wage hikes and increased social transfers increase; (2) debt service on market debt will escalate due to an increase in the step-up coupon rate - amorti-

zation payments will start in 2019; and (3) the compensation amount from litigation claims due to the na-tionalization of BEL and BTL could push public debt into unsustainable levels. Faced with pressures that could translate into financial stress, the possibility of a preemptive debt restructuring remains high through 2017-18”. This, along with the current situation in Greece should be instruc-tive for our leaders in demonstrating the stress and suffering that can be visited on all our people and our frag-ile economy should we be forced to “restructure”.

While the business sector’s calls for transparency, accountability, ad-herence to the rule of law, and good governance may be trivial in political calculations, they are critical to our nation’s social and economic wellbe-ing.

The BCCI remains committed to public-private dialogue provide that dialogue extends to ALL issues, which impact our nation’s develop-ment. Dismissing our contribution to the public discourse and painting us as ‘playing the fool” is disappointing and unacceptable.

The UDP administration and their Speaker of the House of Rep-resentatives continue to display unfairness and unevenhanded-ness in the conduct of meetings. In my view there is clear and obvi-ous bias on the part of the official who must preside over meetings, and who should be ever so careful not only to appear to be complete-ly fair, but also to be entirely and completely impartial towards all members and to the public.

I am pained to recall the con-duct of the Speaker in August 2013 on the occasion of the now infamous disrespect and threats to me by the member for the Mesopotamia Division. Instead of cautioning the member at the time, the Speaker sat by and al-lowed the insults and threats to cross the floor. When he was lat-er asked to ensure that the said member apologize for his nasty behavior, he stated that he could not and would not demand an apology. Instead he took the posi-tion that it was “unfortunate” that I had raised the misconduct of the Sergeant at Arms during a House meeting. The bias at that time by this politically appointed arbiter was crystal clear.

Time after time during sittings of the House those of us on the Opposition side have sat and lis-tened to taunts, shouts, and all manner of other interventions coming from the gallery on the government side. On one occa-sion disrespectful UDP mouth-piece, Alberto August heckled me and shouted at me that I should shut up and sit down. None of this drew any form of response from the Speaker. Instead he has al-lowed the government gallery to proverbially get away with murder, while he comes down hard on the opposition side when anyone calls out, shouts or otherwise crosses the line of good conduct.

He tells himself that he is be-ing fair, and indeed there are times when he has put out visitors on both sides of the gallery. Howev-er, the government side gets away with far and away much more than is tolerated by the Speaker from the opposition side.

On Friday last the situation got truly out of hand. I was there witnessing it all, and as soon as the sitting began I could hear the voice of the said UDP mouth-piece, Alberto August shouting loudly and hollering from the gal-lery. I can say that the Speaker

has never sanctioned him or even called on him to be quiet. During an intervention by the member for Collet, who had leapt to his feet at the mere mention of his wasteful spending of Petrocaribe borrowed funds on a partisan political ex-cursion and “tacosfest,” Senator Patrick Andrews, who was in the opposition gallery, reacted loudly and laughed, saying “Wow!!” or “What!!” This was in the context of a point in the meeting that was by no means quiet. There was at the time noise from both sides.

My view is that the Speaker was not even sure who had said this. He motioned with a hand to the Police and told them to remove the person. It is clear that when the Police officers moved towards him, Senator Andrews did not even know that they were target-ing him for removal. The Speaker allowed the member on his feet to continue his rant. It was only when the member for Mesopota-mia jumped up and insisted that the Speaker remove the Senator, that the Speaker heeded the call, clearly appearing to take instruc-tions from the UDP side of the House.

The Leader of the Opposition protested strenuously, rightly call-ing the situation outrageous.

What great sin had the Senator committed? All he had done was laugh loudly and say “What!!”

There was ridiculous bias in the removal of Senator Andrews, and our side were completely cor-rect in not standing for it. Senator Andrews, although he was sitting in the gallery, is a member of the National Assembly. He was not a “stranger.”

The Speaker’s biased response was entirely uncalled-for. Yes, it is important for us as Opposition members to stand and fight and to debate the issues of the day. But I say: NOT AT ALL COSTS. We took the principled position that we had to protest the unfairness and unevenhandedness vigorously. The Speaker has displayed OBVI-OUS BIAS one time too many. If we sacrificed the opportunity and thus decided to forego the debate within the House, it was necessary to clearly take a stand in solidarity with our colleague and against the unacceptable prejudice and bias that was on full display from the Speaker, the person who should fairly and completely impartially officiate. It is a shame. There was indubitably clear and obvious bias.

Elite Promos drilled Orange Walk Central Stars: 2-0 in the championship finals, as Johan Bull scored the 1st winning goal when Orange Walk Central’s goalie Jaheim Augustine fum-bled a save and Bull booted the loose ball into the back of the net.

In the 2nd half, Bull set table for Elite Promos’ Adriel Novelo to drill a 2nd goal past the substitute goalie: 2-0.

PUP gives Corozal Bay residents Free Medical Care!

Corozal Town, June 29, 2015The second annual Free Med-

ical Day was held at the Church of Christ School in the Halls Lay-out in Corozal Town sponsored by Gregorio Papas Garcia and PUP Corozal Bay Executive on Sunday, June 28, 2015.

Ten General Practitioners and Medical Specialists were present attending to approximately 300 patients (many children and gold-en citizens) seeking medical atten-tion. The patients got free medical attention and free medications. Some patients that needed refer-ral to other specialists also were given free referrals.

At the end of the medical day a table top stove with a small gas tank was raffled among all the pa-tients and it was won by Francisca Gutierrez of Corozal Town.

Gregorio Papas Garcia and the PUP Corozal Bay Executive say thanks to all the Physicians who gave of their time and to the busi-ness persons who supported by donating towards this endeavour.

Gilroy Usher Sr. Father’s Day Basketball Tournament in Port Loyola

Belize City, June 23, 2015First place in the Gilroy Usher, Sr.

basketball tournament for Fathers’ Day that was held at the Jane Usher Basket-ball court on Sunday was taken by Green House. Second place was captured by Big Jane Usher Boulevard, while third place went to Grader Boys.

The first half of the final game ended with Big Jane Usher Blvd enjoying a six points lead as a result of a number three point shots that landed like a daggers. Green House was not intimidated by that performance and struck back with its own three pointers to tie the game with seven minutes reaming in the second half of the final match. From there the game went down to the wire with one or three points lead alternating between the two teams. In the end Green House managed to win the tournament with a five point lead over Big Jane Usher Blvd. Prizes for the event were 1st place $400, 2nd place $300 and 3rd place $200. The tournament had the participation of six teams.

Other attractions for the day included

an excellent performance by locals artists of the division.

The event is a clear indication that with Gilroy Usher, Sr as the next Area Representative for Port Loyola healthy and exciting sporting tournaments will be a regular occurrence in the constituency.

BC, in Rome, Italy has been referred to as one of history’s most egotistical dictators. At age 20 he joined the Ro-man Army and quickly distinguished himself. After some time of military service, a young Julius Caesar shifted his focus towards politics and the law. He was a hypnotic speaker who was able to effortlessly capture and main-tain any audience.

In 79 BC during military duties Caesar’s general sent him to Nico-medes, the king of Bithynia to obtain a fleet of warships to aid the Roman cause. Rumours had it that Nicome-des only agreed to assist because of an unnatural affair with Julius. Young Caesar was emasculated at first when this private affair became public knowledge. According to rumours he had become ‘the queen of Bithynia’.

In his clever mind, however; he was able to quickly conceptualize the magnitude of this rumour and there-fore used it to his advantage. He used his alleged affair with King Nicomedes to uplift his prestige and forge a link to royalty. He got many to believe that he was what in reality he wasn’t. Ju-lius Caesar had discovered the power of propaganda.

Like young Caesar, leading up to the 2008 Belize general elections an old man named Dean had gotten the masses to drink his cool-aid, to be-lieve his propaganda and to believe he was what in reality he wasn’t. Dean has become synonymous with Queen Square due mainly to his very long involvement in politics and even longer years spent in opposition. At times Dean is affectionately referred to as Mr Queensquare or Mr. Queen for short by constituents. I am how-ever uncertain as to whether the ex-perience endured by Julius Caesar in Bithynia that led to the discovery of the power in propaganda, was also experienced by Deanie at some point.

Prior to the 2008 elections Dean ranted and railed like a recalcitrant child about alleged misuse of public funds, particularly a 20 million dollar Venezuelan grant and the nature of the Super bond debt. He melodramat-ically cried and promised transparen-cy and accountability and was reward-ed Head of the Belizean Government by the Belizean people. I would want him to be accountable now and tell the masses that he has spent over 15 times more than what the Venezuelan grant was in 2008. To date the Govern-ment has spent over three hundred million dollars from the Petrocaribe program and has plunged us into hu-mongous debts that have greatly ex-ceeded any prior debt.

I don’t expect brother Dean to an-swer my calls and to respond to my concerns because after all is said I remain a poor black youth in a game played by ‘big men’ and ‘big men’ alone. Even if somehow Dean mirac-

ulously answered my call I doubt he would be truthful and unpretentious.

Last week a leaked audio recording of a real “UDP big man” caused politi-cal unrest in Dean’s camp. According to Melvin Hulse, Dean B is overly ambitious and wants to make history as the first three-time leader of government. Hulse goes on further to allege that his “potty” leader has been luring PUP officials and enabling bye-elections.

In essence Hulse is saying that Dean wants to maintain power and will do whatever it takes to make history. I cannot fathom another 5 years under Dean whose rapid physical deterioration and physical discomfort has been public-ly observed. It is illogical for him to hold hostage his health because of his ego. Like all sober minded Belizeans I believe Melvin Hulse because as he authorita-tively stated ‘people ego mek dem lose common sense.’ Brother Dean is not a god and maybe, just maybe the combi-nation of his uncontrolled ego and unac-counted petro has been messing with his head.

Julius Caesar had proclaimed to be Dictator of Rome for life but being dic-tator didn’t satisfy him. He wanted to be more than a dictator, he wanted kingship but the Roman people and his political peers distrusted and disliked kings. An arrogant and ambitious Caesar began to behave like a king nevertheless. He named the month of July after himself, produced a coin bearing his image and erected a statue of himself beside past kings. At this point Caesar was physical-ly deteriorating with physical ailments such as epilepsy and black outs.

Dean already has power in the House of Representatives and as Hulse truthfully said winning more seats via bye elections won’t make him ‘more government’. Mr Queensquare appears hungry for maximum power; he isn’t sat-isfied with what he has or so it seems. In the minds of many he wants to be more than a prime minister. Three years and four months ago Marcel Cardona, who went from UDP Minister to persona non grata in the UDP, warned us that “We have a dictator in the making, ladies and gentlemen, and I sound the warning to-day, and I ask the Belizeans not to be car-ried away by this actor, by this first-class actor.”

For some time there has been si-lent resentment and opposition growing within Cabinet and among stalwart UDP officials towards their ambitious leader. On 15 March 44 BCE one of Caesar’s rivals and one of his confidants spear-headed a plot to assassinate him. Julius Caesar was brought down by 23 dagger blows. His one-time friend Brutus ut-tered the words,” this is what happens to tyrants.”

Many Belizeans are of the view that Dean has become Belize’s most egotis-tical leader. Melvin Hulse, his friend, has inflicted the first blow and I would bet you my last dollar there will be more dag-gers to make their marks.

The Belize Con-stitution, the national laws and Belize’s regional and international human rights treaty ratifications are all a testament to this fact. I was tempted last week to also bite the bait and divert my attention away from the Melvin Hulse tape toward the volatile situation in San-ta Cruz. I knew that at some point I would feel compelled to share my thoughts on this issue but the Melvin Hulse recording is big; too big to ig-nore. We can take nothing away from the severity of that matter down south and must indeed grant it appropriate attention but similarly, we cannot al-low our attention to be manipulated by manufactured occurrences. I say man-ufactured because upon careful exam-ination of all the facts surrounding this

incident, it becomes quite clear that his was a deliberate, well orchestrated and patiently incubated plan that morphed at a very opportune time.

To suggest that the events of Sat-urday June 20th were timed to coin-cide and provide deliberate distraction from the Melvin Hulse confessions would be stretching things a bit far, but certainly the Prime Minister wasted no time in seizing upon an opportunity that presented itself. The Prime Min-ister was in Dangriga that day when the Melvin Hulse tape went public; he claimed to have been aware of the re-cording from as early as the previous Saturday. Quite coincidentally, that Saturday was the very day that all hell broke loose in Santa Cruz. His rare presence in Dangriga was for the nom-ination of his party’s candidate in the upcoming by-election scheduled for Wednesday July 8th.

There are a couple of things worth

In short order, the Police were kicking down doors in a pre-dawn raid and ar-rested a dozen suspects; among them Mayan leader Christina Coc. The Prime Minister used the occasion to revis-it the Mayans recent victory in court. He made sure to reassert his position that the consent judgment of the CCJ merely recognized that the Mayans are entitled to certain rights but pointed out that those rights are yet to be de-termined and properly spelled out. Mr. Barrow has made it clear that he is not happy with the judgment and the May-ans have accused him of “attempting to undermine the CCJ order”. As could have been expected, the National Gar-ifuna Council (not necessarily repre-sentative of all Garinagu) quickly sent out a release stating that they were “appalled at the infringement of the constitutional rights of this gentleman by the said villagers”.

In discussing the matter with the media last Monday, the Prime Minister flippantly commented that ““I believe somebody sent me an attempted de-fense by the Mayans”. The fact is that what Mr. Barrow spoke of was an of-ficial release from the Maya Leaders Alliance giving their side of the story. It did not however, fit into the plan.

The Mayans explained in detail that Rupert Myles had illegally encroached on property that was not his and had in

the process, bulldozed a hill that was a part of an important archaeological site. Wonder if he will also be made a standard bearer, or is the reward for such actions only reserved for Guate-malan citizens? When interviewed by Channel Five television, Myles admit-ted that, “When I tell dehn that I will push back so they give me an eviction letter. (They tell me) bring down my house and I put on an addition. When

while Dangriga is predominantly Gari-nagu. The upcoming by-election is in Dangriga and seems quite important to Mr. Barrow and his UDP. Although, as Melvin Hulse opined, it has little to do with the balance of power in the House; what it would do, would be to give the Prime Minister some wig-gle room. A couple months back, Elvin Penner and Edmund Castro had Bar-row’s slim majority teetering on the brink of falling. Seemingly not ready to risk the Petro Caribe bazaar with an early election, Barrow desperately needs some breathing room. Whether we believe the “flipping one” or not, Cayo North and Dangriga (whether im-pelled or not) certainly fits snugly into Mr. Barrow’s scheme of things. Since Toledo has nothing to offer at this time, Mr. Barrow seems willing to sacrifice whatever support (if any) that he has among the Mayans and hedge his bets on the Garinagu.

Interestingly enough, Rupert Myl-es who is originally from Ladyville and who is not associated with the Gari-nagu in any slight way, accused the chairman of Santa Cruz of calling him a “kerobee”. How convenient to the cause. The Prime Minister, while ad-mittedly ignorant of any details of the incident, strongly condemned the May-ans and promised immediate action.

The Mayans have issued proof that Myles has been taunting their au-thority for over a year. They have pro-duced copies of letters sent to NICH, to the Police and to just about every other organization requesting help in settling this matter. Little did they know that they were being set up for this grand finale! The big smile; the “gotcha” look on Rupert Myles face as he was posing for his picture pretty much tells the whole story. The May-ans might need to check on who ac-tually put the rope on Myles because it has long been known that several members of their flock have sold out lock, stock and barrel.

Now an important part of this puzzle is a man named Joseph Es-tephan; the very man who drove Myles to the meeting and the man who was waiting in the car where Myles was supposedly headed for his gun. This is the same Estephan who drove a busload of people to count-er demonstrate against the Mayans following their victorious court ruling. This is the same Estephan who is a constant caller to Wave radio, a con-tributor to the El Guardian newspaper and a known UDP operative in the area; the same Estephan who has

been tireless in his efforts to divide the Mayans and to convince them to break ranks with their leaders and support his and the Prime Minister’s pro-oil drilling agenda. This is the same Estephan who has appar-ently been prodding Myles all along and who is now trying to get the Attorney General to void the validity of all existing Alcalde in the Toledo District so that he

can form a new alcalde organization. There is so much more to this Santa Cruz situation than just a racially mo-tivated incident. This is about money, land and oil and damn be the conse-quences! If it means starting a race war, then so be it. If it means divid-ing our already polarized nation even further, then that is the price that will have to be paid. Prepare yourself Be-lize, you ain’t seen nothing yet!

The Image Factory is not a cathedral to art, not an inviolable space - we champion only the right to be ridiculous; irreverence as audacity. 20 years has to be marked because the factory has survived in spite of our better judgement, in spite of mass-indifference - it is not a commitment to a vision, but to art’s enduring spirit, to be.

THINK ABOUT ITPETRO WON’T DIE

The Petro Caribe law was changed but it remains the same.

The government will continue to abuse this God-send to the people of Belize, and put it to their party political use, for re-election.

There will be no prior approval sought. The government will instead make a general list of what they have used the monies on. There will be no de-tails of expenditure; no prior public ten-dering and none of the requirements of transparency and accountability.

The Petro Caribe law and its minor amendment change nothing in regards to this worse-ever-piece of legislation and governmental abuse.

As a result over THREE HUNDRED MILLION dollars have evaporated, disap-peared, wasted, squandered, misused and never to return-for some streets, a bridge, and unnecessary projects.

There will be no free college educa-tion for the young people of Belize. No free Sixth form for all our bright youths. No free tuition to U.B. or Galen. Neither will there be any top-quality agriculture school. No psychiatric hospital. No med-ical clinic to every ten thousand citizens living in a locality. No improvement in the existing hospitals. No increase or expan-sion of our National Health Service. No reduction in the high cost of petrol. No reduction in our cost of living through the replacement of imported foods stuff by locally grown or manufacture substi-tutes. No special skills training for those persons presently sitting at home or on the streets unable to find anything pro-ductive to do.

Hugo Chavez and Venezuela did an absolutely fantastic thing for the people of Belize. But the power-hungry politi-cians high-jacked the monies and have gone on a crack-head type spending spree since September 2012. In addition to wasting hundreds of millions from the regular government budgets; they have blown away over three hundred million dollars. And last Friday gave themselves special permission to wallow in further sixty-two million.

IT’S NOW $3 BILLION

The official government figures as shown in the approved budget for the country has the debt at $2.7 billion.

At Friday’s house meeting another draw down from Petro Caribe was an-nounced to the tune of $62 million.

The infamous Petro Caribe law shows that from September 2012 to February 2015 the government illegally gave itself the whopping sum of $286 million.

$286 million plus $62 million is $348 million. Add this to our debt of $2.7 bil-lion and our debt is now THREE BILLION dollars and rising.

And to our knowledge the contro-versial take-over of B.T.L and B.E.L rep-

resents anywhere from $300 million to $500 million with interest.

You are looking at a debt in the re-gion of $3.5 billion dollars.

WALKOUT

The Opposition walked out of last Friday’s sitting of the House of Repre-sentatives.

This important forum which pro-vides an opportunity to air nation issues and discuss proposed laws has been dragged into disrepute by the govern-ing politicians. Mud-slinging, personal attacks, attacks against citizens who are not part of the opposition membership have become the norm.

Major national issues like the kill-ing of Danny Conorque, the hustling at the Lands Ministry, the ongoing Police abuse of citizens, the rising disrespect of Guatemala and the abuse of public monies are never dealt with by the ruling politicians.

Instead, and as a means of distrac-tion, they use House meetings to dispar-age the Opposition members.

The latest disgrace in a long line of disgraces is the so-called Honorable Finnegan suggesting that a member of the House of Representative was made when his father was drunk.

And the speaker said or did nothing.

SLAVERY IN BELIZE

In 1779 there were a total of 3,500 persons living in Belize (not counting the Maya who kept in the jungle). Of this number 3,000 were slaves.

On 15 September 1779 when the Spaniards captured St. George’s Caye they removed 101 while persons, 40 colored persons and about 200 to 250, mostly house slaves.

In 1787, the British had to relocate their settlement on the mosquito shore in Nicaragua. As a result 2,214 persons were brought to Belize of which three quarters were slaves and free black peo-ple.

In 1790, two separate censuses were conducted. One in January and February which showed 738 free per-sons and 2,177 slaves.

The second census on 22 October 1790 showed 261 white people, 371 free colored and 2024 slaves.

At the time the law was passed from Britain for slaves to be freed in 1834 (they were not freed until August 1838) the population of slaves were 1,188 males and 725 females, a total of 1,913 slaves according to the slave registrar of 1834. Of the 1,913 slaves, 795 were listed as woodcutters; 129 were housemaid and servants; 161 were washerwomen, 117 were cooks; 48 were plantation workers; 53 were seamstress; 261 had no special occupation; 13 were boatmen; 38 labor-ers; 30 carpenters; 155 were waiting boys/girls; 10 were cattlemen.

In the first census of January/Febru-ary 1790, the largest slave owner with 126 slaves was James Pitt Laurie.

There were four reported slave re-bellions, 1765, 1768, 1773 ad 1820. We know the names of Wil and Sharper as

the two leaders of the 1820 rebellion which lasted from 24 April to 22 May.

Guatemalans come so freely and exploit our resources as they do, while GOB remains with their arms folded? They exploit our forests (Xateros) Rosewood Mahogany and archaeological sites, pan for gold and just simply without shame or respect squat on our territory.

For so long Guatemalans have been mugging tourists at Caracol. The hero, Tourism Police Danny Conorquie was killed in the pres-ence of Tourists and Tour Opera-tors. We do not have solid proof of who did it, however all indications and witnesses point out that these were Guatemalan men who com-mitted this murder.

GOB went to sign the amend-ment so Guatemala can have the referendum on a separate date when they had agreed having it si-multaneously. No, No, No! Belize needs to stand steadfast to repel and expel Guatemalan intruders from Belizean territory. Why should Belize tolerate such provocations? What do you think would happen if Belizeans occupied Guatemalan territory as they are doing it now here? Belize must stand firm and defend its legitimate right; its terri-tory. Belize is for Belizeans and it is the sacred duty of GOB to defend our borders from any intruder with-out fear, hinder or consideration.

The problem has been that GOB takes it too lightly; they are timorous cowards who simply do nothing. Our borders have been defined so long ago and was later approved and confirmed by United

Nations when Belize attained its in-dependence. The UN also stated and made it very clear: “full protection to the independent Belize with ALL ITS TERRITORY INTACT”.

GOB has had money to squander in ham and turkey, Mother’s and Fa-ther’s Day Celebrations, in write off of debts to Social Security, DFC, and paying interest on all mortgages for debtors to banks and other financial institutions, paying gang members. They even bought out the last Gen-eral Elections; bought candidates to step down to prompt the Elections, have been pilfering Petrocaribe for political picnics with cochinita tacos and band music, but cannot or DO NOT want to invest in the protection of our borders.
