Boots Martinez More than a year ago, in April of 2009, Belizeans raised a stink when it was revealed that an NGO calling itself the Port Loyola Housing for the Poor had been given 12 acres of prime land on the Western Highway between mile 4 and mile 4.5. The problem was that nobody seemed to know anything about the NGO, including what exactly its role was and how it was benefitting the people for whom it was named. The only thing visible on the prime clearing was a warehouse, heavy equipment always parked in front and the Minister of Works’ government vehicle usually parked for a couple hours each morning. The public outcry raised a notch when it was revealed that this particular NGO formed for the benefit of the people of Port Loyola (or so their area representative Boots claimed) was actually a for profit organization and was raking in the money off government contracts. This thing is that nobody outside of Boots’ inner circle could say how much money was coming in or where that money was going. In fact, nobody outside of Boots’ circle, and certainly not the poor people of Port Loyola could even say exactly what the NGO did. When the media hounded him about his NGO/for profit organization, Boots was very abstract about the purpose of the NGO, but he was very clear about the fact that it was raking in the dough. The Area Rep didn’t give any concrete stats or profit figures but claimed that all of the money goes to the people of Port Loyola, news which was surely news to those supposed to be benefitting from the bounty. The Prime Minister was similarly hounded and went to the line to defend his colleague Boots on the issue of the 12 acres of prime land which was gifted to the obscure NGO. According to the PM, the land would be used for all sorts of ‘wonderful things.’ But the reality is that ‘wonderful’ is a relative term and means different things to different people. After receiving copies of several land documents last week, the Belize Times has launched an investigation into the sale of lots to privileged UDP cronies and Barrow family members at mile 4.5. When our news team visited mile 4.5, we found no evidence of any parcels fitting the description of those handed out to said cronies and family members for a pittance. In fact, the only area in that vicinity which seems set to be parceled out is, you got it, the 12 acres of prime property at mile 4. If it is discovered that the land gifted to the ‘people of Port Loyola’ for these ‘wonderful things’ which would raise the quality of their lives is the land which is being gifted to UDP cronies for a pittance, it would mean that the Prime Minister of Belize is a liar and a charlatan who cares nothing for the poor people of Belize City. NO OFFSHORE DRILLINGOn Thursday the PUP issued a statement calling on government to

place a complete ban on offshore oil exploration and drilling. For the Party’s leadership this was important, not only because it signals that as a Party we are listening to the complaints and concerns of people, including those in the environmental community, civil society and the business community, but also because it shows a clear distinction between the PUP and the UDP. While this UDP administration continues to resist the call of Belizeans to stop offshore oil exploration, the PUP is showing a sincere desire to reach out to all segments of the Belizean society.

The Party is right in its timing to issue such a statement, but more so, it reaffirms the commitment of the PUP to principles of justice, including doing what is right to ensure the protection of our environment while at the same time being mindful of the Nation’s development.

Currently, many Belizeans in the fishing industry have expressed their concern over offshore drilling and how this could affect migratory fish stock. Our Belizean fisher folk as well as the many that form the larger fishing cooperatives have all been concerned over the future of the industry. Coping with some of the current challenges is already overwhelming; to add to this the fear of an oil leak reaching the reef would be unimaginable to those in the industry.

likewise those in the tourism industry have come out to say that anything which could have a negative effect on tourism is of concern. Their fears are equally justifiable. Considering the many tourists who come to Belize to dive the Belize Barrier Reef, to fish or just to swim with the sharks off the San Pedro coast contribute millions in tourism earnings. Anything that could have a negative effect on the sustainability of the reef or for that matter Belizean territorial waters is a cause for concern.

Since coming to office, the UDP Administration and particularly Gaspar Vega, the minister responsible for the issuing of licenses to explore for oil, has issued a number of licenses for offshore exploration. his silence in the midst of this entire discussion is an indication of his complete lack of leadership in the matter. The incompetence by Vega and his cronies closest to him shows that with respect to the development of the petroleum industry in Belize, they are clueless.

The problems currently facing US President Obama in respect to the oil leaking in the Gulf of mexico provides us with a kind of hindsight by proxy. in may, despite complaints from those in the oil industry and others in favour of drilling, President Obama suspended deep-water drilling activities in the Gulf of mexico.

Our lesson from all this should be that we can never allow anyone to drill for oil offshore in Belize unless they have the money and the ability to deal with a spill. Any oil company that seeks to drill offshore Belize must show their ability to drill safely and have the capacity to fix any problem, to assure Belizeans that nothing they do will ever cause damage to the Belize Barrier Reef.

Will any of the smaller oil companies ever be able to offer such comfort to Belizeans? Do we leave whatever is down there untapped? These are only a few of the questions that must be addressed before any new licenses can be considered for offshore drilling.

For sure the PUP will not support any move to drill for oil offshore until everything has been done to make drilling as safe as it can be and to ensure that all the safety measures are in place in the event that something goes wrong.

PUP Calls for a Ban on Offshore DrillingWith the discovery of oil in commercial quantities in Belize

and the potent ia l economic benefi ts that could be der ived from a booming petroleum industr y, many Bel izeans were in suppor t of fur ther explorat ion for oi l , including offshore explorat ion.

Today, as a result of the environmental disaster in the Gulf of mexico and the bi l l ions of dol lars in damage as wel l as the effects of this spil l on the natural environment in the affected area , Bel izeans have become increas ingly concerned about the effects of offshore dri l l ing on our natural environment, espec ia l ly the negat ive impact i t wi l l have on our a l ready fragi le Bar r ier Reef.

The Belize Barrier Reef, a world heritage site, is a gift from our Creator; i t is a lso an indispensable par t of our natural resources and offers unmatched economic benefi ts. From tourism to f isheries, the reef has provided a way of l i fe to thousands of Bel izeans. The Bel ize Bar r ier Reef has a lso protected our low ly ing coast from erosion caused by large waves and is a marine laboratory for scient if ic explorat ion. Considering i ts potentia l and i ts s ignif icance to the region and the world, Bel izeans have an obl igat ion to protect this gift at a l l cost .

B r i t i s h Pe t r o l e u m i s o n e o f t h e wo r l d ’s l a r g e s t o i l companies and i ts inabi l i ty to deal with the spi l l in the Gulf and i ts effects on the coast of Flor ida, louis iana and the mississ ippi coast l ine is a lesson to a l l of us. The fact that many of the l icenses for oi l explorat ion, issued by Bel ize, have been g ranted to smal l dr i l l ing companies who lack the abi l i ty to deal with the consequences of any ser ious oi l spi l l is a legit imate concern.

in th i s connec t i on , the Peop l e ’s Un i t ed Pa r t y (PUP) welcomes the actions taken by the environmental Community, C iv i l Soc ie ty, and o ther s t akeho lder s to become ac t ive l y involved in this issue. From all appearances, the ministry of lands has been turned into a giant party bag from which Gapi Vega can dish out favours to close friends and family at his whim. The Belize Times has received documents which record a trail of abuses of Gapi’s government position, a trail which shows the minister showering his family members with the sweets at his disposal, regardless of the clear appearance of impropriety and nepotism.

The centerfold of this issue of the Belize Times reveals just the tip of the iceberg in the colossal abuse

of power which is benefitting only members of the apparent royal family in Orange Walk. In just one instance, nephew of the minister of lands Cosme hernandez was given 3.19 acres in San estevan for the sum of $622.05. Apparently the minister was not satisfied with that gift to his nephew, because on January 7, 2010, hernandez was given another 2.69 acres in San estevan for the grand sum of $349.70. And the sweets kept coming, because on that same day, hernandez was given another 7.24 acres of land in San estevan for the grand total of $941.20. more than 15 acres of land in San

estevan gifted to the minister’s nephew for little or nothing. And like we said, that’s just the tip of the iceberg.

The Belize Times has also received documents which show the Deputy Prime minister’s brother and his wife partaking of the favours from the party bag. Permission to survey well over 200 acres of land was recently granted to ignacio Vega (German ignacio Vega?) and Karen Vega, his wife. That land is located in Carmelita in the Orange Walk District. As the map shows, 119.74 acres of roadside land was surveyed in the name of ignacio, while a further 113.11 acres was surveyed in the name

of Karen Vega.The revelations of the bursting of

the Vega land piñata comes at a time when many Belizeans are struggling to hold on to even one small parcel of land in the jewel. But from these documents, it is apparent that common Belizeans need not apply, because the sweets are being distributed only to the family and friends of the minister. it is interesting to note that minister of lands Gaspar Vega has stood up in the house of Representatives time and time again and has called on God to be the witness of his honesty and integrity. his day of reckoning draws near.

When the swine flu epidemic hit the region, Pablo marin and his team in the ministry of health were on television making statements and calling off public events.

Today many Belizeans have been diagnosed with dengue fever and we now know that a child has died at the Karl heusner memorial hospital as a result of dengue, yet it seems as if minister Pablo marin seems to be taking the rise in cases of dengue fever as just an outbreak of the common cold.

According to the US Center for Disease Control (CDC), the term “outbreak” can be used interchangeably with the term “epidemic,” meaning that once you have an outbreak of dengue fever for example, then you have a dengue fever epidemic. in fact some leaders will argue that they prefer when you refer to something as an outbreak because it is a less frightening term than when you hear of an epidemic.

When do you know you have an outbreak of a disease? You know this when the cases of a disease exceed what is expected during a given time within a specific community. How do we know what is expected? What is expected is based on statistical reports of cases per year for the previous

years. The current problem in Belize is that credible statistics is extremely rare.

last week the chief epidemiologist reported 28 cases of Dengue for this year and the following day the Director of Vector Control Program reported 348 cases. The difference between what these two agencies reported is obviously huge. So where does the truth lie? Do we have a Dengue epidemic currently? We hear of dengue cases on the news and we hear

of friends and relatives being stricken with this illness but Pablo marin and the ministry of health are once again silent on this issue.

What the Belizean public deserves to know however is whether the ministry of health has considered what needs to be done to get rid of the mosquitoes that cause dengue. have they paid any attention or done any studies to find out if mosquitoes have developed a resistance to malathion? We

have been spraying with this substance for the past 20 years, and there are now increasing reports worldwide of mosquitoes resistant to malathion which is an organophosphate, and therefore one of the easier substances for insects to develop a resistance to.

in cases of severe or hemorrhagic dengue there is risk of dying due to internal bleeding. The platelets, cells in the blood responsible for clot formation, are consumed rapidly and this causes the bleeding. has our National Blood Bank acquired the equipment and the human resources to separate platelets from blood transfusions? This equipment is vital for treating severe dengue cases.

Whether minister Pablo marin will admit to it or not, all indications are that we are deep in the grips of a dengue epidemic. What is equally clear is that the ministry of health is clueless and not prepared to deal with the cases that are appearing at our hospitals and clinics.

it is no longer enough for the ministry of health to drag out those old television commercials about keeping our yards clean; they had better find the necessary expertise to address this matter before other children start to die in the hospital because they are not taking this matter serious enough.

We’re Losing Our Country…Listening to the new Minister

of Police talk about pot-bellied Police Officers with their guts hanging out and the need for them to start exercising seems like a ridiculous issue to pick up on when you consider all that is happening within the Police Department.

There are serious problems in the Police Department, many of which must be addressed immediately. Far from the most urgent is the need to deal with overweight officers.

In a recent meeting with some members of the Belizeans for Justice it was terrifying to hear that in the streets of Belize City there are allegations of police involvement in the drug trade and stories about the influence certain gang lords have over some members in the Police Department.

Such circumstances give cause to the question: how can our young democracy survive this onslaught of lawlessness and corruption in our society?

Whether it is a good thing or a bad thing, the reality is that we in Belize take our democracy for granted. In this connection, Belizeans have always had a superior attitude over our neighbors, who after years of despotic leaders, are now struggling with their democracy. For many Belizeans the issue of mordida, petty hustling and corruption in government and the Police Department was a Central American issue, not a Belizean one. Drug cartels and gang lords, executions and the like were things that only happened around us, never Belize.

Unfortunately these Cartels have slowly crept into our society like the “mata palo” vine, a parasite that slowly kills the tree. Almost daily the news reports of young Belizeans being senselessly slaughtered and there seems to be no end to the senseless violence.

Looking at Central America, our neighbors are fighting to regain control of their countries and it has been a very difficult and costly fight. Three years ago, Mexican President Calderon declared open war against the Mexican cartels. It has been a battle that is defining his presidency and the future of Mexico’s democracy.

A few months after assuming office in 2006, President Calderon deployed 50,000 troops in a frontal battle against the narcotics cartel. He had crooked cops removed and in some cases incarcerated while he fought the drug cartels. Three

years later, the pace of killings is soaring and public security worries are beginning to affect the tourism industry, which employs one out of every eight Mexicans.

While the Mexicans are fighting to restore law and order, Guatemala is also in the middle of

its own battle with the drug cartels. In March 2010, the US State

department informed that between 275 to 385 tons of cocaine are transshipped yearly through Guatemala, enough to supply US demands.

Drug gangs operate largely unhindered and homicides continue to soar. Last year of the 6,451 people murdered, only 230 persons were found guilty. Ninety six percent of the killers got away with their crimes.

According to International Crisis Group from Brussels, as many as seven of Guatemala’s twenty-two provinces may not be under government control.

Guatemalan President Alvaro Colom has fired more than 2,000 corrupt cops; jailed two of their last Police Chiefs and two Interior Ministers are fugitives.

With everything that is

happening around us, it was inevitable that eventually our peaceful way of life would be affected. The question for us then is what can we do?

As a society we have to first start to obey the law, not just a few, but all of them. Second we need to stop glamorizing drug dealers and gang leaders; from the music we listen to, to the friends we keep. Next we must all report when government officials and police officers demand a bribe from us.

As government we must become a lot more serious about stomping out corruption among political leaders and among government employees.

Yes, we need a fit and health conscious Police Department, but let us start by dealing with the more important issues. And all of us must understand that unless we as a people urgently start to protect the rule of law, we will lose our country.

writing about the confused editor of the UDP rag because even his friends were embarrassed when he broke down and cried, but I just got to say this to whoever’s willing to take notice. You guys are crossing the line. Don’t get me wrong, i’m willing to go down and dirty

with the best of them, but i’m throwing out this caution so that you all know that if this continues it’s going to get very nasty. Over on this side we’ve been happy to hit political targets but family has been kept out of the equation for the most part. i notice that in weeks past something has changed over on the other side – the attacks are not more focused or harder hitting, just nastier and more malicious and scattered. Just this week a person who is involved in politics in no way took a beating in the Guardian. hell, guys, take this as a nice gesture on my part because after this there won’t be any more. i’d throw out some of the stuff we have right now just to show that we have the goods, but i’m being advised to be nice, at least this week. DAT DA SOh!

time to blow our own horn, since pointing out the inadequacies of this UDP administration and revealing their corrupt inner workings is a labour of love we perform for the benefit of the Belizean people. And yeah, it’s a lot of fun too. Two weeks ago the Belize Times ran a full page piece pointing out that it has been more than 8 months

since the Government started to repair a small section of road at mile 7 on the Northern highway. Actually we were being nice because it’s been more like a year. But anyway, we were happy to see that somebody took note and this week some material was taken to the area and it looks like some work might be done. Keep your fingers crossed, people. We’ve also pointed out that it’s been much more than two years since the Kendall Bridge washed away and nothing has been done. Who knows, maybe the people in the South will get a bridge before this bunch gets kicked out of office…If Da Noh Soh!

BACK OFF!i’ve had to be pretty careful when

slap him upside the head with it? The guy is so stupid that he’s too stupid to realize that he’s stupid – know what i mean? i listened to him on the news last

night responding to complaints from city residents about the garbage and swampy situation in their areas. So up jumps silly Philloughby and talks about it being a big task, but they’re up to the challenge. Up to the challenge? Boss, in all this time in office you guys have managed to wreck the city. Our streets are wrecked. Our parks and playgrounds are dilapidated. Garbage is all over the place. Nobody gets anything from the Council in the way of basic services. So for Philloughby to say that they are up to the challenge of fixing the mess is just a big joke. And get this – do you think it’s any fluke that the day after Philloughby announced that he would think about going for the Mayor’s job the UDP announced that zenaida had been un-expelled? Think about it. if Da Noh Soh!

Health scare…Word coming out of Central

American national health centers is that staff has threatened a go-slow after news emerged that Belize’s minister of health Pablo marin would be taking over as the new Pro-Tempore President of the Council of ministers of health

of Central America. Apparently that news and the chance that marin might actually have some input on health policy in the region put quite a scare into health centers which are currently already experiencing challenges in that sector. Any input from marin, they allegedly say, will no doubt result in complete disorganization and disaster to their respective health systems. As evidence they point to the health system in Belize which has been devastated since marin took over as minister of Health. The only entities benefitting from marin’s stint as minister of health, they claim, are the private hospitals which have seen an increase in patients who are afraid to entrust their medical care to the public health system in Belize. As an olive branch, some vocal medical practitioners say that if marin agrees not to interfere or offer any input whatsoever, they would be willing to throw some electrical work his way…If Da Noh Soh!

Drunk and disorderly…The long anticipated Caye Caulker

lobster Fest was held this past weekend and by all reports it was quite a bash. This columnist got tied up in other nefarious pursuits so couldn’t make it but i thought, no worries, i can always get the juiciest details from my ole buddy barefoot Jr. But here’s how that

went. You ever heard the saying – what happens in Vegas stays in Vegas? Well insofar as my buddy barefoot goes, this was a case of what happens in Caye Caulker stays in Caye Caulker because my buddy was so drunk that he just couldn’t remember any of it. Word is that my friend got enamored of the island brew and had to be carried to his golf cart by two embarrassed women. But that’s not the sweetest thing. either the women were in too much of a hurry to drive off or barefoot was in no shape to hold on, but the golf cart took off in one direction and Junior took off in the other direction…BRIGIDIM BOOF! Jeez buddy, no wonder your CeO who calls himself the real minister loves making fun of you at all his high-profile meetings…If Da Noh Soh!

to another…mein, I hear the little boy created in Barrow’s image was fuming this weekend after he was turned back from the Chetumal border for behaving like an idiot. See, he gets away with that stuff here so he feels that he can take it

anywhere…either that of he feels that his exalted status in Belize makes him special all over the world. What an idiot. Anyway, apparently the little runt didn’t want to go through procedures like the normal folk at Chetumal immigration and blew his top when he was told that he would have to fill in a form just like everybody else. Buddy tried his usual rant including ‘don’t you know who i is?’ and ‘don’t you know who my boss is.’ But nobody on that side really gave a damn. When he got a little too loud and disorderly, he was apparently not so politely told to hit the road back to the land in which he believed that he mattered. Ouch for Patrick. hey, let’s look on the bright side. The little minister was driving his government ride which we pay for, so at the very least the Mexican officials saved us some of the money we would have had to pay for gas for Patrick’s little jaunt in Chets…If Da Noh Soh!

last week Government through the Statistical institute of Belize released Gross Domestic Product (GDP) data for 1st quarter of 2010. At mid-point in the year the public is only now being provided with this data, which seem rather coincidental in light of the international monetary Fund (imF) recent Article iV preliminary assessment. The data provided records economic performance for the period January to march 2010. This column will review and provide some analysis on the data, but before proceeding will provide some commentary on how the data is presented and interpreted, so that our readers can have a clear understanding why the explanations sometimes seem contrary to

the economic realities being faced by our people.

Positive recorded economic growth must be carefully examined within the broader context of a country’s overall state of wellbeing within the economy and its people. Any country that has the required legal and regulatory framework that allows for freedom of economic enterprise can experience natural economic growth, but not necessarily economic development. Development that is sustainable is characterized by a fundamental improvement in people’s livelihood and economic, political, and social wellbeing, which is assessed through the use of various indicators such as the human development index

(hDi), poverty assessment and equality in addition to GDP. Therefore in reviewing GDP performance one must not lose sight of the big picture, that Belizeans continue to find it difficult to find jobs, businesses are closing and cutting staff and crime has taken the society hostage. Also, the predictability of future economic performance cannot always be easily made, when countries like Belize are susceptible to exogenous shocks that can negatively impact on its economy.

GDP as previously defined in this column, is the main measurement of economic activity within an economy. it measures the real value of output produced, by all economic activity carried out within a country regardless of ownership (domestic or foreign) and it is calculated without subtracting any allowances for capital formation, which is the addition of plant and equipment within firms. For comparative purposes constant prices are used which are prices that are adjusted for inflation using a reference year as a benchmark. As all economist would note, GDP is a measurement with its own shortcomings as it fails to take account of several areas such as services provided by homemakers and the value of transactions individuals would do for themselves; under-ground or illegal activity are not recorded; improvement in quality of output; the social cost of negative by-products and their effect on the environment and lastly GDP fails to measure any changes in wellbeing or standard of living. As most Belizeans can attest to, recordings of positive economic growth does not necessarily relates to a positive impact on the 43% of the population classified as poor or vulnerable to poverty. For comparative purposes and to determine changes in GDP, a review is undertaken of the value of output for the same period in year 1 and year 2. Therefore, for us to understand the performance or change in GDP for 1st quarter 2010 it is compared to 1st quarter 2009, with the change recorded as either positive or negative. however, at times it is important to assess GDP performance from one quarter to the other consecutively.

Overall, the 1st quarter of 2010 recorded positive economic growth of 3.5%. On the surface this is a feather in GOB’s cap, however Belizeans need to be weary of placing much confidence and hope in any sustained recovery. The nature and structure of economic activity in Belize, from the major economic sectors such as agriculture and tourism, shows the first half of the year as the period where output is the highest, this is due to seasonality. historical data on GDP does support this assertion as well, with output being less in the second half of the year.

As can be noted in table 1 the value of output from all sectors increased positively when compared to last year, although the majority of those increases were below 5% with the exception of government services, hotels and restaurants, construction and manufacturing. The fishing sector is the only one that recorded a significant decline of 33.3%. Overall output was driven by the performance of the manufacturing sector, which recorded growth of 9% due in part to increased petroleum production. The continuous expansion of the oil sector brings to bear the need for Government to have adequate regulatory policies in place that will ensure the levels of transparency in drilling operations and adherence to sustainable practices that will not jeopardize the environment. The hotel and restaurant sector recorded an 8.4% increase from last year. This is due to some increases in cruise tourist arrivals and overnight arrivals this year. An important observation is the rather small increase in taxes on products, which only increased by 1.3%. This is a direct result of total products actually being consumed or purchased not increasing significantly. It will be interesting to review the output from taxes in the 2nd quarter of 2010 since this would capture the period which the increase in GST was instituted.

As the data verifies and Government is quick to take credit for the positive growth recorded for the 1st quarter, Belizeans must be mindful that economic recovery remains tenuous, as this is due to all the challenges noted in last weeks’ issue that examined the global context and the imF’s observation of Belize’s economy. The risk to several sectors remains acute with the increase escalation of crime in Belize; the tourism sector can expect some negative effects with reduced arrivals on shore. The commodity sectors such as sugar, bananas and citrus will be vulnerable to global shocks compounded with domestic management and regulatory challenges. in the case of sugar, the current management issues and fragmentation of sugar cane farmers, continue to result in reduced sugar cane production. Thus, the challenges of development continue to remain pertinent and ought to be reflected in Government’s economic policy formulation and response. For it is important to distinguish that economic growth is not synonymous with economic development. Belizeans continue to face the many challenges of

low employment levels, rising cost of living and an increasing threat to their personal security. Consequently, Government must address meaningfully Belize’s prospects for sustained economic growth that will result in an improved quality of life for all Belizeans, not just the choice few that continue to benefit.

Doug Singh’s queer behavior…By queer in this piece i am referring to

strange, though many will choose to take it the other way. i am absolutely amazed by the fact that Doug Singh’s first decisive moves since his appointment as minister of Police include a new gym, putting policemen on a diet and challenging officers to a manly competition including running two miles, doing 75 pushups and doing 25 chin-ups. mr. Singh has yet to say anything about rooting out the corruption in the Police Department; rebuilding the lost confidence of the community; strengthening the

relationship between the DPP and the Police; improving training of officers; a new forensic lab perhaps; taking the war to the streets or anything remotely involved in fighting crime. Really, the gentleman seems obsessed with the most cosmetic and frivolous inroads into solving a deep rooted and ugly problem, and that is just plain strange. And of course, this seeming obsession with sweaty policemen in scanty attire pumping iron and doing pushups – well that is just plain queer. Faced with an 8 year old who was viciously gunned down while playing in his own yard, just seconds after another man was shredded by bullets from an M-16 assault rifle, Mr. Singh says absolutely nothing. But he has a lot to say about some stupid challenge to officers. This is really no laughing matter. While Mr. Singh indulges his lust for fit police officers, our streets are running red with the blood of the victims and the tears of those left behind. Enjoy your race, Mr. Singh.

Unnecessary public insults...For there to be any success in this

crime-fighting thing, corruption within the Police Department will have to be rooted out and everyone that’s left will have to move in sync like a well oiled machine. mr. Singh’s inappropriate comments about sloppy, big-bellied officers will go a long way to ensuring that any cohesion in the upper echelons of the Department will be a long time in coming. The new minister could well have met with Department heads and addressed the health and fitness of

officers, their attire and any other aspect of cleanliness he chose to. Instead he took it nationally and ensured that everyone in earshot of a television heard his insulting and derogatory comments aimed at officers who have our security in their hands. There was no need for that. And here’s another thing. Back when things were under control, criminals used to have a healthy respect for and fear of the Police. how now, mr. Singh? The funny gentleman has insured by his girlish taunts on national television that his officers have been made into a laughing stock. Those comments will have repercussions for a long time to come; bad repercussions for us. You can take that to the bank, mr. Singh.

The DPP/Police Relationship…For a long time now we’ve been

bashing madam DPP, but apparently there’s a lot more going on in the justice system than meets the eye. Rather than being all agog about sweaty policemen, our minister of Police would do well to try and repair the very critical relationship between these two entities. We all know how important that relationship is. We have seen accused murderers walking down the court steps because of some foul up between the two departments. We have seen the intimidation of and threats against witnesses in murder trials which more often than not lead to the

case being thrown out. The DPP should play an active role in just about every aspect of any serious criminal offense. The Police should seek advice and instruction from the DPP in the investigation process, the placement of charges and preparation for trial. This will ensure that when prosecution time rolls around, everybody’s on the right page. That hasn’t been happening and we’ve seen the results. The blame for this rests squarely on the shoulders of mr. Barrow, who has for his own purposes ignored this problem and Mr. Singh, who is fixated on fit police officers and probably isn’t even aware that this is a serious problem.

The strange case of Mr. Mangar…

Just before the easter break, the Prime minister and the Commissioner of Police did their best to ruin a young Police Officer’s life on national television for the whole country to see. They accused this gentleman, Detective Constable mangar of masterminding heinous crimes, including a bank heist in Spanish lookout which left one man dead. They said he was the ringleader of a criminal ring within the Police Department. mr. mangar was arrested and his home was searched while his wife and family looked on. he was remanded to prison and paraded before the nation as a criminal, somebody to scorn. he is still before the Court even as this is

being written. But strangely enough, the Belize Times has received a copy of a letter from the DPP to the Police Department advising them that there is no evidence against mr. mangar and the charges should be dropped. even worse, that letter from the DPP was dated June 3rd, more than a month ago. The Police Department has not done as instructed by the DPP. mr. mangar continues to serve time in the public spotlight as a criminal. This entire episode has been grossly unfair to mr. mangar and his family. He deserves massive financial compensation from the Police Department

which appears to be acting without reason or rationale. Unfortunately, the Police Department will never be able to compensate the young man for what he and his family have suffered.

The expelled, un-expelled Mayor…last week zenaida was expelled from

the UDP and then a day or two after, she was un-expelled. Truth be told, the soap opera antics between the mayor and her allegedly balls-less leader and all the other bit-players means little to anybody out here. All we want – all we ever wanted was a mayor who would serve the people with integrity, with honesty, with accountability and who would get the job done. instead we got zenaida moya who took us all for a ride. What we got were sweetheart

deals, mismanagement of public funds, misappropriation of public funds and audits revealing hundreds of thousands of dollars missing. Oh, and we got under-depositing too. The city is in a wreck and looks and smells like a pig-sty. Our streets have been left to rot. The mayor has done absolutely nothing for the city since she took office four years ago. A lot for herself, but absolutely nothing for the city! So really, the theatrics, to balls or not to balls shenanigans of this crew mean little to Belizeans. We need the job to get done – end of story!

Unanswered questions…Now that the sports hoopla is over

and done and the go Belize fever has been broken by the cold reality of defeat, a lot of questions are re-surfacing. Why was proven successful coach Kevin Siroki discarded in favour of a man who had absolutely no coaching experience and whose only claim to fame was playing for great coaches? how much exactly did we spend so that Team Belize could get to the Dominican Republic for a week? half a million? more? how much did we pay Coach marques Johnson for his shot and unsuccessful stint in Belize? Who’s

feeling the fool now that we’ve lost and the Coach up and left without a word and the entire team is feeling demoralized and disenchanted? have we gained more from this outing than we lost? People really, really want to know.

The UDP Land Grab…What’s going on with all these UDP

cronies who are grabbing up choice parcels of land like the proceeds of some giant Gapi Vega cartoon piñata which has been busted wide open? Seriously this thing is completely ridiculous. how come only the UDP cronies can benefit under this Barrow administration? Whatever happened to the oath which talks about serving all manner of men and women without fear or favour. Boss, that means UDP, PUP, ViP, NiP and any other damned P that there is. Taking that oath means that you promise to serve All Belizeans. You hear that Gapi? Not only Belizeans with the surnames Vega or hernandez or Thimbriel or

Barrow or Wallace! Over the next weeks Belizeans can judge for themselves because we’ll be letting everything out into the light, but we can tell you that in San estevan, for example, Gapi’s nephews and nieces are a happy bunch, getting land for little or nothing – like almost 8 acres of land given to Gapi’s nephew Cosme for under $1000 dollars. Check that out. how many of us poor Belizeans can get access to those opportunities? How many of us poor Belizeans are fighting to get even one small lot, one parcel of land? How many of us poor Belizeans are fighting to hold on to a piece of land while this vindictive government does its best to take it away? And at mile 4.5 on the Western highway, that’s a whole other story, as the already privileged UDPs cream off the jewel by taking hold of some really prime property for little or nothing. more on that story in this issue! There ain’t no shame in the UDP’s game. No shame at all.

The Social Security Board (SSB) of Directors is comprised of 2 members of the business community, namely the Belize Chamber of Commerce and industry and the Belize Business Bureau and two members nominated by the National Trade Union Congress of Belize (NTUCB). These members sit on the Board of Directors of the SSB along with a Chairman and 4 other members appointed by the Government of the day. The Chief Executive Officer (CEO) sits as an ex-oficio member on the Board. These Board members, collectively, have a fiduciary responsibility and are charged with the responsibility of ensuring that the Board performs in an efficient, transparent and accountable manner.

As of lately there have been several issues surfacing concerning decisions, proposals and other controversial issues coming out of the SSB Board Room. Firstly, we heard about the famous island (Cayo Frances) for which the Board acquired title in 2005. Subsequently, it was made public that the now minister of Agriculture, Rene montero, had gotten title for the very same island in 2007. even though it was made public that the island indeed belonged to the Board as it had acquired title before minister montero, the true owners of the fund, the people of Belize were never given an explanation as to why the Board was not fighting to keep the island valued at approximately $1m. The business community and the workers are still waiting to hear what happened to this valuable property that had for years been booked as an asset in the balance sheet of the SSB. We understand that the island was already sold by the Minister but that was neither confirmed nor denied by the Board. however, the SSB should be decent enough to make a statement on the status of this issue. Was the Board compensated with property of equal value?

Secondly we understand that a proposal for purchase has been forwarded to the SSB of some 6,000 acres of land in the maskall area. The purchase of 6,000 acres of land by the Board would be to develop in several phases and for various projects including housing, tilapia ponds and cattle ranching. This proposal, as ludicrous as it appears, is being seriously considered by the Board. especially because we have information that the Board has been acquiring property in the Toledo District from private citizens, it is very possible that the Board will be lured to go after this very interesting proposal. The members of the Board have been secretly and quietly complaining about the various issues, but none has had the courage to publicly denounce what is happening at the SSB.

Finally we come to the issue at hand which the SSB, by virtue of its public statement made, is accepting that the SSB has given a Guatemalan company a contract to import and install all the glass work for a building being erected in Punta Gorda. This has come as a blow to many businesspersons as it does not sound logic that the SSB will not favour the local businesses who are employers and major contributors to the SSB fund.

The three major stakeholders of the Social Security Board are the workers, employers and the Government. if at any point any of these are not performing and contributions decrease and the SSB fund fails to collect the revenue, the beneficiaries (workers) will suffer in the short or long term. And it goes

without saying that the SSB investments should be utilized to generate more economic activity in order to assist in the generation of employment and ensure the growth of the fund.

The latest statement of the SSB

WHOSE INTERESTS DO THE REPRESENTATIVES OF THE PRIVATESECTOR AND THE UNIONS REPRESENT ON THE SOCIAL SECURITY BOARD?

shows that they stand by their decision to have given a contract to a Guatemalan company as opposed to a Belizean one only taking into consideration that the bid was cheaper. This clearly confirms that the members of the SSB Board have no clue as to the real objective of a social security system. More specifically, they are oblivious to the fact that any and all investments of a social security fund should carry the consideration of its social benefit to the community is serves and not only the economic benefit. Clearly, giving the Belizean glass company the contract for some $70,000 more and keeping 10 or more persons employed would have benefitted the Belizean community far more than saving $70,000.00. But even if we look at the decision strictly from an economic standpoint, it would have been better in the long term to keep these persons employed for the generation of

economic activity which in turn enables contributions to be paid and the SSB fund to grow.

it must be underscored that the Social Security Fund is one of the largest institutional investors of this country. The importance of any decision made by this Board cannot be understated and should be taken seriously. The decision to have members directly representing stakeholders on the Board was a milestone for the SSB during the last government. however, all this is showing that even though the objective was to ensure proper and true representation of the stakeholders, this has not happened.

We ask the question … WHOSE INTERESTS DO THE REPRESENTATIVES OF THE PRIVATE SECTOR AND THE UNIONS REPRESENT ON THE SOCIAL SECURITY BOARD?

like addicts who need their next high, Belizeans are desperately looking for something that will give them a patriotic fix. With crime at an all time high, the economy in reverse, the judiciary under attack, our infrastructure in decay, and little or no social programs for anyone, one can see why our people become so excited when one of our national teams seems to have a chance. When it comes to basketball Belizeans seem to be willing to accept short-term euphoria, even if the money spent or wasted provides no returns for the economic or social development in Belize.

it gives me indigestion when i see the government and its departments investing in a basketball team that is primarily made up of players who do not live in Belize? i also wonder how much marques Johnson was paid to experiment on our national team! if you have a problem with my position, then ask yourself the following questions: Do any of these foreign players come back to hold summer camps in Belize. even when milton Palacio was in the NBA his investment in Belize was minimal. have any of the other players initiated any program(s) that could help our young men and women learn the game of basketball? has the money invested over the years generated any returns? Will basketball in Belize see any improvement locally with the almost half million dollars invested to go to Cancun and the Dominican Republic? how do the decision makers in sports decide that they will invest approximately half a million dollars in basketball for two events and nothing in for example, boxing? is this really money well spent when we don’t even have a decent basketball court to play on?

The cold, harsh reality is that sporting activities in Belize are not taken seriously by most decision makers or investors, and leading the pack is the Government. The only people who truly have a passion for sports are those who participate in a specific discipline. Don’t get me wrong, i have a passion for basketball and sports in general. however i do not believe that we have looked seriously into the strategic development of sports and especially basketball in Belize. i also do not think that we have looked at sports as a possible and real option for investment where the returns can be either profits or decent well-rounded citizens.

The reality is that we would have been better off investing the millions we have spent in basketball over the years into programs that could help to develop our children from a very young age. No disrespect to Paul Thompson, Julian murillo, mark Usher, Gilbert Gordon, ian mariano, Basil Brannon and all the others who are trying their best to keep basketball alive and at an acceptable level. These people are to be commended for the work they are doing and with little help from the government. i also believe that it would be more prudent to invest in the disciplines that focus on individuals rather than teams. Due to the size of our population and the lack of resources we should have a better chance of finding one individual who could compete regionally and internationally in some discipline instead of trying to put together an entire team that hopefully can be competitive. look at track and field for example; our young people have competed admirably with little or no resources.

For far too long now sports in Belize have not been given the resources or the support from the Government.

With the exception of the late 90’s when Belize won the Caricom Games in basket ball, no sporting activity has developed in order for us to compete, even regionally. What the Government fails to realize is that sports is one of the few galvanizing forces in the country. No matter if you are UDP or PUP, Catholic or Anglican,

hispanic or Creole; Belizeans will support our national teams when they are good or even decent.

Sport’s role in nation-building is multi-faceted: a victory in a major international sporting event is of national importance. Other than sports, we have nothing in Belize to unite us.

We are divided on the Belize/Guatemala issue. We are divided on the Battle of Saint George’s Caye and independence. And to tell you the truth, we are pretty much divided on everything else. if sports is the only galvanizing force in Belize, then why does the Government not provide the resources necessary for our athletes to be able to compete?

The positive influence of sports on all aspects of human life - including its contribution to health, socialization, self- confidence, leadership skills, nation building and mutual understanding across divisions of race, culture, gender, class and political lines- means that its importance should never be ignored in any development strategy by any government. it is about time that we invest the necessary resources in our athletes. Our people need more than just short-term euphoria.

A caller's words to one of the call-in talk shows less than a month ago reverberated like the bullets that killed eight year old marquis mahler when she said that soon the street violence would start to target the innocent women and children of rival gangs. On Friday, July 9th when a barrage of gunfire blasted like a roll of pop-shots being set off on Faber's Road extension shortly after midday, no one could have thought that it was a heartless killer seeking out two innocent people, one of them an eight year old boy.

The gunman was inside a blue car that pulled up and opened fire on Calvin Graham, 48, a father of seven who had just purchased a fried chicken and was riding back to work. Graham suffered

multiple bullet wounds from an m 16 rifle, an automatic assault weapon used only in the military. Graham did not

Eight Year Old Shot 7 Times in Multiple Homicide!have a chance; he died almost instantly. So many bullets were fired at him that officers did not even bother to mark and remove all - altogether, 22!

little marquis was in a yard across from that brutal murder sitting on a flight of stairs when the attack occurred. his big step brother alerted the family when the first shot rang out and dashed inside. But marquis was shot as he ran for cover down the stairs; the ruthless killer emptying the rest of his weapon at the little boy as he ran. he too was hit multiple times and clung to life for most of the weekend but his condition worsened on Sunday when the blood flow to his brain had become insufficient. he underwent surgery but that did not help and he succumbed later on Sunday.

A teenage girl who was grazed by a bullet is doing fine. Some speculate that the children were targeted because they have relatives with whom the gunman or the mastermind has had personal conflict. But who from the little boy's family would anyone want dead and why? his family has been targeted numerous times before. A few months ago his uncle, Cecil lewis was shot at while in the same yard, which is not far from a police substation. in similar fashion, he was sitting on the verandah when a vehicle neared the house and someone inside sprayed bullets at him. lewis managed to escape with minor injuries. So far, police are yet to make an arrest for the senseless killings of his nephew and Calvin Graham.

Belize, because of its geographical and terrestrial features, will always be plagued by the mosquito that causes dengue. mosquitoes thrive in areas that

are swampy and low-lying which provides the perfect breeding ground for them. And over the past few weeks, the incidents of dengue reports have been enough to register concern among health officials, primarily in the Belize and Cayo Districts. in the first six months alone for this year, there have been around 350 reports of clinical cases of Classical Dengue Fever. Of that number, 30 have been confirmed and over 40 have been diagnosed as Dengue hemorrhagic Fever.

This week the ministry of health conducted a dengue situation assessment meeting at which it was discovered that the number of dengue cases in the Belize and Cayo Districts are above the expected amount, with more hemorrhagic cases being of concern because of its lethal potential. So their advice, as in previous years, has been to eliminate as much as possible the breeding sites and yards which can contain anything from old containers, tires, cans, old refrigerators, or anything that can hold stagnant water where the mosquito can multiply.

To help control the problem, the ministry of health's Vector Control Unit has stepped up its fumigation efforts. But that alone can't eliminate the presence of dengue in Belize. Clearing away garbage that harbours the mosquitoes and keeping low-lying yard cut helps.

Belize is not the only problem spot in Central America. honduras, Guatemala and el Salvador have all reported an intensification of cases over the same period last year.

2010 is not a leap year but the crime wave and the number of traffic fatalities almost suggest that it is. This past weekend there was an eerie pall over mile 28 on the Western highway. it was one of the country's most horrific accidents, matching in lives lost an accident which occurred a few years ago not far from that same spot.

Saturday's first accident shortly before 7:30 that morning and claimed the lives of an entire family of five: irania Rubio, 23, her three children, Janelle Shania Neal, 7, Albert Neal Jr., zahar Rubio, 5 months, and her common-law husband, Jose Nunez, 41. Nunez was reportedly heading in a small green honda car from Belmopan towards hattieville where he would have diverted to the Northern highway for the PGIA to take a flight abroad. Irania was supposed to then drive her older children to Belize City because their father, Albert Neal Sr, was waiting for them at Sikaffy's Store on Albert Street to buy them bicycles. his wish to see his children's eyes light up that day never came true because instead of receiving them, he received the bad news of their untimely deaths. The second accident happened later that same day at the same spot at around 3:00 when ministry of Works employee, Sherman Williams, 39, tried to unload an excavator from a tow head trailer. The crew's job was to clear away the wreckage that was obstructing traffic. Because the heavy duty equipment was parked on the shoulder of the road, the excavator was tilted on an angle and slipped off and toppled over on the side of the highway, on top of Williams. his head was crushed. it was an incident that ministry of Works CeO, Cadet henderson, told reporters at the scene should have and could have been prevented if only the work crew had practiced safety and closed the entire road to do the work in the middle of the highway, rather than on the side. The last time there was a mass casualty accident was in January 2003 when six people also died in a head on collision. Notable, that accident occurred within a half a mile of the same scene on that highway.

That decision is due on July 16th, and will determine if the US Government can have mark extradited.

Saldivar said that the proceedings were somewhat aborted because there

is the need to ascertain what Justice John muria's decision would be on the application that was submitted to the interpretation of Section nine in the extradition Act dealing with the extradition of Belizeans to the US. That decision will be given on monday on Gary Seawell. There is another decision due on July 19 for mark Seawell.

Stevedore Remanded To Prison on Robbery Charges

BELIZE CITY, Wed. July 14, 2010 Allan Gusman, 23, a stevedore

of Pelican Street extension who the Police believe was one of three persons who committed two robberies, was charged with 2 counts of robbery when he appeared yesterday in the #3 magistrate’s Court. Gusman pled not guilty to the charges. magistrate

Kathleen lewis explained to him that the Court could not offer him bail because the offences were committed with a firearm. She remanded him into custody until August 16.

The incident occur red on April 11. Angel Castillo, 17, a butcher employed at m and A meat Shop, located on Central American Boulevard, reported to the Police that he was at the meat shop serving a customer, ingrid Ramirez, 19, when three men entered, one of them armed with a firearm. Castillo said the gunman pointed his firearm at them and demanded that he and Ramirez hand over their cell phones. Fearing for their lives Castillo and Ramirez handed over the cell phones, and then the culprits stole $450 from the cash pan.

An identification parade was held in which Gusman was identified as one of the robbers.

The other two suspects are still at large.

BELIZE CITY, Thurs. July 15, 2010 After deliberating for almost 5

hours yesterday a jury of 8 men and 4 women was unable to reach a verdict in the trial of two brothers, Jody Gentle and lynton Gentle, 21, charged with the murder of 22 year old Alpheus Smith, a.k.a. “June Bird”. The jury retired at 4:37 p.m. yesterday to deliberate and when over 4 hours had passed and no verdict was reached Justice lucas ordered that the jury be brought out. He asked the Foreman of the jury if they were having problems in reaching a verdict and the Foreman said yes.

Justice lucas then said that it was not a good thing having the jury deliberating so long and he discharged the jury. He told the defendants that they will be remanded into custody until the Director of Public Prosecutions decides

Smith was shot and killed at around 7:40 a.m. on June 16, 2007. Apparently he had stopped on Currassow Street near its junction with Gibnut Street to fix a flat tire on his vehicle when his assailants came and shot him while he was inside the vehicle. Smith was shot 8 times. There were 6 exit wounds and 2 of the bullets stayed inside him.

According to Williams he went on Antelope Street from Seagull Street and he met the defendants getting into a red Tracker

that was parked in their yard. Williams said he retrieved firearms from both defendants and the slugs from the shooting matched their weapons.

The Police contacted David Phillips, the manager of Caye Caulker Water Taxi Association. Phillips reported to the Police that when he checked he discovered that 6 cement blocks were missing.

Detective Constable Jermaine Mangar Freed Of Attempted Robbery Charge

BELIZE CITY, Wed. July 14, 2010 Arturo eck, 22, who was

convicted of the murder of eugenio Tzul, 49, on June 17, was sentenced to life imprisonment by Justice michelle Arana today in the Northern District Supreme Court in Orange Walk Town. Before she sentenced eck, Justice Arana heard a plea for mitigation from eck’s attorney, hubert elrington. elrington said that eck was sorry for what he did and before the incident eck had not broken the law. elrington also said that when eck committed the offence he was under the influence of alcohol.

The incident occurred on the night of November 17, 2007 in Orange Walk Town. Tzul was found dead lying in the street at around 5:30 a.m. on November 18, 2007. he was strangled with a wire which was found tied around his neck and he was sodomized by a metal antenna which was found stuck in his anus. Apparently Tzul was also beaten because his skull was fractured.

BELIZE CITY, Thurs. July 15, 2010 A charge of attempted robbery

against Detective Constable Jermaine mangar and two men on the other side of the law Jermaine Palacio and ernie miranda was withdrawn yesterday in the #1 magistrate’s Court. The charge was withdrawn on instructions from the Office of the Director of Public Prosecutions because there was no evidence to support it.

lee mark Chang, the owner of Chon Saan Palace, located on Kelly Street, reported to the Police that he was at his business place in Belmopan when he was informed by an employee at Chon Saan that two men came and inquired about the operation of the business. According to the report, the employee told Chang that the men said they would return later the same night and rob Chon

Saan Palace. The report and subsequent

arrests of the three defendants came shortly after Prime minister Dean Barrow in a press conference said that senior police officers were part of a crime ring. There was even intimation that the ring might be responsible for the Spanish lookout Bank robbery.

So far, no senior Police Officer has been arrested and charged in relation to any robbery and apparently mangar was the only casualty.

22 Year Old Man Sentenced To Life for Murder

his body was about 3 yards from his brother’s house. in a caution statement that was tendered as evidence eck said he met Tzul at a bar and Tzul asked him for a beer and he refused to give Tzul the beer. eck said he and another man followed Tzul when Tzul left the bar and they beat and strangled Tzul. Apparently it was a case of revenge because eck in the caution statement said that in an incident prior to the murder Tzul made sexual advances at him and took advantage of him when he was drunk.

The prosecution was represented at the sentencing by Senior Crown Counsel Cecil Ramirez.

Belize CiTY, Wed. July 14, 2010 The extradition hearing of Gary

Seawell, 33, wanted in the United States for drug trafficking began in the #1 magistrate’s Court on monday, July 12, with Crown Counsel magale Perdomo, representing the Attorney General’s ministry, tendering into evidence a bundle of documents on which the U.S. Government is relying. An extradition hearing is also being held for Gary’s brother, mark Seawell, separately. The third brother, Dwayne Seawell, is serving time in the United States for drug trafficking.

Gary’s attorney Arthur Saldivar, said he is awaiting the decision of Justice John muria in the case of mark because he believes it will affect both parties. Justice muria is expected to give his decision on Friday, July 16.

you for participating in the June 8, 2010 hearing and assisting in arriving at a final decision in respect of the above referenced matter.

As in all cases brought before the Commission, your protest was afforded due importance and consideration, and as such your letter dated the 17thMay2010 as well as that from MrBenjamin Cano were laid before the Commission and evidence was heard and the irregularities of which you complained were thoroughly investigated.

Your protest was based firstly on the matter of the Election Clerk “allowing the chairperson candidates from both slates to have the option of extending the election time from 1:pm to 3:pm.” You further complain that, having so extended the period, the elections Clerk reversed his decision so that the poll closed at 1:00pm. The evidence shows that the elections Clerk was actually not aware of the stipulated time for the closing of the polls and therefore sought concurrence from both contesting chairperson candidates to make a determination. however, one hour into the taking of the polls, this discrepancy was brought to the Clerk’s attention by Commissioner Orlando espat who was at the material time present in the Village. The Clerk immediately acknowledged the error and corrected it on Commissioner espat’s advice.

Notwithstanding this unfortunatemisstep, however, the Commission found that these scheduling changes were made openly and with the knowledge of all participating candidates and voters then present; any voter unaware of the proposed changes and attending during the published hours of voting would have found no impediment to his doing so; there was no reduction in the total hours during which the polling station was open to voters. We concluded that the misstep, if it had any effect on the election, would have affected all stakeholders in the same way. in fact, no complaint was received from any voter that he was disenfranchised as a result.

Accordingly the Commission was not persuaded that the irregularity had any demonstrable effect on the result.

Your second complaint was that “A voter, namely ms Rosie Grace Garcia, Belizean by birth, Registration Number 144105A of Polling Area 74 A (Billy White) and who served the full three hours of the elections as a “ Scrutineer” for the PUP slate was not allowed to vote.” The evidence led was that whilst inside the polling station working as a scrutineer for a political party she requested to vote and the elections Clerk advised her that she should join the line for this purpose. She apparently ignored this instruction. The proper thing for her to have done was to join the line and it is to be expected that agents for the political parties would be more sensitive than others to the need to assist the elections Clerk in the smooth process of the taking of the polls by following this instruction for maintaining order. You stated however that on the third occasion when she wanted to vote from inside the polling station the line had already closed. The elections Clerk therefore did not allow her to vote, as the polling period had already passed. We consider that the elections Clerk acted correctly, and do not accept his conduct as proper cause for upsetting the election result.

Your third complaint you stated to be that “Our ‘Scrutineer’, mr Ursulo Guerra and PUP council assigned as agents to witness the counting of the ballots, report that there were some four (4) ballots clearly indicating a vote for PUP chairman Candidate, Benjamin Cano, that were disallowed/classified as spoilt ballots because the vote was cast of the opposite side of

the green paper used for casting the vote for the chairman position.” in his evidence before the Commission, in your presence, mr Guerra altered this statement alleging that there were only two such ballots. The Commission nonetheless examined all the individual ballots but found not a single ballot rejected for the reason that it was marked on the reverse side. On the contrary, the Commission found that there were several ballots so marked for both chairperson candidates, and in every instance these ballots were credited to the candidate indicated by the voter.

Finally, on the matter of the “mysterious ballot”’ our review and physical inspection of the ballot papers revealed that every single ballot issued by the election Clerkwas properly accounted for. each ballot issued by the Department to the elections Clerk was either used by the voter, spoiled by the voter or retained among the unused ballots. The ultimate tallyreconciled perfectly. We have therefore been unable to make any implication of irregularity in respect of one ballot paper, as you have invited us to do.

having heard and reviewed evidence from all parties concerned in this matter the Commission has decided that the results of these elections shall stand, as recorded by the elections Clerk.

Dear mr. August,i hereby acknowledge receipt of your letter dated June 22, 2010 regarding

the above captioned subject and the decision of the Commission.Although i may not be able to convince you and your commission otherwise,

I take this opportunity to point out some flaws in your decision. The following are my observations with regards to your response from which you arrived at your decision of having the results of the elections 'Stand':

1. Firstly, you state that "evidence shows that the elections Clerk was actually not aware of the stipulated time of closing of the polls." This is rather unfortunate, as the nation was led to believe that all elections clerks and their assistants spent some time in training with regards to the elections and in addition, the dates and times for elections in each village were published in all major newspapers and announced on public radio. Further, you state that the time was reversed one hour after taking of the polls when it was clearly mentioned in my letter dated may 17, 2010 on item 2, that the time was changed one hour before the closing of the polls and this concurred with the statement of the election clerk at the hearing. in addition, you state that because the time change was agreed by both parties it did not affect the results of the elections and that you received no complaint from any voter that he was disenfranchised. You end this first argument by stating, "accordingly the commission was not persuaded that the irregularity had any demonstrable effect on the result." The word accordingly is too vague and may be interpreted as, "as a result of" or "in a way that is suitable for the situation". in any case, i believe you and the Commission missed the point. Your argument is a clear case of confusing swelling for fatness.

2. On your second argument which deals with Disenfranchising ms. Rosie Garcia, your response is totally unacceptable. ms. Garcia was within the polling station and had no reason to join the line. If you recall clearly during the hearing, you all accepted that it was general practice to allow the scrutineers to vote from within the polling station without having to join the line. Joining the line means not having your the Scrutineer present to oversee the voting process. You end the argument by stating that by not allowing ms. Rosie Garcia to vote, "the elections Clerk acted correctly and that you do not accept his conduct as proper cause for upsetting the election result." Sir, you seem to forget that the result was a mere one vote majority and that Ms. Rosie's vote, up to now, would have tied the result.

3. in your third argument you discuss the fact that at the hearing and in my presence, mr. Ursulo Guerra altered his statement by saying that there were not four ballots but only two ballots disallowed/classified as spoilt ballots because the vote was cast on the reverse side of the ballot assigned for the chairman position. Again, i remind you that the margin of difference was only one vote in favor of the UDP Chairman position and that two ballots clearly marked on the reverse side of the ballot paper for the PUP chairman would still change the majority to the PUP chairman. You further state that the 'Commission' examined all the individual ballots and found not a single ballot rejected for the reason that it was marked on the reverse side. Furthermore, you state that the ''Commission found that there were several ballots so marked for both chairperson candidates and that in every instance these ballots were credited to the candidate indicated by the voter. Firstly, mr. Chairman, i vehemently disagree with counting ballots from ballot boxes that were removed from the Polling station without being sealed as required and in addition not accompanied by representatives from both parties. You must also recall that these elections took place since Sunday may16, 2010. Secondly, at the hearing and on recording by your secretary, the election clerk agreed that scrutineers of both parties agreed that those votes so cast would be disallowed and furthermore agreed that it was possible that there were two such votes. i reiterate my argument on item 4 of my protest letter, that states that "the election clerk does not have the right to disallow those ballots even if there was ignorance on the part of the scrutineer or of the agents to the counting of ballots."

4. Regarding the mysterious ballot that appeared after it was announced that there was a tie in the results, your argument and defense is in the 'review and inspection' of the ballot papers. here, my disagreement is ventilated in the above item 3, whereby the ballot boxes were never sealed and have been held (we do not know where) for more than a month before your inspection. Additionally, i would like to know why the inspection and review of the ballots for both arguments in item 3 and 4 was not done in the presence of 'other witnesses'. You will recall that although you were 'unable to find any irregularity in respect of one ballot paper', at the hearing, the only other Commission member present apart from yourself, did agree that there was One ballot paper 'unaccounted for'. The latter is also recorded by your secretary.

lastly, i would like to suggest to the Commission, that since it is apparent that the decisions are rather Subjective, that there be a clear list of reasons based on the Village Council Act, that would make an election result void and cause 'demonstrable' reasons for a recalling an election. This itemized list would have a value assigned to each point and so these could be summed and at the end, used to make a decision based on a threshold point.

Village, Cayo district, i have seen many wrongdoings in regards to land transactions during the past two and one half years. Firstly, the area representative, mr. elvin Penner assigned a lots committee that did not involve the duly elected Village Council. mr. Penner totally disregarded the authority of the Chairman and apparently instructed the lands department to not accept any recommendations from the Chairman, even though the Chairman has such authority vested in him through the Village Council Act. So, anyone appearing at the lands Department in San ignacio with a recommendation from the Chairman, was instructed to return and get one from Penner's anointed lots committee.

mr. Penner earlier had made several attempts to cancel lands belonging to people who have had tenure of their lands for more than forty years. The pretext was that he would take away these farm lands and make them into lots for distribution in the village. The truth is that he is only attempting to take away lands from PUP supporters and the other truth is that there is no need for new lots if there are no Belizeans of age requiring a lot in the village. Our mayan descendants have witnessed and heard the results of the mayan people's victory in the south. We may soon have to stage our fight against Elvin Penner, who is in reality a newcomer to our country being a first generation child.

Our villagers have witnessed the issuing of lots by Penner and his

committee to people in Billy White who have no nationality and no permanent residence. in addition, some of the lots designated to these new land owners are located underneath or in close proximity to the hYDRO line that passes through the village. According to the lease agreement, no land should be issued within 60 feet on either side of the hydro line.

No sooner did the village council elections end in Billy White that the New Chairman renewed his routine of selling lots to "illegal aliens". These lots are not officially surveyed but only demarcated by the new Chairman who by the way has only been resident in the village some two months of the year while he spends the remainder of the year in the Stann Creek District.

Our village has seen its share of problems with lands. Our previous Council under Chairman Benjamin Cano had problems reacquiring a parcel of land belonging to the Cemetery and which was given to a foreigner before he got his nationality documents. On

a few occasions some people who have had lots and do not have at least permanent residence have sold the "rights" to other persons (new owners) and these new owners then find out that the lot is not officially surveyed and that there is no record of the person who sold the rights of the lot or of the lot in question.

Attached are copies of Un-official receipts issued by Elisandro Padilla for two hundred dollars per lot. One receipt says that it is a charge for "recommendation" for a lot only. The two individuals to whom these lots have been sold/recommended for 200.00 each have neither nationality nor Permanent Residence. Please note that these are only two of many receipts issued by Padilla to people who came forth because they felt they were taken advantage of.

Housing Assistance: A few days before the Village

Council elections, minister Penner and his group visited our village on a house to house campaign. They promised everyone assistance for home refurbishments and construction, provided they voted for the UDP council. Soon after the elections, the village has witnessed that only UDP supporters have obtained the assistance promised by Penner. Our village does not see much of a problem if Penner chose to give the assistance only to the UDP but we were informed that the assistance was to be given for the more needy people in the village. The fact is that the poorest of the poor did not get any assistance. Those who got the assistance are the more well-to do residents with concrete homes while those people living in shacks made from "waste lumber" and in the swamps did not receive any of the housing assistance. i would like to call the attention of the minister of housing on this issue and request that an investigation be made into the matter, and that of the Deputy Prime minister and minister of lands on the subject of lands.

The one thing the 83-year-old revo-lutionary leader did not discuss in his re-turn to the airwaves monday was events in Cuba, where the government freed and sent into exile the first of 52 politi-cal prisoners it has promised to release in coming months.

Why Castro agreed to go on the air monday after so long in the background was a mystery, as are so many things in-volving the former Cuban leader, who has spent a lifetime keeping the world guessing. Castro provided no answers in the hour and 15 minute conversation on "mesa Redonda" — or "Round Table" — a daily Cuban talk show on current events.

Castro wore a dark blue track suit top over a plaid shirt. he looked relaxed and lucid, though his voice was raspy and he spoke slowly.

much of the interview was spent with either Castro reading essays by someone else or having his own words read back to him by presenter Randy Alonso. Three academics sat silently nearby as Castro spoke, sometimes nodding in agreement.

Castro warned that an attack on iran would be catastrophic for America.

"The worst (for America) is the re-sistance they will face there, which they didn't face in iraq," he said.

The scene at a sparsely lit office at an undisclosed location was slightly surreal,

even in a country that often feels stuck in a 1950s time warp. it was even unclear whether the interview was live or when it might have been taped.

At one point, Castro referred to a July 5 article as having been published six days ago, which would mean the show was taped on Sunday. later, however, the program's host read from an essay pub-lished Sunday evening, referring to it as having come out "last night."

As the interview progressed, Castro at times showed flashes of his prowess as a powerful speaker. At other points, how-ever, he paused for lengthy periods and shuffled pages of notes he kept in front of him. later, he listened as the host read back long tracks from essay's Castro him-self wrote recently.

Castro appeared in a 50-minute taped interview with Alonso of "mesa Redon-da" in June 2007 to discuss Vietnam and other topics. he also appeared on Cuban television for an hourlong interview in September of that year, knocking down a slew of rumors of his death.

A month later, he phoned in to a live broadcast featuring Venezuelan Presi-dent hugo Chavez, a close Castro ally who was visiting Cuba. Castro sounded healthy and in good humor, but he was not seen.

PAhO has reports of severe den-gue outbreaks in several countries of the Americas. it said weather conditions have assisted with the proliferation of Aedes aegypti, the vector for dengue. “Unusual changes in the seasonality of dengue have been registered affecting since the beginning of the year to Cen-tral America and the Caribbean islands during periods considered unusual,” PAhO stated. Rainy conditions in the Central American sub region and Carib-bean have resulted in increased dengue transmission while countries which were protected by cold weather conditions are also facing the dengue problem.

Barrow Tries to Control the CourtsThe Belize Times in last week’s issue

exposed a tightly kept secret by the Barrow government. They are setting up a Special Court in violation of the Constitution. They want to handpick the magistrate for that Special Court. They have already handpicked the prosecutor for the Special Court. The prosecutor is a trained attorney in order to ensure convictions of the poorer classes who get in trouble with the law and who cannot afford lawyers. The person is a foreigner. it is to be noted that the Barrow government had been piling on the foreigners. The DPP is a foreigner and the Solicitor General is a foreigner. Although there are trained and qualified Belizeans who can do these jobs.

This Special Court is in violation of the Constitution which requires that the Judiciary be independent of the government, especially the UDP government which continues to violate the law and the rights of citizens. This Special Court will be located in the same building on North Front Street where Police prosecutors have their office. From all indications this court will not be an independent court and will not be governed by the safeguards which guarantee fairness and justice to all citizens.

it should be noted that the Barrow government has been interfering with the Judiciary. it started with the Prime minister appointing his brother as a Judge

in the Court of Appeal. incredible as it seems Judge Denys Barrow has been given a twenty year appointment. he will be a Judge until he is 75 years of age. Within months of becoming a Judge he heard a case in which the Court of Appeal declared that he had violated an important principle of fairness appearance and so acted bias.

in order to make way for his brother, the Prime minister pushed out Judge Boyd Carey who had served this country for many years with distinction. The Chief Justice who will reach 65 years of

age later this year has been told by the Prime minister that he would not be given an extension as allowed by the law. The Chief Justice has become beloved of the Belizean people because of his protection of the small man against the behavior of the government. Judge lucas who is 65 years has been given an extension of 3 years by the Prime minister. Why three years? Why not five or ten years? Is this the behavior of a Prime minister who is trying to control the Judges?

Judge legall who also reached 65 years has been given a 2 year extension. Judge Gonzalez has only has been given an extension of 6 months. These arbituary extensions are in violation of the Constitution which requires that every Judge should have security of tenure in his appointment.

The head of the Family Court has reached retirement age and in violation of the Public Service laws has been given an extension by Prime minister Barrow even though there are qualified lawyers at the Family Court who can be promoted.

At the magistrate Court the head

of that Department has also reached retirement age and has been given an extension. Two qualified Magistrates have resigned because the UDP government is showing favoritism to foreigners, with salary, housing and other allowances and perks. it is expected the two magistrates would be replaced by foreigners.

The UDP government through the effeminate minister has informed the nation that Prime minister Barrow is considering replacing the Commissioner of Police, three Deputy Commissioners and other senior ranks with foreigners.

it is against this disturbing background that the Bar Association has been expressing concern over the latest information that Belmopan is setting up a Special Court. This court will function like a kangaroo court where special persons will be singled out for speedy trials to obtain convictions. Other countries which set up special courts usually do so in order to undermine the law and violate the rights of the citizens in order for such government to target its opponents and critics.

it appears that the criminal element has totally lifted the ban of their attack on society since last week when they ruthlessly murdered eight year old marquis mahler, an innocent bystander in his yard on Faber's road when they opened fire and also shot and killed Calvin Graham, 48.

But underworld figures have now begun to target the mothers of murdered men when this week someone sent a mother a package at her home on Tuesday morning. At first glance the bag of flowers appeared to be an act of good faith until Joan Sutherland, the mother to whom the parcel was addressed, read the accompanying note and realized that what she was holding was actually a death threat. The note was penned in blue ink and read "“i know who you are and what you do in the committee but i deal with the small fish first. RIP.”

Sutherland, the mother of Allen Sutherland who was stabbed to death in 2006 over a videogame, was not dealt justice when in March of this year, Kent Pandy, the man who was fingered as the knifeman, was found not guilty because there was no witness to identify him as the killer. Earlier this year she joined the group called the Grieving mothers who then merged with an even larger group to form the Belizeans for Justice movement, led by Yolanda Schakron, a grieving aunt herself. They were in the process of holding a press conference on crime but those plans were halted by the discovery Sutherland made on her verandah.

Chaired by Schakron, the Belizeans for Justice movement had planned to hold their conference at the Radisson on Wednesday, during which they would present recommendations on how to reduce crime. That conference was put off for another date and time yet to be announced.

InvItatIon to BIdThe Government of Belize (GOB) has secured a loan from the Caribbean Devel-opment Bank (CDB) towards the cost of the Second Water Project-Belize, and intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which bids are invited in this notice. GOB will execute the project through Belize Water Services Limited (BWS), and a Project Manager within BWS will be responsible for the day-to-day management of project activities. Engineering Consultants have been retained by BWS to assist in the tender admin-istration and supervision of the contract. This tender invitation is open to firms or voluntarily formed joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country, or countries, and are either:

(i) more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries, or by a body corpo-rate or bodies corporate meeting these requirements, or

(ii) owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country.

Eligible countries are those which are members of CDB.

The requirement for post-qualification will include:

(a) an average annual turnover (defined as billing for works in progress and completed) over the last five years of Belize Dollars (BZD) 700,000.00 equiva-lent;

(b) demonstrable cash flow (including access to credit) of BZD 300,000.00 equivalent;

(c) experience as prime contractor in the construction of at least three (3) assignments of a nature and complexity comparable to the proposed project activ-ity within the last five (5) years (to comply with this requirement, works quoted should be at least 80 percent complete); and

(d) Contract Manager with seven (7) years experience, which has been spent in works of an equivalent nature and volume, including not less than five (5) years as a Manager.

InvItatIon to BIdThe Government of Belize (GOB) has secured a loan from the Caribbean Devel-opment Bank (CDB) towards the cost of the Second Water Project-Belize, and intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which bids are invited in this notice. GOB will execute the project through Belize Water Services Limited (BWS), and a Project Manager within BWS will be responsible for the day-to-day management of project activities. Engineering Consultants have been retained by BWS to assist in the tender admin-istration and supervision of the contract. BWS hereby invites interested eligible firms to present their sealed bids for the Construction of Wilson Street Reservoir Foundation and Erection of Reservoir.

This tender invitation is open to firms or voluntarily formed joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country, or countries, and are either:

(i) more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries, or by a body corpo-rate or bodies corporate meeting these requirements, or

(d) Contract Manager with seven (7) years experience, which has been spent in works of an equivalent nature and volume, including not less than five (5) years as a Manager.

Una de las hipótesis que manejan las fuerzas de seguridad, sobre el granadazo a un bus de la ruta a San Juan Sacatepéquez, podría estar vinculada con el linchamiento de un hombre el pasado jueves, a quien los pobladores sindicaron de extorsionista.

la semana pasada, un hombre de aproximadamente 25 años, que no fue identificado, fue vapuleado por una turba enardecida, en el kilómetro 33 de la ruta a San Raymundo, sindicado de extorsionar a pilotos de buses y comercios.

Según el informe de la Comisaría 16, el cadáver de esta persona quedó sobre la cinta asfáltica, presentaba heridas por arma blanca en la región del cuello y el cráneo. A unos 300 metros del hallazgo se encontraron patrulleros con gorros pasamontañas.

De acuerdo con las pesquisas, horas antes del linchamiento, el ahora fallecido, abordó un bus de la ruta a San Juan Sacatepéquez, le entregó un teléfono celular al conductor para extorsionarlo,

éste dio aviso al grupo de patrulleros que "resguardan" el sector, quienes no toleraron la intimidación y lo golpearon hasta matarlo.

Fuentes policiales destacan que en respuesta a esta muerte, una clica de la mara Salvatrucha, a la cual se cree que pertenecía el linchado, lanzó la granada como "venganza".

Y el diésel bajo en azufre bajará 13 centésimos, por lo que su galón se venderá en dos dólares con 66 cen-tésimos.

Al preguntarle sobre las declaraciones emitidas ayer por esa Cartera, sobre que el granadazo era en reacción por el control de las prisiones, dijo, "Es claro que es una reacción, independientemente ya sea por los controles, por quitar los privilegios que hay en los centros penales, o porque en efecto se les está perjudicando al haber perdido un botín con el transporte urbano", afirmó.

Morales también dijo, en relación a una llamada realizada por los pandilleros del Sector 11 a un canal televisivo para "aclarar" que no eran los responsables del granadazo, indicó desconocer las razones del porqué se le ofrece un espacio a estas personas, además que posiblemente la llamada salió de un teléfono tarjetero al que tienen derecho los privados de libertad en todas las cárceles.

Histórico recibimiento a la celeste al llegar a Montevideo

A este momento las vigas que unen los dos extremos de este a oeste de la rotonda están totalmente colocados y se mantienen obras de detalles en la zona, incluso se permite ya el paso por debajo de la estructura de los carros en lo que fue originalmente la rotonda.

And he said: "i tell you the truth, unless you change and become like little children, you will never enter the kingdom of heaven.” Matthew 18:3

As i listened to the news of the little boy, marquis mahler, who was gunned downed, my heart sank and i sent out a prayer for the family. i could not help but remember the bible verse that Jesus declared in Matthew 19:14: "let the little children come to me, and do not hinder them, for the kingdom of heaven belongs to such as these."

Children are at the most vulnerable place in our society but their place in society is much more than a liability, it is a marker for the rest of our country to know where we are with our God. Children are placed in a position of high priority for God, because of the innocence which they have and the peace and trust that they teach adults.

For sure children cannot give any money, votes, goods, favors or benefits that the world of mammon would crave. Children are definitely the opposite of the corrupt world and its addictions out there. Our treatment of them is the true marker of our faith in God and our responsibility to this world. Children are the least in our social rankings. The bible says in Matthew 25:40: “And the King shall answer and say unto them, Verily i say unto you, inasmuch as ye have done it unto one of the least of these my brethren, ye have done it unto me.”

God sees children as a powerful medium to get through to our society. in fact he reminds us: “And said unto him, hearest thou what these say? And Jesus saith unto them, Yea; have ye never read, Out of the mouth of babes and sucklings thou hast perfected praise?” Matthew 21:16.

With children this important to God’s assessment of the human condition, it should give us great pause. God even put the rawness of truth in the small hands of our children: “At that time Jesus answered and said, i thank thee, O Father, lord of heaven and earth, because thou hast hid these things from the wise and prudent, and hast revealed them unto babes." Matthew 11:25

in church this week i was telling a sister that there is an all out attack on the state of our children in this country. On the news, in a just one week we have seen a vicious attack on our kids. On the Channel 5 news website if you check the section called “Buzz”, there is a total of six stories of our children being hurt and abused. These were the stories: “Creepy details of abuse of minor revealed in court” “eight year old shot multiple times” “man Charged for sodomizing 7yr old boy” “Wilhelm leslie charged for years of carnally knowing girl” “eighteen year old charged for sexually abusing young boy”.

Then last night we sat and cried as a family was killed but more so we looked at the smiling faces of three babies who are now dead in a horrific accident. A little girl, Janelle Neal, aged 7, a baby boy Albert Neal, Jr. aged 6 and a toddler, Jorge Alpuche Jr. 5 months old!!!!!!! Did we not take it in? Can we not hear God calling and shouting his message of repentance to us???

There was a pastor who had a van that read on the side: RePeNT OR PeRiSh! This is the message today and God is sending that message from the babies who are being slaughtered and molested because we refuse to seek him. Jesus is the only answer. We need Operation Jesus not Operation Jaguar or Operation Restore. harm to our children is the last sign and evidence that we are lost and gone as a people.

Jesus is the answer. A child can tell us that. But in closing i repeat the call to repentance as warned in 2 Chronicles 7:14: “if my people, who are called by my name, will humble themselves and pray and seek my face and turn from their wicked ways, then will i hear from heaven and will forgive their sin and will heal their land.”

i admit to being, the picture of 8 year old marquis mahler on the front page of Tuesday’s Amandala shook me up. i guess that particular photo of the child so full of life and mischief and joy must have been chosen for effect, and it worked. imagine that all he was, all he could have been was snuffed out for absolutely no good reason by a monster that stood over him and shot him seven times. The horror of it is gut-wrench-ing. i know that i would not be able to live under the burden of that grief if such a tragedy was visited upon me. For the family right now, i can imagine that no words have been created which will give some small measure of comfort. The community in which he lived has been left in shock; the nation is sick-ened and angry.

But that is the reality of life on Be-lize’s streets today. After the horror at this heinous crime comes the realiza-tion that every young man who lies bleeding on the street, riddled by bullets in a seemingly unending war, is some-body’s son, somebody’s father, some-body’s brother, somebody’s provider. The callous murder of this innocent child hits hard, but just two weeks ago, a teenage girl was shot in the head at close range, another victim of the gang war. Just two weeks ago, a mother had to identify the decomposed remains of her teenage daughter who had been dumped like garbage on the side of the road. Not so long ago, a little girl was the innocent victim of a ride-by shoot-ing and was paralyzed. The prognosis for a full recovery is grim. There are so many stories of the casualties of a war which has taken over our streets; so many stories of the victims whose lives were snuffed out by the epidemic of violence which is sweeping our nation.

listen, we are at the point where the major cruise company coming to our shores is reportedly considering bypassing Belize as a destination. For-eign countries which funnel tourists into our country are issuing advisories warning their nationals that visiting the ‘jewel’ is a risky proposition. We have

been named the murder capital of the world. And that’s only the effect on the tourism dollar. On the home front resi-dents in the city have been paralyzed by fear. Business owners open stores knowing they are taking their lives and the lives of their employees. We are not safe on the streets. We are not safe in our homes – just ask the parents of 8 year old marquis mahler who was play-ing contentedly in his yard when death was brought to him.

i can be pretty damned hateful when i choose, but i cannot even be-

gin to express my disbelief and anger and frustration at the new minister of Police Doug Singh. On the very same newscast which carried the story of 8 year old marquis mahler, there was a comment from mr. Singh. But it wasn’t about the ruthless, cold shooting of the young boy or the murder of a man just seconds before. Nope, our minister of Police didn’t have a thing to say about that. Guess he was just too busy or distracted to pay that little thing called murder any attention. See, our minister of Police was wholly focused on chal-lenging what he calls big-bellied Police-men to a two mile run, 75 pushups and 25 chin-ups. he said absolutely nothing about marquis mahler, but a lot about some stupid competition between him and a bunch of sweaty, pot-bellied Po-licemen. This is no laughing matter.

The fact is that i’ve heard the com-ments about Singh’s lifestyle; i’ve seen the cartoons depicting him in outland-ish gear. hell, i’ve probably been re-sponsible for a few of those comments and cartoons myself. The truth of the matter is that Doug Singh’s behavior is his own business, but when that be-havior appears to be tainting or direct-ing his actions in office, that’s a whole other can of beans. When mr. Singh’s

first priority and ‘numero uno’ mission in crime-fighting seems to be opening a gym where policemen can go work out, i think there’s something serious-ly wrong with that. When mr. Singh ignores the blood on the streets in fa-vour of the sweat running down Police-men’s backs as they run two miles, do 75 pushups and 25 chin ups, i think there is something seriously wrong with that. I am flabbergasted at the focus of this gentleman who was supposed to pro-vide the answers to the ever escalating crime wave.

i am furious at the appearance that mr. Singh is more concerned with child-ish competitions and one-upmanship and ‘funny’ games than in fighting crime where it exists. if mr. Singh persists in what seems to be a very queer course of action in his dealings with the Po-lice Department, there is absolutely no doubt in my mind that crime and vio-lence will not only continue unabated but will escalate and grow and intensify until our nation will be just a dark shad-ow of its once vibrant self. Singh is ob-viously not the man for the job. The sad thing is that while all of us can under-stand that right off, mr. Barrow usually takes a couple years to get the message. By then it might be too late.

When honorable Dean Barrow became our Prime minister in Febru-ary 2008, he made the fight against corruption the crusade of his gov-ernment, setting the tone for his term at the very start. We welcomed his assurance that his government would be rid of the national menace and that he, area representatives of the United Democratic Party, and every government official would serve us with accountability and transparency, conforming to the highest standards of integrity.

We took Barrow at his word, hop-ing deep down that he would not be his customary “all glitter and no sub-stance” self. Yet two and a half years later, there are serious concerns of corruption being rife in his govern-ment.

The problem is that it is naturally not in the best interest of those per-sons who are surreptitiously feeding themselves from the public trough to allow anti-corruption efforts to pro-ceed effectively. Notwithstanding their shifty behavior, the sooner we get serious about rooting out corrup-tion in the government of Barrow, the sooner we will stop money from hemorrhaging out of the public purse and the fire sale of public assets. We know this is no easy task, but time is of the essence.

in fact, corruption festers where good governance is absent, breeding cynicism that causes us to disengage from the political process, and in-creasing the sense of injustice in us who do not enjoy special advantages as Barrow and the charmed UDPs who are perhaps splurging on the spoils of the government. Besides, it creates an environment whereby we cannot conduct regular business without government officials, from the lowliest to the highest ranking, demanding kickbacks.

even so, it seems to us that Bar-row himself lacks the moral authority to root out corruption in his govern-ment. in the past weeks, purported copies of correspondences of the ministry of Finance have surfaced that disclose that he shamelessly ap-

proved the sale of government prop-erty at rock bottom prices to two financially well off Chief executive Officers, namely Audrey Wallace of the Office of the Prime minister and Beverly Castillo of the ministry of Natural Resources.

in reality, these transactions reflect the unbridled sense of entitlement of the charmed UDPs and the absolutely horrid judgment of Barrow. Wallace and Castillo each acquired a house and lot in the Cohune Walk area of the City of Belmopan valued at well over $100,000 for a song. Wallace got hers at the steal deal of $20,000, while Castillo got hers at the still un-justifiable sum of $42,000.

Sadly, the lack of transparency has evidently become a way of life in the government of Barrow. Perhaps to prove that one may never have too many assets, Wallace next got hold of two prime parcels of land in the Ca-ribbean Shores area of Belize City for $3,250 each, courtesy of minister of Natural Resources hon. Gaspar Vega. Not to be left behind, Senator Juliet Thimbriel herself charmed Vega with her wiles, acquiring 2 parcels at 4 ½ miles Western highway for $1,500.

And if that were not bad enough, the daughter of Barrow, Deanne and his nephew Kimano have also gotten into the land grab, each acquiring a parcel of land at 4 ½ miles Western highway, an area that has clearly been designated for the charmed UDPs only, for the same paltry sum as that of Thimbriel. The charmed UDPs have certainly become kleptomaniacs as well. imagine that! We hope that this is not what he meant as being transparent in the handling of public resources.

if it is, then perhaps Barrow is sending the message that it is accept-able to behave dishonestly, in breach of the trust owed to the people who placed him and the charmed UDPs in power, and that rules do not apply to them. in that regard, it is time that we start holding them accountable for their conduct in the management of public resources. if we do not, we will find it increasingly difficult to stop them from engaging further in possible corrupt practices with seem-ing impunity.

even more worrying, Barrow and the charmed UDPs do not appear to be too concerned over whether their alleged malfeasance will be exposed anytime soon or over whether the source of some of their newfound wealth will be scrutinized painstak-ingly by the free press. There have indeed been far too many instances of possible corruption that the inde-pendent journalists have not acted on expeditiously or that they have dis-missed as mischief on the part of the Opposition.

Clearly, Barrow has neutered the watchdogs of our democracy, neu-tralizing their pen and tongue with government largesse. We hope that they did not believe that his handouts came with no strings attached. Yet their lack of action is not surprising. in fact, there are leading newspaper and television personalities who have a long history of being too cozy with him, only taking action against him when it is absolutely necessary, while protecting him as much as they can.

But these independent journalists are doing us a disservice. Where a free press is absent, we can undoubt-edly be fed government sponsored lies. For that reason, it is time that they start doing their work of moni-toring the persons who we elected and ensuring that they are doing what they promised to do once in office. Be-sides, it is not as though they cannot do their work doggedly because they are under attack for their investigative exposes by Barrow and his rabid sur-rogates.

in spite of the collusion of the leading independent journalists, Bar-row will soon find out that the pos-sible corruption in his government will deprive him of public trust at the time when he will be required to take painful steps to bolster the economy, such as the looming increase in the already excessive tax rates proposed by the international monetary Fund to cover the massive budgetary short-falls of his own doing. Now, you did not think that money for his excesses grew on trees?

For all the blustering of Barrow, he has done little to curb corruption in his government, except to rehash the history of corruption in which we are clearly not interested. instead of sto-rytelling, we want him to muster the political will to deal decisively with the national menace. moreover, it is only right that we hold him to his prom-ise to hold every government official accountable for her/his conduct in the management of public resources. Anything less on his part will not do.

las palabras provinentes de una llamada de una persona a uno de esos programas de entrevistas menos de un mes atrás resonaban como las balas que mataron al jovencito de ocho años de edad, Marquis Mahler cuando dijo que pronto la violencia en las calles empe-zara a centrarse en las mujeres y niños inocentes de las pandillas rivales. el Vi-ernes, 09 de Julio, cuando una andanada de disparos resono como un rollo de pop-shots haciendo eco por la carretera de Faber extensión poco después del mediodía, nadie podría haber pensado que era un asesino despiadado en busca de dos personas inocentes, uno de ellos un niño de ocho años.

el atacante estaba dentro de un co-che azul que se detuvo y abrió fuego contra Calvin Grahams, de 48 años, padre de siete que acababa de comprar

un pollo frito y viajaba de regreso a tra-bajar. Graham sufrió múltiples heridas de bala de un fusil m 16, un arma de asalto automáticos utilizados sólo en el ejército. Graham no tuvo oportunidad

de escaper y mucho menos defenderse y murió casi instantáneamente.Fueron tantas balas disparadas contra él que las autoridades ni siquiera se molestaron en marcar y eliminar todas - en total, 22!

el pequeno marquis estaba en un patio frente al brutal asesinato sen-tado en las escaleras cuando ocurrió el ataque. Su hermano mayor alertó a la familia cuando sonó el primer disparo y se precipitó en el interior. Pero marquis recibió un disparo cuando intentaba ponerse a cubierta por las escaleras, el despiadado asesino vacio el resto de su arma en el pequeño mientras corría. la victim se aferró a la vida la mayoría del del fin de semana, pero su condición empeoró el domingo, cuando el flujo de sangre a su cerebro se convertio en in-suficiente. Fue sometido a cirugía, pero aun asi sucumbió más tarde a sus heridas

fatales falleciendo el pasado Domingo.Una adolescente que fue rozado

por una bala se encuentra estable. Al-gunos especulan que los niños fueron atacados porque tienen familiares con los que el pistolero o el cerebro detras de estos asesinatos ha tenido conflictos personales. Pero, ¿quién de la familia del pequeño querría alguien muerto y por qué? Su familia ha sido atacada en nu-merosas ocasiones . hace unos meses, su tío, Cecil lewis recibió un disparo en el mismo patio, que no está lejos de una subestación de policía. De manera simi-lar, él estaba sentado en el porche cu-ando un vehículo se acercaba a la casa y alguien en el interior rociaron balas con-tra él. lewis logró escapar con heridas leves. hasta ahora, la policía está todavía investigando por la matanza sin sentido de su sobrino y Graham Calvino.

Cuando el honorable Dean Barrow se convirtió en nuestro Primer minis-tro en Febrero del 2008, hizo la lucha contra la corrupción en la cruzada de su gobierno, estableciendo el tono de su mandato desde el primer momento. Di-mos la bienvenida a la seguridad de que su gobierno se vería libre de la amenaza nacional y que él, los representantes de área del Partido Unido Democratico, y cada funcionario del gobierno que nos sirviera con la rendición de cuentas y transparencia, conforme a los más altos estándares de integridad.

Nos adjerimos a la palabra de Bar-row, con la esperanza que no iba a ser su acostumbrada palabreria de "todo brillo y sin sustancia". Sin embargo, dos años y medio mas tarde, hay serias preocupa-ciones de la corrupción que reina en su gobierno.

el problema es que naturalmente no es en el mejor interés de aquellas perso-nas que subrepticiamente se alimentan de la depresión del público para que los esfuerzos de lucha contra la corrupción proceden con eficacia. A pesar de su comportamiento esquivo, lo más pronto que podamos tomar en serio la erradi-cación de la corrupción en el gobierno de Barrow, más pronto se detendrá el dinero de una hemorragia de las arcas públicas y la venta de liquidación de los activos públicos. Sabemos que esto no es una tarea fácil, pero el tiempo es la esencia.

De hecho, la corrupción florece donde el buen gobierno está ausente, la cría de cinismo que nos lleva a desvincu-larse del proceso político, y el aumento de la sensación de injusticia en nosotros que no disfrutamos de ventajas especia-les como Barrow y los UDPS con privi-lejios que quizás derrochan en el botín del gobierno. Además, crea un entorno en el que no podemos hacer negocios regulares sin que los funcionarios del gobierno, desde el más humilde hasta el del más alto nivel, exigiendo sobornos.

Aún así, nos parece que el propio Barrow carece de autoridad moral para erradicar la corrupción en su gobierno. en las últimas semanas, supuestas copias de las correspondencias del ministerio de hacienda han surgido que revelan sin pudor que aprobó la venta de activos propiedad del estado a precios de saldo

a dos CeO ( por sus siglas en ingles), Audrey Wallace, de la Oficina del Primer ministro y Beverly Castillo del ministe-rio de Recursos Naturales.

En realidad, estas operaciones refle-jan el sentido desenfrenado de legiti-mación activa de los UDPS favorecidos y la sentencia absolutamente horrible de Barrow.Wallace y Castillo cada quien adquirió una casa y solar en el area Pas-eo Cohune de la ciudad de Belmopan valorado en más de $ 100.000 por una bagatela!.Wallace consiguió la suya en un monto de 20.000 dólares , mientras que Castillo obtuvo la suyo por la suma in-justificable de $ 42.000.

lamentablemente, la falta de trans-parencia se ha evidenciado en la forma de vida en el gobierno de Barrow. Tal vez para demostrar que uno nunca puede tener demasiados activos, Wallace logro obtener dos terrenos mas en el área de Caribbean Shores de la ciudad de Belice por $ 3,250 cada uno, cortesía del minis-tro de Recursos Naturales el Sr. Gaspar Vega. Para no quedarse atrás, la senadora Juliet Thimbriel encanto a Vega con sus artimañas y obtuvo la adquisición de dos parcelas a 4 ½ millas por la carretera oc-cidental por 1.500 dólares.

Y si eso no fuera suficiente, la hija de Barrow, Deanne y su sobrino Kimano también se han metido en la apropiación de tierras, cada uno adquirio una parcela de tierras a 4 ½ millas de la carretera oc-cidental, un área que ha sido claramente designada para los UDPS privilejiados sólamente, por la misma suma insig-nificante como la de Thimbriel. Estos UDPs sin duda se han convertido en cleptómanos imagínese eso! esperamos que esto no es lo que quería decir el Sr. Barrow cuando dijo transparentes en el manejo de los recursos públicos.

Si es así, entonces tal vez Barrow está enviando el mensaje de que es aceptable comportarse de manera de-shonesta, en violación de la confianza debida a las personas que lo elijieron y a los UDPS privilejiados en el poder, y que las normas no se aplican a ellos. A este respecto, es hora de que empec-emos haciéndolos responsables de su conducta en la gestión de los recursos públicos. Si no lo hacemos, nos resultará cada vez más difícil que suspenda una más en posibles prácticas de corrupción

más preocupante aún, Barrow y los UDP privilejiados no parecen estar demasiados preocupados por si sus pre-suntos actos ilícitos serán expuestos en cualquier momento o más si el origen de algunos de su nueva adquirida rique-za serán examinados minuciosamente por la prensa libre. No ha sido en efecto la medida demasiados casos de posible corrupción que los periodistas indepen-dientes que no han actuado con rapi-dez y en la que se han descartado como daño por parte de la oposición.

es evidente que Barrow ha neutral-izado a los perros guardianes de nuestra democracia, neutralizando su pluma y lengua con la generosidad del gobierno. esperamos que no crean que sus regalos fueron dados sin condiciones. Sin em-bargo, su falta de acción no es sorpren-dente. De hecho, hay periódicos lideres y en la televisión hay personalidades que tienen una larga historia de ser de-masiado agradables y condescendientes con él, sólo toman medidadas contra él cuando es absolutamente necesario, mientras que lo protegen tanto como pueden.

Pero estos periodistas independien-tes nos están haciendo un patetico favor. en donde una prensa libre no existe, sin lugar a dudas se nos puede alimentar mentiras patrocinadas por el gobierno.

Por esta razón, es hora de que empiecen a hacer sus labores de control de las per-sonas que hemos elegido y la garantía de que están haciendo lo que han prometi-do hacer una vez en el cargo.

A pesar de la colusión de los peri-odistas independientes líderes, Barrow pronto descubrirá que la posible cor-rupción en su gobierno se le priva de la confianza pública en el momento en que sea necesario tomar medidas rigu-rosas para impulsar la economía, como el inminente aumento de los tipos im-positivos y la ya excesiva propuesta por el Fondo monetario internacional para cubrir los déficit presupuestarios masi-vos de su propio hacer. Ahora, usted no cree que el dinero por sus excesos cre-cieran en los árboles?

Por todos los fanfarroneos de Bar-row, ha hecho poco para frenar la cor-rupción en su gobierno, a excepción de hacer un refrito de la historia de la cor-rupción en los que estamos claramente no interesadas.en lugar de contar histo-rias, queremos que tengan la voluntad política para enfrentarse con la amenaza nacional.Por otra parte, es justo que es-peremos que cumpla su promesa de no permitir corrupcion por parte de todos los funcionarios de gobierno y hacerlos responsables de cualquier acto ilicito o conducta en la gestión de los recursos públicos.

Se merece una compensación financiera masiva del Departamento de Policía, que parece estar actuando sin ninguna razón o justificación. Por desgracia, el Departamento de Policía nunca será capaz de compensar al joven de lo que él y su familia han sufrido.

La Expulsada Alcaldesa?...............…Alguien que, en mi opinión, debe servir tiempo tras las

rejas es la recién re-iniciada alcaldesa de la ciudad de Belice zenaida moya. la semana pasada fue expulsada del UDP y, a continuación uno o dos días después, fue expulsada de la ONU-. A decir verdad, las travesuras de telenovela entre la alcaldesa y su líder y todos los demás actores no significan gran cosa a nadie aquí. Todo lo que queremos - todo lo que queríamos era un alcalde que le sirva a la gente con integridad, con honestidad, con responsabilidad y que hiciera bien su trabajo. En su lugar tenemos a Zenaida

moya, que nos llevó a todos a dar un paseo. lo que recibió fueron ofertas de novia, la mala gestión de los fondos públicos, malversación de fondos públicos y auditorías revelando cientos de miles de dólares que faltan. Ah, y nos pusimos en-depósito también. la ciudad es un desastre y se ve y huele como una pocilga. Nuestras calles han sido abandonados a la putrefacción. el alcalde ha hecho absolutamente nada para la ciudad desde que asumió el cargo hace cuatro años. Una gran cantidad para sí misma, pero absolutamente nada por la ciudad! Así que en realidad, que ya dejen el teatro esta bola de inutiles pues ellos no significan nada para los Beliceños. Necesitamos el trabajo hecho! - fin de la historia!

Preguntas sin contester……Ahora que el alboroto y la fiebre deportiva de los

porristas Belicenos ha sido rota por la fría realidad de la derrota, un montón de preguntas surjen a la superficie. ¿Por qué se aprobó con éxito el entrenador Kevin Siroki descartado en favor de un hombre que no tenía absolutamente ninguna experiencia como entrenador y cuya única demanda a la fama era jugar para los grandes entrenadores? ¿Cuánto fueron exactamente los gastos para que el equipo de Belice pudiera llegar a la República Dominicana por una semana? medio millón? ¿más? ¿Cuánto pagamos al entrenador marques

Johnson por su temporada sin éxito en Belice? ¿Quién se siente ridiculo ahora que hemos perdido y el entrenador se fue sin decir una palabra y todo el equipo se siente desmoralizado y desilusionado? ¿Nos hemos beneficiado más de esta salida que hemos perdido? la gente realmente, realmente quiere saber.

Apropiacion de Tierras UDP…..¿Qué está pasando con todos estos compinches UDP

que se estan apropiando de las parcelas de tierra como el producto de algunos dibujos animados provinientes de una piñata gigante GAPi Vega que se ha roto de par en par? en serio este asunto es completamente ridículo. ¿Cómo es que sólo los compinches UDP pueden beneficiarse de esta administración Barrow? ¿Qué pasó con el juramento que habla acerca de servir a toda clase de hombres y mujeres sin miedo ni favor. Sres, que significa UDP, PUP, ViP, PiN y cualquier otra maldita P que exista. Tomando el juramento significa que la promesa de

servir a TODOS los Beliceños . ¿escuchaste eso GAPi? No sólo los Beliceños con los apellidos Vega o hernández o Thimbriel o Barrow o Wallace! Durante las próximas semanas Beliceños pueden juzgar por sí mismos porque vamos a sacar todo a la luz, pero podemos decir que en San Esteban, por ejemplo, sobrinos y sobrinas de GAPI son un grupo feliz, obteniendo terrenos por poco o nada - como casi 8 hectáreas de tierra dada a Cosme sobrino de GAPi por menos de $ 1000 dólares. Compruebelo. ¿Cuántos de nosotros Beliceños pobres podemos tener acceso a esas oportunidades? ¡ muchos de nosotros Beliceños estámos luchando para conseguir incluso un pequeño lote, una parcela de tierra? ¡Cuantos Beliceños están luchando por aferrarse a un pedazo de tierra, mientras que este gobierno vengativo hace lo posible para quitarlo? Y en el kilómetro 4,5 de la carretera occidental, esa es otra historia, como la crema UDPS ya privilegiados apoderandose de algunos bienes muy privilegiados por poco o nada. más de esa historia en este tema! No hay vergüenza en el juego sucio y descarado de los UDP. No hay vergüenza en absoluto!

El Comportamiento raro del Sr. Singh…..…Por raro en esta pieza me refiero a extraño, aunque

muchos optarian por tomarlo de otra manera, y con razón. estoy absolutamente sorprendido por el hecho de que la primera decision de Doug Singh desde su nombramiento como ministro de la Policía incluye un gimnasio nuevo, poniendo policías en una dieta y a oficiales a un reto por una competición masculina como correr dos millas, haciendo 75 flexiones de brazos y haciendo 25 barbillas. el Sr. Singh aún tiene que decir acerca de erradicar la corrupción en el Departamento de Policía; reconstruir la confianza perdida de la

comunidad, la formación y fortalecimiento de la relación entre la Fiscalía y la Policía, la mejora de la Mesa; un nuevo laboratorio forense quizá, Sin embargo no dice nada remotamente involucrados en la lucha contra la delincuencia. en realidad, el caballero parece estar obsesionado con los avances más cosméticos y frívolos en la solución de un problema profundamente arraigado y feo, y que es simplemente extraño. Y, por supuesto, esta aparentemente obsesiónado con policías sudorosos y haciendo flexiones – esto si esta rarisimo!. enfrentado con la muerte de un pequeno inocente de 8 años que fue asesinado brutalmente mientras que jugaba en su propio patio, justo después de que otro hombre fue asesinado por las balas de un rifle de asalto M-16, el Sr. Singh dice absolutamente nada al respecto! Pero él tiene mucho que decir sobre algún desafío estúpido y trivial con oficiales de policia. Esto es realmente un tema de risa. Si bien el Sr. Singh se entrega a su lujuria por los agentes de policía en forma, nuestras calles se estan pintando de rojo con la sangre de las víctimas y las lágrimas de los que quedan atrás. Disfrute de su carrera, Sr. Singh!.

Insultos Publicos Innecesarios ...Para que haya algún éxito en esta lucha contra el

crimen, la corrupción en el Departamento de Policía tendrá que ser arrancada de raíz y todo el mundo que queda tendrá que moverse en sincronía como una máquina bien aceitada. el Sr. Singh y sus comentarios inapropiados acerca de oficiales de policia descuidados y panzudos recorrerá un largo camino para asegurar que toda la cohesión en los niveles superiores del Departamento tarden un tiempo en llegar. el nuevo Ministro también pudo haberse dirijido a los jefes del

departamento de Policia con discresion y prudencia sobre la salud y la aptitud de los elementos de Policia, sus atuendos y cualquier otro aspecto de limpieza que habria que reformar para la mejoria y eficacia del Departamento. En lugar lo llevo a un nivel nacional y se aseguró que todo el mundo al alcance del oído de un televisor escuchara sus comentarios insultantes y despectivas dirigidas a los funcionarios de policia que tienen nuestra seguridad en sus manos. No habia necesidad para ello. Antes, cuando las cosas estaban bajo control, los delincuentes tenian un saludable respeto por el departamento de Policia. ¿Qué le pasa, Sr. Singh? este caballero decadente se ha asegurado por sus burlas de niña en la televisión nacional que sus oficiales se conviertan en un hazmerreír. Esos comentarios tendrán repercusiones por un largo tiempo; repercusiones perjudiciales para nosotros. Puede usted estar seguro de ello Sr. Singh!

Relacion del DPP/Policia …Por mucho tiempo hemos estado hablando de la

señora DPP, pero parece que hay muchas más cosas en el sistema de justicia de lo que parece. En lugar de pasarsela hablando sobre policías sudorosos, nuestro ministro de Seguridad haría bien en tratar de reparar la relación crítica entre estas dos entidades. Todos sabemos lo importante que es la relación. hemos visto asesinos acusados caminando libres por los pasillos judiciales a causa de algún mal entendimiento entre los dos departamentos. hemos visto la intimidación y las amenazas contra los testigos en juicios por asesinato que más a menudo conducen a que el caso sea desechado.

el PDP debe desempeñar un papel activo en casi todos los aspectos de cualquier delito grave. La Policía debe buscar el consejo y la instrucción de la Fiscalía en el proceso de investigación, la colocación de los cargos y la preparación para el juicio. Eso no ha estado sucediendo y hemos visto los resultados. la culpa de esto se apoya sobre los hombros del señor Barrow, que tiene para sus propios fines ignorer este problema y el Sr. Singh, que está obsesionado con los agentes de policía en forma y probablemente ni siquiera es consciente de que este es un problema grave.

El Caso Extranio del Sr. Mangar……Justo antes de la Semana Santa, el Primer ministro

y el Comisionado de Policía hicieron lo posible por arruinar la vida de un joven oficial de policía en la televisión nacional. Acusaron a este caballero, detective mangar de planear crímenes atroces, entre ellos un atraco a un banco en Spanish Lookout, que dejó a un muerto. Decían que era el cabecilla de una banda delictiva en el Departamento de Policía. el Sr. mangar fue detenido y su casa fue registrada, mientras que su esposa y su familia observaban. Él fue enviado a la cárcel y lo desfilaron ante la nación como un criminal,

alguien con despreciable . Él todavía está ante el Tribunal. Pero aunque parezca extraño, el Belize Times ha recibido una copia de una carta de la Fiscalía ante el Departamento de Policía informándoles que no hay pruebas contra el Sr. mangar y los cargos se deben suprimir. Peor aún, dicho escrito de la Fiscalía era de fecha 03 de Junio, hace más de un mes. el Departamento de Policía no ha seguido las instrucciones de la Fiscalía. el Sr. mangar continúa sirviendo tiempo en la atención del público como un criminal. este

admito ser, la imagen de 8 años de edad marquis mahler en la primera página del Amandala este pasado martes me sacudió. Supongo que esa foto especial del niño tan lleno de vida y de la travesura y la alegría debe haber sido elegido para el efecto, y funcionó. imagine que todo lo que era, todo lo que pudo haber sido se apagó por absolutamente ninguna buena razón por un monstruo que le dispararo siete veces. el horror es desgarrador. Sé que no sería capaz de vivir bajo el peso de la pena si esa tragedia me sucediera. Para la familia en este momento, puedo imaginar que ninguna palabra se ha creado que lograra dar aunque sea una pequeña medida de consuelo. la comunidad en que vivía se encuentra en estado en estado de shock, la nación está asqueda y indignada!

Pero esa es la realidad de la vida en las calles de Belice en la actualidad. Después del horror de este crimen atroz nos damos cuenta de que cada joven que yace sangrando en la calle, acribillado por las balas en una guerra aparentemente interminable, es el hijo de alguien, el padre de alguien, el hermano de alguien, proveedor de alguien. el asesinato cruel de este niño inocente nos pega duro, pero hace apenas dos semanas, un adolescente recibió un disparo en la cabeza a corta distancia, otra víctima de la guerra de bandas. hace apenas dos semanas, una madre tuvo que identificar los restos descompuestos de su hija adolescente que había sido objeto de otro crimen sangriento y abandonada el lado de la carretera. No hace mucho tiempo, una niña fue la víctima inocente de un asesino que decidio repartir balazos y quedó paralizado. el pronóstico para una recuperación completa es sombría. hay tantas historias de las víctimas de una guerra que ha hecho suyas nuestras calles; tantas historias de las víctimas cuyas vidas fueron extinguidas por la epidemia de violencia que está barriendo nuestra nación.

escuchen Sres, estamos en el punto en que la gran compañía de cruceros que vienen a nuestras costas están considerando pasar por Belice como destino. los países extranjeros que traen turistas a nuestro país están emitiendo avisos de alerta a sus ciudadanos que visitor la joya "es una propuesta arriesgada. Se nos ha llamado la capital del asesinato del mundo. Y eso es sólo el efecto sobre el dólar turistico. Nuestros residentes en la ciudad se han visto paralizadas por el miedo. los dueños de negocios abren sus negocios con temor al saber que están arriesgando sus vidas y

las vidas de sus empleados. No estamos seguros en las calles. No estamos seguros en nuestros hogares - sólo pregunte a los padres del pequeno marquis mahler que jugaba alegremente en su patio cuando la muerte le llego..

Yo puedo ser muy odioso cuando se me antoja, pero no puedo ni empezar a expresar mi incredulidad, rabia y frustración por el Nuevo ministro de Policía Doug Singh. en el mismo noticiero que llevó a los cuidadanos la penosa

historia del asesinanto del pequeno de 8 años de edad marquis mahler, hizo un comentario el Sr. Singh. Pero no se trataba de la balacera despiadada y fría del joven o el asesinato de un hombre justo segundos antes. No, nuestro ministro de Policía no tenía nada que decir al respecto. Supongo que estaba demasiado ocupado o distraído para prestar a esa pequeña cosa llamada asesinar cualquier atención. Véase, nuestro ministro de la Policía se centró por completo en un reto lo que él llama policías panzones a correr dos millas, 75 lagartijas y 25 de pesas. Él dijo absolutamente nada acerca de marquis mahler, pero mucho de cierto grado de competencia estúpida entre él y un grupo de sudorosos, policías barrigones. esto no es cosa de risa Sres!!

el hecho es que yo escuchó los comentarios sobre Singh, he visto las caricaturas de él con atuendo homosexual extravagante. Caray, yo, probablemente he sido responsable de algunas de esas observaciones y dibujos animados. la verdad del asunto es que el comportamiento de Dough Singh en su habitación es su propio negocio, pero cuando ese comportamiento se refleja en sus acciones en el cargo, es algo que hay

que tomar muy en serio. Cuando el Sr. Singh se centra en temas tan triviales como poner hacer lagartijas y levantamiento de pesas a oficiales de Policias para la lucha contra el crimen. Cuando el Sr. Singh hace caso omiso de la sangre en las calles a favor del sudor de unos policies haciendo ejercicio. Estoy pasmado con el enfoque de este señor que se supone que contiene las respuestas a la ola de crímenes que van cada vez en aumento.

estoy furioso con la apariencia de que el Sr. Singh se preocupa más por los concursos infantiles "que en los juegos de lucha contra la delincuencia. Si el Sr. Singh persiste en lo que parece ser un curso de acción muy extraño en su trato con el Departamento de Policía, no hay absolutamente ninguna duda en mi mente que la delincuencia y la violencia no sólo no disminuirá sino que aumentará, crecera y intensificara hasta que nuestra nación se convierta en una sombra oscura de lo que una vez fue uina nacion vibrante. Singh es, obviamente, NO el hombre indicado para este trabajo. Lo triste es que mientras todos nosotros podemos entender que el Sr. Barrow suele tardar un par de años para darse cuenta del mensaje, Para entonces ya podría ser demasiado tarde.
