2. Reallocation

Instructions:FY 2014 CoC Priority Listing Detailed Instructions URL: https://www.hudexchange.info/e-snaps/guides/coc-program-competition-resources .

2-1 Is the CoC reallocating funds from one or more eligible expiring grant(s) into one or

more new permanent supportive housing projects dedicated to chronically homeless persons?

No

2-2 Is the CoC reallocating funds from one ormore eligible expiring grant(s) into one or

more new rapid re-housing project forfamilies?

Yes

2-2.1 If the CoC is planning to reallocate funds to create one or more newrapid re-housing project for families, describe how the CoC is alreadyaddressing chronic homelessness through other means and why theneed to create new rapid re-housing for families is of greater need thancreating new permanent supportive housing for chronically homelesspersons.(limit 1000 characters)

One eligible TH renewal project, from YWCA Clinton, chose to apply to use their$50,170 in renewal funds for a new RRH project instead. While our CoC doeshave a need for additional PSH for chronically homeless persons, ourgeographic area covers 96 counties within an entire balance of state, and in thisproject’s locality, the need identified was for RRH for families instead. Inaddition, a small amount of funds reallocated from other projects will alsosupport this new RRH project. These additional reallocated funds, totaling$18,428, are from projects that did not spend 100% last year. While theadditional funds will help support this reallocated new RRH project, the $18,428alone would not have been enough to support an entirely new PSH project. Therefore, the best use of funds in this situation was this new RRH project, totaling $68,598. (The remaining balance of reallocated funds will help meetHUD’s required 2% Tier 1 cut, along with one renewal project moved to Tier 2.)

2-3 If the CoC responded 'Yes' to either of thequestions above, has the recipient of the

eligible renewing project being reallocatedbeen notified?

Yes
