CHAPTER I

PROBLEM CLARIFICATION

I.1 Introduction and Background

Every country must have the central bank. The central banks have a task to

stabilize the economy of its country. Nowadays, Indonesia has a problem in terms of

the central bank. The central banks – which named as Bank of Indonesia – trapped in

a matter within their effort to save Indonesian Economics in the Global Crisis.

There is a little bank named Bank Century. This bank owned by an

entrepreneur Robert Tantular. Bank Century – now named Bank Mutiara (Mutiara in

English is Pearls). Bank Century bankrupted in the wrong era, in the same time with

the Global Crisis. The simple story is, the Indonesian Economics experts agree that if

Bank Century closed in that time, people will scare about their money and take their

money that save in the little bank – the bank which the condition same like Bank

Century. If this happen, there will be about three bank could close. And if those three

banks closed, people who save their money in the big banks also scared about they

money and they take their money. It would become a rush and Indonesian Economic

would suffer because of the snowball effect from the little bank. However, the

amount of money to recover Bank Century was changed every day. The last amount

to save Bank Century was 6,7trillion Rupiahs.

Actually, there were no matter until Sri Mulyani found that Aburizal Bakrie –

Minister Coordinator of of who also big entrepreneur in Indonesia – has not pay the

taxes in a big amount. Then Bakrie get anger and alleged Sri Mulyani did not clear

and transparent when she handles Bank Century (source: TEMPO magazine). Bakrie,

who also become the Chairman of Golkar Party make statement that House of

representative must detect the flow funding Bank Century’s funding. Then the

committee for detecting the fund of Bank Century is formed. The member is the

member of House of Representative.

Meanwhile, there were many of unimportant demonstration which their

request was to fire Boediono (Vice Preseident and former the Governor of Bank of

Indonesia) and Sri Mulyani. Why I said unimportant? Because most of those all

demonstration is paid-demonstration (see Summary of the Articles and Media

Clippings). The people who did the demonstration actually did not know exactly

what is the matter of Bank Century, role of Sri Mulyani and Boediono and who is the

right or wrong person. What makes become poorer is the Indonesian Media. TVOne,

who always said that Boediono and Sri Mulyani is owned by Bakrie. MetroTV,

owned by Surya Paloh – ex-Golkar and now in the Hanura (his movement until now

can not be read, very unclear). Kompas, the biggest circulation Newspaper always

make a news which like in the side of PDIP (other party). Those all bad publicity

makes the Bank Indonesia experts become fall and deeper fall. People who

previously adore them become doubt.

I.2 Defining the Problem

The matter of Bank century now is not just economic but pure politic and

authority. That is why this proposal titled “6.7 Trillion Bail-Out: the

Demonstration, Media and Public’ Point of View, House of Representative, and

Splitting from the Political Issue”. The reason to make this title is because the case

of 6.7 trillion rupiahs (which the value as same as about 670million dollar for 1

dollar equal as 10.000 rupiahs) make the impact become so many demonstration who

force President Susilo

Pity, most – or maybe all – top officer of Bank of Indonesia that often seen at

TV or other media is person who very intellect and make a figure that is unfriendly

for most of Indonesian people. They spoke often too high and can not be understood.

Beside of that, Bank of Indonesia does not have any PR director who understand

II.1 Scope of the Study

We can not solve of the crisis if we did not know what exactly crisis is.

Crisis is a major catastrophe that may occur either naturally or as a result of

human error, intervention or even malicious intent. It can include tangible

devastatation, such as the destruction of lives or assets, or tangible devastation, such

as the loss of an organizations credibility or other reputational damage. The latter

outcomes may be the result of management’s response to tangible devastation or the

result of human error (Argenti, 2007: 212).

Regarding on background and defining problem from that crisis, there is one

question for scope of study:

“What is the strategy of communications that BCA used in maintaining corporate’s

image during crisis?”

First of all, writer needs to collect data about characteristics of issues and

crises. After that, writer needs to differentiate them into classify table:

Crises from the past 25 years:

Look after 25 years ago, writer needs to learn about crises characteritic that happened

lately in the world. Based on data and information there are three characteristics of

crises lately:

People tend to remember and be moved by negative news morethan positive

news.

The human tragedy associated with a crisis strikes a psychological chord with

most everyone.

Crises associated with major corporations stick in the public’s mind because

many large organizations lack credibility in the first place.

Steps to prepare for crises:

Remember, when organization prepares for crises, the most important thing is

understanding that any organization no matter what industry or location it is in,

can find itself involved in the kinds of crises discussed in the previous section.

There are 6 steps to prepare for crises:

1. Asses the risk for your company

Some industries are more prone to crises than others. Organizations can

determine if they are more or less likely to experience a crisis. First, publicity

traded companies are at risk because of the nature of their relationship with a

key constituency-shareholders. If amajor casastrophe hits a company that

trades on one of the stock exchanges, the likehood of a sell-off in the stock is

enermous. Such immidiate financial consequences can threaten the

organization’s image as a stable on going operation in addition to the damage

the crisis itself inflicts. In this stage there are two important things:

Plan for crises

First, the person in charge of corporate communication should call a

brainstorming session that includes the most senior managers in the

organization as well as representatives from the areas that are most

likely to be affected by crisis. During the brainstorming session,

participants should work together to develop ideas about potential

crises. They should be encouraged to be as creative as possible during

this stage.

Determine effect on constituencies

Once the probability of risk has been assigned to potential crises,

organizations need to determine which constituencies would be most

affected by the crisis. Since some constituencies are more important

than others, organizations need to look at risk in terms of its effect on

the most important contituencies.

2. Set communication objectives for potential crises

Setting communication objectives for potential crises is different than

figuring out how to deal with the crisis itself. Clearly, organizations must do

both, but typically managers are more likely to focus on what kinds of things

they will do during a crisis rather than what they will say and to whom.

Communications takes on more importance than action when the crisis

involves more intangible things such as the loss of reputation rather than the

loss of lives.

JAKARTA, KOMPAS.com — Dalam pembacaan pandangan sementara fraksi pada rapat Pansus Hak Angket Pengusutan Kasus Bank Century DPR, Senin (8/2/2010), Fraksi Partai Demokrat tetap berpendapat bahwa tak ada kesalahan yang ditemukan dalam proses dana talangan (bail out) Bank Century. Tak ada satu unsur pun yang dinilai melanggar hukum, baik penetapan bank gagal berdampak sistemik maupun pemberian fasilitas pinjaman jangka pendek (FPJP) maupun penyertaan modal sementara (PMS).

"Pemberian FPJP sudah sesuai perundang-undangan, salah satunya berdasarkan Perppu No 4 Tahun 2008. Perubahan peraturan Bank Indonesia tak semata-mata juga dijadikan untuk Bank Century," tutur Achsanul Kosasih yang ditugaskan untuk membaca pandangan sementara Demokrat.

Penetapan Bank Century sebagai bank gagal berdampak sistemik dinilai memang sudah seharusnya dilakukan untuk mencegah dampak krisis global kepada Indonesia. Achsanul juga mengatakan, pemberian PMS tidak memenuhi unsur melanggar hukum menurut UU LPS. Selain itu, Demokrat melihat belum terjadi kerugian negara dalam kebijakan pemberian PMS karena aset Bank Century kini ada di Bank Mutiara. Sesuai UU LPS, dalam lima tahun ke depan, saham Bank Mutiara bisa dijual kepada investor untuk mengganti uang ke LPS.

"Kami juga meminta pengusutan terhadap aliran dana terhadap pihak-pihak yang tidak bertanggung jawab," kata Achsanul. Meski demikian, Demokrat mengakui bahwa kebijakan proses akuisi dan merger tiga bank pada tahun 2001-2005 mengandung banyak masalah. Bank Indonesia dinilai tidak tegas sejak awal kepada Bank Century sehingga kemudian makin leluasa melakukan pelanggaran.

Jakarta, Kompas - Bank Indonesia menjadi pihak yang paling bertanggung jawab dalam kasus Bank Century. Tanggung jawab selanjutnya dimiliki Komite Stabilitas Sistem Keuangan. Demikian antara lain isi kesimpulan sementara Fraksi Partai Golkar (F-PG), Fraksi PDI Perjuangan (F-PDIP), dan Fraksi Partai Hanura yang akan disampaikan dalam rapat Panitia Khusus DPR tentang Hak Angket Bank Century, Senin (8/2).

Kesimpulan diambil berdasarkan pemeriksaan saksi dan dokumen proses merger dan akuisisi Bank Century tahun 2001-2004, pemberian fasilitas pendanaan jangka pendek pada November 2008 sebesar Rp 689 miliar, dan pemberian dana talangan (bail out) kepada bank itu pada November 2008-Juli 2009 yang mencapai Rp 6,7 triliun.”Jika diukur, kesalahan Bank Indonesia (BI) mencapai 72,5 persen,” kata Hendrawan Supratikno, anggota Pansus dari F-PDIP, Minggu.

Jika putusan BI dalam kasus Bank Century dibuat di rapat Dewan Gubernur BI, tanggung jawab dibebankan kepada semua pihak yang terlibat dalam rapat itu. ”Namun, dalam prinsip manajemen organisasi, tanggung jawab terakhir ada di pimpinan tertinggi BI, yaitu Gubernur BI,” ucap Hendrawan. Pendapat serupa disampaikan Bambang Soesatyo, anggota Pansus dari F-PG. ”BI paling bertanggung jawab karena semua data, seperti untuk bail out, berasal dari BI. Namun, Ketua Komite Stabilitas Sistem Keuangan (KSSK) Sri Mulyani tidak dapat lepas tangan karena ia tetap melanjutkan pengucuran dana bail out Bank Century saat mengetahui ada masalah dalam data BI,” papar Bambang.

Akbar Faizal dari Fraksi Partai Hanura berpendapat, ada 10 kelompok yang bertanggung jawab dalam kasus ini, dari manajemen Bank Century hingga pejabat di Unit Kepala Unit Kerja Presiden untuk Pengelolaan Program Reformasi (UKP3R). Namun, yang paling bertanggung jawab tetap BI.

Akbar melanjutkan, semua unsur pidana korupsi sebagaimana diatur dalam Undang-Undang Nomor 31 Tahun 1999 tentang Pemberantasan Tindak Pidana Korupsi sudah terpenuhi dalam kasus Bank Century. Namun, Ketua Fraksi Partai Demokrat Anas Urbaningrum menjanjikan pandangan yang obyektif dan berbasis data dari fraksinya dalam kasus Bank Century. ”Pandangan awal kami terdiri dari enam substansi pokok. Apa saja poinnya, tunggu saja besok (hari ini),” kata Anas.

Namun, sebelumnya, Anas pernah mengatakan, Partai Demokrat dapat memahami penalangan Bank Century karena untuk menyelamatkan ekonomi Indonesia dari krisis. Buah dari kebijakan itu sekarang juga dapat dirasakan, yaitu ekonomi Indonesia dapat tumbuh dan lepas dari krisis. Pengusutan diperlukan jika ada kebocoran dalam kebijakan itu, seperti korupsi.

Penilaian itu sama dengan penilaian Partai Amanat Nasional dan Partai Kebangkitan Bangsa (PKB). Ketua Umum PKB Muhaimin Iskandar menambahkan, uang Rp 6,7 triliun dalam penalangan Century belum hilang.

Mantan anggota Dewan Pertimbangan Presiden Adnan Buyung Nasution menegaskan, dalam sistem presidensial seperti Indonesia, tanggung jawab ada di Presiden. ”Siapa pun yang salah dalam kasus ini, secara politik Presiden harus bertanggung jawab. Jakarta - Rapat Pansus Hak Angket Bank Century dengan agenda mendengarkan keterangan ahli berlangsung hingga tengah malam. Terlihat kelelahan, kedua belah pihak mulai keluar dari konteks dan justru berdebat soal ideologi.

Anggota Pansus berdebat dengan ekonom Faisal Basri yang memberi penjelasan sebagai ahli dalam rapat pansus Century di Gedung DPR, Senayan, Jakarta, Kamis (21/1/2010)."Negara kita ini tidak punya ideologi negara. Tidak ada ideologi yang jelas dirumuskan," kata Faisal Basri mengungkapkan kekecewaannya terhadap berbagai masalah yang mendera tanah air akhir-akhir ini.

Mendengar apa yang dikatakan Faisal, anggota pansus pun "melek". Rupanya mereka tidak terima Indonesia dibilang tidak punya ideologi. "Itu tolong dijelaskan apa maksudnya pimpinan. Bagaimana mungkin Indonesia dibilang tidak punya ideologi," ujar anggota pansus dari FPG Agung Gunanjar Sudarsa, interupsi.

Mendengar pandangannya dibantah, Faisal pun angkat bicara. "Jangan diinterpretasikan saya tidak sependapat dengan pancasila. Pancasila adalah nilai-nilai luhur yang sangat saya hormati ketua," terang Faisal. Melihat perdebatan itu pimpinan rapat, Wakil Ketua Pansus dari FPKS Mahfud Siddiq pun menengahi. "Sudah, ya, karena di luar konteks kita tutup," kata Mahfud sambil tersenyum.

Rupanya Agun belum puas. "Ini masalah fundamental pimpinan. Bagaimana mungkin negara kita yang jelas ada Pancasila dan nilai-nilainya tegas sebagai ideologi dianggap tidak ada ideologi. Tapi nanti mungkin kita perdebatkan di forum lain di luar ini," papar Agun. "Iya, tapi yang undang Pak Agun, ya, tuan rumahnya," saut Mahfud masih sambil tersenyum.(van/irw)

Kisruh Century, BI Luncurkan Buku Putih Rabu, 20 Januari 2010 | 09:34 WIB JAKARTA, KOMPAS.com — Bank Indonesia (BI) agaknya enggan menjadi kambing hitam dalam persoalan kisruh bailout Bank Century senilai Rp 6,7 triliun. Selasa (19/1/2010), BI meluncurkan "buku putih" mengenai kisah seputar skandal Century dari sudut pandang bank sentral. Maklum, selama ini lemahnya pengawasan

perbankan oleh BI dituding sebagai biang keladi bailout itu. Kecakapan BI dalam fungsi pengawasan bank pun dipertanyakan. Nah, lewat buku putih itu, BI berupaya menepis semua tuduhan itu. "Kami menyusun buku ini agar masyarakat bisa lebih jernih membacanya dan duduk persoalan menjadi jelas," ungkap Deputi Gubernur BI Ardhayadi Mitroatmodjo. Buku setebal 84 halaman tersebut mengupas hampir semua yang menjadi sorotan publik selama ini. Mulai dari kualitas pengawasan bank, penanganan bank bermasalah, kegagalan Bank Century, pertimbangan kategori sistemik sebuah bank, kemudian tentang pelunakan aturan pemberian Fasilitas Pendanaan Jangka Pendek (FPJP), hingga terakhir tentang untung rugi penyelamatan Century. BI juga mengingatkan, tugas pengawas bank adalah demi memastikan pengelolaan sebuah bank sesuai dengan prosedur. "Urusan bank itu sehat atau tidak adalah tugas direksi bank," tulis Darmin Nasution, Pejabat Sementara Gubernur BI dalam buku tersebut. Khusus kasus Century, BI menilai, sumber api ada pada pengawasan di pasar modal, yaitu Badan Pengawas Pasar Modal dan Lembaga Keuangan (Bapepam-LK). "Pengawas BI sudah melaporkan kasus reksadana gelap ke Bapepam-LK," kata BI. Nyatanya, BI menilai, publik tetap tak berpihak kepadanya meskipun sudah ada penjelasan. BI: Century, Bank Bobrok Milik Maling

Rabu, 23 Desember 2009 00:03 WIB - Herdaru Purnomo Jakarta, Detik - Anggota Pansus Hak Angket DPR-RI Hendrawan Suprkatikno meminta Deputi Gubernur Bank Indonesia (BI) S. Budi Rochadi untuk menggambarkan Bank Century yang menuai polemik hingga memerlukan dana bailout hingga Rp 6,7 triliun dalam sebuah kata-kata atau dalam sebuah paragraf.

"Bank Century merupakan bank bobrok yang dimiliki oleh maling," ujar Budi Rochadi di Gedung DPR-RI, Jakarta, Selasa (22/12/2009). Budi mengemukakan hal tersebut dikarenakan Bank Century dikelola oleh manajemen yang tidak bertanggung jawab terutama oleh pemegang sahamnya. "Orangnya atau pemegang sahamnya memang maling," tambahnya. Budi juga mengakui BI telah mengadukan Robert Tantular selaku pemegang saham Bank Century kepada pihak yang berwenang atau Mabes Polri. "Karena pelanggaran-pelanggaran kita telah melaporkan sejak lama pemilik saham Bank Century Robert Tantular sebanyak 2 kali yakni pada tanggal 25 November 2008 dan pada tanggal 19 Maret 2009," tambahnya. Recordings Key to Bank Century Bailout Investigation 07 December 2009 - Febriamy Hutapea

THE JAKARTA GLOBE – Jakarta, The House of Representatives special committee investigating the Bank Century bailout announced on Monday that it had a key piece of evidence it planned to use during its hearings: the recordings of the meeting that led to the Rp 6.7 trillion ($710 million) rescue of the ailing lender. “If we play the recordings, nobody can give excuses,” said Mahfudz Siddiq, deputy chairman of the committee. Finance Minister Sri Mulyani Indrawati and the Supreme Audit Agency’s former chief Anwar Nasution will be among the first summoned by the committee, which is made up of 30 lawmakers. According to the minutes of the November 2008 meeting, then-central bank governor and current Vice President Boediono pushed for the bailout, despite opposition from the Capital Market and Financial Institutions Supervisory Agency (Bapepam-LK) and the Finance Ministry. Immediately afterward, the Financial System Stability Committee (KSSK) authorized the Deposit Insurance Agency (LPS) to inject funds into Century, since renamed PT Bank Mutiara.

The committee aims to investigate why so much money was used to bail out the lender, despite the House approving only Rp 1.3 trillion. It is also seeking to discover how businessman Boedi Sampoerna, a major ally of President Susilo Bambang Yudhoyono, withdrew money from the bank after the funds had been frozen. Committee Chairman Idrus Marham said the House needed to understand the basis of the KSSK intervention and whether it was certain or even probable that the failure of Bank Century would have posed a profound risk to the entire financial sector.

“We want to start our work based on data, and facts. We want clear explanations from Anwar Nasution and Sri Mulyani, who also happened to be the chairperson of KSSK,” Idrus said. Idrus questioned the “odd” timing in regard to the Nov. 21 meeting last year, which reportedly began a little after midnight, and the KSSK’s decision to intervene, which occurred shortly after 5 a.m. He added that committee investigations would also focus on the findings of the Supreme Audit Agency (BPK).

“There is something missing in the BPK’s report,” Idrus said without elaborating. The BPK has released a damning 500-page report that said as much as 40 percent of the Rp 6.7 trillion used to bail out the bank was effectively illegal, and cited other serious wrongdoing in the matter that should be investigated by law-enforcement agencies. Investigating the case on behalf of the BPK, the Financial Transaction Reports and Analysis Center (PPATK) found irregularities in at least 59 transactions involving transfers from 44 personal and seven institutional accounts at Bank Century to 10 other banks. The value of those transactions was more than Rp 146.7 billion.

The meeting which led to the rescue began with Boediono outlining the problems facing Bank Century, the actions taken by the central bank to supervise and manage the bank, and what would likely happen if Century were allowed to fail. He then recommended KSSK intervention. According to the minutes, he said he believed allowing Bank Century to fail would have a systemic effect on the banking sector as the financial crisis was unfolding and several banks were suffering severe liquidity problems. Responding to Boediono’s comments, Anggito Abimanyu, head of fiscal policy at the Finance Ministry, challenged

Bank Indonesia’s conclusion that Bank Century’s failure would trigger the collapse of the nation’s financial system. According to the minutes of the meeting, Anggito said the risk analysis presented by the central bank was not supported by sufficient data. He said the central bank’s analysis focused more on the “psychological impact” of the bank’s pos sible failure. Also on Monday, committee members signed an agreement with a group of students, vowing they would neither accept bribes nor use the investigation to forward the interests of their political parties.

“The committee should declare its results in a transparent manner and we demand everybody responsible to be processed legally,” Jakarta University student Adin Jauharudin said. “If you violate today’s political contract, we demand that committee members should resign from their posts as lawmakers for the 2009-2014 period, considering that you have failed to represent members of the general public.” The agreement came about over fears that the House probe would turn political and attempt to oust Yudhoyono and Sri Mulyani. Lawmakers across the nation are notorious not only for backroom deals to forward political interests but also for taking bribes.

SBY: 'Nothing to Hide' in Bank Century, KPK Cases

THE JAKARTA GLOBE – Jakarta, Indonesia's President Susilo Bambang Yudhoyono does not want to cut off probes into the the controversies surrounding Bank Century and suspended antigraft officers Chandra M Hamzah and Bibit Samad Rianto, said his new special adviser for political communications, Daniel Sparingga on Saturday."The President wants the cases of Bibit-Chandra and Bank Century to be investigated further because he really does not have anything to hide," Daniel said. Sparingga, who is also a sociologist at state University of Airlangga in Surabaya, East Java, officially became the president`s special adviser on Friday.He said the President would outline his position on the two cases known on Monday.

"Later, he will present his plan to build transparent and accountable state management. He will present an action plan on organizational management of the police, the attorney general`s office and the Corruption Eradication Commission (KPK)," he said. Activists continued protests over the weekend in support of the KPK, which has clashed with the National Police and Attorney General's Office in two high-profile criminal cases. Both the Bibit and Chandra case and that of former KPK chief Antasari Azhar have been tainted by allegations of an anti-KPK conspiracy involving police and prosecutors. A dozen artists came to the Hotel Indonesia traffic circle in on Sunday morning to express their concerns on canvas.

"Musicians and poets had already done their bit," said organizer Luqman Hakim.. "We felt we had to do something to show that we care about indonesia's drive against corruption." Many of the artworks played on the popular depiction of police and prosecutors as "crocodiles" and graft fighters as plucky little geckoes. That image comes from National Police chief detective Susno Duadji, who told Tempo magazine in July that the KPK taking on the police was like a gecko picking a fight with a crocodile. Faisal menganggap, lembaga tinggi negara yang berwenang memeriksa pengelolaan dan tanggung jawab keuangan negara ini sebagai biang kekeruhan masalah Bank Century. Ia menilai kekisruhan Bank Century kesalahannya terletak pada Bank Indonesia saat dipimpin Boediono. Iman juga menegaskan Menteri Keuangan Sri Mulyani Indrawati ikut bertanggungjawab dalam pengucuran dana talangan Bank Century sebesar Rp 6,7 triliun. "Saya yakin Sri Mulyani tidak tahu apa itu Bank Century," tutur Iman. Soal dana talangan, Sekretaris Jenderal Transparency International Indonesia (TII) Teten Masduki memandang, pengucurannya bisa dinilai korupsi yang dilakukan negara jika bukan untuk kepentingan umum. Transparansi dalam Kasus Bank Century Selasa, 01 September 2009 00:01

Jakarta, TEMPO – RIBUT-RIBUT soal pengucuran dana penyelamatan Bank Century terus berlanjut walaupun Menteri Keuangan Sri Mulyani berulang kali mengatakan penyelamatan terhadap bank kecil itu telah sesuai dengan peraturan. Lembaga Penjamin Simpanan (LPS) telah mengucurkan dana sebesar Rp6,7 triliun kepada Bank Century atas rekomendasi pemerintah dan Bank Indonesia. Padahal, dana yang disetujui DPR hanya sebesar Rp1,3 triliun. Misteri itulah yang ditindaklanjuti Komisi Pemberantasan Korupsi (KPK) dengan meminta Badan Pemeriksa Keuangan (BPK) untuk melakukan audit investigasi terhadap bank.

Tidak hanya KPK, DPR pun meminta BPK mengaudit proses bailout tersebut. Itu karena sebelumnya DPR pada 18 Desember 2008 telah menolak Peraturan Pemerintah Pengganti Undang-Undang (Perppu) Nomor 4 Tahun 2008 tentang Jaring Pengaman Sektor Keuangan (JPSK) sebagai payung hukum dari penyelamatan bank milik pengusaha Robert Tantular itu.

Kasus Bank Century telah memperlihatkan kepada kita bahwa ada bank kecil yang mendapatkan dukungan besar dari otoritas keuangan dan bank sentral. Pertanyaannya adalah semangat apakah yang melatarinya? Argumentasi yang muncul dari pihak berwenang sejauh ini adalah bahwa proses penyelamatan Bank Century telah sesuai dengan prosedur yang ditetapkan dalam UU LPS dan perintah dari Komite Stabilitas Sistem Keuangan.

Bahwa pembiayaan yang dikeluarkan LPS untuk menyelamatkan Bank Century berasal dari kekayaan LPS, bukan uang negara. Saat likuidasi Bank Century, terdapat 23 bank yang masuk pengawasan BI. Dan pengambilalihan itu bertujuan memberikan rasa kepercayaan kepada masyarakat untuk mencegah rush yang bila dibiarkan, akan berdampak sistemik terhadap perekonomian nasional. erlepas dari argumen pemerintah, BI, dan LPS, yang harus diuji kebenarannya, kasus Bank Century dalam level tertentu diperkeruh isu transparansi yang dipertanyakan banyak kalangan.

Wakil Presiden Jusuf Kalla dengan tegas menyatakan ia sama sekali tidak tahu tentang proses bailout bank tersebut karena tidak pernah mendapatkan laporan dari Sri Mulyani saat kebijakan itu diambil. Adalah aneh, seorang wakil presiden yang selama ini dikenal sebagai driving force dalam kebijakan ekonomi tidak mengetahui dan tidak dilapori. Ketidaktahuan Wapres menjadi bukti bahwa transparansi menjadi persoalan serius yang harus dituntaskan dalam isu bailout ini.

Kasus Bank Century juga tidak terlepas dari isu tidak sedap mengenai dugaan keterlibatan petinggi kepolisian. Terkait dengan persoalan di Bank Century pernah muncul sebuah polemik tentang cicak versus buaya antara kepolisian dan KPK. Ini juga menjadi tanda tanya tersendiri yang harus diungkap. Ada pula isu bahwa

penyelamatan Bank Century dilakukan semata untuk menyelamatkan dana nasabah tertentu.

Masih banyak misteri yang melingkupi kasus penyelamatan Bank Century. Karena itu, audit investigasi BPK harus dilakukan dengan tuntas. Jangan sampai ada penumpang gelap yang bermain dengan mengatasnamakan penyelamatan ekonomi nasional. Pertanyaan yang amat mengganggu bukanlah pada alasan mengapa Bank Century harus diselamatkan. Namun, pada mengapa untuk sebuah bank kecil dengan aset yang juga kecil harus dikucurkan dana yang begitu besar? Apalagi pemilik bank itu sedang terlibat kasus pidana penggelapan uang nasabah? Apakah semua kejahatan pidana pemilik bank harus ditanggulangi negara? Jadi, soal mengapa sudah transparan. Yang belum terang benderang adalah soal jumlah yang sangat besar.
