Various issues related to the proposed subproject (DMAs) were discussed at various locations of the DMA area. Discussions were held with the parties directly and indirectly affected by the subproject execution as well as the general public of the DMA area. The problems faced by them along with their suggestions/concerns were recorded and the same have been given due consideration during formulation of the project design, IEE and EMP. The participants, in general were in favour of the upcoming subproject. However, they were concerned about the permanent and temporary impacts which are expected to arise during construction stage such as traffic related issues, loss of access and increase in air pollution due to dust emissions. People are ready to extend all types of support during execution of the project. The details of the public consultation are detailed below: Issues discussed-

• Water quality issue was discussed. As per public view water quality is good

• Related to health and safety measures of the people during construction

• People are interested to do work on project area during construction

• Air pollution issue was also discussed for nearby area

• Access road is narrow and used for general public so what safety measures will be taken during construction

• Safety of residents during construction phase and plying of vehicle for construction activities

Discussions in the Meeting: The meeting was chaired by Mr. Riaz Uddin, Executive Engineer, DWASA, MODS Zone - 9, DWASA. Based on the decision of yesterday’s meeting at DWSNIP at DWASA, the current meeting is arranged as part of preparation in field to speeding up implementation of the project work and also for the tentative field visit by the ADB Team at the end of April 2019, who will see the progress of project work at field. The meeting emphasized on establishing the above tasks (mentioned as agenda). The discussions took place in a participatory basis based on the agenda one by one.

1. GRC Activation: As part of activation of GRC constituted earlier, this meeting was arranged with Mr. Riaz Uddin, Executive Engineer of MODS Zone- 9 at Uttara, Dhaka. He is the proposed Convener of the GRC. Mr. M. M Farid Ahmed, SDE, DWASA, MODS Zone- 9 also participated in the meeting. The meeting discussed the purpose and importance of activating the GRC immediately by contacting all its proposed members, as the construction work for establishing ‘Pipeline’ for water supply will begin soon. Accordingly, complaints may come from the affected people, which would require to resolving through GRC as soon as possible in convenience of the implementation of the ‘Water Pipeline’ of DWASA. The activation of GRC, thus, is essential and need to be activated immediately. It was also discussed in the meeting that Mr. Riaz Uddin, Convener of GRC will include one Assistant Engineer/Sub-Divisional Engineer as Safeguard Focal Person, who will work as a Member of the GRC also.

It was also discussed that after this meeting, the NGO Representative will contact the Ward Councilor and accordingly, made contact with the Ward Councilor, discussed the purpose and importance of the GRC along with the CPP Resettlement Specialist and other member. Ward Councilor Mr. Afsar Uddin Khan (Ward No. 01), Uttara, DNCC was happily agreed to help and participate in the GRC process as the local peoples’ representative. We made contact, discussed the purpose of GRC with the women Ward Councilor (Reserved Seat) Ms. Shahnaz Parvin Mitu also, who became happy to learn of the GRC and its purpose and agreed to

cooperate with the process. The meeting also decided to arrange a meeting with all the GRC members as soon as possible. Team Leader, Awareness and Campaign Work informed the meeting that he is facilitating the GRC activation process on behalf of Mr. Farrukh Akbar, the Team Leader, Resettlement, Samahar, who is proposed as the Member of GRC. So, Team Leader, Resettlement will work as the member of GRC.

2. Complain Box: Along with the Office Order of GRC Activation, the decision was simultaneously made of setting up a ‘Complain Box’, which has to be done immediately. The Convener of GRC took the responsibility of arranging and placing a ‘Complain Box’ at a suitable and visible place in the premises of the MODS Zone-9, Uttara of DWASA. NGO representative in collaboration and discussion with the Executive Engineer of MODS Zone Office will do it immediately. The name of Focal Person (Safeguard Officer) with Cell Phone Number will be written on the box along with name of the project DWSNIP.

3. Complain Register: Along with the ‘Complain Box’, a ‘Complain Register’ is supposed

to be in place in convenience of putting complaints in the box by the affected people and resolving those in GRC as soon as possible for the interest of implementation of the project work quickly.

4. Sign Board (Citizen Charter): This was also discussed in the meeting that along with

the ‘Complain Box’, the ‘Citizen Charter’ will also be set-up in a suitable place in MODS Zone Office premises with necessary information and with name and contact number of Social Safeguard Officer/Specialist. Team Leader, Awareness and Campaign Work jointly with the Resettlement Specialist of CMS Mr. Emdadul Haque Khan prepare the draft and send to the Executive Engineer-the GRC Convener to set-up at a suitable and visible place in the MODS Zone-9 Office premises.

All the issues discussed in the meeting are to be implemented as soon as possible in GRC to facilitate the construction work for installation of the ‘Water Pipeline’ The meeting was considered as the ‘GRC Activation’ one and decided for a further Meeting’. Then, as there was no further issue to discuss, the meeting was ended with vote of thanks to all the participants by the Convener of GRC Mr. Riaz Uddin, Executive Engineer, WASA, MODS Zone-9, Uttara, Dhaka.

APPENDIX - 16: Safeguards Review Meetings and Environment, Health and Safety Training Program for Contractors-ICB 2.8

Safeguard review meeting cum training program has been conducted by DMSC on safeguard compliance issues and implementat ion of Environmental Management Plan (EMP) during implementation of the project. Meeting has been arranged at PM site office on June 18, 2019.

Issues discussed for compliance as below.

The seminar was attended by environment and occupational health and safety (OHS) officers of PMU,

DMSC and contractors of the DWSNIP and DESWSP. The seminar was intended to be a form of a

sharing and learning session between the participants and ADB consultants. The lectures focused on

the follo i g: i e ie of the ADB’s SPS SR ; ii guide a d poi te s fo the site-specific environmental

assessment and mitigation plan (SEMP); (iii) good practices and basic principles of construction health

and safety; and (iv) challenges encountered in the site-specific environmental management plan

(SEMP) and OHS measures implementation.

Mr. Miguel B. Diangan Jr., ADB Consultant on Environment Safeguards, welcomed and thanked all the

participants by giving time in attending the seminar. He explained that this seminar is part of the loan

review mission of the two Projects. Also, he encouraged all the participants to actively participate

during the lecture presentations.

Ms. Sharon M. Manuel, ADB National Consultant on Environmental Safeguards thanked the

participants for attending the seminar. She informed the participants that the presentation will be

interactive, where most of the slides are questions (i.e. multiple choice, true or false) in order to

e aluate thei k o ledge o the asi p i iples of ADB’s SPS. Topi s p ese ted du i g the dis ussio a e: i o e ie of the ADB’s SPS o je ti es a d o o poli p i iples a d e ui e e t; ii asi principles of environmental impact assessment and mitigation hierarchy; and (iii) organizing the SEMP.

It was noted that most participants answered all questions correctly, which is an indication that they

are familiar with the policy and requirements on environmental safeguards.

In conclusion, she stressed the following points during the discussion: (i) environmental impact

assessment is a process (and not only a document), and should start at an early stage of the project;

(ii) the Project should satisfy all the applicable requirements of ADB and the national government (i.e.

approval of the initial environmental examination report does not exempt the Project from securing

an environmental clearance); (iii) the final updated IEE with SEMP is only the start of the actual work

on-site, that is, actual implementation of the mitigation measures to ensure that the Project does not

have a significant impact to the physical, biological and social environment; and (iv) importance of site

supervision and the submission of monitoring reports (i.e. SEMR) to document the progress of the

project and to evaluate the effectiveness of the SEMP.

Mr. Miguel B. Diangan Jr., ADB Consultant on Environment Safeguards presented an engaging and

informative discussion on construction safety and health. He presented the topic using pictures to

convey the importance of construction safety and health in protecting the welfare and lives of

o ke s. Si ila ith the ADB’s SPS e ie , the pa ti ipa ts a ti el pa ti ipated i a s e i g a d explaining the concept represented by each picture.

The lecture focused on the following topics: (i) difference between safety, accidents, hazards, and risk;

(ii) common hazard and safety signs in the workplace; (iii) common accidents observed in the

construction site; (iv) basic causes of accidents-unsafe act and unsafe conditions and how to prevent

accidents; (v) standards and importance of personal protective equipment (PPEs); and (vi) how to

prevent hazards using engineering, administrative and personal controls.

In conclusion, he stressed the following points: (i) preventive is better than reactive; (ii) avoid and/or

minimize hazards in the workplace; (ii) the target of all construction activities should be zero

accidents/casualties; and (iii) to properly monitor and record all incidents/accidents in the

construction site to be included in the submission of the SEMR.

Some of the questions raised during the seminar are:

1. For noise monitoring, if the baseline data is beyond the applicable standards, is it required to do

monitoring activities?

Yes, monitoring activities is still required. The baseline environmental condition is important in the

preparation of the draft and final IEE report to ensure that the project does not make the condition at

the site worst than its present static condition. Also, meaningful consultation and public consultation

and participation is important to ensure that the community within the project are aware of the

schedule of civil works. The ADB consultants advise the environmental officers to closely coordinate

with the local police and/or community representative regarding the schedule of activities to ensure

that noisy activities will not significantly impact the daily activities of the people in the area.

2. Is it required to wear PPEs even you are not directly involved in the actual works in the site (i.e.

supervise doing regular site monitoring, engineer stationed at the designated office in the construction

site)?

Yes, it is required. The ADB consultants stressed that hazards are present in the construction site and

preventive measures are better than reactive approach. Safety measures such as wearing PPEs should

always be observed in the construction area.
