Poštovani prijatelji klastera,

Ovo je prva mapa klastera Nišavskog, Pirotskog, Pčinjskog i Javlaničkog okruga Republike Srbije, kreirana na kolaboraciji 24 klastera i klasterskih inicijativa “Balkan klastera” - platforme za klastere i klasterske inicijative u prekograničnim regionima Bugarske i Srbije. Klasteri doprinose većoj inova-tivnosti, efikasnijem upošljavanju, privrednom razvoju i preduzetničkim incijativama. Stručno teh-nička podrška “Kuće klastera”, uz podršku EU kroz IPA Program prekogranične saradnje Bugarska-Sr-bija, rezultirala je okupljanjem klastera i klasterskih inicijativa iz južne Srbije pod jednim krovom.

“Kuća klastera” je neprofitabilna, nevladina organizacija koja podržavaj razvoj klastera, udruženja i MSPP u Srbiji i na Balkanu kroz mapiranje, informisanje, savetovanje i povezivanje, upravljanje projektnim ciklusom i pristup fondovima, poslovne obuke i studijske posete i promociju klastera i njihovih članica. “Kuća klastera” je inicijator i koordinator “Balkansko Crnomorske Mreže Klastera” – platforme za ekonomski razvoj zasnovan na klasterima u regionu. Trening centar Kuća klastera za razvoj klastera u zemljama u tranziciji osnovan je 2012.godine u Nišu, radi izgradnje kapaciteta aktera klastera: klaster menadžera i menadžmenta, institucija podrške – obrazovno naučno IR i jav-nog sektora. “Kuća klastera” je razvila jedinstveni časopis za klastere na Balkanu “INFOCLUSTER” i vodeći poslovni događaj za klastere Balkansko Crnomorsku konferenciju “DANI KLASTERA” koja se tradicionalno, jednom godišnje, organizuje od 2010.godine na Balkanu.

Za podršku razvoju klastera u prekograničnim regionima i osnaživanje znanja i uverenja klaster me-nadžera u Srbiji i Bugarskoj, zahvaljujemo se EU IPA Programu prekogranične saradnje Bugarska-Sr-bija.

Zahvaljujem se svim klasterima, klasterskim inicijativama i partnerima na saradnji sa željom da u narednom periodu doprinesu kreiranju povoljnijeg poslovnog ambijenta za razvoj MSP i klastera u Srbiji i Bugarskoj.

Dear cluster friends,

This is the first map of clusters in Nisava, Pirot, Jablanica and Pcinja Districts of the Republic of Serbia, designed in collaboration with 24 clusters and cluster initiatives of “The Balkan Cluster” – a platform for clusters and cluster initiatives in the cross border regions Serbia-Bulgaria. Clusters contribute to greater innovation, more efficient employment, economical development and entrepreneurs’ initia-tives. Professional and technical services of “The Cluster House”, supported with the assistance of the European Union through the Cross-Border Programme, resulted in gathering clusters and cluster initiatives of South Serbia under the same roof.

“The Cluster House” is a non-for-profit and a non-governmental business organization for develop-ment of clusters, associations and SMEs in Serbia and in the Balkan providing the following: cluster mapping, informing, advising and networking, project cycle management and accessing to funds, business trainings and learning trips, and promotion for clusters and their members. “The Cluster House” is an initiator and a coordinator of “The Balkan Black Sea Cluster Network” – a collaboration platform for cluster based economic development in the region. In 2012 “The Cluster House” estab-lished the first Training Centar for Cluster Development for Countries in Transition in Nis with aim to improve the capacities of cluster actors: cluster managers and management, support institutions – knowledgeable, scientific and R&D and public sector. “The Cluster House” developed the unique magazine for clusters in the Balkans “INFOCLUSTER” and the leading cluster event in the Balkan and Black Sea Region “Days of Clusters” Conference, which is traditionally organizing in the Balkans once per year since 2010.

For the support of cluster development in the cross border regions and contribution to strengthen-ing of knowledge and capacity building of cluster managers in Serbia and Bulgaria, I would like to express my gratitude to the European Union through the Cross-Border Programme Bulgaria-Serbia.

Also, I would like to thank all clusters, cluster initiatives and stakeholders for their previous coopera-tion, hoping that they will contribute to the creation of more favourable business environment and prospective SME and cluster development in Serbia and Bulgaria.

Projekat “Balkan klaster” je ko-finansiran od Evropske unije kroz IPA Program prekogranične saradnje Bugarska-Srbija, sa ciljem kreiranja platforme za kolaboraciju klastera, MSP i institucija podrške u prekograničnom regionu Bugarske i Srbije.

Projekat trajati 12 meseci. Projektne aktivnosti su započete u maju 2015.godine i biće realizovane od strane dva projekta partnera: Fondacije za razvoj preduzetništva iz Sofije i Kuće klastera iz Niša.

Ključne projektne aktivnosti uključuju: mapiranje klastera i istraživanje potreba klastera U Nišavskom, Pirotskom, Jablaničkom i Pčinjskom okrugu; izgradnju kapaciteta klastera kroz zajedničke seminare u radionice; umrežavanje i upoznavanje sa EU modelima razvoja klastera radi kreiranja boljeg okruženja za razvoj aklastera i MSP u Bugarskoj i Srbiji; izrada nacrta strategije za razvoj mreže klastera na Balkanu; promotivne i informativne aktivnosti. Razvoj veb sajta projekta http://balkancluster.clusterhouse.rs/ će doprineti efikasnijoj razmeni informacija i znanja, I efektivnijem poslovnom umrežavanju. Međunardona konferencija “Dani klastera” u Nišu i završna konferencija u Sofiji će obeležiti kraj projekta.

Klasterske organizacije i klasterske inicijative su forma udruživanja kompanija koja pokreće inovacije, produktivnost i konkurentnost kroz saradnju između poslovne zajednice, obrazovno-istraživačkih institucija i javnog sektora. Koncept razvoja klastera doprinosi rastu produktivnosti tako da su kompanije u klasterskim organizacijama konkurentnije i na nacionalnom i na globalnom nivou.

Jedna od ključnih projektnih aktivnosti je mapiranje klastera. Mapiranje klastera je preduslov za sprovođenje istraživanja i ocene potreba klastera i izradu nacrta strategije razvoja prekograničnog umrežavanja klastera Srbije i Bugarske. Cilj ove projektne aktivnosti je identifikovanje potencijala za izgradnju saradnje među klasterskim organizacijama i inicijativama u prekograničnom regionu Bugarske i Srbije.

“The Balkan Cluster” Project is co-funded by EU through the Bulgaria-Serbia IPA Cross-border Programme, aiming at creating a platform for collaboration of clusters, SMEs and support institutions in the cross-border region of Bulgaria and Serbia.

The project duration is 12 months. The project activities started in May 2015 and will be implemented by two project partners: the Foundation for Entrepreneurship Development, Sofia and the Cluster House, Nis.

“The Balkan Cluster” project activities include cluster mapping and survey of clusters’ needs in the Nisava, Pirot, Pcinja and Jablanica Districts; cluster capacity building training through joint workshops and seminars; networking and introduction of EU models of cluster development for creating a better environment for clusters’ and SMEs’ development in Bulgaria and Serbia; drafting of a Strategy for the development of a Balkan clusters networking; promotional and information activities. The development of the project website http://balkancluster.clusterhouse.rs/ will contribute to increasing the efficiency of the exchange of information and knowledge, and the effectiveness of the business networking. An International conference “Days of Clusters” in Nis and a Closing conference in Sofia will mark the end of the project.

Cluster organizations and cluster initiatives are the form of joining of companies that initiates innovations, productivity and competitiveness through cooperation between the business communities, educational – research institutions and the public sector. They are considered to increase the productivity with which companies can compete, nationally and globally.

One of key project activities is cluster mapping which is precondition of the survey of clusters’ needs and drafting of a Strategy for the development of a Serbia-Bulgaria clusters network. The objective is to identify the potentials for building of cluster cooperation in Bulgaria – Serbia Cross border area.

Reč klaster potiče od engleske reči “cluster” koja označava svežanj, grupu, bokor, grozd, jato. Klaster je usvojen kao međunarodni termin i koristi se u svim zemljama sveta.

Klaster je “grupa kompanija koje blisko sarađuju radi ostvarivanja strateške kolaboracije sa drugim kompanijama, javnim sektorom i obrazovno-IR institucijama jer im takva saradnja omogućava ostvarivanje nekih konkurentskih prednosti koje individualna kompanija ne može postići samostalno”.1

Za klastere kažemo da predstavljaju važan instrument u ostvarivanju održivog ekonomskog razvoja u zemljama u razvoju, ali i instrument za ostvarivanje privrednog rasta u razvijenim zemljama. U vezi sa tim, klaster, kao termin, ima jednako značenje u celom svetu, ali koncept razvoja klastera u zemljama u razvoju se razlikuje od koncepta koji primenjuju razvijene zemlje.

U načelu, razvoj klastera se zasniva na sistematičnom i profesionalnom pristupu utvrđivanju mogućnosti i potreba članica klastera i organizovanom delovanju radi ostvarivanja sinergetskih efekata kolaboracije sa okruženjem (drugim kompanijama, javnim upravama i obrazovno-IR institucijama) i zadovoljavanja iskazanih potreba većine članica klastera.

Važnost primene koncepta razvoja klastera u uslovima privređivanja jedne zemlje ogleda se kroz kreiranje vrednosti kao što su ostvarivanje:

• veće inovativnosti,

• većeg upošljavanja,

• većeg privrednog razvoja,

• više preduzetničkih incijativa.

Word “cluster” comes from the English language, and it stands for a group, flock, pile. “Cluster” is accepted as an international term and is used worldwide.

Cluster is “a group of companies closely cooperating in order to achieve strategic collaboration with other companies, public sector and educational R&D institutions, since that kind of cooperation enables achieving of some competitive advantages that cannot be achieved independently by individual companies”.2

Clusters are said to represent an important tool in achieving sustainable economic development in developing countries, as well as tool for achieving economic growth in developed countries. That is why cluster as a term has the same meaning all over the world, whereas cluster development concepts in developing countries are different from the ones in the developed countries.

Basically, cluster development is based on systematic and professional approach to identifying potentials and needs of cluster members, and organized activities in order to achieve synergetic effects of collaboration with business environment (other companies, public sector and educational R&D institutions) and satisfy the needs majority of members express.

Importance of cluster development concept application in a country’s economy is demonstrated through creation of values such as achieving of:

• Increased innovation,

• Increased employment,

• Increased economic development,

• More entrepreneurial initiatives.

Proces mapiranja klastera uključuo je prikupljanje podataka:

Mapa klastera je kreirana na osnovu sagledavanja rezultata istraživanja prikupljenih tokom terenskih obilazaka i sastanaka “licem u lice” koristeći struktuirane intervjue, prikazujući lokaciju klasterskih inicijativa i klastera na mapi prekograničnih okruga.

U cilju kreiranja Mape klastera Nišavskog, Pirotskog, Pčinjskog i Jablaničkog okruga u okviru programa prekogranične saradnje Srbije i Bugarske, u saradnji sa projektnim partnerima razvijen je alat nazvan “Profil klastera” radi prikupljanja informacija o klasterskim organizacijama i klasterskim inicijativama.

24 klastera i klasterskih inicijativa je identifikovano i mapirano.

The Cluster Map is a map of all existing clusters and existing initiatives for cluster establishment around Nisava, Pirot, Jablanica and Pcinja Districts.

The Cluster Mapping Process included gathering of following data:

3. Cluster and clusters initiative / Governmentally supported cluster

4. National / Regional / Local mission

5. Traditional art/craft production / modern MSME

6. Large scale company / Vertical network / Horizontal network / both networks

The Cluster Map was created upon summarising survey results based on filed visits and face to face meetings using the structured interviews, showing location of cluster initiatives and clusters on the map of CBC Districts.

In order to create the CBC SER-BG Cluster Map in Nisava, Pirot, Pcinja and Jablanica Districts, in cooperation with project partners the tool named „Cluster Profile“ was developed with aim to gather information on cluster organizations and cluster initiatives.

24 clusters and cluster initiatives were identified and mapped.

O klasteru: Klaster Medical start up je mreža privatnih praksi u oblasti zdravstvene zaštite, kao i preduzeća zaduženih za podršku rada i razvoja klastera -marketing, edukacija, istraživanja. Osnovan je na neodređeno vreme u cilju pružanja podrške članicama klastera u procesu jačanja konkurentnosti, ostvarivanju profitabilnog pozicioniranja na domaćem i inostranom tržištu i promovisanju preduzetništva. Medical start up klaster osnovan je januara 2010. godine uz zalaganje članica koje su prepoznale svoje zajedničke razvojne interese. Klaster je nastao uz tehničku podršku LEDIB programa, a danas, kao članica Kuće klastera broji više od 50 aktivnih članica. Prepoznat je od strane Ministarstva ekonomije i regionalnog razvoja, i kao takav sprovodi različite projekte i postiže značajne rezultate.

About cluster: Medical Start up Cluster is a network of private practice companies in the sector of healthcare and associated companies for support and development of clusters (marketing, education, research) established for an indefinite period of time with the aim to support cluster members in the process of strengthening competitiveness capacities, in achieving a profitable position on national and international markets and in promoting concept of entrepreneurship. Medical Start up Cluster was founded in January 2010 with a support of members who recognized their common development interests. The cluster was established with a technical support from the LEDIB program and today is a member of the Clusters House with more than 50 active members. Its significance was recognized by the Ministry of Economy and Regional Development and in that capacity it is implementing various projects and is achieving solid results.

O klasteru: Građevinski klaster ’’Opeka-Brick’’ iz Niša je udruženje pravnih lica povezanih po geografskom i strukovnom osnovu. Klaster deluje u Niškom okrugu i primarna delatnost su objekti visokogradnje sa zaokruženim ciklusom mogućnosti pružanja usluga, počev od usluga projektovanja, preko izvođenja svih vrsta radova u visokogradnji, usluga nadzora, konsaltinga, inženjeringa. Sastavni deo klastera je i sedam potpornih institucija počev od Građevinsko-arhitektonskog fakulteta i Kuće klastera. U periodu svog postojanja, od 2008. godine pa do danas članice klastera su projektovale i izvodile niz značajnih objekata, sa preko 20.000 m izvedenih i rekonstruisanih objekata kako za tržište, tako i za poznate kupce, odnosno sa preko 100.000 m projektovanih objekata.

About cluster: The construction cluster ’’Opeka-brick’’ from Niš is an association of legal entities founded on the basis of geographical and sectorial principle. The cluster area of operation is Nišava District and its primary activity are building constructions with a complete construction services cycle from project designing, civil works of all types, supervision, consulting, engineering. The members of the clusters are also 7 institutions some of them the Faculty of Civil Engineering and Architecture and the Cluster House. During its work since 2008 up till now, the cluster members have reconstructed and constructed several buildings with over 20.000 m for the local market and regular clients and designed constructions of over 100.000 m.

O klasteru: Građevinski klaster ’’Opeka-Brick’’ iz Niša je udruženje pravnih lica povezanih po geografskom i strukovnom osnovu. The cluster area of operation is Nišava District and its primary activity are building constructions with a complete construction services cycle from project designing, civil works of all types, supervision, consulting, engineering. O klasteru: Klaster Medical start up je mreža privatnih praksi u oblasti zdravstvene zaštite, kao i preduzeća zaduženih za podršku rada i razvoja klastera -marketing, edukacija, istraživanja. Osnovan je na neodređeno vreme u cilju pružanja podrške članicama klastera u procesu jačanja konkurentnosti, ostvarivanju profitabilnog pozicioniranja na domaćem i inostranom tržištu i promovisanju pre-duzetništva. Medical start up klaster osnovan je januara 2010. godine uz zalaganje članica koje su prepoznale svoje zajedničke razvojne interese. Klaster je nastao uz tehničku podršku LEDIB programa, a danas, kao članica Kuće klastera broji više od 50 aktivnih članica. Pre-poznat je od strane Ministarstva ekonomije i regionalnog razvoja, i kao takav sprovodi različite projekte i postiže značajne rezultate.

About cluster: Medical Start up Cluster is a network of private practice companies in the sector of healthcare and associated companies for support and development of clusters (marketing, education, research) established for an indefinite period of time with the aim to support cluster members in the process of strengthening competitiveness capacities, in achieving a profitable position on national and international markets and in promoting concept of entrepreneurship. Medical Start up Cluster was founded in January 2010 with a sup-port of members who recognized their common development interests. The cluster was established with a technical support from the LEDIB program and today is a member of the Clusters House with more than 50 active members. Its significance was recognized by the Ministry of Economy and Regional Development and in that capacity it is implementing various projects and is achieving solid results.

O klasteru: Klaster sireva “Jug” je formiran sa jasnom vizijom integrisanog i održivog razvoja mlekarskog sektora na jugu Srbije. Na ovom poduhvatu udružili su se Grad Niš, opštine Pirot i Prokuplje i Regionalna razvojna agencija “Jug”. Realizacija ideje je omogućena zahvaljujući bespovratnim sredstvima EU iz programa ”Regionalno društvenoekonomski program razvoja -RDEPR 2”. Klaster sireva “Jug” čini 17 pravnih subjekata sa teritorije Topličkog, Nišavskog i Pirotskog okruga. Osnovni cilj klastera je regionalno privredno povezivanje, povećanje konkurentnosti, povećanje broja radnih mesta i posledično, poboljšanje ekonomskog položaja proizvođača mleka i sireva. Klasterska inicijativa obuhvata preko 70 članica – malih i srednjih preduzeća iz jugoistočne Srbije, iz različitih oblasti konsalting i poslovnih usluga. O klasteru: Turističko-ugostiteljski klaster Jablaničkog i Pčinjskog okruga čije je je formiranje u toku u okviru Regionalne privredne komore Leskovac. Njegov ključni strateški cilj je: Stvaranje autentičnog regionalnog kvalitetnog turističkog proizvoda koji podrazumeva niz različitih, pojedinačnih usluga sa jedinstvenim nastupom na tržištu. Predviđeno je da klaster funkcioniše u formi udruženja, koje će okupljati 20 članova – 11 preduzeća, univerzitetsku instituciju, 3 turističke organizacije, 2 banje i 2 kulturne institucije. Razvojni oslonac je: geografski položaj, ekološke prednosti i tržište.

O klasteru: Klaster u oblasti razvoja humanih resursa, koji se formira radi podrške održivoj preduzetničkoj aktivaciji nezaposlenih mladih ljudi sa područja Jablaničkog okruga. Klaster se formira u sklopu realizacije projekta „Evo prilike“, koji uz finansijsku podršku Ministarstva i omladine, realizuje EPuS Leskovac zajedno sa KZM Vlasotince, Lebane i Bojnik, NSZ-Filijala Leskovac, Gradskom upravom za društvene delatnosti Leskovac i Regionalnom privrednom komorom Leskovac. Strateški ciljevi su da se: Poboljša poslovni ambijent; ostvare efekti multisektorske sinergije i lokalizuju najdelotvorniji programi podrške.

About cluster: Cluster in the field of human resources development, which is formed to support sustainable entrepreneurial activation of unemployed young people from Jablanica district. Cluster is formed as part of the project "Here is an opportunity," which, with the financial support of the Ministry of Youth and Sports, realizes EMinS Leskovac together with Youth offices of Vlasotince, Lebane and Bojnik, NES Branch of Leskovac, City Administration for Social Affairs Leskovac and Regional Chamber of Commerce Leskovac. The strategic objectives are to: Improve the business environment; realize the effects of multi-sectoral synergies and localize the most effective support programs.

Vizija klastera je da Leskovac dobije status jednog od kreativnih gradova Evrope. Predviđeno je da klaster funkcioniše u formi udruženja koje bi okupljalo najmanje 30 članova, i to: 20 MSP, 3 univerzitetske i obrazovne institucije, istraživačku instituciju i 6 NVO. Strateški cilj klastera je revitalizacija Okruglog paviljona leskovačkog sajma u kreativno-inovacioni centar Južne Srbije.

The vision of cluster is that Leskovac get the status of one of creative cities in Europe.
