Dear Cluster Friends,

On behalf of the Cluster House I have pleasure to invite you to join the Balkan Cluster Network.

Mission of the network is cluster synergy in the Balkans in order to develop transnational projects, approach development funds and appear on new markets. The membership is free. The Cluster House, as the initiator and coordinator of the Balkan Cluster Network, developed the model for development of the SMEs and clusters in transitional countries that encourages synergetic effects of the cross-border cluster cooperation in the region. The models includes information, tailor made trainings and business learning trips, conferences, fairs, R&D and business projects preparation, implementation, monitoring and evaluation, mentoring and coaching, promotion and networking.

Since November 2012, 50 clusters organizations and supporting institutions officially joined to The Balkan Cluster Network. The Cluster House Business Network consists of more than 3000 contacts with experts, institutions, business organizations, clusters and SMEs in the region. Partnership with European and global business networks such the Global TCI Network in Barcelona, Spain www.tci-network.org helps us to ACT LOCALLY AND THINK GLOBALLY.

The Balkan Cluster Network contributes:

Improvement of Cluster Development in the region;

Efficient access of cluster organizations to development funds;

Logistic-informational centre of the Balkan Cluster Network, located in the Cluster House, makes possible support in order to encourage networking, promotion and internationalization;

International Cluster Meeting in Sofia

Sofia Cluster Meeting was held on 13 March 2015, at the University of Sofia “St. Kliment Ohridski”, as a partnership of the KOOK Cluster for education, training and qualifications Sofia, the Cluster for assessable tourism Sofia, led by Mr. Dimitar Stoichev and the Cluster House / Balkan Cluster Network, led by Dr. Danka Milojkovic.

Sofia Cluster Meeting gathered more than 40 participants – academics, diplomats, representatives of the governmental institutions and business organizations, economic development experts and cluster managers from Turkey, Romania, Serbia and Bulgaria. The meeting had been successfully moderated by Mr. Emil Jassim, from KOOK Sofia.

After Ms. Anna Portarska’s welcome speech, meeting participants had opportunity to listen presentation of Mr. Emrah Sazak, Turkish Trade Counselor in Sofia, about doing business in clusters in Turkey. Mr. Dimitar Stoichev, Cluster for accessible tourism Sofia, introduced participants with cluster development challenges in Bulgaria.

Mr. Andrew Schafernaker, cluster development expert, motivated the audience to wonder will South East Europe's clusters be able to meet the challenges of the Future World Economy. Mr. Vladimir Minev, from Bulgarian Small and Medium Enterprises Promotion Agency, pointed importance of transnational clusters collaboration and networking. One of the key speakers Mr. Vedat Kunt, VEGO Partners, Izmir, Turkey, pointed out that everything depends on people and EVERYBODY SHOULD LIKE EVERYBODY if they want to create a successful cluster organization.

The Cluster House Model, as a tool for cluster development in countries in transition, had been presented by Mr. Goran Zlatkovic, executive director of the Cluster House Serbia.

Ms. Tanja Radosevic, English Tours/Book Education Serbia, a member of the Cluster House Network, introduced participants with the innovative project on educational program for learning foreign languages for pupils and businessmen.

Mr. Mustafa Chaushov, chief expert at Bulgarian Ministry of Economy, presented the new programming period „Innovations and Competitiveness” 2014-2020 in Bulgaria.

Dr. Danka Milojkovic, Cluster House director and a member of the TCI Board of Directors, Barcelona, Spain introduced participants with the Balkan Cluster Network and the Global TCI Network and benefits from the membership in local and global business networks – to be successful clusters should

Sofia Cluster Meeting had been followed by Ms. Gergana Avramova from Bulgarian Ministry of Economy/Department for Project Management, Mr. Radu Moldovan, Economic Advisor of the Romanian Embassy in Sofia, Mr. Aleksandar Milicevic, Economic Counselor of the Embassy of the Republic of Serbia in Sofia, Dr. Dragan Kostic, President of

the Regional Chamber of Economy Nis and Mr. Nebojsa Bogdanovic, vice president of the Regional Chamber of Economy Nis.

There were cluster managers and members from 14 cluster organizations in the following areas: education, creative industries, tourism, design, technology, innovations, wellness, IT and e-business.

Due to interesting speakers presentations the following specific topics were discussing:

- Defining legal frame for clusters , - Creating national strategies for cluster development, - Competence mapping for clusters in the SEE region, - Develop more specialized C2C events and learning trips, - Improve of policy makers awareness of the important role of clusters for the sustainable

economic development in the SEE, - Using multiple media to tell cluster story - Cluster House as the SEE cluster platform,

publications like INFOCLUSTER, scientific journals, Cluster TV program. -

The meeting organizers reminded clusters and support institutions that isolated projects, initiatives and clusters lose a huge part of their innovation potential and that sharing ideas means also getting new ones.

After successfully organized meeting sessions, host of the event “KOOK” Cluster invited all conference participants to informal gathering with delicious Bulgarian food and traditional music.

Master Class Wine Tasting Demir Kapija,

Macedonia

The traditional event of Tikves region winemakers was organized on February 14th in Demir Kapija with the support of the Municipality of Demir Kapija, the Center for education and networking in tourism „CENET“ Demir Kapija and the Tikvesh Wine Route Foundation, which is the member of the Balkan Cluster Network.

Cluster House, as an institution supporting the event and long tearm partner of the CENET and Tikveš Wine Cluster participated in a wine event in Demir Kapija and made useful contacts with clusters, international organizations and institutions supporting economic development. In addition to meeting with Cluster Organika from Veles and Tikves Wine Cluster from Kavadarci, contacts were established with the Centre for development of the Vardar region and UNDP Office Skopje. One of the issues discussed was possibility of organizing the wine study visits to Macedonia and linkage with wine clusters and initiatives in the Balkan – Black Sea - Mediterranean Region.

The event which marked the manifestation was “Master class Wine tasting” organized at the oldest winery in the Balkans - Winery Elenov. Attending guests had the opportunity to hear about aromas, flavors, texture, weights and other characteristics of the wines from the Tikves region and to taste premium white and red wines from well known wineries: Popova Kula, Bovin, Povardarie, Stobi, Tikveš and Elenov.

Recommendations of Serbian clusters -

National Convention on the EU

The second session of the National Convention on the European Union (NCEU) working group for Chapter 20 has been held on Thursday, 19/02/2015 in premises of the National Assembly of Serbia.

The session was well visited and dedicated to the perception of the role of business clusters and creating a better business environment and raising the competitiveness of Serbian economy.

The session was opened by announcing Books of recommendation for all negotiation chapters which NCEU would bring out in cooperation with the Office for European Integration. Dr. Danka Milojković, director of the Cluster House and a member of the Global TCI Board of Directors, talked about the clusters and their importance for economic development.

The main goal of the 2nd session of the working group was to define specific recommendations. In line with this, and the fact that economic development based on the cluster approach is an important element in the practice of economic development in Europe and is becoming even more important as Europe strives for sustainable and innovative-driven growth models in the period after the economic crisis, the Serbian cluster community under the roof of the Cluster House proposed the following recommendations:

- to empower business organizations (chambers, unions, business associations) to better advocate for the needs of members and efficient private-public dialogue.

- to draft National Strategy for development of clusters according to the needs of the region and an action plan with a budget for the implementation of the strategy.

- to develop a National Strategy on scientific and technological development of Serbia from 2015 onward which will encourage cooperation between educational institutions, R&D and business community organized through clusters, business incubators, tech parks, etc.

- to draft legislation on cluster organizations, business incubators, technology parks

- in order to have more efficient use of EU funds, to approve the existence of budget line at the national level to serve as co-financing for projects approved for funding from the EU funds

- to provide infrastructure for the development of clusters

INITIATIVE FOR NORDICS/BALTIC SEA &

BALKAN/BLACK SEA CLASTERS COOPERATION

Mr. Lars Albæk, Head of Department/Vaeksthus Copenhagen & TCI member and Dr. Danka Milojkovic, Director/Cluster House & TCI BDM, as FAO experts for clustering conducted the cluster development training and coaching activities for participants from "Drina-Sava", "Drina-Tara" and „Prespa-Sharra“cross-border regions to help establishing and strengthening of value chains in long-term partnerships for sustainable rural development based on joint marketing strategy through clustering.

The cluster workshop session resulted with lot of cluster initiatives and project ideas such as setting up cooperation across regional clusters in Nordics/Baltic Sea Region and Balkan/Black Sea, as well as developing a project idea “Balkan food cluster” and achieving a cross regional cooperation between "Drina-Sava", "Drina-Tara" and „Prespa-Sharra“ within the Balkan Cluster Network platform.

he workshop “Strengthening value chains”, was held in Andrevlje, Fruska Gora, Serbia in the period 23-25th March 2015 and was organised within the EU funded project “Preparation for Implementation of the Area Based Development (ABD) Approach in the Western Balkans – 2nd phase”, as well as FAO TCP: “Support to the implementation of integrated, innovative cooperation projects in the Western Balkan region – the Area Based Development Approach”.

The workshop had been attended by the following cluster organizations: Cluster of tourism “Sveti Dimitrije”, Sremska Mitrovica Serbia, Cluster of buckwheat producers Pljevlja Montenegro, Cluster of tourism Ohrid Macedonia, Cluster initiative of rafting on Drina and Tara Serbia, Textile cluster Užice Serbia, Agrinet Albania, Cluster initiative of fruit producers in Kosovo and Wine cluster from Croatia.

C2C GREECE & SERBIA

Real Estate Cluster SERBIA, member of the Balkan Cluster Network and Cluster House from Nis, organized International Conference on real estate market and systems of work of real estate agents. Conference participants were eminent agencies from Serbia and their counterparts from Greece and Bulgaria, with whom they exchanged experiences in order to offer higher level of service to its customers and allow international connections in this area.

A significant contribution to the success of the conference was given by the CRECOS Cluster representatives (Cluster coordination of services in real estate) from Greece. Cluster members are agencies for mediation in real estate in Greece, and other professionals and institutions who provide services in the area of real estate.

After the conference, representatives of the CRECOS had a meeting with the leadership of the Cluster House, where they discussed the future cooperation between the two organizations, as well as the opportunities for CRECOS to be a member of the Balkan Cluster Network and the Global TCI Network. Members of the CRECOS had been invited to participate at the 6th International conference "Days of Clusters", which is traditionally held in the second half of October. Mr. Nikos Manomenidis, invited representatives of the Cluster House to visit Cluster CRECOS in Thessaloniki, in order to continue begun talks on cooperation in the field of capacity building of cluster management in the real estate clusters in the region and access to EU funds for the development of clusters and business networking.

The Ministry of economy of the Republic of Macedonia and the Tikves wine route Foundation for the first time initiated event which will gather high representatives from wine and tourism sector in the Balkans and Europe with aim to support building new partnership between tourism and wine stakeholders in the region.

WINE CLUSTER LEARNING TRIP TO URLA

REGION, IZMIR 3-6 Jun, 2015: open call for participation

The core value of the “Days of Clusters 2014” wine session and “Cluster Wine Trip to Trakya Region” in Tekirdag, Marmara Sea, Turkey, is networking initiative between the wine producers in Turkey and the Balkans.

The Cluster House and the Urla Wine Producers and Viticulture Association – Wines of Urla WoU from Izmir developed the pilot project “Wine Cluster Learning Trip to Urla Region”. Mission of the project is to support efforts for connecting wine makers in Urla Region based on cluster development model, with aim to create the Balkan & Black Sea & Mediterranean wine cluster synergy and to increase competitiveness, penetrate markets and support initiatives for development of Turkish wines as the worldwide recognizable brand.

Wine learning trip will be implemented from 3-6 June 2015 for group of 14 selected participants from the Cluster House business network - clusters of wine and tourism, completely dedicated to discover potentials of wine production in the Urla Peninsula to similar producers from the Balkan and Black Sea countries. The 18th TCI Global Conference will be held under the main theme of "Clusters in the Creative Economy" and take place in Daegu (Republic of Korea) on 3-6 November 2015. The conference will be hosted by KICOX, Korea Industrial Complex Corp.
