I. BackgroundOver the past decades, microfinance has contributed to improve the sustainable living of people in developing countries. Some challenges have however arisen in recent years, partly due to the rapid development of microfinance: client over-indebtedness, risks of mission drift, need for new product development like microinsurance or remittances to better serve the poor are a few of them. Whereas practitioners have been extremely active, there has been a need for a stronger involvement of European universities in order to improve practice. More than ever, it has also been important to document successful (and less successful) experiences and to share knowledge. In addition, practitioners have noted the need to develop motivated and well-trained students to strengthen human capacities available in this field. University Meets Microfinance II (UMM) focuses on anchoring microfinance education in the formal education system of European universities and facilitating contributions of European universities and their students to the development of microfinance. Capitalizing on the “University Meets Microfinance”, Phase 1 project (“UMM I”) carried out from 2009 to 2011 with the financial support of the European Commission, the Action’s priority is to extend microfinance education through a network of professors and academics established in phase 1 and to deepen the cooperation with practitioners through the European Microfinance Platform (e-MFP) and its members and by involving practitioner organizations in UMM activities. Whereas microfinance development has been largely supported by European organizations, education in microfinance is still underdeveloped in Europe and linkages between universities and practitioners limited. The project complements existing development education efforts carried out, for example, by the German Ministry of Economic Development (BMZ)1 and by the French Ministry for Education2. The project benefits the general public as well as decision makers and development stakeholders by disseminating knowledge and contributing to the sustainability of development policies. The UMM program is in line with the EU Consensus on Development by enabling students to investigate sustainable approaches to improve living conditions in developing countries. In addition, it is an opportunity to broaden the understanding in Europe of a major development topic that fuels the general public’s interest, especially young people’s interest.UMM has been implemented by practitioner organizations (Positive Planet, Positive Planet Deutschland, Positive Planet Italia), two universities (Freie Universität Berlin and Frankfurt School of Finance & Management) and a platform of practitioners (e-MFP). UMM is active in five key areas leading from knowledge creation to dissemination which include: microfinance education, research, documentation, exchange and dissemination.

II. Description of the UMM II ProjectThe UMM II project was officially launched with funding from the European Commission Development Education and Awareness Raising (DEAR) program in January 2013 and cofinancing from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Agence Française de Développement (AFD), the European Investment Bank Institute, the Freie Universität Berlin and the Frankfurt School of Finance and Management. The Positive Planet office in Paris is the lead project implementer with support from its affiliated European offices, Positive Planet Deutschland and Positive Planet Italia, along with the European Microfinance Platform, the Freie Universität Berlin and Frankfurt School of Finance & Management as the project partners. The respective roles and responsibilities of each partner were validated with signed partnership agreements for the implementation of the project.

Estimated results

Result 1: European Universities offer microfinance courses to at least 600 students & 10 to 15 trainers deliver microfinance courses.Result 2: 60 students have been mentored for research, 60 have participated in field research / exposure program and 55 have received scholarshipsResult 3: Gained knowledge is available and shared through 6 case studies, 11 to 15 publications (awarded student research) and 6 thematic papersResult 4: Knowledge is discussed and diffused through the European Microfinance Platform (e-MFP)’s action group and bi-annual workshops gathering 450 participantsResult 5: At least 600 interested parties in Europe and in developing countries are aware of the project, access relevant knowledge and develop a better understanding of major microfinance advancements.

Further information about the field partners of Positive Planet for UMM II:1. Positive Planet, HQ based in France ensures the whole coordination of the project and activities, relationship

with the donors and stakeholders and ensures the quality control of activities and deliverables. Positive

Planet has implemented the previous action University Meets Microfinance (UMM I) in 2009-2011. It has strong links and existing cooperation with Universities in France and internationally. Positive Planet also contributes to the spread of knowledge and good practices in microfinance among its international network.

2. Positive Planet Deutschland e.V. implements the activities carried out with the project partners in Germany and throughout Europe.

3. Positive Planet Italia implements activities to be carried out in Italy and maintains relationships with Italian universities and organizations. Coordinates Italian communication with beneficiaries.

4. The European Microfinance Platform (e-MFP), Luxembourg promotes the project through the UMM Action Group set-up in 2010 and its 140 members. Also supports UMM activities by providing support for scholarship calls, the student award ceremony and UMM awareness events during the annual European Microfinance Week in Luxembourg.

5. The Freie Universität Berlin (FU Berlin), Germany has offered special courses on microfinance for more than 20 years. FU Berlin hosts the project’s scientific coordinator and organizes microfinance seminars.

6. The Frankfurt School of Finance & Management (FS), Germany. Microfinance is a core part of the teaching curriculum and in the work done by the International Advisory Services (IAS) consulting arm of FS. FS and IAS co-organize one workshop per year with the UMM team.

Since 2009 more than 5,481 students, academics and practitioners have benefited from UMM’s activities. In total, 14 workshops about microfinance related topics were organized at European universities and gathered more than 949 participants. A total of 76 scholarships were granted to students enrolled at European universities for conducting field research and internships in developing countries and a further 22 awards were granted to Master’s & PhD students and 11 awarded Master’s theses were published. Finally, 67 academics from 40 universities and 70 practitioners from 46 organizations volunteered as UMM Selection Committee members and contributed to various UMM activities.For more information about University Meets Microfinance, please visit the website: www.universitymeetsmicrofinance.eu

III. Specific objectives of the evaluationThe final evaluation report should tackle the following – but not limited to:

I - Program evaluation:1- Analyze the program’s achieved results according to the set objectives:

a. Strengthened cooperation between students, European universities and microfinance practitionersb. Increased knowledge and competencies among students, universities and interested stakeholders

II – Cost effectiveness of UMM activities 1- Assessing the costs and sustainability of UMM activities (seminars, e-Learning, trainings, workshops and

IV. Execution of the evaluationThe evaluation mission is expected to start on January 4th, 2016 and to be ended by March 7th 2016.The consultant is expected to conduct the evaluation in the three main countries of UMM activities (France, Germany and Italy) but could travel to additional countries if necessary (Luxemburg, Spain, Belgium, Netherlands). The mission will be divided into the following phases: The Consultant is expected to propose a template for the Evaluation Report 7 days before the kick-off meeting. This document will be validated during the Kick-off meeting.

Phase 1: Preparation1. Kick off meeting with the UMM team and the External Evaluation Committee to define the scope of the

study: reminder of the objectives and deliverables of the mission, definition of the global methodology and scheduling of the mission, sharing of the internal documents and tools, identification of the key correspondents

2. Document review: the consultant will have access to the internal documents on UMM (logical framework, monitoring tools, activity reports…)

3. Elaboration of the precise methodology and timeline to be followed4. Selection of the sample of actors (Project Partner staff members, students, UMM Selection Committee

members…) to interview based on unbiased and relevant criteria5. Redaction of survey templates and guidelines for the interviews 6. Validation meeting on the methodology, the tools and the planning

Phase 2: Data collection (secondary and primary sources)The Consultant might implement the following activities – but not limited to:

- Conduct in-depth interviews with key stakeholders, partners and beneficiaries- Conduct focus group discussions with beneficiaries - Conduct quantitative survey with representative sample of beneficiaries

Deliverables:- Focus group discussions synthesis (main findings and quotations) - Data collection report

Phase 3: Data Analysis and Redaction of the deliverablesThe Consultant is expected to provide the Evaluation Report as follow:

- First draft on February 17, 2016 for feedback from the Project Team- Final draft on March 7, 2016, including executive summary, beneficiary testimonies for each country, and a 4-

page case study for communication and capitalisation. Any other relevant information will be added into annexes.

V. Expected results of the evaluation - MethodologyThe Consultant ‘s main task will be writing the external final evaluation report on the UMMII project. The consulting mission will take place between January 4, 2016 and to be ended by March 7, 2016.

The external evaluation will be carried out in all the locations of the project activities, namely in France, Germany and Italy. The Consultant will work in collaboration with the UMM team. The working agenda including the field mission will be defined at the kick-off meeting. The European Union validates the evaluation of its projects thanks to the Result Oriented Monitoring (ROM) method (ROM manual is available here); the consultant will have to comply with this methodology. Therefore the consultant must address the following criteria:

RelevanceThe extent to which the aid activity is suited to the priorities and policies of the target group, recipient and donor. In evaluating the relevance of a programme or a project, it is useful to consider the following questions:

To what extent are the objectives of the programme still valid? Are the activities and outputs of the programme consistent with the overall goal and the attainment of its

objectives? Are the activities and outputs of the programme consistent with the intended impacts and effects?

EffectivenessA measure of the extent to which an aid activity attains its objectives.In evaluating the effectiveness of a programme or a project, it is useful to consider the following questions:

To what extent were the objectives achieved / are likely to be achieved? What were the major factors influencing the achievement or non-achievement of the objectives?

EfficiencyEfficiency measures the outputs -- qualitative and quantitative -- in relation to the inputs. It is an economic term, which signifies that the aid uses the least costly resources possible in order to achieve the desired results. This

generally requires comparing alternative approaches to achieving the same outputs, to see whether the most efficient process has been adopted.When evaluating the efficiency of a programme or a project, it is useful to consider the following questions:

Were activities cost-efficient? Were objectives achieved on time? Was the programme or project implemented in the most efficient way compared to alternatives?

ImpactThe positive and negative changes produced by a development intervention, directly or indirectly, intended or unintended. This involves the main impacts and effects resulting from the activity on the local social, economic, environmental and other development indicators. The examination should be concerned with both intended and unintended results and must also include the positive and negative impact of external factors, such as changes in terms of trade and financial conditions.When evaluating the impact of a programme or a project, it is useful to consider the following questions:

What has happened as a result of the programme or project? What real difference has the activity made to the beneficiaries? How many people have been affected?

SustainabilitySustainability is concerned with measuring whether the benefits of an activity are likely to continue after donor funding has been withdrawn. Projects need to be environmentally as well as financially sustainable.When evaluating the sustainability of a programme or a project, it is useful to consider the following questions:

To what extent did the benefits of a programme or project continue after donor funding ceased? What were the major factors, which influenced the achievement or non-achievement of sustainability of the

programme or project?

VI. Application process

VI.1. Profile of the ConsultantThe profile of the Project evaluation Expert (team leader) must meet the following requirements:

Diploma equivalent to a master degree or above related to economics, business, international development, finance, social or human sciences or equivalent experience in evaluation missions

Minimum 10 years of experience on monitoring and evaluation activities with at least 3 years of international experience in external impact evaluations for European Union funded projects in the European Union or in developing countries

Expertise in External evaluations especially for EU financed projects, Microfinance and education or capacity building, Research and knowledge sharing, characteristics and needs of students and universities in the European Union

3 projects minimum evaluated in the last 5 years according to the European Union methodology and OECD criteria

High command of English (spoken and written), French, Italian or German an advantage Ability to work in a multi-partner project and multi-cultural environment

As for the profile of the Evaluators (team members): Diploma equivalent to a master degree or above related to economics, business, international development,

VI.3. Budget Please provide us with a detailed budget for all activities and expenses for the evaluation of the UMM project in the three designated countries (possibility for one of the countries to be treated remotely). The maximum budget should not exceed 25,000 Euros.
