1. INTRODUCTION

The Iipumbu Ya Tshilongo Conservancy (hereinafter

referred to as IYTC), intends on obtaining an

Environmental Clearance Certificate (ECC) for the

construction of a dam with an increased water

carrying capacity, that will be used as a source of

drinking water for various animals, such as,

Wildebeest, Lions, Elephants, Oryx, Springbok,

Jackals, Rhinos, Elland, Zebras and livestock, in the

area.

The project is proposed to be located in Uukanga

Village in the Uuvudhiya Constiituency. The proposed

site is located approximately 1 km from the Etosha

National Park boundary fence.

4. ENVIRONMENTAL APPROVAL

Prior to the commencement of the proposed

construction activities, an application for

environmental clearance will be submitted in terms

of the Environmental Management Act, 7 of 2007

and Regulations 19 and 21 of the EIA Regulations

(January 2012) to the MEFT - Department of

Environmental Affairs (DEA). MEFT - DEA will

review the application and relevant reports for a final

decision. An EIA process will be conducted in terms

of the above-mentioned Act and Regulations.

I.N.K Enviro Consultants cc (I.N.K), is an

independent firm of environmental consultants and

has been appointed to manage the EIA process for

the above-mentioned activities.

7. STEPS IN THE EIA PROCESS

PHASE I – Internal Screening (April)

• EIA project initiation.

• Notify MEFT: DEA..

• Site visit and identify environmental issues.

• Identify key stakeholders.

PHASE II – Combined Scoping & Assessment

Phase and Environmental Management Plan

(EMP) (April – June)

• Submit Application form to MEFT

• Notify other regulatory authorities and IAPs of the proposed project (via newspaper advertisements, this document, emails, site notices).

• Conduct public meeting (see details provided) and key stakeholder (focus group) meetings.

• Assess impacts of proposed projects and compile Scoping (including assessment) report and EMP.

• Comment period: Reports will be made available for review and comment by regulatory authorities and registered IAPs.

• Compile final reports (including Issues and Response Report).

• Submit the final reports to MEFT for their review and decision-making.

6.8 Trucks for Construction

The construction phase will make use of 2 dip trucks,

1 excavator, 1 loading truck and 1 4x4 vehicle.

6.2 Waste Management

Relatively small quantities of waste will be generated

during the construction process of the dam. Waste

shall be transported to receptors at the Conservancy

offices on a weekly basis during construction.

6.3 Sanitation

Portable toilets with associated septic tanks will be

used. The septic tanks will be emptied on a regular

basis ensuring no spillages in the proposed sites of

infrastructure construction.

6. DESCRIPTION OF THE PROJECT

6.1 Introduction

The sections below provide a description of the

proposed project.

6.2 Proposed Dam Size

The Dam is proposed to be 50 m x 70 m in size.

6.3 Laydown Area

The laydown area is required for the storage and

partial assembly of the project

material/equipment/trucks to be used during the

construction. The proposed site for the dam will

require disturbance i.e., land clearing of the dominant

Mopane shrubs.

6.4 Closest Sensitive Receptors

The closest infrastructure to the proposed site is a

deserted cattle post, located approximately 5 km from

the site. No other infrastructure is found within a 5 km

radius to the site.

6.5 Access Road

A new access road to the proposed site will be

constructed. This road will be linking the dam to the

nearest road, which will be approximately 300 m long.

6.6 Construction Timeline

The Construction period of the proposed dam is

anticipated to take approximately 1 month.

6.7 Closest Sensitive Receptors

The closest infrastructure to the proposed site is a

deserted cattle post, located approximately 5 km from

the site. No other infrastructure is found within a 5 km

radius to the site.

9. EIA PROCESS

The EIA process provides information on the

proposed project and the environment in which it

may be situated; it identifies, in consultation with

IAPs, the potential negative and positive

environmental aspects and associated impacts of

the proposed project; and reports on management

measures required to mitigate such impacts to

acceptable levels. The likely process steps and

timeframes are provided below.

A draft Scoping Report (including an assessment of

impacts) and an Environmental Management Plan

(EMP) for the proposed project will be made

available for a 7-day public comment period.

Registered IAPs will be notified via e-mail of the

review period and the availability of the draft Scoping

(Combined Assessment) Report.

The final Report, along with all IAP comments, will

be submitted to the (Environmental Commissioner)

for their review and a final decision.

8. POTENTIAL IMPACTS

Potential environmental issues associated with

the construction of the dam include:

• Noise from the construction activities

could disturb animals in the immediate

surroundings of the activities.

• Refuelling of machinery/equipment/trucks

on site poses an environmental risk due to

potential hydrocarbon spills. Hydrocarbon

spillages could potentially contaminate the

soil and groundwater.

• Physical destruction and general

disturbance of local vegetation as a result

of the construction activities.

• A chance find procedure will be followed in

the case any archaeological remains are

found on site during construction.

Elephant, Springbok, Duiker, Oryx, Red Hartebeest, Ostrich, Eland, Spotted Hyena, Black Hyena, jackal,

Guinea Fowl, Lion, Kori Bustard, Secretary Bird, Zebra, Giraffe, Kudu and livestock such as cattle, goats

and sheep in the area.

Prior to the commencement of the proposed activities, an application for environmental clearance will

be submitted in terms of the Environmental Management Act, 7 of 2007 and Regulations 19 and 21 of

the EIA Regulations (January 2012) to the MET - Department of Environmental Affairs (DEA). I.N.K Enviro

We have been suffering due to lack of water in the area.

Our cattle have to travel kilometres just for water points.

This project will provide us, the farmers with a lot of relief.

Africa is facing a vicious corona-virus resurgence,

with unprecedented hos-pital admissions and fa-talities pushing health fa-cilities to the brink as the continent falls far behind in the global vaccination drive.

With just under 5.3 million reported cases and around 139 000 deaths among its nearly 1.3 billion people, Africa is still the world’s least-affected continent after Oceania, according to an AFP tally.

So far African nations have been spared disas-ters comparable to Brazil or India.

But the pandemic is re-surging at an alarming rate in at least 12 coun-tries, with continental cases expected to hit a record peak in around three weeks.

“The third wave is picking up speed, spread-ing faster, hitting harder,” World Health Organisa-tion Africa director Mat-shidiso Moeti warned Thursday. “The latest surge threatens to be Af-rica’s worst yet”.

Africa Centres for Disease Control and Pre-vention (Africa CDC) di-rector John Nkengasong on Thursday described the third wave as “ex-tremely brutal” and “very devastating”.

And Liberia’s president George Weah has warned the wave is “far more alarming than a year ago” as hospitals overflow in his country.

Compounding Africa’s third wave are immunisa-

tion hitches, the spread of more transmissible virus variants and winter tem-peratures in the Southern Hemisphere.

The Delta variant, first

detected in India, has so far been reported in 14 African countries, making up the bulk of new cases in the Demo-cratic Republic of Congo and Uganda, according to the WHO.

Doctors in South Africa, which accounts for more than 35% of all cases re-corded on the continent, are struggling with an un-precedented influx of pa-

tients.Unlike past waves,

this time “the hospital system is not coping,” said doctors’ association chief Angelique Coetzee.

South Africa’s average new daily infections have increased 15-fold since early April, with hospital admissions rising around 60%.

Namibia and Zambia are also seeing steep in-

fection curves.Zambia’s health minis-

try has reported an “un-precedented” number of Covid-19 deaths piling pressure on mortuaries while Africa CDC said the country was “over-whelmed”.

With similar trends in Uganda, health minis-ter Jane Ruth Acheng blamed highly infec-tious variants for the new

spread, “different from the second wave” with a large number of young people hospitalised.

Uganda is one of the countries facing report-ed oxygen shortages, al-though Acheng denied civil society groups’ claim that the shortfall amounts to 24.5 million litres per day.

raCe aGainSt tiMeGovernments are again tightening restrictions, including a new nation-wide lockdown in Uganda and a tougher curfew in 13 Kenyan counties.

At the same time the pace of vaccinations is struggling to get off the ground.

According to the WHO, about one percent of the continent’s population is fully vaccinated - the lowest ratio globally - and 90% of African nations will miss a target to inoc-ulate a tenth of their pop-ulations by September.

“We are running a race behind time, the pan-demic is ahead of us. We are not winning in Africa this battle against the virus,” said Africa CDC’s Nkengasong.

“It’s frightening what is going on on the conti-nent,” he added.
