Notice is hereby given that on June 15, 2020, Rio Bravo Pipeline Company, LLC (“Rio Bravo”) filed with the Federal Energy Regulatory Commission (“FERC”) an Abbreviated Application for a Certificate of Public Convenience and Necessity and for Related Authorizations for its Rio Bravo Pipeline Project.
The Application seeks FERC’s approval for Rio Bravo to modify certain aspects of the Project including: (i) the number and size of the individual compressor units comprising Compressor Station 1, located in Kleberg County, Texas, to allow for the reduction from a total of three compressor stations to one compressor station; (ii) to eliminate Compressor Stations 2 and 3 of the Project, located in Kenedy County and Cameron County, Texas; (iii) to eliminate the two interconnect booster stations, both located in Kenedy County, Texas, and a related metering site; (iv) to modify the capacity associated with Pipeline 1 and Pipeline 2 to 2.6 Bcf/d and 1.9 Bcf/d, respectively, from 2.25 Bcf/d; (v) modify the diameter of Pipeline 1 from 42 inches to 48 inches; (vi) to increase the maximum operating pressure (“MAOP”) of Pipeline 1 and Pipeline 2 to 1,825 pounds per square inch (“psig”) from 1,480 psig; (vii) to decrease the MAOP of the Header System to 1,200 psig from 1,480 psig; (viii) to increase the length of Pipeline 1 and Pipeline 2 to 135.7 miles from 135.5 miles; (ix) to revise the initial Project rates to reflect an increase in the overall estimated cost to construct the Project facilities; (x) to implement a new electric power charge to reflect the addition of two electric-driven compressor units at the modified Compressor Station 1 in Phase 2; and (xi) to revise the initial fuel retainage percentage for Phase 1 and for the entire Project following in-service of Phase 2.
Notice of the Application will be mailed to affected landowners and municipal, state, and federal governments and agencies involved in the Project. A copy of the Application and related resource reports are on file in the following public libraries and/or municipal and county offices.
