F. Response/Concerns by Cluster

Health, WASH and Nutrition • DSWD conducted a supplemental feeding to approximat ely 1,000 children aged

0-6 years old in evacuation centers in North Cotaba to and Lanao Del Norte. They also prepared master listing and profiling of IDPs through the DSWD Family Access Card (FAC);

• The medical-dental “CARAVAN” organized by PDCC Lanao del Norte has already served 11,898 IDPs in the conflict-affected municipalities of Lanao Del Norte: Linamon (1,135 IDPs); Kauswagan (2,816 IDPs); Bacolod (2,124 IDPs); Kolambugan (2,976 IDPs); and Maigo (2,847 IDPs). The medical mission is still on-going in Kolambugan and will continue in Tangkal, Matungao and Munai on September 9-11, 2008

• PNRC had so far provided the following assistance in North Cotabato, Maguindanao and Iligan City, Lanao del Norte: installation of water bladder with tap stand in 11 evacuation centers; provided 56 latrines in Pikit, North Cotabato and Iligan City, Lanao del Norte; additional of 20 latrines in Maguindanao; repaired eight (8) defective hand pumps; and constructed five (5) hand dug wells

• Additional resources in terms of jerry cans and sodium hypochlorite and toilet facilities are expected from DOH Central Office, UNICEF and WHO. OXFAM coordinated with DOH ARMM for assessment and possible assistance in terms of water and sanitation needs

• DOH-ARMM intensified health education campaign on water and sanitation and on the preventive and control measures on the food and water borne diseases. Vitamin A supplementation to children below 5 years old was done with partial data of 1,832. Distribution of compact food and micronutrient tablet to identified malnourished children were also undertaken.

• DOH-ARMM conducted mass measles immunization to children below 5 years old with partial data of 2,035; RHUs are on 24 hours operation for continuous monitoring and disease surveillance in Datu Piang, Mamasapano and Talayan

• A tent hospital was set-up in Datu Piang

Food and Non Food Items (NFIs) • PNRC and ICRC provided non food items to 2,142 families /10,710 persons: food

items to 9,383 families/46,915 persons; 420 pieces tarpaulins and additional bottled water to 3,023 families in 23 evacuation centers in Pikit, North Cotabato and Maguindanao. A total of 1,200 families/6,000 persons received one week food ration, 316 kitchen set and 54 tarpaulins at community level in Lanao del Norte and Iligan City. Around 1,776 families were served with food and NFIs through local donations in Lanao del Norte and 1,888 families with food relief assistance in Iligan City. A total of 1,109 families/5,545 persons received one week food ration and NFI

• DSWD X scheduled to conduct on Sept 10-12, 2008 validation of IDPs in the hinterland municipalities of Lanao del Norte and provide the necessary services and will locally purchase non-food items to be turned over to PDCC Lanao del Norte

• World Food Program (WFP) turned over 2,000 sacks of rice to PDCC Lanao del Norte

• DSWD-ARMM informed that food items (sardines, noodl es, milk, coffee, sugar, etc.) and non-food items (tarpaulin for temporary s helters, laundry soaps and cooking utensils such as plates, glass, others) are the urgent needs of the evacuees

Psychosocial Support

• DSWD conducted day care sessions and play therapy f or children-evacuees in evacuation centers.

• Day Care workers and teachers extended psychosocial services to children in Brgy. Gayonga, Northern Kabuntalan in Maguindanao

• PNRC deployed 13 CISM trained chapter volunteers to Kolambugan and Kauswagan Lanao del Norte and were able to conduct CISM to 67 families under the supervision of PNRC NHQ social workers

Shelter

• DSWD provided construction materials (e.g. plastic sheets, etc) for the construction of bunk houses as temporary shelters o r evacuation centers.

• DPWH Lanao Del Norte 2 nd District has already completed 15% of bunk houses construction in Brgy. Kulasihan, Kolambugan, Lanao del Norte as of yesterday, September 11, 2008

• DPWH Lanao del Norte 1 st District is being coordinated with Mayor Abdulazis M. Batingalo of Tangkal for the construct ion of bunk houses in their municipality

• On going construction of the 12 houses in Kolambugan, Lanao Del Norte under the PNRC’s shelter assistance project

Security

• PNP has started the screening process for the organization of Police Auxiliaries in every Municipality of Lanao del Norte

• AFP-LMG engagement happened again on the night of 07 September 2008 in Barangay Butilen, Datu Piang, Maguindanao. On the next day, serial assault was launched by the AFP, prompting some IDPs to go back to the evacuation centers in Poblacion Datu Piang.

Education • DepEd in coordination with the AFP Engineering Brig ade is conducting repair/

rehabilitation of the five (5) schools in Lanao Del Norte namely: Kolambugan Central School (25%), Kauswagan Central School (12% ), Kawit Oriental Elementary School (125), Marga Elementary School (1 5%) and Napo Elementary School (15%). Repair of the remaining 6 other schools in North Cotabato and Lanao del Sur is on hold for security reasons. DepEd will prioritize schools that bear major damages and will conduct site appraisal. Rehabilitation work will commence once the area is declared safe by the AFP

• Ten (10) schools in the municipalities of Poona Piagapo and Munai, Lanao del Norte namely: Poona Piagapo Central School, Munai Central School, Lumbac Ingud Primary School, Cormatan Primary School, Nunungan Primary School, Pantaon Primary School, Tamparan Primary School, Panago Primary School, Balabacun Primary School, and Tapurong Primary School were reported occupied and used by MILF as Base Camps. Damage assessment in these schools will commence once declared safe

• Schools Division Superintendent of Lanao del Norte reported that only 60% of the students in Kolambugan and 80% in Kauswagan have attended classes as of Sept 9, 2008

• DepEd is ready to distribute books and instructional materials in the affected areas awaiting for the identification of alternative delivery site where the books will be stored; and coordinated with Bureau of Alternative Learning System regarding the distribution of alternative learning materials

Camp Coordination/IDP and Management • OCD-ARMM is closely coordinating with Cotabato PDCC and RDCC XII so that

the evacuees from Midsayap, Pikit and Aleosan will be convinced to finally return to their respective areas

• Coordination is also being made to ensure resources are optimized and most in need are served

• DPWH, DSWD and concerned LGUs in Region X have identified a relocation site for the construction of bunk houses as temporary shelter for the Kolambugan and Kauswagan residents and DPWH has started building the bunk houses intended for the residents staying at the Riverside High School

Livelihood and Early Recovery • TESDA’s “Balik Buhay sa Mindanao Program” has commenced last September 4,

2008, an income-generating skills training program under the auspices of the Handog ng Pangulo. The package comprised free training programs on Massage Therapy - “Galing Masahista Ako”; Hairdressing/Haircutting; and Small engine mechanic - “Galing Mekaniko Ako”. Free tool kits will be made available in order for the beneficiaries to start their livelihood. This program has an estimated cost of Php5,002,000.00 and will be funded under the PGMA-Training for Work Scholarship Program

• DSWD initiated the assessment for the recovery and rehabilitation requirements of the affected families in areas already cleared by the police and military. Rehabilitation plan, indicating the various rehabilitation interventions and amount required, will be submitted immediately once completed

• PNRC will construct shelter with toilet at 50 sqm/76 sqm per family for 12 families in Kolambugan and 12 families in Kauswagan Lanao del Norte. Delivery of materials is within the week, deed of donation is in the process and the relocation area is in Brgy Rebucon

• DA’s proposed recovery and budgetary requirements in Regions X, XII and ARMM is P34 Million: Rice P10.055 M; Corn P1,761 M; HVCC P.703 M; Livestock P18.265 M; and Fisheries P3.663 M for the purchase of fertilizers, vegetable seeds, seaweeds, fishing gear, carabao and cattle

Enhancement of Reporting/Coordination Mechanism

• UN Agencies, and I/NGOs, Humanitarian partners/agencies should coordinate all actions with the following OCDRCs Directors who were designated as principal coordinator to eliminate some gaps on the consolidation of information/data on the coordination, relief and rehabilitation efforts by the AFP:

• The ARMM Governor further re-affirmed the cluster coordinator mechanism in the delivery of humanitarian assistance

• NGOs/INGOs and other humanitarian partners are enjoined to coordinate with RDCC-ARMM OPCEN to gain access to some evacuation centers in Maguindanao and Shariff Kabunsuan. This is to ensure safety and security of humanitarian aid workers

• ARMM Regional Governor and Council Chairman Ampatuan directed ARMM Regional Vice Governor and DILG ARMM Regional Secretary to re-strengthen the local Disaster Coordinating Councils in the region and to designate Civil Defense Deputized Coordinators of LGUs to address problems on implementation of disaster management program in their respective locality
