AUXILIARY AND ADMINISTRATIVE SERVICES POLICE DEPARTMENT
The University of Georgia Police Department provides all law enforcement services to
the University of Georgia Community. Sometimes the word “community” extends to
other UGA or Board of Regents properties across the state, where sworn officers are
requested to investigate crimes, investigate complaints or provide advice in addressing a
particular issue. At the end of Fiscal Year 2009, the Police Department employed 91
people in both sworn and non-sworn positions―nine positions below full staffing levels.
Fully staffed, the Police Department employs 78 sworn police personnel. At the end of
FY 2009, only 69 sworn positions were filled. Of the vacant sworn positions, seven were
due to FY 2009 budget reductions. All vacant positions were positions assigned to the
Patrol Division. Even with position vacancies, the Police Department remained
committed to meeting the ever-growing demand for services with a 24-hour-per-day,
365-day-per-year operation. The Police Department received and investigated 1,246
incidents, received more than 41,000 in-bound calls in the communications center,
responded to over 7,120 alarm calls and 512 motor vehicle accidents, issued more than
3,600 citations, and taught educational programs to more than 11,000 people.
Summary of Major Accomplishments
During FY 2009, the Police Department’s communications center receives 185,416 calls
for service. Of these calls, 136,616 were initiated by officers working in the field. Calls
for service resulted in 1,246 case numbers being assigned; of these cases, 1,202 involved
reports of criminal offenses. Of these reported offenses, 578 were cleared by arrest, 34
were exceptionally cleared (the responsible person was identified through a criminal
investigation but was not prosecuted), and 68 were unfounded (it was determined through
investigation that no criminal activity occurred). A total loss of $494,219 in currency or
property was reported stolen due to these incidents, and $214,347 of the currency or
property was later recovered. Not all of the reported incidents were criminal in nature.
Other calls encompassed a variety of complaints, including sick or injured persons, traffic
accidents, accidentally damaged property, lost or found property and other circumstances
in which the community looked to the Police Department for assistance. Of the 1,246
cases assigned in FY 2009, 1,091 were forwarded to the Criminal Investigations Division
for additional follow-up.
The Police Department’s broad scope of service and special initiatives requires additional
funding aside from state sources. Grant funding is an important component in meeting
Police Department goals. In Fiscal Year 2008, a grant was secured from the Georgia
Emergency Management Agency (GEMA) Homeland Security Grant Program in the
amount of $236,800 to install a state-of-the-art camera system at Sanford Stadium.
Installation of the camera system took place in FY 2009. Beginning with the 2009
football season, the camera system will be utilized to record video within the stadium
during the days leading up to home football games. On game days, the camera system
will provide panning and still shot capabilities, with the ability to zoom in on areas of

concern. Camera footage will be viewable in the stadium’s command center as well as
off-site locations. The camera footage will make football events safer by identifying
dangers as they arise. This will enable the Police Department and other emergency
personnel to shift stadium resources to an area of concern before a crisis develops. The
cameras’ recording capabilities also will capture detailed video to assist officers in
responding to incidents as they occur and in further investigating those incidents
requiring additional attention.
Bids for the camera system came in lower than anticipated, resulting in a difference
between allocated GEMA funds and future expenditures. An additional supporting
initiative, the Event Management Center build-out and event management software, was
later approved and installed in FY 2009. (Note: the center is referred to as the Emergency
Operations Center or EOC in the OSEP report.) At a cost of $99,915, the Event
Management Center is a fully centralized facility consisting of integrated audio and
visual components, communication capabilities, networking capabilities and
hardware/software designed for incident management. The Event Management Center is
located within the Police Department and provides the location and needed resources
conducive in bringing together, at one centralized location, multiple disciplines required
to successfully manage any type of event by using the federally mandated Incident
Command System (ICS) template. With the Sanford Stadium camera system accessible
from the Event Management Center, plans are in place to transition football game day
operations from the stadium to this new facility.
During FY 2009, representatives from the Crime Prevention Unit spoke at each and every
student orientation session. Topics included underage consumption of alcohol, possession
of weapons on campus, as well as general safety. Students and parents also were
informed about where to obtain statistical information on campus crime and view the
Police Department’s daily logs. The hope is that by providing this information to
incoming students and their parents, students will remain safe through their informed
behavioral decisions. Likewise, parents will be able to track Police Department activity
and find information pertaining to their sons or daughters (if applicable).
In addition to speaking at orientation sessions, the Crime Prevention Unit provides
programs to the University community on a variety of safety topics. Programs provided at
no cost to participants include Personal Safety for Women, Identity Theft, Road Trip
Safety, Robbery Prevention, Safety Liability, Alcohol Awareness, Risk Management and
the Fight-to-Flight Self Defense Workshop. In FY 2009, the Crime Prevention Unit
delivered 94 programs and provided important safety information to more than 11,000
students or their parents, faculty, staff, visitors and members of the broader Athens-
Clarke County community. Community-partnered initiatives are an integral component in
ensuring that UGA maintains a safe environment. The Crime Prevention Unit will
continue working with the campus community. Additional services, such as lighting
surveys and building security surveys, are other ways the Police Department contributes
in identifying campus low-light areas and in offering suggestions as to how departments
can better safeguard their buildings and property.

As in years past, the Police Department is responsible for providing statistical
information on campus crime to the Department of Education, as required by federal law
and the Campus Security Act of 1990, otherwise known as the Clery Amendment. The
information can be viewed online at http://ope.ed.gov/security/search.asp. Further, the
Police Department continues to provide daily logs and timely warnings. The daily log is
available on the Police Department Web site at http://www.police.uga.edu/dailylog/ and
timely warnings may be viewed at http://www.police.uga.edu/news/. In FY 2009, the
Police Department began working with Campus Crime Reports, a Web-based service that
allows for mapping of reported criminal incidents. Once integrated into the Police
Department’s Web page, an additional resource will be available to see, in comparison to
locations of interest, the locations where criminal activity is occurring. The mapping
solution is not intended to replace existing reporting mechanisms, but is an additional
method that will be used to inform the public and University community about crimes
occurring on and around campus.
The Police Department demands that quality service is provided by all bureaus and units.
To better achieve this objective, the Police Department voluntarily enrolled in the State of
Georgia Law Enforcement Certification program in FY 2006. State certification was
attained in FY 2008. Through detailed analysis of daily operations, policies and
procedures by program assessors over a three-day period, the Police Department was
found to be in compliance with program standards. In FY 2009, the Police Department
was in year two of a three-year certification cycle. State certification equates to
recognition that the Police Department meets or exceeds industry standards.
In FY 2009, the Police Department’s dedication to professional community service was
formally recognized on more than one occasion. A sergeant in the Patrol Division—Sgt.
Adam Fouche—was awarded the Sherm Applebaum Award for Excellence. This award is
presented annually by the Athens Rotary Club to one honoree out of candidates
comprising all Athens area law enforcement agencies. The Police Department also was
recognized by the Georgia Association of Chiefs of Police after being selected as a
finalist in the Curtis McClung Law Enforcement Award for Excellence. The Police
Department received this recognition for collaborative efforts with the Athens-Clarke
County Police Department to ensure that police services to the University and greater
Athens community are provided using best practices along with the most efficient use of
resources.
Summary of FY 2010 Goals
One of the University of Georgia Police Department’s main objectives is to provide the
best possible police services. This is not an easy task, given the changing dynamics of the
campus and increased expectations from the community. All Police Department
employees strive to make sure this objective is met.
The Police Department will continue to provide leadership training to all employees
occupying supervisory or command-level positions. In FY 2009, 14 employees in
supervisory positions attended a three-week Law Enforcement Leadership Course taught

by the International Association of Chiefs of Police and trained Police Department
instructors. Continued efforts will be made in FY 2010 to train all remaining supervisors.
The goal of this training is to have command staff and supervisors utilizing the same
terminology and applying the same leadership strategies in order to increase overall
productivity.
In FY 2007, the Police Department entered into an agreement with the Athens-Clarke
County Police Department for the purchase of a unified computer system that includes a
CAD component, a mobile component and a records management component. The
system will better allow for information sharing, real-time identification of law
enforcement resources on and surrounding campus, information back-up and the ability
for officers to better connect to information needed in the field. The CAD and mobile
components went live in FY 2008. The records management system went live in FY
2009. The overall implementation of this system is two-thirds complete. A major goal for
FY 2010 is to complete the transition to this new system by fine-tuning the software
package to accommodate agency work flow.
