Locally, Australia Day is an opportunity for us to reflect on our community’s achievements and our local heroes. We have a lot to be proud of. Congratulations to everyone who was recognised in Bayside and Glen Eira’s citizens of the year awards, and recipients of Australia Day Honours. Victoria’s Young Australian of the Year was also local resident, Georgie Stone for her social leadership. We are all proud of you. With warmer weather it has also been school and community fete season. These events don’t happen by accident. They are a consequence of individuals and families coming together to help build our social fabric. Thank you for your voluntarism. It is always dangerous to single out one sporting group, but congratulations must go to Brighton Cricket Club on its 175th anniversary. Nationally, we must make sure the national Parliament is focused on delivering for the Australian people. Much of last year was targeted at confronting difficult issues so this year we can build the forward-looking, modern liberal nation Australia needs to be. I recently gave a speech in the Parliament about the vulnerability of the Australian economy to global economic shocks. The task ahead for Australia is to reduce spending, drive tax reform and foster an environment to see modest increases in interest rates. Doing so will balance the Australian economy, and it prepare all of us to withstand events outside our control. The Turnbull government has been turning the spending trend to get the budget into surplus so we can pay down debt. There are no easy fixes. The drivers of public spending are structural, not wasteful programs that can easily be cut. The biggest drivers of growth in public spending come from the rise in demand for pensions and other costs associated with an ageing population, and support for people with a disability. We must support vulnerable people and those at a vulnerable stage of life. But everyone is vulnerable when the nation has a heavy debt burden. Australia has a spending problem. The reforms the Turnbull government has already delivered is getting people off taxpayer-funded welfare and into tax- paying jobs. Last year 1,100 jobs were created each day, and the majority were full time. Consumer confidence is up. Total wage growth is up, but more needs to be done to ensure everyone is seeing improvements in their pay packets. Australia also has a problem about how it raises tax revenue. Our tax system is broken and raises revenue like we are still in the 1950s. It is not equipped for a globally competitive economic environment. The tax system is heavily imbalanced against working people. Half of all federal revenue comes from income tax, yet we have a smaller share of the population working. That can’t go on. A sustainable tax system has to have a social license and an expectation that everyone contributes to the running of our society. That is one of the reasons we have high migration: we need working people to pay taxes to support an ageing population. The benefit of a robust economic outlook is that it gives us more flexibility to confront further beneficial reform. There is no doubt in my mind it is time for serious tax reform. That is where my focus is, and will remain. Between 2013-14 and 2016-17 the Commonwealth Government has increased funding to Victorian hospitals by 36.4%, compared to only 13.4% from Labor. This record funding by the Coalition Government means - more doctors, more nurses, more surgeries and less wait times which all contribute to better health outcomes.

Last year the Government made considerable reforms to take the pressure off private health insurance has delivered the lowest annual

premium change in almost two decades. This change is the lowest in 17 years, at 3.95 per cent – lower than every year under Labor. We have negotiated $1bn worth of savings with the medical devices industry will result in more affordable private health cover for all Australians and also announced in the package is the flexibility for people to increase their maximum excess to assist in the reduction of their overall insurance premiums.

The Government will continue to support affordable health insurance via its private health insurance rebate, currently worth over $6 billion a year.

Associate Professor Peter McNicol

AM For significant service to medicine, particularly in the fields of anaesthesiology, liver transplantation, and transfusion medicine having served appointments to the Australian Red Cross Blood Service, the National Blood Authority, the Australian and New Zealand College of Anaethetists, the Victorian Department of Health and Human Services and Past Medical Director and Co-Founder of the Victorian Liver Transplant Unit at Austin Health.

Professor George Braitberg AM For significant service to medical administration and emergency medicine, to education and health system design, and to the community including appointments as director of emergency medicine at Austin Health, Monash Health and Royal Melbourne Hospital and Inaugural Professor of Emergency Medicine at the University of Melbourne and Past Inaugural Professor of Emergency Medicine at Monash University.

Mr Andrew Plympton AM For significant service to sports administration through governance roles, particularly to sailing and Australian rules football including as a Board Member of the Australian Sports Commission and an Executive Board Member of the Australian Olympic Committee, as a former President of Sailing Australia, Commodore of the Sorrento Yacht Club and Committee Member of Royal Brighton Yacht Club and a former President of the St Kilda Football Club.

Mrs Beryle Campbell-Foster OAM For service to women in Victoria including service to the National Council of Women Victoria, the League of Women Voters Victoria, the Penguin Club Australia and as a Councillor on the Swan Hill City Council from 1969 - 1972.

Mrs Hatice Basarin OAM For service to the preservation of Australian and Turkish military history having co-authored a range of publications detailing the history of Australian and Turkish service in World War 1.

Mr Terrence Black OAM For service to veterans and their families having been Secretary of the Beaumaris Sub-Branch of the Returned Services League of Australia (Victoria) from 2005 - 2015 and a Member of the Finance, Aid and Audit Committee of the Returned Services League of Australia (Victoria) from 2010 - 2016 and a Former Secretary and Deputy Chairman, Secretary of the Melbourne Legacy Club and current Member since 1999 and a Member for 22 years and former National Treasurer of the Thunderbird Owners Club of Australia.

Mr Don Cullen OAM For service to the community through a range of roles including Chairman and Founder of the Tibetan Village Project Australia since 2005, a member of the Rotary Club of North Brighton since 2007 and a Volunteer to Braille without Borders.

Mr Michael Mace OAM For service to community theatre including in roles with the Victorian Drama League including as Vice president, Councillor and Volunteer Co-ordinator and in roles as manager, director and producer with the Adelphi Players Theatre Company.

Mr Mark O'Leary OAM For service to choral music and education including as Founder, Director and Conductor of Young Voices of Melbourne since 1990, Conductor of the Exaudi Youth Choir since 2013, Principal Guest Conductor, Gondwana Voices, since 1997 and President of Victorian Branch of Kodaly Music since 1997.

Mr Bruce Langford-Jones OAM For service to the building and construction industry, and to golf, having served on the Housing Industry Association as a former President, Vice-President and Board Member and as Deputy Chair of Golf Australia from 2006 - 2012 and a former Captain of Sorrento Golf Club and of Kingston Health Golf Club.

Mrs Faye Haskin-Dubrowin OAM For service to inter-faith relations, and to the community as the first female President of B'nai B'rith Victoria and Member for 20 years, a former Committee Member of the Jewish Christian Muslim Association of Australia and former Co-Ordinator of the Probation Officers Association of Victoria and the Westernport Youth Justice Probation Program.

Mr Vincenzo Princi OAM For service to football and to the community including as President of the Hampton Dolphins Soccer Club since its formation in 2001, former President of the Hampton Junior Soccer Club, former President of the Brighton Soccer Club, and the Founder and former President of the Bayside Italian Senior Citizens Club.

Mr David Thomson OAM For service to education in Victoria, and to the community, having been a teacher at Caulfield Grammar School for 36 years and a teacher in Residence at Victoria University since 2005, and a previous member of the VCE Legal Studies Syllabus Committee and Vice Chairman, Victorian Chapter, of the Australian College of Educators as well as serving on other community service bodies and local community organisations including the St Andrews Presbyterian Church, Gardenvale East.
