Master’s Scholarship Program: Bridging the Rural Digital Divides

This paper applies a social justice framework to reflect on the experiences in the $567,660 grant entitled “Rural Library Professionals as Change Agents in the 21st Century: Integrating Information Technology Competencies in Southern and Central Appalachian Region” (ITRL) recently awarded by the Institute of Museum and Library Services' Laura Bush 21st Century Librarian Program to the School of Information Sciences (SIS) at the University of Tennessee (UT).

The ITRL Purpose

The ITRL purpose is to train sixteen paraprofessionals working in rural libraries in the Southern and Central Appalachian (SCA) regions to complete their master’s degree part-time (June 2010 – August 2012) with a focus on IT and rural librarianship in the UT’s SIS program via distance.

ITRL students are receiving: Part-time degree in a ALA-accredited program A structured, individually-tailored IT and rural management curriculum Rural library practices and needs incorporated into the curriculum IT competencies in developing rural library work applications Formal/informal professional mentoring by educators and practitioners Full-tuition scholarship for two years Allowance for materials and provision of a laptop computer

Why the ITRL Program Is ImportantSCA rural librarians experience critical information needs and concerns owing to:

Information poverty and unemployment Economic challenges Low levels of information literacy and educational attainment A lack of access and use of IT Other unique environmental challenges.

Their critical information needs have traditionally been inadequately represented in the LIS professions, and are only recently beginning to get some attention in LIS education.

Why the ITRL Program is Important

The ITRL makes connections between research-teaching-service practices in the American academy towards social justice results and outcomes in the development of IT and management product integration achieved during the ITRL educational process in rural library contexts.

Social Justice Framework in ITRL Applying the social justice framework to the ITRL identifies underlying motivations that are

shaping its conceptualization and implementation to address the rural digital divides experienced in the SCA region.

It also highlights how integration of teaching, research, and service missions in library and information science (LIS) can be used to achieve social justice agendas that promote community building and community development in traditionally underserved and marginalized areas (e.g. rural environments in the SCA region).

Social Justice Elements in ITRL The following table analyzes the ITRL in the context of the following social justice elements:

An underserved population that comprises of a group (or individuals) experiencing some form of inequity in access to information, resources, technology, power/prestige, etc.

An information need which is presented in terms of gaps between existing and desired levels of expectations in access to information, resources, technology, power/prestige etc. with the aim to identify possible service plan(s) to bridge these gaps.

Methodologies that are the research approaches used in engaging with the population(s). Outcomes defined as the impacts or the tangible and intangible changes that have (or may) occur in the lives of the stakeholders

before and after getting involved in the project. Assessment/evaluation that explores if the original need that motivated the interaction got addressed. It examines the effectiveness of

the strategies adopted to address the original issue.

Social Justice Principles in ITRL

Fairness and equity in social relationships that reflect how the program makes various experiences more equitable for specific underserved individuals or populations.

Empowerment that addresses how the ITRL is changing the ways social conditions were before and after the interaction for different individuals. It identifies changes in the perceptions of individuals about their role in determining the course of their lives as a result of program participation.

Economic, political, social, cultural, and environmental impacts which describe how the interaction is changing the ways things are at these levels before and after the interaction.

Social Justice Principles in ITRLCommunity building and community development that call attention to any equitable partnerships

and collaborations in the program with local, national, and international communities to promote social equity and social justice for individual, social, and community empowerment of the disenfranchised.

Diversity, multiplicity, and democracy involve varied participation in decision-making.Everyday information needs of the disenfranchised are examined in the context of stakeholder

involvement in the program.Community informatics that explores the role of information and communication technologies to

empower and enable local and global communities to meet their goals and aspirations.

Rural libraries and the SCA region are both underserved in the profession with respect to professional LIS education (Hildreth, 2007). The SCA region is lagging behind national trends in terms of IT and rural management development.

Social Justice Outcomes in ITRL

Social justice elements provide a framework for developing social justice projects and possibilities in LIS that extend the professions beyond traditional roles as mere service providers.

Rural librarians are developing IT and management resources and outcomes in their ITRL courses while integrating social justice principles to potentially achieve greater community-wide impacts and progressive changes in the SCA region. ITRL students are also learning to apply theory and concepts in real-world contexts while developing products that have practical relevance to their SCA work and community environments.

1. Improved technology skills to provide more effective computer services: Julie Forkner developed a mobile laptop lab with 12 laptops, including one for the visually impaired, at E.G. Fisher Public Library in Athens, TN.

2. Provided evaluation and assessment of computer services: Angela Glowcheski reorganized computer classes to better serve community needs at Lumpkin County Public Library in Dahlonega, GA.

3. Developed online communication and evaluation instruments to gather feedback from various constituencies: Lauren Long conducted first online user and staff surveys at Madison County Public Library in Marshall, NC.

4. Participated in “hands-on learning” technology projects: Brittany Fletcher developed and implemented an i-Pads use plan in the K-12 school classroom project at Mountain City Elementary School in Mountain City, TN.

5. Implemented a DE program in the school system: Becky Grindstaff gained insight and developed a DE program in Knox County Public Schools, Knoxville, TN.

6. Promoted awareness and use of open source software: Susan Macrellis evaluated the suitability of OSS Evergreen as the integrated library system for East Ridge City Library in East Ridge, TN.

8. Designed and developed websites for the rural library: Fran Owen created a school library web site for Sevier County Public Schools in Sevierville, TN.

9. Created a podcast tutorial and a screen recording tutorial using a content management system: Marilyn Pontius recorded podcast and screencast tutorials for Hancock War Memorial Branch Library in Washington County, MD.

10. Improved skills towards better user electronic access: Susan Macrellis gained expertise in assigning subject headings and vocabulary control to improve OPAC entries for East Ridge City Library in East Ridge, TN.

Findings: ITRL Deliverables [Select] Rural Management Theme

1. Conducted an internal and external profile analysis of library system: Marilyn Pontius conducted a community scan and a SWOT analysis for Washington County, MD, for the community’s Hancock War Memorial Library.

2. Developed a funding profile for a library system: Chris Smith developed a funding profile (including local, state, and federal government resources) and community partnership opportunities for C. Bascom Slemp Memorial Library in Big Stone Gap, VA.

3. Developed a comprehensive public relations plan for a library system: Susan Williams developed a comprehensive PR plan (including press kit, marketing trademarks, etc.) and a community marketing strategy for Highlander Library in New Market, TN.

4. Gained expertise in identifying the role of strategic relational management in developing externally-funded grant projects: Rich Haynes developed a Grant Partnership Agreement for an externally-funded grant project that will expand, market and promote local history resources at the Harlan County Public Library in Harlan, KY.

5. Developed partnerships with nonprofits supportive of public libraries: Julie Forkner developed a relationship with Techsoup, a nonprofit that helps public libraries get the technology resources they need to operate at their full potential, for E.G. Fisher Public Library in Athens, TN.

6. Developed collection development knowledge to select quality children’s literature for their libraries: Fran Owen developed a collection for a school currently under construction at Sevier County Public Schools in Sevierville, TN.

7. Developed evaluation and assessment tools for public services at a rural library: Vicki Winstead performed an evaluation and user-centered assessment of the job-seeking service of the Kingsport Public Library in Kingsport, TN.

Conclusions ITRL students are developing IT and rural management products in their coursework that are

helping to bridge gaps in the SCA region to tackle lagging IT literacy in the rural SCA communities. Local, regional, and national collaborations and networking have played a significant role in

generating community-wide participation and support to achieve socially relevant outcomes. Summarizing the ITRL in terms of social justice elements and principles provides one strategy to

highlight its outcome-driven component that may encourage consideration of the social justice agenda within mainstream LIS research, education, discourse, and practice.
