AUGUST PROGRESS MEETING NOTES I-10, JCT I-19 to Empirita TI Project No. 010 PM 260 H7825 01L I-10 / Barraza-Aviation Pkwy (SR 210) Feasibility Reports and Environmental Overviews INTRODUCTION The August Progress Meeting for the I-10, Jct I-19 to Empirita TI was held at 1:00 PM August 30, 2010 and concluded at 2:20 PM. The meeting was held at the ADOT Tucson District; ADOT Phoenix joined the meeting via video conference; ADOT Safford District attended the meeting via teleconference. This was the first Progress Meeting following the Kickoff Meeting held on July 21, 2010. This project has two Phases: Phase I consisting of two Feasibility Studies and two Environmental Overviews for I-10 from its junction with I-19 to SR 90 (eastern terminus extended from Empirita TI to SR 90 per Study Team consensus during the Kickoff Meeting; official project extension in process) and the Barraza-Aviation Parkway (SR 210). Phase II consists of a Design Concept Report and an Environmental Assessment for I-10, Junction I-19 to SR 90. Jacobs is currently contracted for Phase I of the study. Opportunity to express project concerns and expectations was given to agencies and individuals who were unable to attend the Kickoff Meeting. Following agencies’ input, Jacobs and EcoPlan provided the Team with an update on the traffic modeling, traffic counts/operation analysis, environmental and cultural resources. Brad Olbert, Jacobs PM, also provided an update on changes to the project schedule with the extension on the eastern terminus from the Empirita TI to SR 90. Agencies in attendance were: Pima Association of Governments (PAG), ADOT, ADOT Predesign, ADOT Tucson District, ADOT Safford District, Pima County, Cochise County, City of Tucson, Sun Tran and Arizona Game and Fish Department (AGFD). Agencies invited but unable to attend were: Federal Highway Administration (FHWA), City of South Tucson, Davis-Monthan AFB, Tucson Airport Authority, Border Patrol and Union Pacific Railroad (UPRR).

SUMMARY Brad Olbert, Jacobs PM, opened the Progress Meeting with a safety moment and conducted self introductions of the attendees in Tucson and Phoenix. Brad gave a brief recap of the Kickoff Meeting and Site Review Meeting. Meeting notes were sent to the Study Team for review; minor comments were provided and are addressed. Final meeting notes are available at the Study Team website (www.jacobsaz.com). Brad Olbert also discussed changes involving the I-10 project’s eastern terminus. At the Kickoff Meeting, agencies expressed their concerns with the Empirita TI as the eastern terminus and suggested extending the eastern project limits to SR 90. A change order to extend the project’s eastern limit is in process. The tentative revised project name is I-10, Jct I-19 to SR 90 and the tentative eastern terminus milepost is 302.25. Mike Dawson, EcoPlan, commented that all environmental documents will round milepost to the nearest tenth of a mile (e.g., MP 302.3). Jacobs will announce to the Study Team when changes are official. With the east terminus extension, the project length would be approximate 42-miles along the I-10 corridor. Some agencies were unable to attend the Project Kickoff Meeting and opportunity to express their concerns and expectations were given to these agencies. Agencies unable to attend were: City of Tucson, Davis-Monthan AFB, Sun Tran and Union Pacific Railroad. Additional agencies were added to the project contact list following the Kickoff Meeting: Tucson Airport Authority, Border Patrol, and AGFD. Comments are summarized below: City of Tucson José Ortiz, City of Tucson Traffic Engineer, did not have comments at this time. Sun Tran Robert McGee, Sun Tran, meet with Geoff Slater, Nelson/Nygaard Consulting. Sun Tran suggested several park-and-ride transit stations along the I-10. Suggested park-and-ride locations are: Rita Road, Kolb Road and Wilmot Road. AGFD AGFD representatives, Mike Demlong, Ray Schweinsburg, and Scott Sprague, were present via video conference at ADOT Phoenix. AGFD is concerned that widening or otherwise modifying the section of interstate under study, could substantively impact wildlife attempting to cross I-10, especially along the section from SR 83 to SR 90. AGFD noted several major wildlife linkages or corridors that exist along this segment of I-10, linking the Rincon Mountains to the: Santa Rita, Whetstone, and Empire Mountains; Las Cienegas National Conservation Area; and Cienega Creek. For additional information on these linkages, they referred Jacobs/EcoPlan to review a study completed by Dr. Beier indentifying four (4) major wildlife corridors on the I-10 between SR 83 to SR 90; and the Arizona Wildlife Linkages Assessment (2006) prepared by ADOT and other members of the Arizona Wildlife Linkages Workgroup. As part of this feasibility study and in advance of any improvements to I-10 in the study area, AGFD suggested ADOT should support research to further refine the location of pertinent wildlife corridors and develop potential mitigation measures. AGFD noted vehicle-wildlife collisions often occur along this section of I-10 and suggested evaluating the need for mitigation measures (such as crossing structures) to minimize vehicle damage, reduce the risk of human injuries or death, and allow wildlife safe access across the interstate. For example, roadway hydrological structures crossing I-10 could also be modified/designed for wildlife use.

AGFD noted they were an active participant in the Northwest Cochise County Long Range Transportation Plan Technical Advisory Committee (TAC). They referred the workgroup and consultants to review the final report (URS, September 2010) and the TAC’s recommendations. They look forward to being active participants in this feasibility study and partnership with ADOT. AGFD noted that due to the biological importance of this area, this project will likely also generate much attention and interest from the public and non-governmental organizations. Mike Dawson, EcoPlan, mentioned that at the Feasibility Study level, input from the public and non-governmental organizations will be very limited. The next phase will solicit input when alternative development occurs. Pima County Robert Young, Pima County, reiterated the importance of incorporating the Southeast Area in the modeling efforts. Davis-Monthan Davis-Monthan accepted invitation for this meeting but no representative was present at the progress meeting. Billah Khan, ADOT Predesign Project Manager, suggested that Jacobs to schedule a separate meeting with Davis-Monthan as their input and participation is critical for this project. UPRR No representative was present at this meeting Tucson Airport Authority No representative was present at this meeting Border Patrol No representative was present at this meeting ADOT Survey ADOT Survey provided DCR-level mapping for the I-10 corridor and will be available to provide more data as needed for this project. Following agencies input on the project, Jacobs presented a progress summary on the traffic modeling, traffic counts, environmental and cultural resources. Traffic Modeling Patrizia Gonella, Jacobs Modeling Team Lead, provided a summary of the modeling efforts. The project’s Traffic Focus Group met on August 11, 2010 to discuss the base assumptions to be used for the traffic model. Agencies included in the Traffic Focus Group were ADOT Tucson District, FHWA, PAG, City of Tucson, Pima County and Cochise County. (A copy of the meeting notes is available on the project’s website). Base assumptions for the traffic model were presented at the Progress Meeting and all parties agreed with the recommendations. Base assumptions for traffic model / traffic forecast are:

Population: PAG 2040 population growth assumptions will be used. PAG’s 2040 population estimate for the Southeast Area is 300,000, which is half of 2080 build-out population estimate of 600,000 people.

Roadway Facilities: PAG 2040 adopted model will be used including the approved and reserved

projects. The PAG model was adopted in July 2010. Reserved projects are those projects identified in the PAG model as needed but not yet funded. Only the reserved projects in the influence area will be included, these are approximately 25% of all PAG’s RTP reserved projects.

Influence Area: The influence area is the area where traffic demand will affect improvements on I-10

and Barraza-Aviation Parkway. Limits of the influence area are delineated in gray dots in the 2040 Base Roadway (RTP) Exhibit provided at the Progress Meeting. The influence area includes I-10 from I-19 to SR 90, Southeast Area and area north of I-10 to Speedway Boulevard. A copy of the 2040 Base Roadway Exhibit is attached.

Cochise County Traffic Model: Recommendations and the Cochise County model will be used to

produce future traffic volumes. In addition to the traffic model, the Cochise County Northwest Area Plan should be finalized by August 31, 2010 and several highlights from this plan will be included in the I-10 study. Cochise County Northwest Area Plan highlights are included in the August 11, 2010 Traffic Focus Group meeting notes.

Barraza-Aviation Pkwy / I-10 Northwest Connection: Existing Barraza-Aviation Parkway (SR

210)/I-10 northwest connection is located within the influence area. Traffic Data Collection: Shanthi Krishnan, Jacobs Traffic Lead, provided a progress summary on the traffic operation efforts. The traffic pattern study consists of two phases of traffic data collection:

Phase I (May 2010): total of 186 mechanical traffic counts were obtained along I-10, I-10 TIs, Barraza-

Aviation Parkway (SR 210) and major traffic intersections. Phase II (September 2010): additional counts will be taken along I-10 and SR 210 in September when

schools resume to regular schedules. Additional traffic counts will be taken for the additional ten (10) miles along I-10 from Empirita TI to SR 90.

Jacobs received traffic counts for Phase I and is currently reviewing them. Traffic data will be presented in exhibit form and will be use for operation study to review alternatives to traffic interchange types. Environmental Mike Dawson, EcoPlan Environmental Lead, provided a progress summary on the environmental efforts. The environmental team is currently setting data collection boundaries. Boundaries for the I-10 are pretty straight forward as it follows both sides of the future I-10 right-of-way. Boundaries for the Barraza-Aviation Parkway (SR 210) are not as straight forward. FHWA suggested a connection to the west of Alvernon Way. However, a connection west of Alvernon Way would not allow SR 210 to function as a reliever for the I-10 traffic. Mike Dawson suggested setting the SR 210 western limits for the extended study area at Palo Verde Road. ADOT, Pima County, and the City of Tucson all agreed with this recommendation. The environmental team will present the Study Team decision to FHWA as part of the agency coordination process.

Mike Dawson also presented two options for the Environmental Overview exhibits. Options are: include the GIS information only or include GIS information and aerial map. Exhibit options will be forwarded to Study Team for feedback. The Environmental Overview will incorporate wildlife/vehicular collision data to the extent records are readily available and relate the information to milesposts or segments within the I-10 corridor. Within indentified wildlife corridors recognized by AZFD, the EO will note existing bridge/culvert/drainage structures which may provide opportunity for enhanced wildlife crossings. Betsi Phoebus, Jacobs (Environmental Team), provided an update on the Air / Noise / 4(f) status. Sensitive noise receivers are located with the study area and the noise modeling will address these properties. Both projects are located with the Tucson Region Carbon Monoxide Maintenance Area. Future field surveys will identify potential Section 4(f) resources in the study area. Cultural Resource Laurene Montero, Jacobs Cultural Resource Team Lead, provided a progress summary on the cultural resources efforts. Data collection for the Barraza-Aviation Parkway study area is completed, except for the extended limits, which were still under discussion. Fifteen (15) cultural sites were originally estimated, but thirty (30) sites are found in this area. Nine (9) are historic sites including a railroad station and artifacts scatters. Ten (10) sites are prehistoric sites. Seventy nine (79) previous studies were found, but they do not appear to cover most of the Barraza-Aviation Parkway study area. Data collection will resume when the extended study limits referenced above have been finalized. The cultural resource team will start data collection along the I-10 corridor. The study limits includes I-10 from junction with I-19 to SR 90, and a one-half mile surrounding the right-of-way on all sides. Utility Coordination Brad Olbert and Vanessa Quinto, Jacobs, met with Ayman Ghadban, ADOT Tucson District Utility Eng. Coordinator, at the end of the Progress Meeting to discuss the possibility of arranging a Utility Coordination Meeting to inform all utility companies in the area about the I-10 and Barraza-Aviation Parkway studies and to obtain input from these agencies regarding potential utility conflicts and future plans that might be in conflict with future roadway improvements. Jacobs will proceed with arrangements for the Utility Coordination Meeting. The new Utility Coordinator for ADOT Safford District is John Rocha. Ayman Ghadban will be the utility point of contact for this project but Jacobs will include John Rocha on all emails and invitations regarding utility discussion. Project Schedule The project schedule is in process of being revised along with the change order to extend the project limits ten (10) miles further east from Empirita TI to SR 90.
