MINUTES OF THE SEPTEMBER 10, 2015 REGULAR MEETING OF THE ATHENA CITY COUNCIL

September 10, 2015

Attendance: Mayor John Shafer called the regular meeting of the Athena City Council to order at 6:30 pm in

the City’s community room. Roll was taken with Councilors Pat Gibson, LaVerne Mitchell, Chet Sater, and Becky

Schroeder present. Councilor Carol Speed was excused. Recorder Nancy Parker and eight guests were also in at-

tendance. Shafer led everyone in the Pledge of Allegiance.

Business from the Public: Sgt. Josh Roberts gave the Umatilla County Sheriff’s report. Paula Babb, represent-

ing The Main Street Association asked the Council for permission to apply for a $16,000 grant to purchase sea-

sonal lighting and banners. The City would need to pay for the electricity. Councilor Mitchell moved to approve

the purchase of the lights and banners, with the City to pay for the electricity to run the lights. Schroeder se-

conded the motion, which carried 4-0.

Planning Commission: No report.

Consent Agenda: Councilor Mitchell moved and the motion was seconded by Gibson to approve the minutes of the

8/20/15 regular meeting, the financial statements and bills. Motion passed 4-0.

Actionable/Discussion Items: April Vorhauer, from the Main Street Association, showed a slide presentation on

“community gathering spaces” and would like council permission to pursue a steering committee which would coor-

dinate volunteers and funding to build a gathering space in Dugger Park. The goal is to gather enough support to

have a concentrated work day to complete most of the project with volunteered labor and materials. The first

meeting will be 9/22/15 @ 6:00 pm in the City Hall meeting room. The bus stop for Dugger Park is still being

looked into.

Old Business: Pool Report: Recorder Parker reported she visited with auditors and to receive tax deductible

donations over $250 the entity must have a 501-C3 status. Donations up to$250 are tax deductible and are not

required to pass through a 501-C3 account. The Main Street Association will be approached about using their 501

-C3 status as a means to accomplish this goal.

The City is still waiting to hear from Wilbur Ellis concerning a swimming pool donation. Parker will apply to Wal-

Mart for grant funds, as well as contact the County Commissioners who also have a Community Development fund.

New Business: None

Business from the Departments:

Administration: Nancy will be attending the OAMR Conference in Seaside Sept 14-18. City Hall will close at noon

on Sept. 17th and remain closed through Sept. 18th for Round-Up.

Councilor Report:

Councilor Sater sent a letter of support to the City of John Day after the fires in that area.

There being no further business the meeting was adjourned at 7:13 pm. The next regular council meeting will be

October 8, 2015 @ 6:30 pm in the Athena City Hall meeting room.

September 2015 Report

The Board of Directors voted to appoint Marty Botts to serve one of the two- four year terms that are still

vacant. He will be sworn in at the next meeting to be held on October 20, 2015. There is still one position

vacant and the Board would like to extend an invitation to anyone interested in serving their community to

send a letter of interest to the Health District.

Our new Administrator Mark Moore will begin work on a part time basis beginning October 1, 2015. This is

a month earlier than scheduled and he will be working 20 hours per week until November 1, 2015. He will be

working to acquaint himself with the District, recruit more volunteers and drivers and preparing to resume

service.

EMT Classes will begin on September 28, 2015 at BMCC. If you

are interested in becoming an EMT Basic you can contact Steve

Brost at 541-377-0120 or call the District office at 541-566-3813

ALFA’s (Athena Library Friends Assoc.) annual meeting will be Thursday, October 8 @ 6:30pm @ the library. Sheila Hagar, Walla Walla Union Bulletin journalist, will be the guest speaker. Sheila’s keen sense of humor along with her love of community and libraries will be an entertaining prelude to the business meeting. Membership to ALFA is $10.00 and must be paid before voting during the meeting. You may pay prior to the meeting or at the Athena Library. ALFA member-ship supports library programming and special collections. ALFA has just purchased new computers and updated the wifi system at your library. P.s. Do you like hot cider and caramel corn?

Athena Public Library has established an endowment fund with Blue Mountain Community Foundation. Donations may be made to the Athena Library or directly to BMCF towards the Watts/F.S.LeGrow Fund.

Story Time continues on Mondays @ 10:30, currently at

the McEwen Housing meeting room on South Fifth St. at the

end of the cul-de-sac. There will be a sign posted if Story Time

moves back to the public library. Borrow a child or bring a

friend with children and join us!
