President’s Message

Let me take this opportunity to wish you and yours a beautiful holiday season and a new year filled with joy as you serve others, both in your practice and in your communities.

When the holidays roll around, our thoughts often turn to gifts and gift-giving. As president of the Missouri Optometric Association, I would personally like to thank you for your gift of membership in this fine organization that promotes our chosen profession—optometry. I would also like to thank you for the gift of your continuing support of the MOA during 2008.

If you’re a new member or a member who hasn’t been very active over the past several years; I encourage you to invest, or reinvest, inyour MOA membership in 2009. You will not regret it.

One great place to begin is coming up at the end of January--our annual legislative conference. I can’t stress strongly enough how important this event is to our profession. Dr. Marcus Piccolo will be presenting Technology in Eyecare: Keeping Optometry in the Game and Dawn Cain from MOHealthnet Provider Education will be talking to the Paraoptometrics about filing Medicaid claims and what to do when you encounter problems.

Every two years a new crop of faces appears in the Missouri State Legislature, new representatives or new senators who are coming to Jefferson City for the first time as lawmakers. It is our responsibility to educate these men and women about eye care and the profession of optometry so that when legislation arises that concernsthese issues, our legislators can make informed and educated decisions.

Over the years, MOA has built a strong grassroots level network with our legislators.

Having a good working relationship with your representative and senator is vital to your practice and the practice of optometry in Missouri. If you haven’t met your representative and senator, the legislative conference is a wonderful time to make their acquaintance. If your representative or senator is newly elected, be sure to introduce (or reintroduce) yourself and let him or her you would be willing to serveas a source of health care information.

So if you haven’t already registered for the MOA Legislative conference, please do. I’ll be looking for you at the Capitol!

2009 Legislative Conference

Members of the Missouri Optometric Association have worked diligently to create a unique day of events for you at this year’s MOA Legislative Conference. It will include an opportunity to meet with the key legislative influencers figures and people who set legislative policy priorities for our profession. With health care reform and economical issues affecting state policies it is vital to our profession to have a strong showing at this year’s Legislative Conference.

The 2009 MOA legislative conference will be January 26, 2009, at the Capitol Plaza Hotel in Jefferson City! The Legislative Conference will Kick-off on Monday morning with a special breakfast. We will start the morning off at 7:45am with the MOPAC breakfast which is open to all attendees. Dr. Larry Snider, our MOPAC chair along with Reps. Tilley and Swinger will start the program off discussing the importance of PAC donations.

The educational program will start at 9:00am with Dr. Marcus Piccolo presenting Technology in Eyecare: Keeping Optometry in the Game. Dr. Piccolo is from Houston TX and has been extremely active in the Texas Optometric Association, and is currently serving on their legal and legislative committee.

For the Paraoptometics, there will be a presentation from Dawn Cain, from MOHealthnet provider education. She will cover filing Medicaid claims, solving problems, and answering questions.

The education will be followed by a panel discussion on the implementation of the Children’s Vision Law. Jill Phillips, RN, school nurse from Odessa will be there to share the outcomes achieved by her school district. And the luncheon will feature a keynote speaker followed by reports from our governmental consultants and other legislative speakers, who will give us a glimpse of what they think 2009 will offer.

After delivering our famous cinnamon rolls at the capitol, the evening will conclude with a reception for the legislators.

We encourage you to invite a young optometrist to attend this year’s conference. Participation by future leaders of our profession is key to maintaining a strong position in Jefferson City and a strong MOA. With your participation, this year’s conference will be better than ever.

Internet-Based Medicare Enrollment Now Available

Now there’s a better way for physicians and non-physician practitioners to enroll or make a change in their Medicare enrollment information. The Internet-based Provider Enrollment, Chain and Ownership System (PECOS) will allow physicians and non-physician practitioners to enroll, make a change in their Medicare enrollment, view their Medicare enrollment information on file with Medicare, and check on the status of a Medicare enrollment application via the Internet.

The Centers for Medicare & Medicaid Services (CMS) announced that Internet-based PECOS is available to physicians and non-physician practitioners in District of Columbia and the following States:

• Delaware • Maryland • Idaho • Michigan * Illinois • New Jersey * Iowa • North Carolina * Kansas • Pennsylvania * Minnesota • Tennessee * Missouri • Wisconsin * Nebraska

Physicians and non-physician practitioners in the District of Columbia and the States showed above who wish to access Internet-based PECOS may go to: https://pecos.cms.hhs.gov.

CMS will expand the availability of Internet-based PECOS for physicians and non-physician practitioners to all States over the next 2 months. In addition, CMS will make Internet-based PECOS available next year to all providers and suppliers (except durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) suppliers).

What is the Optometric Recognition Award All About?

The Optometric Recognition Award is designed to recognize and stimulate doctors of optometry in their continuing education efforts with the objectives of maintaining and improving the quality of optometric care.

The initial award requirements are the satisfactory completion of 150 credit hours of continuing education over a three consecutive year period prior to the award year. However, the award requirements may be completed in less time.

Transcript quality courses offered by an accredited institution of higher learning will be given double credit hours for ORA purposes upon successful completion of the course and exam. Verification from the provider is required.

The enrollment fee is $40 to cover direct costs for the ORA Award Certificate and office procedures. Five categories, designed to cover a variety of learning experiences, are approved for the Award.

• CATEGORY 1 requires a minimum of 90 hours for courses taken from AOA Approved Providers. All 150 hours may be taken in Category 1.

• CATEGORY 2 is for courses taken from non-approved providers (that is, not on the AOA list of Approved Providers), and has a maximum limit of 30 hours for the three years.

• CATEGORY 3 is for optometric formal and informal teaching; limit – 30 hours.• CATEGORY 4 is for writing and presenting papers, publications, books and

lectures; limit – 25 hours.• CATEGORY 5 is for non-supervised individual optometric continuing

education; limit – 25 hours.

All enrollees will receive a record-keeping form that is easy to use in logging their hours.

GOOS has been idle since our legislative thank you dinner in October. However, we have a business meeting schedule for December 15th at Mr. Yen’s restaurant in Springfield, MO.

Kansas City Optometric SocietyTrustee: John Gelvin, O.D., F.A.A.O.

The December meeting of the KCOS was held in the banquet room of the Hereford House.

This was our grand “Christmas Meeting!” The December meeting was graciously attended and sponsored by Sutherlin Optical. We had many guest speakers come to the event. Dr. Gary Robins, Executive Director of the KOA, gave us a complete Kansas update. We were glad to hear that there are so many positive things happening in Kansas. Dr. Wes Kemp, our current MOA President, and Dr. LeeAnn Barrett, our New Executive Director, were present to give us the Missouri update.

We will be meeting in January primarily to discuss our society Bylaws. It should be an eventful meeting on January 5th. We are encouraging all society members to attend the MOA Legislative event coming up in January.

Northeast Optometric SocietyTrustee: Mindy Blackford, O.D.

The Northeast Optometric Society met on Thursday, Dec 4, at Moberly Eye Center. During the meeting we reviewed the Convention and discussed the upcoming Legislative Conference.

We were able to tour Dr. Whitson’s new office. Our next planned meeting is in February with date and location to be announced.11

Southeast Optometric SocietyTrustee: James Hunt, O.D.

We have completed an internet society survey. Members of the SEOS were invited to log on and offer opinions and answer questions. The goal of the survey is to find out what our S.E. Society leadership could do differently to better serve its membership. A big thanks to Dr. Scott McDougal for his work on this project. Results will be made available to the SEOS membership at our January meeting.

The business conducted at our last society meeting was the election of officers for the upcoming year. The SEOS President is Dr. Ken Detring of Jackson, MO. Our Vice-President is Dr. Kayce Strohmeyer of Cape Girardeau, MO. Our Secretary/Treasurer is Dr. Dan Obermark from Sikeston, MO. The MOA Trustee is Dr. James Hunt of Doniphan, MO.

Many of our SEOS members will be traveling to Jefferson City in January for the MOA Legislative Conference. The SEOS membership has shown good attendance in the past, and we hope everyone will continue to support this important event.

Southwest Optometric SocietyTrustee: Erica Burton, O.D.

Our last meeting was our Christmas Party with society members and their spouses, held on December 10, 2008. It was well attended and everyone enjoyed getting together and visiting.

There was no society business discussed at this holiday event. The SWMOS would like to wish everyone a Merry Christmas and a safe and happy holiday season. They would also like to encourage everyone to attend the MOA Legislative Conference in January of 2009.

The West Central Optometric Society did not meet during the last period due to the holidays.

However, it is requested that all West Central Optometric Society members attend the MOA Legislative Conference in January at Jefferson City, Missouri.

By submitting the initial Medicare enrollment application through Internet-based PECOS, a physician or non-physician practitioner’s enrollment application can be processed as much as 50 percent faster than by paper. This means that it will take less time to enroll.

Physicians and non-physician practitioners are required by regulation to report certain changes in their enrollment information within specified timeframes. Internet-based PECOS will allow them to update, make corrections, and check on the status of their Medicare enrollment applications —again, as much as 50 percent faster than by paper. Changes include a change in practice location, ownership, or final adverse action (e.g., medical license suspension or revocation.) For additional information about the types of changes that must be reported, go to www.cms.hhs.gov/MedicareProviderSupEnroll.

Internet-based PECOS meets all required Government security standards in terms of data entry, data transmission, and the electronic storage of Medicare enrollment information. Only authorized individuals can enter enrollment information into PECOS or view PECOS data from the Internet. Authorized individuals include physicians and non-physician practitioners. Their User IDs and passwords protect the access to their enrollment information. After physicians or non-physician practitioners create User IDs and passwords or change their passwords, they should keep this information secure and not share it with anyone. By safeguarding their User IDs and passwords, they are taking an important step in protecting their enrollment information. CMS does not disclose Medicare enrollment information to anyone except when we are authorized or required to do so by law.
