Boardman was the longest-serving Commissioner of the New York State Department of Transportation (NYSDOT), serving July, 1997 until resigning after being appointed by President George W. Bush and confirmed by the United State Senate to serve as Administrator of the United States Federal Railway Administration in 2005. Boardman was named President & CEO of Amtrak in November, 2008. He went on to become the second-longest serving head of Amtrak before retiring in September, 2016.

Greg Lindsay is a journalist, urbanist, and futurist. He is a senior fellow of the New Cities Foundation leading the Connected Mobility Initiative and the director of strategy for LACoMotion, a new mobility festival coming to the Arts District of Los Angeles in November 2017.

He is also a non-resident senior fellow of The Atlantic Council’s Strategic Foresight Initiative, a visiting scholar at New York University’s Rudin Center for Transportation Policy & Management, a contributing writer for Fast Company and co-author of Aerotropolis: The Way We’ll Live Next.

He’s been cited as an expert on the future of travel, technology and urbanism by The New York Times, The Washington Post, The Wall Street Journal, and other national and international media outlets. Among many other organizations, he has advised Intel, Ericsson, Samsung, Audi, Chrysler and Tishman Speyer, and is currently Urbanist-in-Residence at Urban-X — BMW Mini’s urban tech accelerator.

Greg graduated from the University of Illinois with a degree in journalism and is a two-time Jeopardy! champion (and the only human to go undefeated against IBM’s Watson).

Saratoga 1-3The SIR Award stands for Skill, Integrity and Responsibility, and originated in the Nevada Chapter of AGC in 1966. The 15-inch gold statuette was sculptured from a famous Norman Rockwell painting entitled, “The Spirit of Construction.”

The Award was adopted by the National AGC in 1976 when it was presented to President Gerald Ford, the first national recipient. President Ronald Reagan received the award in 1981 and Drew Lewis, former Secretary of Transportation, received it in 1983. Honorees are nominated by the chapters, and chosen by AGC of America.

This year, the award is being presented posthumously to Rockne Burns. Rockne was involved in numerous industry and community organizations such as the Associated General

Contractors of New York where he was past president, served as Trustee of the Operating Engineers Benefit Fund and served as chairman of many of the Chapters committees. He was very active in Labor Relations. Rockne started his career with The Army Corps of Engineers working on the International Bridge to Canada in Massena, N.Y. He later became Vice President of S.J. Groves and Sons Construction Company where he was responsible for the construction operations throughout New York, as well as projects in California, Washington, and Texas. He was President and Owner of Tuscarora Construction Co., Inc. in Pulaski, N.Y., Willow Shores Corporation in Cape Vincent, N.Y., and he established R.E. Burns & Sons Co., Inc. in Statesville, N.C.

Certification is currently required in many contract documents, including NYSDOT and Thruway. Don’t lose work. Be certified.

This course provides education on the key elements of reliable anchoring and allows you to demonstrate your ability to read, comprehend, and execute instructions to properly install adhesive anchors in concrete. The areas of adhesive anchor installation covered include:

• Understanding jobsite conditions relevant for correct selection of installation procedures • Proper selection and assembly of the injection equipment• Awareness of the impact of storage conditions • Proper technique and equipment to minimize air voids at various orientations and depths• Recognition of time limits for installation and positioning of anchor element (i.e., gel time)• Installation of the anchor element in accordance with manufacturer’s instructions

NYSDEC’s SPDES General Permit for Stormwater Discharges from Construction Activity requires a contractor to identify the trained individual responsible for SWPPP implementation on permitted projects, and for project operators, including NYSDOT, to have sites inspected by qualified inspectors. Trained individuals and qualified inspectors need four hours of NYSDEC-endorsed training every three years. This seminar provides the four hours of training in proper erosion and sediment control principles and an overview of the SPDES permit requirements. The project includes a new 4-lane bridge with a multi-use path, reconstruction of the approach roadways, reconfiguration of the signalized Route 146/Aqueduct Road intersection, and installation of the new safety appurtenances. Design and construction provided a new curved 4 span steel girder structure with spans between 160 and 245 feet. Balloon Lighting Pilot Program Wednesday, December 6Thruway and NYSDOT Updates 1:00 - 2:00 p.m.1 PDH Saratoga 2NYSDOT and Thruway engineers are investigating new methods and applications for improving nighttime work area lighting. Conventional methods for illuminating work zones are prone to producing glare for both workers and for drivers alike. However, new technologies in highway lighting, such as balloon lights, are being developed that help address many of the concerns associated with nighttime highway construction. Restoring the Pier 57 “Super Pier” - Featured Project Wednesday, December 61 PDH 1:00 - 2:00 p.m. Saratoga 3At the time of its construction in 1954, Pier 57 was innovative, more durable, efficient, and cost-effective than its predecessor. Based upon WWII floating pontoon vessels, construction was achieved by pre-casting three 27,000-ton caisson boxes, floating them down the Hudson River, and then driving steel piles though the walls of the boxes to anchor them to their permanent location on the West Side of Manhattan. Now the historic pier, originally designed as a terminal for shipping and storage of cargo, has been transformed to support office, retail, and public park space. This revitalization incorporates 250,000 SF of office space, 100,000 SF of restaurant space—and--an 80,000-square foot rooftop park accessible to the public. McLaren Engineering Group and RXR professionals will highlight how they incorporated old and new in this innovative NYC project.

The regulations, vetted during two public comment periods, five public hearings, over 25 meetings with stakeholders, and thousands of public comments, impact construction projects and the recycling of materials from those projects. Comprehensive revisions to Part 360 and related sections set new requirements for - the management, beneficial use and transportation of construction and demolition (C&D) debris; pre-determined beneficial uses for fill material excavated during construction activities; asphalt pavement and millings; other C&D debris; exemption, registration and tracking requirements for the transport of C&D debris; and limitations on the exempt disposal of C&D debris. All may/will impact how you manage your surplus excavated materials – on the jobsite and in the stockpile area. DEC staff will provide you with the critical info needed to operate within the law of the new regs.

ENVIRONMENTAL FEATURED PROJECTSEnergy Performance Contracting in Water Resource Recovery Facilities Thursday, December 71 PDH 9:30 - 11:30 a.m. High RockMunicipal water resource recovery facilities (aka sewage treatment plants) are benefiting from Energy Performance Design-Build. Use of new energy efficient equipment can offset energy usage. Anaerobic digesters can be upgraded to accept hauled organic wastes (trap grease, cheese whey, winery waste, soda bottling waste, etc.) producing additional methane for energy generation. Results: more waste processed, increased tipping fee revenue, and on-site electricity generated to run the plant. Through presentation of concepts and case studies, see how this project delivery mechanism is helping municipalities to complete much needed infrastructure upgrades.

Which Way to the Beach? Thursday, December 7Mussel Salvage and Relocation on I-86 9:30 - 11:30 a.m.1 PDH High Rock

A 2014 bridge inspection and initial threatened and endangered species screening resulted in the identification of critical scour and presence of federally protected species within or adjacent to the project located within the Seneca Nation of Indians. Two endangered freshwater pearly mussel species were found. It was determined that unavoidable impacts to mussel populations and habitat would result from bridge work and scour repairs. Relocation would be needed. The critical nature of the repairs, timing of the surveys and relocation, and the stream work restriction dates added extra complexity to the project timeline and task completion. Over 500 pearly mussels were tagged and relocated in 2016 by the State University of New York at Oneonta Research Foundation. Just in case your next job has mussels on the move, this presentation provides details of the parallel tracks and intersecting features of the project and how they ultimately combined to meet the project timeline.
