Assessment of Climate Change and DRR Studies Integration in Selected
Higher Education Curricula and Syllabi Enhancement of Identified Subjects
Cely S. Binoya, Ph.D.
Project Leader, Component B
Presented during the 16th National Senior Educators’ Assembly in Environmental Protection and Management Theme: “Research and Development and Local
Knowledge on Climate Change Adaptation and Community Resiliency” November 24-26, 2011
Legend Hotel, Puerto Princesa, Palawan
Rationale
• Climate change is real.
• Our country has experienced extreme weather events like deadly and damaging typhoons, floods, landslides, severe El Niño and La Niña events, drought, and forest fires.
• Adversely affected sectors include agriculture, fresh water, coastal and marine resources and health (Presidential Task Force on Climate Change, 2007).
Rationale
• Higher education institutions (HEIs) need to address the problem more systematically by – Reviewing curricular programs to give way to the
integration of climate change and disaster risk reduction studies, including study of good adaptation practices in tertiary education courses.
– Developing HEI competencies to adopt to climate change
– Initiating good practices in the academe, and their service communities for addressing the impacts of climate change.
– Equipping HEIs with updated information, methodologies and adaptation strategies that can be integrated in the curricula for enriching content of CC and DRRM
Rationale
• In response to identified needs, PATLEPAM implemented the project “Building Capacities for Climate Change Adaptation for Relevant Universities and Colleges and their Client Communities in the Philippines.
• The project was funded through the MDGF-1586 of UNDP and NEDA.
Projects Under Component B
• Curriculum Planning, Development and Enhancement of Various Tertiary Level Curricula in Selected Universities and Colleges
– Curriculum Review and Enhancement of CC and DRR Integration in Selected Tertiary Education Disciplines
– Compendium of Good Practices for Climate Change Adaptation
– Regional Cross Visits/ Study Tour
– National Senior Educator’s Assembly
Curricular Programs Reviewed
Disciplines labeled as CHAWF.
• C - Coastal including courses in Marine Science
• H - Health specifically Nursing
• A - Agriculture
• W - Water Engineering
• F - Forestry and Biodiversity
General Objectives
• To enhance the identified syllabi of selected curricular programs under the CHAWF with content areas necessary for the study of climate change science and disaster risk reduction practices for building resilience of schools, students and their families, and communities against the impacts of climate change and calamities caused by natural and man-made disasters.
Specific Objectives
• To determine the extent of integration of
climate change and DRR studies in selected courses based on CHED Memorandum Orders and syllabi used by faculty for the respective curricular programs identified under CHAWF
• To identify the jobs, duties and tasks that graduates should be prepared for with the Integration of Climate Change Science, CCA and DRRM in the curriculum
Specific Objectives
• To determine subjects in the existing curricula where CC, CCA and DRRM studies can be integrated, and the topics and learning activities which should be integrated to develop the required competencies and skills necessary to perform their tasks after graduation as indicated in objective 2.
• To identify additional subjects that need to be offered to develop the necessary competencies and skills of students in CCA and DRRM in the practice of their respective disciplines
Methodology • For objective 1 - content analysis of the CMOs
and the existing syllabi
• Objectives 2 to 4 were achieved through FGDs, workshops of groups representing the 5 disciplines, brainstorming activities of TOT participants on inputs shared during the trainings to identify contents which should be integrated in identified subjects included in the existing curriculum based on CMO.
Methodology
• Conducted four training of trainers, one national, and 3 island trainings, one each for Luzon, Visayas and Mindanao
• Syllabus enhancement was also carried out through workshops.
• Outputs of the workshops were presented for critiquing by the resource persons, participants, and the project management team from NEDA and PATLEPAM.
• Further enhancement was done by the groups considering suggestions of the assembly
• Integration of WS outputs by the project leader

Recommendations
1. Vulnerability and adaptation assessment – Conduct an integrated national assessment for the
sector, including links with the sector – Integrated assessment of major crops – Vulnerability assessment of each province based on its
climatic characteristics, agricultural profile, including soil characteristics, water resources support systems, etc. and development plan of the provinces
2. Research – Development of management decision support
system
Future considerations
• Use / creation of module applicable to GenEd,
Forestry and Biodiversity
• Development of DRR module
• Faculty review of syllabi
• Visiting lecturers (teaching strategy)
