Attributes-Information & RegulationIntellectual Property Protection:•Measures a governments IP protection regulations and enforcement•Metric is taken from the sixth parameter of the 1st pillar of the WEF2012 NRIhttp://www.weforum.org/issues/global-information-technology/the-great-transformation/network-readiness-index

Freedom of Access to Information:•A measure of a country’s policy to have freedom of press/speech and accessibility to digital information

•Two parameters from the WEF2012 are aggregated: [ Freedom of the Press Index, accessibility of Digital Context Index]

Data Sovereignty:•Based on primary research from the ACCA, this attribute is meant to be an aggregate score of the data being collected by Security WG

•Current scores are based on the initial research completed in May 2012; the ACCA will have final in early 2013

Data Privacy:•Based on the status of privacy laws and regulations data from the BSA cloud computing scorecard and the APEC Cross-Border Privacy Enforcement Agreement, the score for the metric reflects the current state of implementation

Attributes-Information Infrastructure: Information InfrastructureBroadband Speed and Coverage:

•Broadband access is one of five essential elements of cloud computing•Based on data from the Akamai State of the Internet report, the average bandwidth to a local

server combined with the percentage of users with more than 2 Mbps

Data Center Risk:•Service availability is a major inhibitor for cloud adopters. This attribute measures the various

risks to up-time of Data Centers in a particular country•Cost, political stability, natural disasters, water availability are the main parameters

Power Grid and Green Policy:•As electricity plays an increasingly critical role in cloud computing, this attribute includes three

parameters: sustainability, resilience and renewable energy•The metric is based on data from the 2012 WEF Energy Architecture Performance Index

International Connectivity:•International connectivity is important for cloud computing services that are being provided to or

sourced from outside the country•Using public information on bandwidth from the country into Asia and the rest of the world, the

metric is calculated as a weighted average of these two figures

Business Sophistication:•This is a new attribute of the index and it measures the business environment

for a cloud provider to set-up new services•Maps the quality of a country’s overall business networks and the operations

of individual firms•This attribute also reflects the potential of the market as it is a proxy to the

availability and sophistication of the knowledge-based environment•The metric is taken from data in the 2012 WEF Global Competitiveness Index

Government On-line Services and ICT Prioritisation:•The government’s use of on-line services and commitment to ICT is a good

measure of how it views the importance of cloud to its future growth•The metric is based on two equally weighted scores from two studies:

• UN e-government 2012 survey that measures a country’s progress on four phases• The first parameter of the eight pillar of 2012 WEF NRI
