Least Developed Countries Series, No. 8Challenges of the Least Developed Countries: Governance and Trade

The publication is a collection of papers on governance and trade-related issues in least developed countries of Asia and the Pacific presented at the Expert Group Meeting on the Least Developed Countries held in October 2003, Bangkok, Thailand. Part One discusses the issues related to governance and notes the wide-ranging reform policies and measures undertaken by these countries to improve their governance situation. Part Two examines the key trade constraints facing the least developed countries and analyses the new challenges encountered by them in the face of the recent trade liberalization initiatives of the World Trade Organization (WTO). Lessons are also drawn from the experience of the least developed countries in seeking accession to WTO, and recommendations are made to ensure that WTO membership fits the particular economic needs of these countries.

Achieving the Health Millennium Development Goalsin Asia and the Pacific: Policies and Actions within Health Systems and Beyond

Enjoying good health, remaining free from disease and having access to health care are basic human rights. The inclusion of health targets in the Millennium Development Goals supports the contention that good health is important for overcoming poverty and achieving the wider goal of socio-economic development. While all MDGs are in some way related to health, three refer specifically to health: Goal 4, reduce child mortality; Goal 5, improve maternal health; and Goal 6, combat HIV/AIDS, malaria and other diseases. Despite the significant improvements that have been made in income indicators over the last decade – with most countries in Asia and the Pacific having reduced the number of people below the poverty line (Goal 1, target 1) – large segments of the population in the region continue to be without access to basic services, such as health care, education, clean water or sanitation.

By resolution 59/3 of 4 September 2003, the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) took note of the BMF and requested all ESCAP member and associate member States to support its implementation.

Development of Health Systems in the Context of Enhancing Economic Growth towards Achieving the Millennium Development Goals in Asia and the Pacific

Each country in the ESCAP region faces specific challenges in its quest to achieve the health-related MDGs. These challenges can only be met by adopting a comprehensive health systems approach to deliver universal coverage of a minimum package of health services and by addressing the determinants of health that lie beyond the direct purview of the health sector. Given the interconnected nature of the MDGs, it is essential to develop and implement strategies and policies recognizing the significance of the social determinants of health and the multiplicity of sectors affecting health.

Long distance road transport workers are vulnerable to an array of health risks. Substance use, unprotected sex, unsafe roads, poor diets, long working hours and long absence from home are but some of the documented factors that lead to numerous communicable and non-communicable diseases and accidents. Importantly, the rapid spread of HIV across communities, countries and continents is a testimony to the linkages between mobile and migrant groups, such as road transport workers, and the growing epidemic.

Understanding Youth Issues in Selected Countriesin the Asian and Pacific Region

Today, over 60 per cent of the youth population of the world lives in the Asian and Pacific region. Youth in the Asian and Pacific are better poised than ever before to participate in, and benefit from the advancement of social, economic and political developments. It also faces a complex and rapidly evolving situation where new opportunities coexist with major challenges. This publication intends to enhance the understanding on youth issues in six countries including Australia, China, India, Malaysia, the Republic of Korea and Singapore with a special reference to seven priority areas, including youth policy framework, national youth coordinating body, education, health, employment, participation and challenges.

Sustainable Infrastructure in Asia

Asia now has 71 per cent of the global population that is without access to improved sanitation and 58 per cent of those without access to safe drinking water. In the coming decades, a growing population and increased urbanization requires Asian countries to build the water, energy, waste management, and transport infrastructure that will support their needs. At the same time, “Green Growth” calls for continued economic growth while ensuring that resources are used sustainably. Yet, environmental infrastructure is insufficient, and as a result, environmental carrying capacities throughout the region are being overwhelmed. Many countries in Asia often face challenges of developing sustainable infrastructure due to institutional, technological, and financial insufficiency. What are the fundamental and essential factors to facilitate and accelerate this shift towards Green Growth? As home to some of the world’s fastest growing economies, one of the most important issues for the region’s policy makers to consider is that of sustainable infrastructure. New innovations and the incorporation of eco-efficient principles into the infrastructure development process play a critical role in improving environmental sustainability.

Developing Women’s Entrepreneurship and E-businessin Green Cooperatives in the Asian and Pacific Region

Empowering rural women by promoting women’s entrepreneurship and e-business in cooperatives has been identified as an important approach to alleviate rural poverty and promote sustainable development. Through the formation of women’s cooperatives and develop their capacity in entrepreneurship, women can become better equipped to enter the market for green products/ organic food and gain access to vital resources needed for businesses. With dramatic growth in ICT innovation, women’s green cooperatives in the region can benefit from the use of e-business practices. This Guidebook aims to promote entrepreneurship among women and to enhance rural women’s capacity to apply ICTs in developing e-business in this niche area of agriculture cooperatives in developing countries in the Asian and Pacific region. The Guidebook provides policymakers and entrepreneurs with the background information in this niche area, and guidelines on developing women’s cooperatives, entrepreneurship, and e-business. Some good practice cases are illustrated that can be replicable in some countries.

E-Business Development Services for SMEs in Selected ASEAN Countries and Southern China

This publication presents the result of the work of ESCAP member countries from the Greater Mekong Sub-region (GMS) and the secretariat in connection with the implementation of a project entitled “Development of e-business development services for SMEs in selected ASEAN countries and Southern China”, which included a desk study and a survey on the use of ICT by SMEs, six national stakeholders consultations, a regional workshop, two training workshops, and four pilot projects. This publication also includes a CD that contains, among other things, training modules in English and in six languages.

This publication attempts to promote the development of e-business services for SMEs by providing policymakers and enterprise support agencies with background information on the status of ICT use by SMEs, sharing experience on the development of strategic framework for the development of e-business services for SMEs, and sharing the results of the evaluation of the four pilot projects implemented.

ESCAP has been promoting the integration of disaster management in development planning, the operational use of space technology in operational disaster management and regional cooperative mechanisms in space technology applications for disaster management. Regional cooperative mechanisms would facilitate equitable sharing of benefits of space technology development and applications among all countries in the region. This study, carried out under RESAP, provides the framework and suggested modalities of regional cooperative mechanisms to address drought and floods and related disasters, and suggested actions towards the institutionalization of the mechanisms.

This publication elaborates on the need for good governance to achieve the Millennium Development Goals and eradicate extreme poverty. It argues that achieving the Goals is not simply about money. It is about removing physical, legal, financial, socio-cultural and political barriers to basic services for all, in particular for the poor and disadvantaged groups. This report presents a number of strategies for removing such barriers, including broadening the range of service providers to include the formal and informal private sector, civil society organizations and traditional institutions. Their involvement as service providers, however, requires a review and, where necessary, a revision of the framework that regulates the provision of basic services. Paramount, however, is an adherence to good governance and the principles of inclusiveness and equity. In this respect, the paper adopts a rights-based approach to development as the guiding principle. This approach reminds governments of the need to be inclusive and to ensure that all people have access to basic services and share in the benefits of development.

This mid-year issue of the Asia-Pacific Development Journal presents six papers on a wide range of development topics of contemporary interest with significant policy implications. The first paper discusses the nexus between growth and the Millennium Development Goals (MDGs) and explores the role of policy in harnessing that nexus. Through the introduction of two interrelated concepts of growth within the MDG context, the paper makes a valuable contribution to the understanding of the policy mix that needs to be pursued in addressing the critical areas in which some of the countries in the region are facing particular difficulties. The next four papers address some of the most topical issues in the Asian and Pacific region and draw on country experiences from India, Indonesia, Sri Lanka and Thailand. In this cluster of four papers, there is a paper on remittances in the context of Sri Lanka. It is a sequel to one published in the last issue which dealt with a micro study on domestic remittances in the state of Andhra Pradesh in India. This partly reflects the current interest in workers’ remittances as a development resource and its potential role in poverty reduction. The paper on Thailand looks at labour market issues in the wake of trade liberalization and provides some important insights in identifying sectors which require attention in order to mitigate some of the negative impacts. The third paper looks at the impact of economic reforms introduced by India in its manufacturing sector. The paper on Indonesia explores the role of aid in the country’s fiscal behaviour. The last paper revisits the much-discussed topic of competitiveness and its importance for the Asian and Pacific region in a globalizing world with reference to the rise of China as a manufacturing and trading powerhouse.

Persistent and Emerging Issues in Rural Poverty Reduction

It is estimated that around 70 per cent of the poor in Asia and the Pacific lives and works in rural areas. This is a clear indication that there is a need for renewed attention to the unique rural dimensions of poverty and greater efforts to reduce rural poverty. Beyond issues of agricultural productivity, the rural poor face multiple deprivations from lack of assets, isolation, alienation, dependence, powerlessness, vulnerability and lack of freedom of choice. This publication examines efforts being made to alleviate rural poverty and future challenges in tackling rural poverty given the rapidly changing rural conditions in the region. It contains the report of the Expert Group Meeting on Rural Poverty Reduction and also reports on the outcome of other ESCAP activities related to rural poverty reduction.

UNESCAP Working Paper Series - Impact of Livingor Working Environments on Persons with Disabilities

This paper assesses quantitatively the importance of living or working environmental constraints in people’s activity limitations in day-to-day work/school and participation restrictions (such as joining in community activities). It applies an Ordered Logit Model to examine data from a WHO/ESCAP pilot study in 2005. Age, school year, and country specific factors are considered in this empirical analysis, with particular attention to gender. Environmental barriers have a negative and statistically significant influence on a person’s life activities, after controlling for other determinants. Women and girls with disabilities in developing countries face double discrimination due to their status as a woman and a person with disabilities. The challenges for policy makers in the region are to identify these working or living environmental constraints, to formulate more targeted disability policies and to implement programmes in order to mitigate those barriers. Some areas needing additional research are also highlighted.

UNESCAP Working Paper Series: Longer Combination Vehicles for Asia and the Pacific Region: Some Economic Implications

Road transport is the most important mode of freight transportation in terms of transportation output in almost all countries in the world, in particular in Asia and the Pacific region. For many years, the dimensions of road vehicles for freight transport have remained fixed, although road infrastructure in many countries has improved considerably and technical progress in vehicles has made them safer, quieter and more powerful. However, a number of countries, including Australia, Brazil, Canada, Finland, Sweden and the United States of America, have successfully demonstrated the use of road vehicles with extended dimensions for freight transport. Longer combination vehicles or vehicles with extended length and weight limits have the potential to make freight transport more efficient and environmentally friendly. The objective of this paper is to analyze the economic implications of permitting the use of longer combination vehicles.

UNESCAP Working Paper Series: Workers’ Remittances, Economic Growth and Poverty in Developing Asia and the Pacific Countries

This paper examines the impact of workers’ remittances on growth and poverty reduction in developing Asia-Pacific countries using panel data over the period 1993-2003. The results suggests that, while remittances do have a significant impact on poverty reduction through increasing income, smoothing consumption and easing capital constraints of the poor, they have only a marginal impact on growth operating through domestic investment and human capital development.

ESCAP’s 2006 Technical Cooperation Yearbook provides a summary of the Organization’s technical cooperation work during 2006. This third annual issue of the yearbook reports on the contribution of ESCAP in assisting countries in Asia and the Pacific to attain the Millenium Development Goals. Achieving the goals remains a challenge for some countries in the region, one that will be difficult to undertake in isolation. In recognition of this, and of the efforts underway to align the work of the UN system and that of its development partners towards the achievement of the MDGs by member states, the focus of this issue is ‘partnerships’. From the Paris Declaration on Aid Effectiveness to the outcome of the High-level panel on United Nations System-wide Coherence, a massive effort is being made to align the work of the United Nations system and its development partners towards the achievement of the MDGs by member states. The report highlights technical cooperation achievements, in particular in support of MDGs 1,3,6,7,and 8.

Agricultural Trade: Planting the Seeds of Regional Liberalization in Asia, Studies in Trade and Investment No. 60

This publication brings together papers prepared for the “Regional Agricultural Trade Liberalization” project, which was implemented by the Asia-Pacific Research and Training Network on Trade (ARTNeT) researchers between May 2005 and December 2006. The project explored the potential for agricultural trade opportunities at the regional level through preferential trade agreements (PTAs), at a time when the number of PTAs globally and in the ESCAP region has been increasing sharply. This book includes nine chapters, most of which are based on empirical research. They contain both quantitative and qualitative analyses of liberalization efforts in the area of agricultural trade, which took place in parallel to negotiations on agricultural trade liberalization in the context of the Doha Development Agenda. The PTAs analysed in the book are from three subregions: South Asia, East Asia and South-East Asia. Therefore, this volume fills the void that currently exists in quantitative analysis of preferential agricultural trade liberalization in the Asian economies.

Enhancing the Competitiveness of SMEs: Subnational Innovation Systems and Technological Capacity-building Policies

Innovative SMEs play a pivotal role in raising the growth potential of national economies. Even more than large firms, SMEs need to access external sources of information, knowledge, know-how and technologies to build their own innovative capability and to reach their markets. However, most developing countries in the Asia-Pacific region have very fragmented innovation systems and thus their indigenous innovation capacity is very weak. A subnational innovation system (SIS) has been widely recognized as a way to address this issue. A SIS policy focuses on industrial development and enhancing the competitiveness of local enterprises through technology and innovation capacity-building. As part of a project on SIS and technology capacity-building policies, UNESCAP undertook studies on the SIS policy framework and an SME technology capacity-building strategy and organized a regional consultative meeting to discuss such a policy framework. This publication contains two major studies, a number of best practices, case studies and country papers presented at the meeting, and policy recommendations adopted at the meeting.

This volume is a collection of papers and commentaries presented at the Post-Doha Research Agenda for Developing Countries Workshop in October 2006. The workshop was organized cooperatively by ESCAP and WTO as one of the first activities under the new project, the Macao Regional Knowledge Hub in Support of Sustainable Trade and development (MARKHUB) sponsored by the Government of Macao, China. The book includes six chapters, each followed by commentaries, grouped in the following six parts: multilateral governance of global trade; regionalism and multilateralism; services liberalization as a development opportunity; trade liberalization and poverty reduction; taming non-tariff barriers and determining the border for trade policymaking. The publication offers some new ideas for addressing current problems faced by trade policymakers. Global value chains (GVCs) and international production networks (IPNs) are creating an international economy increasingly characterized by fragmented and specialized production dispersed across borders. This can provide opportunities for smaller enterprises to enter into large-scale exports and build new competitive capabilities by concentrating on a few core activities, or to focus on specialized outputs for niche markets on a regional or global scale. This study provides an overview of the development of GVCs and IPNs, and its implication for small and medium-sized enterprises (SMEs), and proposes actions to support the participation of enterprises from the Greater Mekong Subregion (GMS) in GVCs.

Role of Regional Cooperation: Business Sector Development and South-South Investment, Studies in Trade and Investment No. 6�

This publication contains two papers that examine emerging issues in the field of business development among the developing Asia-Pacific countries and suggest some possibilities for regional cooperation in Asia and the Pacific. The first paper explores a role for regional and subregional cooperation in support of pro-business regulatory reform in Asia and the Pacific, and recommends some specific areas to explore further by the developing countries and donor agencies, where specific technical assistance must be provided to support such reform. The paper suggests seeking robust modalities of regional cooperation to support reform efforts across all or parts of the region. The second paper provides an overview of the current trend of increasing South-South foreign direct investment (FDI) flows in Asia, specifically South, East and Southeast Asia, as well as current policies and strategies related to inward and outward FDI. The paper also explores whether different impacts can be expected from South-South FDI as compared to more traditional North-South FDI. Based on the findings, the paper presents some policy implications for developing countries aiming to better leverage FDI for sustainable development, and suggests a possible role of transnational corporations (TNCs) in this process.

Staff Working Paper 0�/07: Mapping Preferential Trade in Asia and the Pacific: Introducing the Asia-Pacific Tradeand Investment Agreements Database, March 2007

The paper addresses preferential trade agreements in Asia and the Pacific with the objective of identifying their characteristics, which can be useful in assessing the effects of their implementation. The paper relies mostly on the Asia-Pacific Trade and Investment Agreements Database (APTIAD) in sourcing data and information for analysis. On 26 February 2007 APTIAD was tracking 125 preferential trade agreements one party of which was a member of ESCAP. Eighty seven of those agreements of various types are in force, 62 of them being bilateral agreements, 11 regional trade agreements (RTAs), and 11 agreements between country and bloc (the residual is made up of agreements of different scope, e.g. global, and country-plurilateral, etc.). The paper utilizes factual information on membership and coverage of agreements as well as statistical data on goods trade flows in discussing selected important aspects of preferential trade in Asia and the Pacific: (a) the rapid proliferation of preferential trade and revealed preference for bilateral links; (b) strong tolerance for an engagement in multiple trade agreements with the same trading partner; and (c) reluctance to commit to full and quick liberalization in merchandise trade, and expose other trade areas apart from goods to preferential liberalization. Penultimate section discusses ways in which PTAs could be harnessed to work as complementary with the multilateral trading regime. Paper offers some policy recommendations in area of preferential trade negotiation.

This paper provides a short overview on two major approaches to competitiveness, namely a microeconomic approach that describes competitiveness as a firm-level approach and an institutional approach that takes a broader view and explains competitiveness as an institutions-based phenomenon, focusing on the Government’s role to create a conducive environment for trade. Choosing the institutional approach to competitiveness, the paper then proceed to analyse the competitiveness of the countries of the Greater Mekong Subregion, drawing from a large source of data and indicators as well as by analysing other related aspects of a competitiveness-conducive institutional framework. Lastly, it provides a number of suggestions on how to improve certain aspects of the Greater Mekong Subregion’s competitiveness.

Issues covered include TF in preferential trade agreements, rules of origins, customs valuation, comparative TF needs and priorities in selected countries, TF and liberalization of logistics services, and the effect of trade costs on trade flows. Overall, the publication suggests that policymakers should look beyond the narrow agenda of the multilateral trade negotiations on TF to develop comprehensive TF strategies that best meet their needs.

This study highlights some of the specific challenges and inefficiencies associated with importation, exportation and transit requirements, which are experienced by selected landlocked countries in the Caucasus and Central Asia. Excessive paperwork and procedures, high transport costs, unfavourable regulatory frameworks, insufficient coordination among institutions, inadequate involvement of private sector and lack of transparency in trade and customs procedures can be a stumbling block to integration of these countries into the global economy by impairing their export competitiveness. Part One of the study looks at trade facilitation in Asia Pacific region in general and at the problems, needs and priorities of landlocked developing countries. It also provides policy recommendations to enhance institutional infrastructure of landlocked developing countries for trade facilitation. Part Two provides country case studies on trade facilitation conditions in Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan and Uzbekistan, which are based on the findings of the advisory missions UNESCAP undertook during the period of 2003 – 2006.

Trade Statistics in Policymaking – A Handbook of Commonly Used Trade Indices and Indicators

Evidence-based policy making consists of using statistical and other techniques in obtaining sound and transparent data to be used in the consultative process between government and other stakeholders in any area of public policymaking, including trade policy. In the international trade context, an indicator is an index or a ratio which can be used to describe and assess the state of trade flows and trade patterns of a particular economy or economies and can be used to monitor these flows and patterns over time or across economies/regions. This handbook details the most commonly used indicators related to the real side of economy. In each case, the indicators are presented with a non-technical definition, notes on usage, the range of values, interpretation and limitations, and a simple application to give an idea of how the indicator might be used. The handbook also contains more technical information, including a formal mathematical definitions, potential data sources, and a numerical example of the calculations required for each indicator.

The High-level Intergovernmental Meeting on Sustainable Tourism Development, held in Bali in December 2005, adopted the Bali Declaration on sustainable Tourism Development, including phase II (2006-2012) of the Plan of Action for Sustainable Tourism Development in Asia and the Pacific and its Regional Action Programme. The Bali Declaration stresses the importance of taking specific actions both at the national and regional levels in line with the Plan of Action and the Regional Action Programme. Within the overall framework of strengthening countries’ capabilities in sustainable tourism development, the Plan of Action proposes various actions at the national level. In addition, the Regional Action Programme provides a framework for actions as a means of supporting efforts made at the national level.

Logistics Sector Developments: Planning Models for Enterprises and Logistics Clusters

As ESCAP member countries seek to spread the development that has taken place in the coastal areas inland, replicating sea ports at inland locations is a policy measure that is receiving attention. In order to make informed decisions policy makers need to understand the current logistics environment and the factors that would result in a successful dry port that would attract logistics clusters. Accordingly, the ESCAP secretariat undertook a preliminary study to examine the current logistics trends, assess the literature on the subject of inland facilities including logistics centres, and formulate a policy planning model in the form of a step-by-step action plan identifying the factors that policy makers need to take into account in evaluating and establishing inland logistics ports/dry ports.

Chapter one provides an introduction to the report. Chapter two discusses recent trends in approaches to supply chain management and logistics systems with particular reference to logistics centres. Chapter three identifies the major factors governing the decision of enterprises to locate at ports or port-related logistics zones. Chapter four describes the features that contribute to the operation of an effective dry port. Chapter five investigates the basis of clustering when applied to industry, and in particular to logistics and ports. Chapter six, seven and eight addresses the formulation and application of a step-by-step action plan/model replicating port concepts at inland locations. Finally, the key findings of this study are highlighted in Chapter nine.

Regional Shipping and Port Development: Container Traffic Forecast 2007 Update

UNESCAP undertakes container traffic forecast studies regularly utilizing the Maritime Policy Planning Models (MPPM) developed and maintained by the Transport and Tourism Division of UNESCAP in collaboration with the Korea Maritime Institute. The main objective of the studies is to provide a planning context for decisions facing governments, shipping lines and port authorities in the region. The MPPM is being expanded to include intermodal aspects of container transport and this study made an attempt to provide rough estimates of intermodal container traffic particularly to and from landlocked countries in the region.

Chapter 1 provides an introduction to the report. Chapter 2 discusses some of the major changes that have occurred in the container shipping and port environment over the last decades. Chapter 3 discusses the economic growth assumptions that underpin the forecasts, and the impact of these on expected container volumes. In Chapter 4 an attempt is made with limited available data to provide inferential estimates of future container volumes of landlocked countries in the ESCAP region.

Chapter 5 is devoted to discussion of the model`s forecasts on structural changes in trade patterns. Chapter 6 examines the implications of changes in trade for the volume of containers that will need to be handled in the ports of the ESCAP region. Finally, the report concludes with estimates of port facilities required to meet projected container handling demand, and the associate investment implications in Chapter 7.

Study on National Coordination Mechanisms for Trade and Transport Facilitation in the UNESCAP Region

Facilitation of international trade and transport involves many government agencies and authorities as well as public and private entities. Efficient and effective coordination among all relevant government agencies and authorities, and good collaboration between the public and private sectors are crucial for the formulation and implementation of facilitation measures.

The aim of the study is to provide: (i) global and regional overviews of activities undertaken with regard to the national trade and transport facilitation coordination; (ii) good practices in establishing new mechanisms and strengthening existing coordination mechanisms; and (iii) guidelines and recommendations for establishment or strengthening of national coordination mechanisms for trade and transport facilitation in the Asia-Pacific region.

Chapter 1 reviews the background to this study and the definitions and interactions of trade and transport facilitation. Chapter 2 summarizes the progress made by countries of the region in establishing national mechanisms to coordinate trade and transport facilitation. Chapter 3 and 4 provide the experiences of countries in other regions in coordinating trade and transport facilitation, and the relevant recommendations by international organizations respectively. Chapter 5 assesses the rationale and options in the establishment and strengthening of coordination mechanisms for facilitation of international trade and transport. Based on the findings of the study, Chapter 6 presents recommendations for selected application by member countries in accordance with their national conditions.

The travel and transport needs of women are different from those of men and women face different constraints. As such, access to transport technologies and services is gendered. However, traditional transport planning and policy interventions and project designs often fail to recognize the gender difference in travel and transport needs. The economic and social benefits of improving women`s access to travel and transport could be very high. The first two articles in the volume consider the strands of development approaches that have been considered in addressing the transport and mobility needs of women, and feminist insights into transport issues involving women. Views on gender issues in transport based on the outcome of research and analytical studies and experiences from a number of countries are shared in the other four articles. They also discuss important policy issues related to gender and transport.
