KEY FINDINGS:• Levels of job advertisements

publishes today its Asia Job Index for the third quarter of 2011.
The Robert Walters Asia Job Index tracks advertisement volumes
for professional positions across the leading job boards and national
newspapers in Hong Kong, Singapore, China, Japan, Korea
and Malaysia.

The Robert Walters Asia Job Index reveals that the total number of advertisements for professional positions in Q3 2011 has remained broadly consistent with the previous quarter, increasingly slightly by 1%. This is further reflected in the increase of just 10% from July to September.
By contrast, Japan has seen job advertisements levels recover strongly, rebounding by 35%. Similarly the survey indicates continued growth in Korea on the back of an upbeat market, balanced by more modest growth in the other regions.

Strong rebound in the recovery levels of job advertisement levels in Japan

The Robert Walters Asia Job Index
for Q3 2011 indicates that levels of
job advertisements remained largely
consistent in the second quarter,
with companies choosing to hold
off on hiring new staff following a
strong second quarter, in the wake
of budgetary reviews at the end of
the year. Similarly, candidates have
chosen to delay making job changes
ahead of bonus payments in
the New Year.
The financial turmoil in the Eurozone
and in the US has inevitably had an
impact on international companies,
particularly in the financial services
sector in regions such as China and
Hong Kong. Accountancy and finance
have already been affected and
similarly, recruitment within IT services
has declined as companies delay
implementing new systems until there
is greater economic visibility.

CONSISTENTIN THE SECOND QUARTER
HONG KONG: RECRUITMENT ADVERTISING ACTIVITY DIPPED IN Q3
Recruitment advertising activity
in Hong Kong during Q3 tailed off
following a particularly strong second
quarter, slowing down by 2% from
July to September. Hong Kong’s
position as one of the world’s leading
financial services centres means
it has inevitably been affected by
ongoing global economic concerns.
Candidate confidence levels are
muted with many unwilling to leave
current positions to enter an uncertain
market. This uncertainty has resulted
in longer timelines to hire.
“The number of job advertisements
in Hong Kong over the quarter has
remained largely consistent with
levels in Q2, rising by 3%. Whilst roles
in human resources and sales remain
buoyant, both companies and clients
across many sectors have started to
take into account the effects of global
economic uncertainty, particularly in
the US and Europe, China’s biggest
export markets.”

SINGAPORE: INCREASED RECRUITMENT ACTIVITY IN MEDICAL AND LEGAL SERVICES SECTORS
The number of jobs advertised in
Singapore in Q3 remained largely in
line with the previous quarter, growing
by 5% over the quarter and by 7%
from Q2 to Q3. Both candidates and
companies have begun to display
a degree of caution due to the
uncertain economic environment and
pending budgetary reviews. Sectors
proving more resilient to the economic
uncertainty included medical services
and legal services, which have seen
numbers of job advertisements rise
over the quarter by 19% and 17%
respectively. To meet regulatory
requirements, pharmaceutical
companies continued to invest in
clinical assistance, research and
development, whilst companies also
increased headcount within legal
departments to prepare for incoming
financial regulations such as Basel 3.
“The number of job advertisements
over the quarter has not increased
significantly in Singapore as both
candidates and international
companies in particular are
assessing recruitment strategies
in the wake of the global economic
slowdown. However, the increase
in advertisements in disciplines
such as customer servicing and
business development highlights that
companies are still willing
to hire in those areas that support
customer retention and growth.”

MALAYSIA: CONSUMER FACING ROLES REMAINED IN DEMAND
Job advertisements in Malaysia
declined by 5% during Q3 in the run
up to a national bank holiday and
Muslim New Year, which resulted in
an unusually long period of national
holiday in the last week of August.
Due to the uncertain economic
outlook, companies have reassessed
recruitment needs across a range of
sectors such as human resources
as well as art and design, resulting
in both sectors seeing a fall of 35%
over the quarter. A notable trend
for HR was for companies to use
the services of recruitment firms
like Robert Walters to hire as these
positions are generally deemed to
be confidential, hence we saw a
decline in HR job advertisements.
In contrast, demand for general
management roles continues, with job
advertisements increasing in sectors
such as property management, up
8%, as companies look to hire in-
house facility professionals to manage
properties. Similarly recruitment within
consumer focused roles continued with
advertisements up 9% as businesses
sought to take advantage of the positive
consumer sentiment.
“During Q3, we have seen a tail
off in the substantial increases
in recruitment activity experienced
in Q2. This is due to the quieter
August period combined with global
economic uncertainty which has
caused businesses to take a more
cautious view to hiring. Despite
this, hiring within consumer facing
roles such as sales and property
management indicates that market
sentiment remains upbeat. Whilst
headcount levels remain broadly
stable, companies will continue to
replace those who leave, resulting
in back-fills rather than job creation.”

CHINA: COMPANIES SUSPENDED HIRING IN WAKE OF HEADCOUNT REVIEWS
Levels of total job advertisements in
China in Q3 dipped minimally by 1%.
This follows the trend evident in Q2,
when the rate of growth in advertising
began to slow from previous levels.
This slowdown was driven in part
by companies suspending hiring in
the wake of headcount reviews and
budgetary discussions and employees
awaiting end of year bonuses.
Recruitment within IT services and
merchandising and purchasing
is indicative of this cautious tone,
revealing respectively 12% and 4%
declines in job advertisements,
in what are traditionally market
sensitive industries.

JAPAN: RECRUITMENT ACTIVITY REBOUNDED STRONGLY IN Q3
Recruitment activity in Japan
rebounded strongly over the
quarter, with job advertisements
increasing 35% from Q2 to Q3 and
a further 20% over the course of
the quarter. The strength of the
Yen and increasing international
expansion from Japanese companies
drove growth across many sectors,
resulting in increased demand for
bilingual candidates, particularly
within administration and secretarial
roles. Advertisements for roles within
medical services also increased by
a significant 92%, due to changes in
pharmaceutical regulation and the
launch of new medical products.
Cloud computing and new mobile
technology was another strong
source of recruitment activity,
particularly within vendor commerce,
with job advertisements up 115%.

Japan rebounded in Q3 particularly

as market confidence returned.
The strong emphasis on business
continuity last quarter has been
replaced by a renewed focus
on international expansion and
restructuring in a bid to manage
costs and seize market share.
Japan remains a candidate-short
market – renewed growth and
confidence levels will ensure this
shortage remains acute for the fourth
quarter and beyond. Global financial
uncertainty may, however, impact
recruitment in the next quarter,
particularly in the finance industry.”

Advertisements for roles within medical services also increased significantly

KOREA: INCREASED DEMAND FOR HR PROFESSIONALS
Job advertisements in Korea rose
by 21% from Q2 to Q3, indicating
an increase in confidence amongst
both candidates and companies.
Candidate movement has been
particularly strong within the region,
as increasing numbers of job seekers
pursue opportunities abroad with
international companies whilst a
number of employees also look to
return from overseas. This movement
in turn increased demand for HR
professionals, with job advertisements
in the sector up 79% during the quarter.
Similarly, the increase in international
companies setting up new offices in
Korea rather than relying on distributors
has resulted in an increase in demand
for services such as accounting and
finance and legal services, up 46%
and 17% respectively.
“Korea continues to benefit from
interest from international companies
and rising candidate confidence.
The country remains relatively
sheltered from global economic
concerns due to the nature of its
economy. The outlook is upbeat,
although we are mindful of the
slowdown experienced by some
international companies. In light of
this, attrition is likely to replace job
creation particularly in disciplines
such as accounting
and finance.”
