    ASEAN

    The Association of Southeast Asian

    Nationsis a political and economic

    organization of ten Southeast

    Asiancountries. It was formed on 8 August

    1967 b Indonesia! "alasia! the #hilippines!

    Singapore! andThailand. Since then!

    membership has e$panded to

    include %runei! &ambodia! 'aos! "anmar

    (%urma)! and *ietnam. Its aims include

    accelerating economic growth! social

    progress! and sociocultural e+olutionamong

    its members! protection of regional peace

    and stabilit! and opportunities for member

    countries to resol+e di,erences peacefull.

    AS-A co+ers a land area of /./ million s0uare ilometers! 23 of the

    total landarea of the -arth. AS-A territorial waters co+er an area about

    three times larger than its land counterpart. The member countries ha+e a

    combined population of appro$imatel 645 million people! 8.83 of the

    @+er the past 5 ears the economic landscape of Southeast Asia has

    been transformed b rapid economic growth and demographic transitions.

    %ut countries in the region ha+e also been shaped b institutions for regional

    cooperation. The oldest and best nown is the Association of Southeast Asian

    ations (AS-A)! which is now entering a new era as it reaches a maor

    milestone in 415 B the formation of the AS-A &ommunit.

    Strong economic performance has enabled all ten AS-A "emberStates to achie+e signiCcantl higher li+ing standards for its 6 million

    women and men. e+ertheless! per+asi+e +ulnerabilit! gender disparities

    and high outh unemploment persist in the regions labour marets. This

    contrasts with the o+erall purpose of the AS-A &ommunit to build a region

    with Dsustained economic growthE accompanied b Dlasting peace! securit

    and stabilit as well as shared prosperit and social progressE. 1 An

    important part of the AS-A &ommunit +ision is the establishment of a

    globall integrated and competiti+e single maret and production base! built

    on the principles of e0uitable economic de+elopment and shared prosperit!

    through the AS-A -conomic &ommunit (A-&).4 The A-& reFects the

    contemporar economic challenges that "ember States face including

    building resilience to global economic +olatilit! maintaining competiti+eness

    with the rise of &hina and India! promoting full and producti+e emploment!

    and mitigating e$cessi+e ine0ualit. Gowe+er! AS-A actions towards

    regional economic integration must not onl respond to maretHrelated

    changes in global and regional demand! in+estments! and suppl chains.

    The must also constitute selfdetermined and coherent e,orts in deli+ering

    on the social obecti+es of the AS-A &ommunit. hether or not the A-&

    accelerates social progress in the region will depend hea+il on its labour

    maret e,ects. The A-& will impact labour marets directl through the freer

    Fow of silled labour and indirectl through trade and in+estmentliberalization measures. Increased openness will also ha+e important

    implications for the structure of economies! obs! sills! wages and labour

    mobilit. ;nderstanding this dnamic between the A-& and labour marets is

    critical in determining whether regional cooperation will beneCt all women

    and men in AS-A.
