The Western Cape is situated on the south
western tip of the African continent and is one

Girls from Manenberg‟s Red River Primary

„safe space‟ in their school, and which they
designed and decorated.
This year the Manenberg community in the Cape Flats was wracked by gang
violence that escalated in May 2013 and has continued for at least three months. 27
people were killed and over 50 injured. Gang violence is severe and endemic in
Manenberg. This latest outbreak was largely a battle between two rival gangs, the
Americans and the Hard Livings, the most powerful in Manenberg; it brought the
community to a virtual standstill, traumatizing people and forcing them to live in fear.
Teachers at 14 schools in Manenberg banded together, declaring the situation too
dangerous for students and teachers to come to school anymore, and demanded
that the Department of Education take serious and meaningful action to ensure the
safety of learners and educators. This group formed the Teachers Steering
Committee and their refusal to teach forced the Department to close all 14 schools.

The SAA Cabin Crew Skills Programme is an initiative to offer aspiring individuals with an opportunity to receive tuition towards attaining a SACAA Cabin Crew Member licence. Business Processing & Outsourcing (BPO)

Outsourcing support to Western Cape and connecting the global economy
The call centre and business processing & outsourcing (BPO) sector in the Western Cape
is one of the fastest growing sectors in the Province, with the services sector accounting for
two thirds of the provincial GDP. BPO includes a variety of business services such as IT, call
centre functions, financial accounting, administration, insurance industry functions and
website design.
In 2011, South Africa was ranked in the top 3 emerging BPO offshoring destinations
worldwide in the Everest Consultancy survey. This has led to an expected increase in
investment from traditional investors such as the UK, but also from countries such as
Australia and the USA. The acquisition in 2009 by Indian giant Aegis of one of South Africa‟s
largest privately owned call centre companies, CCN, is a sign of the attractiveness of South
Africa as a destination.
In January 2011, the national Department of Trade and Industry launched its new incentive
scheme in support of the BPO that will lower operations costs by an estimated 20% allowing
South Africa to compete more aggressively with other off-shoring destinations. There are
two specific incentives that investors can make use of, namely the Sector Specific
Assistance Scheme and the BPO&O Investment Incentive and Training Scheme. There is
also a regional Western Cape-based incentive, namely the BPeSA Western Cape Telecoms
Incentive which provides free connectivity for Voice and Data services for the first six
months of operation.
SECTOR: Engineering
The Western Cape has a sophisticated and well-established engineering sector
to support its other industrial sectors. The sector is supported by excellent
technical skills with trained engineers, technicians and artisans.
The sector consists of approximately 450 companies providing products and
services in the areas of plastics conversion, tooling, metals conversion and
steel fabrication, iron and non-ferrous metals, modelling and simulation and
non-destructive testing. The sector also enjoys strong support in the form of
Sector Development Agencies such as the Western Cape Tooling Initiative
(WCTi) and Retail Motor Industry Association (RMI).
Atlantis is the centre of metals forging in the Province. The smaller niche
engineering sector is characterised by a surprisingly large amount of small
companies with strong capabilities in repair, maintenance and fabrication of
tooling and automotive, dental and general components. There are also a
significant number of SMEs specialising in fields such as laser cutting, product
design and engineering services. South Africa has a relatively well-developed
pharmaceutical industry, which consists of manufacturers, distributors and
dispensers forming the supply-chain.

aerospace and defence components are supported.

The dawn of the South African democracy in 1994 ushered in a number of

graduates from FET and HET Institutions, not to mention the many who enter the world of
work without a formal qualification

ACHIEVEMENTS?The institution has made its mark on the research and innovation sector, both locally and internationally. From launching satellites to the establishment of bespoke research centres, CPUT has achieved much since its establishment in 2005.
Nanosatellites:
CPUT is one of few institutions in the world that can boast having an asset in
space. In November 2013, the university launched Tshepiso, Africa‟s first
nanosatellite. Measuring 10x10x10cm, weighing 1.2kg and running on the
same amount of power as a 5 Watt light bulb, the nanosatellite was launched
from the Yasny Launch Base in Russia.

CPUT is also home to the renowned Centre for Substation Automation and Energy
Management Systems. The centre is the only of its kind in the world that offers specialised
training, research and development in new technologies, which will improve power systems
in South Africa.
Health and Wellness staff and students are also at the forefront of cutting edge innovation
and research. The Oxidative Stress Research Centre continues to focus on the role of
oxidative stress in health and disease development through high quality research. The
centre’s research thrust includes experimental biology, South African medicinal plants,
obesity and chronic diseases of lifestyle, and analytical laboratory services.
CPUT has also positioned itself as a key supporter and developer of small and medium enterprises in South Africa. The university has established three technology stations in collaboration with the Technology Innovation Agency. The institution houses the AdaptronicsAdvanced Manufacturing
Innovation:The institution is also home to some of the country’s brightest minds; all who are thinkingout of the box and developing new products and services that can benefit local communitiesand the economy. During the past few years, CPUT has filed an impressive number ofpatents as well as a trademark and a copyright. Inventions include food supplements,probiotic yoghurt, unmanned aerial vehicles, a fluid characterisation system as well as anapparatus for burning liquid fuel for domestic use.

Lion's share of Budget for education
Education continues to receive the lion's share of South
Africa's national Budget, with Finance Minister Pravin
Gordhan announcing on Wednesday that 20 percent of
government expenditure for 2014/15 will go to education,
amounting to R254-billion.
Five new Centres of Excellence to boost
research
Five new Centres of Excellence, which will be
hosted at South Africa's top universities, will help
increase the number of world-class researchers in
the country as well as attract and retain research
excellence, says Science and Technology Minister
Derek Hanekom.
Classes begin at South Africa's newest
university
Lectures will started on the 18th of February 2014 for
the first-ever 160 students enrolled at the University
of Mpumalanga - the province's first university and
the first of two built in South Africa since the advent
of democracy to increase access to higher
education.
Mandela's Mvezo's school dream realised
Madiba's dream of a secondary school at his
birthplace, Mvezo, was finally realised with the
opening of the Nelson Mandela School of Science
and Technology on Friday. The state-of-the-art
school will enable 700 local learners to study
engineering, science, technology and agriculture.

Health care in Western Cape and the rest of South Africa varies from the most basic primary
health care, offered free by the state, to highly specialised, hi-tech health services available in

This two-tiered system is not only inequitable and inaccessible to a large portion of South
Africans, but institutions in the public sector have suffered poor management, underfunding and

The Jobs
The healthcare manufacturing industry offers
jobs for pharmacists, microbiologists, and those
who studied B.Sc. Degrees such as cell biology
or biochemistry.
Facilities
There are 4 200 public health facilities in South Africa. People per clinic is 13 718, exceeding WHO
guidelines of 10 000 per clinic. However, figures from March 2009 show that people averaged 2.5 visits a
year to public health facilities and the usable bed occupancy rates were between 65% and 77% at
hospitals.
Since 1994, more than 1 600 clinics have been built or upgraded. Free health care for children under six
and for pregnant or breastfeeding mothers was introduced in the mid-1990s. The National Health
Laboratory Service is the largest pathology service in South Africa. It has 265 laboratories, serving 80%
of South Africans. The labs provide diagnostic services as well as health-related research.
Doctor shortages
In March 2012, 165 371 qualified health practitioners in both public and private sectors were registered
with the Health Professions Council of South Africa, the health practitioner watchdog body. This includes
38 236 doctors and 5 560 dentists.
The doctor-to-population ratio is estimated to be 0.77 per 1 000. But because the vast majority of GPs –
73% – work in the private sector, there is just one practising doctor for every 4 219 people. In response,
the Department of Health has introduced clinical health associates, midlevel health-care providers, to
work in underserved rural areas.
About 1 200 medical students graduate annually. In some communities, medical students provide health
services at clinics under supervision. Newly graduating doctors and pharmacists complete a year of
compulsory community service in understaffed hospitals and clinics. In an attempt to boost the number of

SA launches nuclear safety training centre
South Africa has officially opened a new training
centre, the first of its kind in Africa, that will lift
the country's nuclear protection status while
promoting increased application of radiation
technology in industries such as manufacturing,
agriculture and the medical field.
Speaking at the official opening of the South
African Nuclear Energy Corporation's Radiation
Protection Training Centre at Pelindaba in North
West province on Tuesday (26/03/2014), Trade
and Industry Minister Rob Davies encouraged
South African companies to make use of nuclear
technology in order to stay competitive. "I think
that it's not widely appreciated at how broadly
the application of radiation technology is in manufacturing, in many agricultural
companies, and in the medical technology field." However, Davies said, harnessing
nuclear and radiation technologies depended on the ability to be able to operate these
technologies safely. "We are bound by international conventions, for example, the
Convention on Nuclear Safety, that requires adequate standards of safety, and these are
also required by our national legislation."
The centre's acting CEO, Xolisa Mabhongo, said the facility would "catapult South Africa's
nuclear protection status to new levels", adding that it was the first of its kind in Africa, and
had been internationally benchmarked with nuclear training centres around the world.
"The potential of this training centre is enormous, and we are certain that it will create
many new opportunities, not only for Necsa but South Africa and Africa as a whole by
introducing more people to this industry and introducing even more skilled personnel into
the sector," Mabhongo said.
The Department of Trade and Industry contributed R3-million for the purchase of
laboratory equipment for training Radiation Protection Officers (RPOs) for the nuclear and
non-nuclear industry. The centre, which began operating in March 2013, has already
trained 100 RPOs.
Courses are offered at three levels, namely radiation protection monitoring (NQF level 3),
radiation protection (NQF level 4), and radiation protection (NQF level 5).
The centre also offers university courses from honours to PhD degree level, and currently
has students from the University of Johannesburg, Venda University and North West
University.

or even 10 of you living together. Live with a non-
student? If a student lives with a non-student, the
student is disregarded, so council tax could be
reduced as if only a single person lives there,
meaning a potential 25% reduction. But this poses a
moral dilemma.
Is it fair for the non-student to pay the entire 75%
due, or should the student contribute?
From the student's perspective, they wouldn't pay
anything if their housemate was also a student.
From the non-student perspective they‟d only pay
50% of the bill if their housemate was also a non-
student.
Our suggestion is to split the 25% difference
between the two, so the non-student pays 62.5%
and the student 12.5%.
Live with more than one non-student? Here,
while the student again is exempt, because there
are two non-students the house has to pay the full
100% charge. So again, it gets complex. The
student hasn‟t added to the council tax bill, but nor
has their presence resulted in a discount.
So again, you'll need to decide if and how you want
to split it, though the legal stance is that full-time
students aren't liable for the bill if non-students can't
or don't pay.
