The City of Cape Town is a world-class employer, with over 22 000 staff members who work in

OVERVIEW OF THE WESTERN CAPE

The Western Cape is situated on the south

western tip of the African continent and is one

of the nine provinces of South Africa. The

province is also home to South Africa's oldest

city, Cape Town.

More than 5.4 million people live in the Western Cape on 129 370 km² of land (PGWC:

by the majority, with isiXhosa and English being the other main languages.

The province has the lowest unemployment rate in the country, namely 22.2% (PERO 2011),

compared with the national average of 23.2%. Information and communications technology

(ICT) is one of the fastest-growing sectors in the province, and operations are being expanded

to other provinces. The clothing and textile industry remains the most significant industrial

source of employment in the province.

Girls from Manenberg‟s Red River Primary

„safe space‟ in their school, and which they

This year the Manenberg community in the Cape Flats was wracked by gang

violence that escalated in May 2013 and has continued for at least three months. 27

people were killed and over 50 injured. Gang violence is severe and endemic in

Manenberg. This latest outbreak was largely a battle between two rival gangs, the

Americans and the Hard Livings, the most powerful in Manenberg; it brought the

community to a virtual standstill, traumatizing people and forcing them to live in fear.

Teachers at 14 schools in Manenberg banded together, declaring the situation too

dangerous for students and teachers to come to school anymore, and demanded

that the Department of Education take serious and meaningful action to ensure the

safety of learners and educators. This group formed the Teachers Steering

Committee and their refusal to teach forced the Department to close all 14 schools.

Essay Writing Bursary Competition were announced.

The top twelve finalists win an opportunity to access a

bursary to an accredited tertiary institution. The overall

winner wins a cash prize of R10 000, the first runner up, R7

500, the second runner up, R5000 and the remaining 17

finalists each win R2000.

The SAA Cabin Crew Skills Programme is an initiative to offer aspiring individuals with an opportunity to receive tuition towards attaining a SACAA Cabin Crew Member licence. This programme is for a period of three months with an annual intake. The programme provides unemployed youth with skills that are deemed as scarce in the aviation industry. As a result of participation in the programme, candidates are provided with career growth opportunities as they become employable as Cabin Crew Members

The SAA Technical Apprenticeship Programmes offer youths with dreams of working in the technical field with opportunities in eleven trade disciplines to address a global requirement of highly skilled people in the career discipline of aviation maintenance. These Programmes are a unique opportunity to receive tuition and practical training towards attaining a technical qualification. The Programmes provide unemployed youth with the necessary and valuable skills that are deemed as scarce in the aviation industry. As a result, participants become more marketable and employable and this provides an opportunity for long-term career growth. This programme has 3 intakes per year for the duration of 2-3 years.

Business Processing & Outsourcing (BPO)

BPO

Outsourcing support to Western Cape and connecting the global economy

The call centre and business processing & outsourcing (BPO) sector in the Western Cape

is one of the fastest growing sectors in the Province, with the services sector accounting for

two thirds of the provincial GDP. BPO includes a variety of business services such as IT, call

centre functions, financial accounting, administration, insurance industry functions and

website design.

In 2011, South Africa was ranked in the top 3 emerging BPO offshoring destinations

worldwide in the Everest Consultancy survey. This has led to an expected increase in

investment from traditional investors such as the UK, but also from countries such as

Australia and the USA. The acquisition in 2009 by Indian giant Aegis of one of South Africa‟s

largest privately owned call centre companies, CCN, is a sign of the attractiveness of South

Africa as a destination.

In January 2011, the national Department of Trade and Industry launched its new incentive

scheme in support of the BPO that will lower operations costs by an estimated 20% allowing

South Africa to compete more aggressively with other off-shoring destinations. There are

two specific incentives that investors can make use of, namely the Sector Specific

Assistance Scheme and the BPO&O Investment Incentive and Training Scheme. There is

also a regional Western Cape-based incentive, namely the BPeSA Western Cape Telecoms

Incentive which provides free connectivity for Voice and Data services for the first six

months of operation.

SECTOR: Engineering

The Western Cape has a sophisticated and well-established engineering sector

to support its other industrial sectors. The sector is supported by excellent

technical skills with trained engineers, technicians and artisans.

The sector consists of approximately 450 companies providing products and

services in the areas of plastics conversion, tooling, metals conversion and

steel fabrication, iron and non-ferrous metals, modelling and simulation and

non-destructive testing. The sector also enjoys strong support in the form of

Sector Development Agencies such as the Western Cape Tooling Initiative

(WCTi) and Retail Motor Industry Association (RMI).

Atlantis is the centre of metals forging in the Province. The smaller niche

engineering sector is characterised by a surprisingly large amount of small

companies with strong capabilities in repair, maintenance and fabrication of

tooling and automotive, dental and general components. There are also a

significant number of SMEs specialising in fields such as laser cutting, product

design and engineering services. South Africa has a relatively well-developed

pharmaceutical industry, which consists of manufacturers, distributors and

dispensers forming the supply-chain.

aerospace and defence components are supported.

new skill. Teachers are more than simply educators. They are also mentors and

leaders. If you‟re attracted to the idea of opening new windows for people,

teaching may be the job for you.

Not just blackboards

Educators are also needed in civil society organisations, such as churches, cultural organisations, political organisations, trade unions, NGOs and community-based organisations.

Skills Development

The dawn of the South African democracy in 1994 ushered in a number of

revolutionary/fundamental legislative landscape/changes That sought to be undo/redress

the legacy of apartheid

Since education, training and skills developed was seen as critical in preparing the citizens

graduates from FET and HET Institutions, not to mention the many who enter the world of

work without a formal qualification

WHEN WAS IT

ESTABLISHED?

established on 1 January

2005, when the Cape

Technikon and Peninsula

Technikon merged. This

merger was part of a

national transformation

process that transformed

the higher education

landscape in South Africa.

In 2015, the university will

celebrate its 10th

anniversary.

NUMBER OF EMPLOYEES/STAFF?CPUT is home to a vibrant and cosmopolitan student and staff community. The institution has an enrollment of more than 33 000 students and just over 6 000 staff members.

ACHIEVEMENTS?The institution has made its mark on the research and innovation sector, both locally and internationally. From launching satellites to the establishment of bespoke research centres, CPUT has achieved much since its establishment in 2005.

Nanosatellites:

CPUT is one of few institutions in the world that can boast having an asset in

space. In November 2013, the university launched Tshepiso, Africa‟s first

nanosatellite. Measuring 10x10x10cm, weighing 1.2kg and running on the

same amount of power as a 5 Watt light bulb, the nanosatellite was launched

from the Yasny Launch Base in Russia.

CPUT is also home to the renowned Centre for Substation Automation and Energy

Management Systems. The centre is the only of its kind in the world that offers specialised

training, research and development in new technologies, which will improve power systems

in South Africa.

Health and Wellness staff and students are also at the forefront of cutting edge innovation

and research. The Oxidative Stress Research Centre continues to focus on the role of

oxidative stress in health and disease development through high quality research. The

centre’s research thrust includes experimental biology, South African medicinal plants,

obesity and chronic diseases of lifestyle, and analytical laboratory services.

CPUT has also positioned itself as a key supporter and developer of small and medium enterprises in South Africa. The university has established three technology stations in collaboration with the Technology Innovation Agency. The institution houses the AdaptronicsAdvanced Manufacturing

Innovation:The institution is also home to some of the country’s brightest minds; all who are thinkingout of the box and developing new products and services that can benefit local communitiesand the economy. During the past few years, CPUT has filed an impressive number ofpatents as well as a trademark and a copyright. Inventions include food supplements,probiotic yoghurt, unmanned aerial vehicles, a fluid characterisation system as well as anapparatus for burning liquid fuel for domestic use.

Research Centres and Institutes:CPUT has established itself as one of the leading research universities of technology inSouth Africa. The university boasts a number of research and innovation centres, which aremaking their mark on the local and international research and innovation sector.

According to the Centre for Development and Enterprise, graduates from

universities have an unemployment rate of about 5%. Those who have some

other kind of post-matric diploma or certificate have an unemployment rate of

about 16%. Nedbank‟s strategies are aimed at ensuring that graduates are

equipped with the necessary skills and experience for them to enable their

employability, especially within the financial services sector.

With a shortage of over 5 000 chartered accountants in South Africa according

to the South African Institute of Chartered Accountants, through the Thuthuka

Bursary Fund, Nedbank funds bursaries for learners wanting to explore

opportunities in accounting and chartered accounting. Currently through

SAICA is offering 300 bursaries to learners wanting to do accounting and one

of the funds is the Thuthuka Bursary Fund, where Nedbank has to date

invested over R7.2 million since 2005.

Introduction

Health care in Western Cape and the rest of South Africa varies from the most basic primary

health care, offered free by the state, to highly specialised, hi-tech health services available in

the both the public and private sector.

SECTOR: Healthcare

This two-tiered system is not only inequitable and inaccessible to a large portion of South

Africans, but institutions in the public sector have suffered poor management, underfunding and

deteriorating infrastructure. While access has improved, the quality of health care has fallen.

The situation is compounded by public health challenges, including the burden of diseases such

as HIV and tuberculosis (TB), and a shortage of key medical personnel.

However, the South African government is responding with a far-reaching reform plan to

revitalise and restructure the South African health care system, including: Fast-tracking the

implementation of a National Health Insurance scheme, which will eventually cover all South

Africans.

Strengthening the fight against HIV and TB, non-communicable diseases, as well as injury and

violence.

Improving human-resource management at state hospitals and strengthening co- ordination

between the public and private health sector. Deploying "health teams" to communities and

schools. Regulating costs to make health care affordable to all. Increasing life expectancy from

56.5 years in 2009 to 58.5 years in 2014.

However, the public sector is stretched and under-

resourced in places. While the state contributes about 40%

of all expenditure on health, the public health sector is

under pressure to deliver services to about 80% of the

population.

The private sector, on the other hand, is run largely on

commercial lines and caters to middle- and high-income

earners who tend to be members of medical schemes. It

also attracts most of the country's health professionals.

Healthcare

The Healthcare sector offers graduates

many possibilities, and while Doctors,

Dentists and Nurses tend to be the

professionals that spring to mind, there are

many other occupations available to

graduates, from those in the Pharmaceutical

Sales and Marketing industry to Clinical

Research.

The Jobs

The healthcare manufacturing industry offers

jobs for pharmacists, microbiologists, and those

who studied B.Sc. Degrees such as cell biology

or biochemistry.

Facilities

There are 4 200 public health facilities in South Africa. People per clinic is 13 718, exceeding WHO

guidelines of 10 000 per clinic. However, figures from March 2009 show that people averaged 2.5 visits a

year to public health facilities and the usable bed occupancy rates were between 65% and 77% at

hospitals.

Since 1994, more than 1 600 clinics have been built or upgraded. Free health care for children under six

and for pregnant or breastfeeding mothers was introduced in the mid-1990s. The National Health

Laboratory Service is the largest pathology service in South Africa. It has 265 laboratories, serving 80%

of South Africans. The labs provide diagnostic services as well as health-related research.

Doctor shortages

In March 2012, 165 371 qualified health practitioners in both public and private sectors were registered

with the Health Professions Council of South Africa, the health practitioner watchdog body. This includes

38 236 doctors and 5 560 dentists.

The doctor-to-population ratio is estimated to be 0.77 per 1 000. But because the vast majority of GPs –

73% – work in the private sector, there is just one practising doctor for every 4 219 people. In response,

the Department of Health has introduced clinical health associates, midlevel health-care providers, to

work in underserved rural areas.

About 1 200 medical students graduate annually. In some communities, medical students provide health

services at clinics under supervision. Newly graduating doctors and pharmacists complete a year of

compulsory community service in understaffed hospitals and clinics. In an attempt to boost the number of

Cape Town has a sophisticated and well-established ICT and electronics

sector, with many of its approximately 1,500 companies competing

successfully in global markets. The ICT sector in the Western Cape is

dominated by small companies providing ICT services including software

development, web development and consulting. The smaller electronics

sector is characterised by a handful of generalist companies with strong

capabilities in professional electronics, while small to medium enterprises

specialise in security systems and electricity pre-payment meters.

The sector is supported by excellent technical skills and world-class fixed

and mobile communications infrastructure. Recent changes to the

telecommunications regulatory environment are expected to result in

substantially lower prices, eliminating a former obstacle to greater

investment. On a local level, the City of Cape Town has adopted a “Smart

City” Strategy, aimed at empowering local government to address

developmental needs through efficient and accountable ICT – the City has

won numerous awards as a result, including the 2002/03 Africa ICT

Achiever‟s E-Government Award, Gates Foundation Access to Learning

Award etc.

The incentives offered include the Support Programme for Industrial

Innovation (SPII), as well as some R&D incentives for technology design

and research.

SA launches nuclear safety training centre

South Africa has officially opened a new training

centre, the first of its kind in Africa, that will lift

the country's nuclear protection status while

promoting increased application of radiation

technology in industries such as manufacturing,

agriculture and the medical field.

Speaking at the official opening of the South

African Nuclear Energy Corporation's Radiation

Protection Training Centre at Pelindaba in North

West province on Tuesday (26/03/2014), Trade

and Industry Minister Rob Davies encouraged

South African companies to make use of nuclear

technology in order to stay competitive. "I think

that it's not widely appreciated at how broadly

the application of radiation technology is in manufacturing, in many agricultural

companies, and in the medical technology field." However, Davies said, harnessing

nuclear and radiation technologies depended on the ability to be able to operate these

technologies safely. "We are bound by international conventions, for example, the

Convention on Nuclear Safety, that requires adequate standards of safety, and these are

also required by our national legislation."

The centre's acting CEO, Xolisa Mabhongo, said the facility would "catapult South Africa's

nuclear protection status to new levels", adding that it was the first of its kind in Africa, and

had been internationally benchmarked with nuclear training centres around the world.

"The potential of this training centre is enormous, and we are certain that it will create

many new opportunities, not only for Necsa but South Africa and Africa as a whole by

introducing more people to this industry and introducing even more skilled personnel into

the sector," Mabhongo said.

The Department of Trade and Industry contributed R3-million for the purchase of

laboratory equipment for training Radiation Protection Officers (RPOs) for the nuclear and

non-nuclear industry. The centre, which began operating in March 2013, has already

trained 100 RPOs.

Courses are offered at three levels, namely radiation protection monitoring (NQF level 3),

radiation protection (NQF level 4), and radiation protection (NQF level 5).

The centre also offers university courses from honours to PhD degree level, and currently

has students from the University of Johannesburg, Venda University and North West

University.

The Media and Communication Studies

represents an innovative and interdisciplinary

response to this need. It offers students

theoretical and practical encounters with dynamic

and complex changes in communication, culture,

and knowledge. The core of the curriculum

emphasizes reading, composition, and reflection

within the liberal arts tradition.

In a time when communication technologies are

increasingly digital, interactive, and global,

participation in the public sphere requires critical

engagement across a range of media, genres,

and cultural contexts.

The curriculum focuses on communication skills, a critical understanding of the media, and the

use of relevant new technologies. Media and Communication Studies comprises critical media

literacy, intercultural communication, and new media and applied communication to prepare

students to enter the communities and workplaces of the 21st century.

The Province of the Western Cape and Cape Town as a global destination city for tourism has

grown in popularity over the past decade. This is largely due to the efforts of organisations such

as Cape Town Tourism and Cape Town Routes Unlimited. The Western Cape is the main leisure

tourism destination in South Africa and is home to the majority of the top tourist attractions in

Only live with students? If you're a full-time

student living alone or with other students you don't

need to pay council tax, whether there's two, three

or even 10 of you living together. Live with a non-

student? If a student lives with a non-student, the

student is disregarded, so council tax could be

reduced as if only a single person lives there,

meaning a potential 25% reduction. But this poses a

moral dilemma.

Is it fair for the non-student to pay the entire 75%

due, or should the student contribute?

From the student's perspective, they wouldn't pay

anything if their housemate was also a student.

From the non-student perspective they‟d only pay

50% of the bill if their housemate was also a non-

student.

Our suggestion is to split the 25% difference

between the two, so the non-student pays 62.5%

and the student 12.5%.

Live with more than one non-student? Here,

while the student again is exempt, because there

are two non-students the house has to pay the full

100% charge. So again, it gets complex. The

student hasn‟t added to the council tax bill, but nor

has their presence resulted in a discount.

So again, you'll need to decide if and how you want

to split it, though the legal stance is that full-time

students aren't liable for the bill if non-students can't

or don't pay.
