Oshkosh Defense Completes 7,500 Milesof M-ATV Durability Testing

OSHKOSH, Wis. -- Oshkosh Defense, a division ofOshkosh Corporation, is on target to complete10,000 miles of on- and off-road durability testingof its MRAP All Terrain Vehicle (M-ATV) at theNevada Automotive Test Center, further proving thevehicle’s endurance through extended operations inchallenging environments.

Oshkosh Defense has already performed more than7,500 miles of independent testing using its own timeand resources to ensure the vehicle would be ready foroperations on Afghanistan’s harsh terrain and to identifyany possible enhancements that could be made. Rigoroustesting is part of the Oshkosh standard process to makecertain its vehicles are ready to withstand the demandingenvironments in which they operate.

“This is a significant milestone that showcases thedurability and off-road capabilities of the OshkoshM-ATV,” said Andy Hove, Oshkosh Corporationexecutive vice president and president, Defense. “We arecommitted to providing the U.S. Armed Forces with ahigh-performance vehicle that answers the urgent-needrequirement in Afghanistan. Our independent testing ishelping us accomplish that.”

The testing has confirmed the vehicle’s exceptionaloff-road performance, which is benefited by theintegration of the Oshkosh TAK-4® independentsuspension system, and validated the durability of itsentire integrated system. Utilizing vehicle componentsand technologies that are already in combat, the OshkoshM-ATV is the most mission-proven option available tothe U.S. Armed Forces. It is based on the combat-testedOshkosh® Medium Tactical Vehicle Replacement(MTVR) chassis and features the same C7 engine usedon the U.S. Army’s current medium fleet. The vehicle’ssuperior armor and survivability system was provided byPlasan North America, which contributed the armor formore than 5,000 MRAPs in theater.

The TAK-4 system is the only readily available andtheater-tested off-road suspension system used by theU.S. military for this class of vehicle. Oshkosh recentlyreceived a contract to equip more than 1,500 MRAPswith TAK-4 suspension and continues to work with themilitary to evaluate using it on additional MRAP models.The advanced suspension system, which has undergonemore than 400,000 miles of government testing, is alsofeatured on the U.S. Army’s Palletized Load System(PLS-A1) as well as the U.S. Marine Corps’ MTVR andLogistics Vehicle System Replacement (LVSR).

The Oshkosh M-ATV is delivered with thesurvivability, mobility, mission-proven andproduction-ready solutions required for Afghanistan. Thevehicle is based on a combat-proven chassis that has

been successfully operating for years in the most difficultoff-road missions in Afghanistan, Iraq and around theworld.

MBDA, Panhard and Sagem AnvailedNew WASP MILAN ER Turret

To provide land forces with new operationalcapabilities, MBDA, Panhard and Sagem havemodified the WASP remote-controlled turret toenable crews to fire MILAN ER medium-rangemissiles under armour protection.

The WASP MILAN ER turret is being presented at the2009 Paris International Air Show on the Panhard stand,mounted on a light armoured vehicle (VBL).

This new turret includes most of the components ofthe WASP turret (launched by Panhard and Sagem in2008) including, in particular, the capability of operatinga 7.62 mm machine gun under armour for close defenceof the vehicle. The WASP's Sagem camera has, however,been replaced with a multi-sensor camera of the CM3

type to provide the crew with long-distance observationcapability by day and night and in all weather plus thecapability of firing a MILAN ER missile to engage anddestroy any battlefield threat within a range of 3000 m.

The WASP MILAN ER turret thus offers newcapabilities for armoured vehicles engaged in operations,providing support for dismounted infantry or for logisticconvoy escorts. Operating the missile from the vehicleprotects the battery crew from enemy fire and increasesthe responsiveness of the weapon system's operation.

New helmets and armour for troops inAfghanistan

New and improved helmets and body armour whichwill provide better personal protection and comfortwill be making their way to British troops inAfghanistan this autumn.

The enhanced Mark 7 helmet and Osprey Assaultbody armour, which will provide excellent ballisticprotection and an improved fit for personnel to ensurefree movement, were unveiled at the Defence VehicleDynamics (DVD) equipment show this week.

The MOD has ordered over 10,000 sets of the newhelmets and armour under initial contracts worth£16m, with companies including NP Aerospace,Morgan Armour Ltd, Aegis Engineering Ltd, Seyntexand Solo International Ltd.

Minister for Defence Equipment and Support, QuentinDavies, said:

"The Osprey body armour that we issue to all troopson operations provides excellent personal protection, asrecent stories of troops surviving due to their armourshow.

"However, we can never be complacent, and the newOsprey Assault body armour and Mark 7 helmet offer animprovement in the way that these items fit and feel. Thecontracts that I am announcing today for this newpersonal protection system demonstrate that we'relistening to what our troops need by continuouslyupgrading their equipment."

The updated helmet has the same protection as thecurrent Mark 6A, but will improve the effectiveness ofthe soldier.

It is equipped with a new harness keeping the helmetmore stable on the head when night-vision equipment isfitted to it and is also better integrated with new weapon

sights, making it easier to use weapons in a variety offighting positions.

The new Osprey Assault body armour has all thestopping power of the current Osprey but is closer fitting,less bulky and easier to move in.

Chief of Defence Materiel, General Sir KevinO'Donoghue, who unveiled the new kit at MOD's DVDequipment show, said:

"Osprey is a proven world-class system and isundoubtedly a success story in terms of providing betterprotection to our troops. It is specifically developed tomeet our requirements using cutting-edge materials andmanufacturing technology.

"Osprey Assault is a development of this success thatallows us to ensure our troops are getting the best kit forthe job they are doing. Specifically the troops will beissued with a new ballistic plate that is much thinner,considerably reducing their bulk and burden andimproving their endurance.

"There will also be a new body armour cover to holdthis plate and the soft fragmentation armour. This hasbeen designed for an improved fit, based on userfeedback, and includes a new system for carryingammunition, first aid equipment and other vital kit."

The DVD event is an equipment showcase organisedby Defence Equipment and Support, which highlights theimportance of diverse areas such as fuel delivery,clothing, food and vehicles that have been bought orupgraded under the Urgent Operational Requirementsprogramme.

Oshkosh Corporation Awarded $1.05Billion Delivery Order to Supply M-ATVto Soldiers, Marines

OSHKOSH, Wis. –– The U.S. Department ofDefense (DoD) announced today it has selectedOshkosh Corporation to supply MRAP All TerrainVehicles (M-ATV) for its fighting forces.

Oshkosh has received an initial delivery order fromthe U.S. Army Tank-automotive and ArmamentsCommand (TACOM) Life Cycle ManagementCommand (LCMC) for 2,244 M-ATVs valued at $1.05billion, following months of government testing onmultiple production-ready vehicles.

“We are proud that Oshkosh was chosen to provide itsM-ATV offer to the the U.S. Armed Forces. Our M-ATVdesign combines the crew protection warfighters have

come to expect in MRAP vehicles with the extrememobility and durability needed to negotiateAfghanistan’s mountainous off-road terrain,” said RobertG. Bohn, Oshkosh Corporation chairman and chiefexecutive officer. “Due to the urgent need of our ArmedForces for a survivable and highly mobile vehicle, ourCorporation’s number one priority is meeting theDepartment’s accelerated delivery schedule of theOshkosh M-ATV. Oshkosh Corporation will putwhatever resources are necessary to meet or exceed thegovernment’s delivery schedule. While we believe wecan meet or exceed the government’s current deliveryrequirements, we intend to enter into discussions withother manufacturers to determine if they can assist in theproduction of the Oshkosh M-ATV.”

Bohn went on to say, “As we begin supplying ouradvanced, high-performance vehicles, our full-serviceaftermarket support network will be available withreplacement parts, technical support, and repair orrefurbishment services. If demands for technology orcomponent upgrades should arise, our team is ready todeliver.”

Andy Hove, Oshkosh Corporation executive vicepresident and president, Defense said, “Much has alreadybeen done to ensure we can meet the government’sdelivery schedule. In recognition of the urgent need, webegan daily production of Oshkosh M-ATVs on ourflexible manufacturing line a few weeks ago. We and oursuppliers have already made significant investments inmaterials and are well positioned to accelerate ourmanufacturing capabilities.”

The Oshkosh Defense investments, planning andengineering activities, and production of M-ATVs inadvance of this award will allow for accelerated deliveryof the Oshkosh M-ATV, with initial vehicles available toTACOM LCMC in July.

In order to achieve the off-road mobility that soldiersand Marines need in Afghanistan, Oshkosh integrated itsTAK-4® independent suspension system onto thevehicle. As further testament to the government’sconfidence in this suspension system, the companyrecently received a supply order to equip more than1,500 legacy MRAPs with the TAK-4 system andcontinues to work with the Army to evaluate using thesystem on additional legacy MRAP models. The TAK-4suspension system is used on more than 10,000 MediumTactical Vehicle Replacements (MTVR) supplied to theMarines and Seabees, as well as on the Marines’Logistics Vehicle System Replacement (LVSR) and theArmy’s next-generation Palletized Load System (PLS).

Oshkosh Defense teamed with Plasan North Americafor the M-ATV armor system to provide an advancedarmor solution. Plasan also developed the armor systemused on more than 5,000 legacy MRAPs and thousandsof Oshkosh Armored Cab MTVRs already in theater.

Oshkosh performed more than 7,500 miles ofindependent off-road testing to identify possibleenhancements to the vehicle so it would meet or surpassthe performance requirements in the rugged terrain inAfghanistan.

BAE Systems Teams With KongsbergProtech Systems In Australia

Kongsberg Protech Systems have signed a teamingagreement to sell and support Kongsberg’s RemoteWeapon Stations (RWS) in Australia.

Kongsberg is a market leader in Remote WeaponStations development and production with more than10,000 systems sold with deployment in 16 countries,including on the Australian Army’s ASLAV. It alsosupplies the US Army with RWS through the CROWS IIprogram.

Ian Sharp, Director Land Business Unit, for BAESystems Australia said, “Kongsberg’s stabilised RWSenables armoured vehicle crews to effectively engagethreats while on the move or stationary and all the timeprotected under armour – a life saving capability in highthreat deployments.

A RWS assembly, integration and test facility will beestablished at BAE Systems Australia’s electro-opticfacility at Holden Hill in Adelaide. Heavy grade repairsand calibration of RWS electro-optic sensors, precisionmechanisms and electronics will also be conducted atthis facility. RWS medium grade repair will beundertaken by BAE Systems at the Albury WodongaMilitary Area facility and other customer sites.

Billion EURO-contract for PUMA IFV

Munich -- Krauss-Maffei Wegmann (KMW) hasreceived the largest single order in its recenthistory with a commission for series production ofthe Puma Infantry Fighting Vehicle (IFV).

PSM GmbH (Project System and Management), ajoint venture in which KMW and Rheinmetall AG ofDüsseldorf each hold a 50% stake, was awarded acontract by the Federal German Defence Technology andProcurement Agency (BWB) for the delivery of 405newly developed combat vehicles. The total contractvalue is approximately EUR 3.1 billion. The delivery ofthe IFVs to the German Bundeswehr will start 2010.

The Budget as well as the Defence Committee of theGerman Parliament (Bundestag) have previously giventhe green light for the start of what is currently thelargest European armaments project for land forces.

The PUMA contract is of key significance both for theBundeswehr and the industry. It sets unique technicalstandards and will ensure that decisive system skills areretained in Germany, which are vital for maintaining ourinternational competitiveness, said Frank Haun, CEO ofKMW, on signing the contract.

Puma sets new standards - best possibleprotection for crew

The Puma is the most important modernisation projectin the Bundeswehr's armaments procurementprogramme. It offers its occupants until now unequalledprotection against mines, anti-tank weapons andimprovised explosive devices commonly encountered inmodern conflict areas. Its air portability, its mobility indifficult terrain and its scalability all go to make thePuma a vehicle that will take on important tasks ininternational conflict management while providing itsoccupants with the best possible degree of protection. Itis also without equal in terms of endurance andfirepower. The menless turret design developed byKMW sets new standards, as does a decoupled runninggear that is completely isolated from the vehicle

bodypan, which means that even at high speeds noise andvibrations inside the vehicle can be reduced incomparison with existing IFVs by around 90 percent.

More than 30 years after the Marder IFV enteredservice with the Bundeswehr, the Puma, with itsextended scope of performance, establishes a completelynew vehicle category. In international comparison it istaking a leading position among armoured combatvehicles.

In September 2002, the German Parliament gave thego-ahead for the new IFV by issuing the developmentorder. It was decided to procure five pre-productionseries vehicles with a value of around EUR 350 millionat the end of 2004. These preseries vehicles are now inservice with the Bundeswehr for trials and optimisationhaving successfully completed numerous tests in March2009.

The week before midsummer the first prototype ofartillery systems Archer rolled out from Bofors. Archeris a joint project between the Swedish FMV and theNorwegian counterpart FLO.

Archer, which is a joint project between the SwedishFMV and the Norwegian counterpart FLO. The deliveryof the prototype one is an important milestone for theproject and an important part in the forthcoming series ofcontract negotiations with Bofors.

Project Archer has previously had two experimentalpieces which, for an untrained eye, might look likeprototypes. The experimental pieces aim was to test anddevelop the idea of a wheeled autonomous artillerysystem and test the new technology in differentenvironments and contexts and in particular to developmethods for the use of artillery.

“The result of testing and development is now in afinal phase. This is a completely new type of artillerysystem that few will be able to compare with," says JanNee, project manager at FMV.

Then there is still some developments, there will besome differences on the prototype one and two. The cabof the prototype which has not, for example, the sameprotection as the cab at the prototype two and on the nextseries of products. Prototype one has the Swedishconfiguration and prototype two, Norwegianconfiguration.

The two prototypes will be verified and completed in

spring 2010. Archer Artillery System is then fully matureand the first production delivery to Sweden and Norwaystarting in 2011.

OSHKOSH, Wis. -- Oshkosh Defense, a division ofOshkosh Corporation, received a $9.4 millioncontract modification from the U.S.Tank-automotive and Armaments Command(TACOM) Life Cycle Management Command (LCMC)to begin durability and performance testing of thenew Oshkosh® Heavy Equipment Transporter (HET)A1 model. Testing of the HET A1, which includesseveral performance, maintenance and survivabilityenhancements, will take place at Yuma ProvingGround.

The Oshkosh HET A1 is designed to rapidly transportbattle tanks, fighting and recovery vehicles, armoredvehicles and construction equipment, as well as theircrews, so they arrive in mission-ready condition. Thelatest Oshkosh HET A1 configuration includes increasedhorsepower, higher capacity front suspension, anarmor-ready cab, electrical upgrades and improveddiagnostics.

Once testing is completed, full-rate production of theOshkosh HET A1 is scheduled for early 2010. Oshkoshmanufactures the HET A1 as well as the new PalletizedLoad System (PLS A1) and Heavy Expanded MobilityTactical Truck (HEMTT A4) as part of the Army’sFamily of Heavy Tactical Vehicles (FHTV).

Force Protection, Inc. Awarded $70Million of Contracts to Install CougarIndependent Suspension Upgrade Kits

LADSON, S.C. -- Force Protection, Inc., a leadingdesigner, developer and manufacturer of life savingsurvivability solutions and provider of total life cyclesupport for those products, today announced that ithas received contracts for both Phase 1 and Phase2 installation of specifically redesigned TAK-4independent suspension kits for 1,317 CougarMRAPs.

The Phase 1 award under modification to ContractM67854-07-D-5031 from the United States MarineCorps Systems Command was made on June 16, 2009for $21.4 million and the Phase 2 was awarded onFriday, July 2, 2009 for an additional $48.9 million. Thework is expected to be completed prior to February, 2010and will be performed by both Force Protection’s staff offield service representatives (FSR) and by FSRs fromOshkosh Corporation under subcontract to ForceProtection.

The modification for the purchase of the hardwareassociated with this installation work was awarded onApril 8, 2009 in the amount of $158.1 million, bringingthe total cost for this independent suspension upgradeprogram, thus far, to approximately $228 million. Theawards under these contract modifications are subject todefinitization.

These contracts will help advance diesel-electric andhybrid-electric drive technologies to improve fuelefficiency and on-board power capabilities. Incollaboration with the Office of Naval Research, MarineCorps PEO Land Systems is providing technical andprogram support for each effort. Work for both contractsis scheduled to go through 2011.

These efforts are targeted toimprove the vehicle’s fuel efficiency and deliverindustry-leading exportable power while maintaining theMTVR’s mobility, performance and effectiveness. Inaddition to integrating a lighter, higher-powered engineand maximizing common intake, exhaust and coolingsystem components, Oshkosh will incorporate acapacitor-based energy storage system to store energyduring vehicle deceleration and idle periods. Theseadvanced technologies will reduce engine and fueldemands during acceleration.

Under a second contract, Oshkosh will develop anadvanced and lightweight synchronous generator that canbe used on diesel-electric military vehicles. The goal is toreduce the generator’s weight by 40 percent whilemaintaining the vehicle’s performance and powerqualities. A second component of this contract includesthe development of a next-generation traction system forimproved off-road mobility with increased efficiency ofoperation.

The Oshkosh diesel- and hybrid-electric drivetechnologies offer fuel economy improvements overconventional power trains, and provide enoughelectricity through an on-board generator to power acommand center, airfield or city block.

Lockheed Martin UK To UnvellInnovative New Vehicle Design At DVD

Lockheed Martin UK will unveil a new approach tomilitary vehicle design at this year’s DVD eventwhen it displays AVA-1, its first prototype vehicle tobe produced using the Lockheed Martin AdaptiveVehicle Architecture (AVA).

Primarily designed and developed in the UK, theprototype vehicle has the potential to meet severalemerging UK requirements. Six metres long andweighing in at 12,000kg, the vehicle also features amodified V-shaped hull which is as survivable as theMine Resistant Ambush protected (MRAP) platformswhile having greater mobility and sprint speeds.

The AVA concept offers potential users the samechassis components in different configurations, allowingfor commonality across a fleet with the ability tocustomise individual vehicle role specification.

“This vehicle has superb on and off-road capability,has a minimal turning circle and a sprint speed in excessof 50 mph as well as MRAP standards of protection,”said Scott Lustig, director for Land Vehicle Systems.“AVA-1 is not intended to address a specific currentrequirement, but to generate interest and see where thecustomer wants Lockheed Martin technology to go.”

AVA-1 is the first in a family of vehicles LockheedMartin intends to build, including 4x4 and 6x6 variantsadaptable to a range of roles including flatbedtransporters, troop carriers and scout vehicles.

Government of Canada Names GeneralDynamics Land Systems-Canada asPrime Contractor for LAV III UpgradeProgram

LONDON, Ontario -- The Honourable Peter MacKay,Minister of National Defence, withLieutenant-General Andrew Leslie, Chief of the LandStaff, announced today that the Government ofCanada has approved an upgrade program for theLAV III family of vehicles.

General Dynamics Land Systems-Canada will be theprime contractor and systems integrator for this program.

General Dynamics will now work closely with theDepartment of National Defence in defining the scope ofthe LAV III upgrades. At the heart of the upgradeprogram is a high-capacity driveline and suspension thatsignificantly increases the vehicle’s payload. Increasedpayload will allow the vehicle the ability to deliver evenbetter protection for Canadian soldiers. Other features ofthe upgrade package will be determined throughdiscussions with the Department of National Defence.

Dr. Sridhar Sridharan, senior vice-president of GeneralDynamics Land Systems-Canada, said, “We are proud ofthe LAVIII’s performance in theatres such asAfghanistan and have continually worked with DND inmaking the vehicle better. UK companies asked to tender for newarmoured vehicles

The Ministry of Defence has named the two Britishcompanies that are to go forward into the nextstage of a project to provide the British Army with anew fleet of armoured reconnaissance vehicles.

BAE Systems Global Combat Systems and GeneralDynamics (UK) are to receive a draft Invitation toTender for the vehicles in the next few days.

The programme, termed by the MOD the Future RapidEffect System Specialist Vehicle (FRES SV), is intendedto provide reconnaissance and reconnaissance supportvariants to replace the existing Scimitar and Spartanvehicles now on operations in Afghanistan.

The final Invitation to Tender is expected to be issuedlater this month following this initial assessment phase.

Minister for Defence Equipment and Support, QuentinDavies, said:

"This follows the announcement of the strategy for theprocurement of armoured vehicles which I made on 23June. These vehicles will play a major role in currentoperations and in equipping the Army to stand ready torespond to a wide range of contingencies in the future.

"[This] announcement shows that the Governmentputs the provision of the best vehicles that money canbuy at the heart of its priorities."

The issue of the draft Invitation to Tender for theFRES SV programme follows on from the announcementof the Armoured Fighting Vehicles Sector Strategy lastweek.

The FRES programme, of which FRES SV forms apart, aims to deliver a medium-weight armoured vehiclefleet with higher levels of deployability and protectionthan in-service vehicles, and with the potential toaccommodate changes in technology.

It will replace a number of vehicles that have reachedor are reaching the end of their service lives, includingthe Combat Vehicle Reconnaissance (Tracked)[CVR(T)] Scimitar, and introduce some new capabilities.

The Equipment Examination decided that FRES SVshould, with the Warrior Capability SustainmentProgramme, be prioritised ahead of the FRES UtilityVehicle.

FRES SV is a medium-weight capability comprisingthree families of vehicles: Reconnaissance, MediumArmour and Manoeuvre Support.

Key handed over for the SIMUG livesimulation platform in Bure

On 3 July 2009 at the Bure training ground(Switzerland), RUAG Electronics handedover the system key for the SIMUG live simulationplatform to armasuisse, the Swiss Armed Forces`centre of excellence for procurement.

The Swiss Army has thus now received the first ofthree state-of-the-art combat training centres.

SIMUG, which is a simulation support platform forfield training exercises, enables battlefield environmentsto be trained for in line with today’s needs. Training ishighly realistic and takes place using laser-basedsimulators. All weapons can be employed, includingdirect-hit, high angle and area weapons. Fire and itseffects in the battlefield are simulated in a lifelikemanner using charge boxes specially developed for thepurpose.

All exercise participants such as vehicles andinfantrymen are kitted out with laser firing simulators.

This enables combined arms training that reflects therelative forces of the weapons involved. All participantsare connected by transponders and W-LAN to the controlcentre. The position and status of all involved, plus thebattlefield events that occur, are recorded in real time andare then available in a multimedia format for debriefingafter the exercise. Training can be carried out up toreinforced company level.

The Swiss Army has been training for years with laserfiring simulators. These simulators can now be unitedunder SIMUG and put to combined use. On 3 July 2009at a celebratory ceremony, CEO of RUAG ElectronicsAndreas Herren handed over the symbolic system key toChief of Armaments Jakob Baumann and the SwissArmy. "For effective, good training, soldiers must be

able to immediately perceive the consequences of theiractions and the reaction of their adversary," says AndreasHerren. "Thanks to SIMUG, this wish has been made areality, and I am delighted that we can enable ourcustomers to carry out their operations successfully."

After several years of development work, SIMUG wasapproved by the Swiss Federal Council and authorizedby Swiss Parliament under the Armament Programme2004. The procurement scope of 95 million Swiss francsfor SIMUG comprises the facilities at Bure and St.Luzisteig. Operation of SIMUG will be privatized byway of a pilot test, with RUAG Electronics taking onoperational responsibility. The pilot project will run until2015.

DRS Technologies Receives $49 MillionInfrared Sighting Systems Order ForU.S. Army Tanks And Combat Vehicles

PARSIPPANY, N.J., -- DRS Technologies, Inc.announced July 2 that it has received a $49 Millionfollow-on order for Second Generation ForwardLooking Infrared (SGF) sighting systems andcomponents from the Raytheon Company’s NetworkCentric Systems business in McKinney, Texas.

The products will be used to provide criticalthermal-imaging technology to warfighters aboard U.S.Army combat and tactical-wheeled vehicles, includingAbrams Main Battle Tanks, Bradley Fighting Vehiclesand High Mobility Multipurpose-Wheeled Vehicles(HMMWV).

Under the terms of this order, DRS will manufactureand provide systems and components that support theU.S. Army’s SGF initiatives. Included are Block 1 B-Kitcomponents for Abrams Thermal Receiver Units (TRUs)and circuit-card assembly sets for the Commander’sIndependent Thermal Viewer (CITV). The company willalso provide B-Kits for the Improved BradleyAcquisition System (IBAS) and the Long RangeAdvanced Scout Surveillance System (LRAS3).

New Artillery Cannon for Namer APC

The Ground Forces of Israel are revising thepossibility of installing a 30cm cannon on theadvanced Armored Personnel Carrier - Namer.

The installment of the cannon will enable the vehiclenew abilities, such as breaking through buildings that areused for hiding, and having the ability to aim a shot in asharp angle. This will enable Infantry Forces to becomemore independent against their threats, without the helpof tanks. The target data will be entered in the cannonautomatically, with help of the control and inspectionsystem of the Namer.

Battalion soldiers of the Golani Brigade that are in themidst of finishing their training on the Namer, practicethe use of a machine gun. The Ground Forces areconsidering if they should change the machine gunner inthe Namer for a gunner. In order to do that, a series oftests will be conducted which will examine the use of thecannon in the Namer.

The vehicle is capable of carrying up to 12 fighters,amongst them three professionals (the NamerCommander, the driver, and the machine gunner), andnine Infantry fighters. The cannon will be found outsidethe vehicle, and will not penetrate the inner area of theAPC.

“If the cannon will be installed in the Namer, wewon’t have to use other vehicles for Infantry,” explainsMajor Shlomi Ben Lulu, head of the Namer project in the

Infantry Corps. “I wouldn’t want the tank to help meagainst Infantry threats, however tanks will confronttanks, and Infantry will confront Infantry. The cannonwill upgrade the Infantry’s abilities.”

The cannon can turn the Namer to a near perfectvehicle, says Major Ben-Lulu. The reversibility,survivability, the speed, and the mobile abilities – aremore advanced than those of the IDF Achzarit, and ofother Infantry Armored Personnel Carriers used in theIDF. From the instant the Namer will be part of the battlefield, the Infantry and Armored Corps will start to beactive together, without having the Armored Corps waitfor the Infantry Forces during a battle.

The Namer will enable the Infantry Corps to destroy athreat while remaining in the APC, without having thecombat soldiers take out their heads from the vehicle.This is with the help of 360 degree cameras, a controland inspection system, and computerized weaponsystems. In addition to that, the control and inspectionsystem in the Namer will enable the DivisionCommander to be in direct contact, and watch theprogress of each class in a direct manner.

International Challenge To DevelopMilitary Robots

Greg Combet, Minister for Defence Personnel,Materiel and Science, today announced a milliondollar international competition challengingresearch organisations to build fully autonomousground robots able to operate effectively in militaryoperations.

The competition, known as the Multi-AutonomousGround-robotic International Challenge (MAGIC), isbeing organised by Australia’s Defence Science &Technology Organisation (DSTO) in partnership with theUS Department of Defense.

“This competition aims to attract the most innovativesolutions from around the world to address a technologygap currently faced by coalition forces operating in urbancombat zones,” Mr Combet said.

“While remote-controlled robots are being deployed inoperational areas, we need smart, intelligent and fullyautonomous systems that can take over from humans in

conducting intelligence, surveillance and reconnaissancemissions,” Mr Combet said.

“The ultimate aim is to make these operations muchsafer for our military personnel, leaving the robots tocarry out the dirty and dangerous work.”

“The challenge for the competitors is to develop aproposal demonstrating teams of robotic vehicles thatcan autonomously coordinate their activities and executea mission in a changing urban environment. The robotsmust detect, monitor and neutralise a number of potentialthreats to meet the challenge goals and an internationalpanel of experts will judge the entries.”

“The first five short-listed competitors will eachreceive research grants of $US100,000 to develop theirproposals into prototypes,” Mr Combet said.

“After they have successfully demonstrated theirprototypes at a location in South Australia next year, thetop three finalists will receive research awards of$US750,000, $US250,000 and $US100,000respectively.”

“These finalists also have the unique opportunity toqualify for further funding under the US Joint ConceptTechnology Demonstrator (JCTD) Program, so that theirprototypes can be transitioned into operational capability.If an Australian competitor is among the top threefinalists, that organisation would also be considered forfunding under the Capability & TechnologyDemonstrator Program managed by DSTO”

“Australia will also have access to these capabilitydevelopments,” Mr Combet added.

The five shortlisted competitors will be invited topresent their projects at the Land Warfare Conference inNovember 2010. The competition is valued at US$1.6 million.

EDA gives the go-ahead for newunmanned high-tech platform

The European Defence Agency (EDA) has given agreen light to an ambitious development projectunder the leadership of Rheinmetall Defence ofDusseldorf, Germany.

The EDA has contracted with Rheinmetall Defenceand three other companies (Diehl BGT Defence, ECAand Thales Optronique) to develop an unmanned vehicleplatform and construct a demonstrator version thatshould show the potential of systems of this kind. Inparticular, the project seeks to demonstrate the futurerole that unmanned vehicles could play in protectingtroops deployed in hazardous operations.

The EDA development contract is an importantstrategic coup for Rheinmetall, which has been placed incharge of this groundbreaking research and developmentproject. In monetary terms, the order is worth some Ђ4million.

The Semi-Autonomous Unmanned Ground Vehicle

System Demonstrator (SAM-UGV), as it is tentativelyknown, will be a wheeled, all-terrain vehicle weighingbetween 300 and 400 kilos, roughly the size of a quadbike. Thanks to its built-in navigation system andsophisticated computer technology, it will be able toconduct a variety of missions by remote control as wellas operating autonomously. The vehicle is to have arange of 400 kilometres, and be able to operate forperiods of up to 24 hours.

As well as performing long-range patrolling andmonitoring missions, the SAM-UGV will be able tocarry out NBC reconnaissance operations in potentiallycontaminated terrain. The system’s suitability as a meansof searching for improvised explosive devices will alsobe studied, responding to the acute threat these currentlypose to forces deployed in global conflict zones. Besidesa satellite-supported inertial navigation system, thevehicle will feature a 3D laser radar, a camera systemand ultrasonic sensors, enabling it to cope with itssurroundings and avoid obstacles.

Today, in an era of mounting cost pressure, creating asophisticated system of this kind would be all butimpossible for a single, company-financed research anddevelopment programme. To develop the SAM-UGVsystem, Rheinmetall Defence is pooling its knowledgeand experience with the capabilities of three otherdefence contractors; this cooperative endeavour wasbrokered by the European Defence Agency, which alsoarranged financial backing. This project is thus a goodexample of the way the European defence industry isbundling its strengths – one of EDA’s prime objectives.

In terms of content, this development project isstrongly oriented to current and future military scenariosinvolving significant operational risks such as out-of-areadeployments of the German Bundeswehr, whose troopsare now subject to continuous, low-intensity attack byinsurgent elements. Be it in Afghanistan, Iraq orelsewhere, forces operating in crisis regions face an arrayof operational risks that are now as familiar as they areunpredictable: conflicts without clearly definedfrontlines, where enemy combatants are generallydifficult or impossible to identify, and whose callous,indiscriminate attacks often draw innocent civilians intothe conflict.

Furthermore, nations taking part in internationalpeacekeeping and peace enforcement missions areunderstandably eager to keep casualties as low aspossible to avoid losing public support at home. One wayof meeting this challenge is to use unmanned systemswhich operate autonomously and can perform a varietyof missions, making sure that friendly personnel are notexposed to danger unnecessarily.

New technology to neutraliseimprovised explosive devices

The Minister for Defence Science and Personnel theHon. Warren Snowdon MP, today unveiled a new

robot called SPIKER designed to counter improvisedexplosive devices (IED).

The robot has been developed by the Defence Scienceand Technology Organisation (DSTO) and wasdemonstrated at the Land Warfare Conference inBrisbane.

“Innovations like this robot are part of DSTO’sprogram to support our troops on operation in varioustheatres, particularly in the Middle East,” Mr Snowdonsaid.

SPIKER, Special Purpose IED Killer ExperimentalRobot, is a remotely controlled tracked vehicle whichdeploys a number of different devices, includingexplosives, to render IEDs safe.

Also on display was another remotely controlledvehicle known as RASP (Remote Advanced SensorPlatform) which DSTO has developed to identifyradioactive threats from a distance.

“These technologies are vital for carrying out dirty anddangerous work and helping to save the lives of oursoldiers,” Mr Snowdon said.

He said industry was also making innovativecontributions to support soldiers through the Capabilityand Technology Demonstrator (CTD) Program.

Two technologies developed under the program anddisplayed at the conference included flexible solar panelsto generate power during operations in the field; and asmart power management system which provides aminiature energy source for multiple devices carried bysoldiers, so they can operate more effectively over longerperiods with less weight.

The unique architecture of the MAINGATE systemovercomes the limits of most networking systems in usetoday. Canadian Army to upgrade combatvehicle fleets

Oromocto, New Brunswick -- The Army will improveor replace its fleets of combat vehicles, providingsoldiers with greater protection, mobility andlethality on the battlefield.

Calling it “a great day for the Army,”Lieutenant-General Andrew Leslie announced the $5.2billion vehicle upgrade and acquisition projects togetherwith federal cabinet ministers July 8 at CFB Gagetown.

The renewal of the fleets will make the Army’scombat vehicles “bigger, harder, faster andbetter-armed,” the Chief of the Land Staff told about 300soldiers assembled to hear the announcement.

Troops deserve most effective equipmentNoting that every day Canadian troops “risk

everything to ensure the security of their fellowCanadians and those they are sent to help,” LGen Lesliesaid they deserve nothing less than the best level ofprotection and the most effective equipment the CF canprovide.The combat fleet renewal encompasses four

projects:• The light armoured vehicle (LAV) III Upgrade

(LAVUP) project will upgrade 550 vehicles with anoption for another 80. The weapons system will beupgraded, additional armour will be installed andthe mobility systems such as the power train,suspension, running gear and brakes will bereplaced. The upgrade will extend the LAV III lifespan to 2035.

• The Army will acquire 108 close combat vehicles(CCV) with an option for up to 30 more. The CCVwill fill the long-standing gap between the LAV IIIand the Leopard 2, enabling the infantry to act inclose support to the tanks with a well-protected andmobile vehicle that will possess at least the LAV IIIlevel of firepower.

• The Army will also acquire a tactical armouredpatrol vehicle (TAPV) to replace the Coyote andthe RG-31 and provide light infantry battalions witharmoured utility vehicles. Two hundred reccevehicles will have a crew of four and either aone-man turret or a remote weapons station (RWS).Three hundred infantry vehicles will serve forcommand and control and as an armouredpersonnel carrier (APC), and will have a crew ofthree, carry four additional soldiers and will befitted with a RWS. The Army will acquire 500TAPVs with an option for an additional 100.

• As part of the Force Mobility Enhancement (FME)Project, the Army will buy 13 armoured engineervehicles (AEV) and two armoured recoveryvehicles (ARV), with options for additionalvehicles in both cases. These replacements for theBadger will be built on the Leopard 2 chassis andtheir armour will allow them to operate under heavyfire to clear mines and other obstacles for troops or,in the case of the ARV, to recover tanks and othervehicles.

Army has been forced to run its combatvehicles very hard

During the mission in Afghanistan, the Army has beenforced to run its combat vehicles very hard on ruggedterrain. Taliban insurgents have developed morepowerful weapons, especially IEDs, and all NATOarmies are seeking ways to upgrade protection for theirtroops. Defence contractors are focusing heavily on waysto improve the protection of combat vehicles.

The Coyote has served the Army well but moreprotection is required and the surveillance suites needupgrading to today’s technology. The Army also hopesto improve the interior ergonomics in the TAPV – spaceis very cramped in the Coyote, especially when soldiersare required to wear all of their kit including ballisticshields. The TAPV will also fill a long-standingrequirement for an agile, well-protected vehicle to movelight infantry and materiel.

Projects have been approvedWhile the projects have been approved, final decisions

will not be reached on all specifications for the newvehicles until discussions are completed with potentialmanufacturers. The Project Director for the CCV, MajorRobert Bouchard, said the vehicle will have a high levelof off-road mobility and “at least the firepower of a LAV

III.” There will be an infantry vehicle and another toserve in a forward observation role. The CCV will havestate-of-the-art digital communications suites and otherelectronics. Weighing in at between 30 and 45 tonnes, itwill be deployed to theatre by ship or C-17.

Major Richard Toppa, Project Director for the AEVsand the ARVs, said they represent a “quantum leapforward” in crew protection over the Badger. They willhave an increased power pack, improved hydraulics and2010 or 2011 technology, compared with 1983-84technology in the Badger. The Army will also acquiredozer blades, mine ploughs and mine rollers.

Initial operational capability for the AEVs and ARVsis scheduled for 2011; for the upgraded LAV IIIs and theCCV 2012; and for the TAPV in 2013.Number of vehicles:

US Army Partially Terminates FutureCombat Systems Manned Ground Vehicle

The Department of the Army announced today thatit will partially terminate the Manned GroundVehicle (MGV) development effort under the FutureCombat Systems (FCS) Brigade Combat Team(BCT) System Development and Demonstration(SDD) contract with the Boeing Company. Thepartial termination is for the convenience of thegovernment.

The Army is taking this action to comply with both theSecretary of Defense’s recommendation to cancel theFCS BCT program as well as the June 23 FCS BCTacquisition decision memorandum. The Army issued astop work order for MGV and Non-Line of Sight Cannon(NLOS-C) efforts on June 24, in preparation for thepartial termination.

The termination of the MGV effort will alsonegatively impact the development of the NLOS-C,which remains under a stop work directive. The Army,in conjunction with the Department of Defense (DoD), isworking with the Congress to determine a viable pathforward for the NLOS-C related efforts.

In coordination with the DoD, the Army is conductinga 120-day requirements analysis for a new groundcombat vehicle (GCV) program. Incorporating lessonslearned and threats encountered from the wars in Iraqand Afghanistan, the Army will continue to leverage thework accomplished during the FCS MGV developmentefforts into the new GCV.

As the Army transitions to a holistic BCTmodernization plan, the Boeing Company will continueto perform as a prime contractor on the Early-InfantryBCT (E-IBCT) spin out effort. The first increment of thisplan (insertion of FCS technology to the E-IBCTs) willprovide the Infantry Brigade Combat Teams an enhanced

network capability, improved situational awareness and aremote indirect fire capability.

Dynamit Nobel Defence presents newsolutions and concepts at press day

At a time when soldiers in Iraq and Afghanistanface an increasing peril at the hands of an enemywhich fights by means of ambushes and – what hasbecome a fashionable expression – asymmetricmeasures, the offspring of a German company witha long tradition, Dynamit Nobel Defence (DND),recently invited members of the press to present itssolutions for vehicle protection as well as enhanceddefence and breaching capabilities.

The threat scenario which modern troops encountertoday, whether in remote areas of the rough Afghantheatre, in urban skirmishes in Iraq, or by roadsidebombs and ambushes, is very much different from moretraditional military scenarios. However, today’sscenarios not only require adjusted defensive measures.Also offensive options have to be employed differentlyor configured in new ways.

Dynamit Nobel Defence, a subsidiary of Israel’sRAFAEL since 2004, is well-positioned to meet thetroop’s requirements with both defensive, as well asoffensive solutions. However, the press briefing firstaddressed the company’s reactive armour solution, calledCLARA (Composite Lightweight Adaptable ReactiveArmour). Further products that have been displayedinclude the famous family of “Panzerfaust”shoulder-launched anti-tank weapons as well as newdevelopments in the range of recoilless grenade weapons(RGW) and remote controlled weapon stations (RCWS).

During the past year, Dynamit Nobel Defence hasgenerated a turnover of approximately €50 million(US$70.51 million) with overall orders valued at over€200 million. According to Dr. Wolfgang Böttger,CEO of Dynamit Nobel Defence, the company seeks todouble the company’s turnover by entering new marketsand expanding sales in Germany. So far, only 12 % ofthe turnover comes from orders in the domestic market,outlining DND’s strong export position.

CLARA low fragment reactive armourPassive armour has reached its physical limits due to

weight and the continuously advancing armour-piercingweapon technology (RPG-7 can penetrate steel platesthicker than 40 cm, which would be far too heavy for anyvehicle type). Active armour can also counter only alimited range of threats, leaving a gap that has beenclosed by reactive armour. DND has joined the ranks ofreactive amour producing companies with a special

solution called CLARA, which has now received a lessinspired designation by German authorities, which bydenomination limits its capabilities to counter hollowexplosive charges. However, the company emphasisesthat the light and insensitive appliqué armourprotects armoured vehicles and its crews from variousshaped charges and projectile forming explosive devices.According to company officials, it may also be furtherdeveloped to use sensor technology in order to expandthe range of threats it can counter, including tandemwarheads. It also integrates a certain level of passiveprotection and can counter blast and EFP-type IEDs andammunition up to a 12.7 calibre which hits the vehiclewhere the reactive armour has been applied.

One of the adverse effects of any active or reactivearmour is fragmentation when the explosive device iscountered. Over many years, DND has been developing alow fragment counter measure which is primarily basedon the use of composite material (boxes and screws) aswell as on a special insensitive low burning rate (LBR6)explosive agent (1.5D certified). The armour segmentswhich protect the side and front of an armoured vehicleincrease the vehicles width by some 35 cm on each side.The segments consist of two boxes placed on top of eachother. The lower and heavier box (F1 element) weighssome 40 kg while the smaller box on top (F2 element)weighs approximately 20 kg. The average added weightof the system is 260 kg per square metre. The parts of thevehicle which cannot be equipped with CLARA may beprotected by slat armour. The CLARA armour can bemounted by a single person. Yet, a team of persons canup-armour a vehicle within only 15 minutes.

Company officials say there is no alternative toreactive armour when it comes to shaped charges. Also,CLARA provides the advantage of low fragmentation. InGermany, among the countries to first seriously developreactive armour solutions, the problem of fragmentationalmost lead to a stalemate in development activities. AsDr. Wolfgang Böttger states, CLARA takes intoaccount this particular “primal fear of the Bundeswehr”and has proven in various tests to provide a dramaticreduction of fragmentation.

Certified for FENNEC, fit for other vehiclesIn cooperation with the German system provider of

armoured wheeled and tracked vehicles, Krauss-MaffeiWegmann (KMW), DND has demonstrated the system’sefficiency on the FENNEK light-armouredreconnaissance vehicle. Each side of the FENNEK hasbeen equipped with some 720 kg of reactive armour plusan additional slat armour protection and the vehicle’sown passive armour.

Tests showed that not only the fragmentation could bereduced, but also the protection of the vehicle crew hadbeen substantially increased. Reportedly, the blast effectduring the counter measure produces a slight shock, notmore than a vehicle hitting a pothole. Even though therespective reactive armour box will be entirely destroyedwhen triggered, the adjacent segments will not beaffected. If attacked by a common RPG-7 shaped charge,the reactive armour disintegrates the penetrating charge,

which subsequently leaves only slight dents on thevehicle’s passive armour.

CLARA has already been officially certified for useon the FENNEK. The company now hopes to be awardedcontracts for the equipment of future German ArmedForces’ vehicles such as the PUMA infantry fightingvehicle (IFV) as well as for up-armouring vehicles of theexisting Bundeswehr fleet as, for instance, DINGO,BOXER, FOX or LEOPARD II. According to Dr.Böttger, the greatest advantage of the system isthat it is already available and certified. The PUMA IFV,which is scheduled to enter service in 2010, will quicklyrequire an adequate protection which other Germancompanies can reportedly not provide within this shorttime frame. Alternatively, the Bundeswehr would eitherhave to purchase reactive armour abroad or wait (IBDDeisenroth is expected to complete a reactive armoursolution around 2012/13). Furthermore, according tocompany officials, Singapore appears to be as keen as theGerman Armed Forces to be provided with a lowfragment armour solution, which would allow a furtherpush in DND’s already strong export position.

A new concept of recoilless grenadeweapons

Dynamit Novel Defence also presented a newdevelopment in recoilless grenade weapons (RGW),called “Wirkmittel 90”, which further increases thecompany’s spectrum of shoulder-fired weapons. Thesystem is based on the RGW 90 family, however,introduces an entirely new concept. The Wirkmittel 90solution, which currently is being researched incooperation with the Bundeswehr, will surpass theusually effective range of unguided shoulder-firedweapons of some 500 to 600 metres, by using the DNDDynarange firing mechanism to precisely target, forinstance, light armoured vehicles, dismounted enemysoldiers or light structures at ranges up to 1,000 metres.The system is scheduled to be operational by 2014.

The grenade integrates a new programmable fuse thatcan be set to different modes, depending on the target.Hence, the warhead may detonate either straight on thetarget, above the target in mid-air or delayed forwall-breaching use. This has been accomplished byintegrating a new weapons sight and a new fire-controlcomputer in the reusable firing device. The barrel will beexchanged after the grenade has been launched. Thealready fielded RGW 90 has already proven its value invarious tests due to its dual-mode warhead, providing aHigh Explosive Anti Tank (HEAT) round againstarmoured vehicles or a High Explosive Squash Head(HESH) round to penetrate walls, bunkers or otherfortified emplacements.

Why not use guided anti-tank weapons for such highranges? Even though it enters the spectrum of thistechnologically higher weapon class, the Wirkmittel 90 islighter (at 10 kg it can be carried by one person,including a paratrooper), is less expensive (why use acostly guided missile on an un-armoured Jeep?), andoffers various modes of application.

that the company’s approach with the RGW-family andthe Wirkmittel 90 is to provide different capabilities inone weapon. The company wants to increase thesoldiers’ capabilities beyond the traditional anti-tankmode of application. DND’s shoulder-fired weaponsfamily allows attacking lightly protected targets (e.g.enemy emplacements, light-armoured vehicles),armoured vehicles and bunkers. Its wall-breachingcapability perfectly meets troop requirements in militaryoperations in urban territory (MOUT), especially becauseRGW’s may be fired from within a rather small room asthe blast to the rear is widely deflected to the sides. Thisallows soldiers to observe a target from a well-shelteredemplacement and quickly aim and fire without leavingcover for an extended time.

As Meuter explains, Dynamit Nobel Defence hasidentified a trend in the military which requires aprecision strike capability with a light and flexibleweapon against a variety of targets – lightly or heavilyarmoured – at distances exceeding 500 metres. Theexisting weapons of the RGW 90 family have alreadyproven to be in demand: DND has sold the system to theSlovenian and the Singapore Armed Forces.Furthermore, the United Kingdom will soon be providedwith the RGW 90 after an important tender was won,with the assistance of the Israeli parent company.

“With the help of an interface, it is technologicallypossible to adapt both, the Panzerfaust as well as theRGW 90, to any weapon station currently available inGermany. It may be added as a single-shot solution or asa multi-grenade launcher, for instance, with four or sixintegrated barrels. This provides the weapons stationwith an additional valuable capability,” stated Meuter.As the system can still be used in a dismountedshoulder-launched mode, it furthermore saves transportcapacity within the vehicle.

It remains to be seen if the military will identify thesame requirement for a weapon which closes the gapbetween light weapons and 20 mm calibre munitions andwill, to a certain extent, be a worthwhile alternative toguided anti-tank weapons. In a next step, according tocompany officials, it may be worth considering anair-to-ground configuration carried by unmanned aerialsystems.

U.S. Buys 62 More BAE Systems M777Guns

BARROW, UK – The U.S, Department of Defensehas ordered 62 more M777 howitzers from BAESystems in a deal worth $117 million(£71m).

Mike Smith, managing director at the company’sGlobal Combat Systems business, comments: “Thepurchase of additional howitzers is further endorsementof the M777 and its performance in support of currentcoalition operations. It means another six month’s workfor our production facilities in Barrow and Hattiesburg,

Mississippi taking manufacture on current sales well into2012.”

The order, signed on July 16, follows one placed bythe DoD in May for 63 guns and a related small supportcontract for Hattiesburg.

BAE Systems’ facility in Hattiesburg is responsiblefor final integration and test of the weapon system. Theprime contract management of the M777 programme andmanufacture and assembly of the complex titaniumstructures and associated recoil components areundertaken at Barrow-in-Furness in the United Kingdom.

Weighing in at less than 10,000 lbs. (4200kg), therevolutionary M777 is the world’s first artillery weaponto make widespread use of titanium and aluminumalloys, resulting in a howitzer which is half the weight ofconventional 155mm systems.

Work to be performed under the contract includesmanufacturing technical assistance on M1A1 Abramstanks at the Egyptian tank plant and supplyingcomponent equipment such as tools, gauges, fixtures andmachines. This award is in support of the tenth incrementof the Egyptian co-production program.

Since 1992, General Dynamics has providedcomponents for kits used in the co-production program.The parts are shipped to a production facility near Cairo,Egypt, where the tanks are manufactured for theEgyptian Land Forces.

Work on the components will be performed in SterlingHeights, Mich., with completion estimated for December2012.

STERLING HEIGHTS, Mich. –- General DynamicsLand Systems, a business unit of GeneralDynamics, has been awarded a contract by the U.S.Army Tank Automotive Command (TACOM) to reset330 Stryker infantry combat vehicles. The contracthas a maximum potential value of $55.2 million.

Through this contract, General Dynamics will service,repair and modify Stryker vehicles that are returningfrom Operation Iraqi Freedom, restoring them to apre-combat, like-new condition in advance of reissuingthe vehicles prior to their next deployment.

To date, General Dynamics has delivered 2,852 newvehicles for seven separate Stryker brigades to the Army.With more than six million miles accumulated throughtwo completed Operation Iraqi Freedom rotations sinceOctober 2003, the Stryker vehicle has demonstrated acombined fleet operational-readiness rate of 96 percent.

The Stryker is an eight-wheeled vehicle, which islighter, smaller and more readily deployable than otherArmy combat vehicles and can travel at speeds up to 62mph on roads with a range of 312 miles. There are 10configurations of the Stryker: Infantry Carrier Vehicle;Anti-tank Guided Missile; Mobile Gun System; MortarCarrier; Command Vehicle; Reconnaissance Vehicle;Engineer Squad Vehicle; Medical Evacuation Vehicle;Fire Support Vehicle; and Nuclear, Biological, Chemicaland Reconnaissance. Textron Marine & Land SystemsAwarded New ASV Contract from U.S.Army

NEW ORLEANS -- Textron Marine & Land Systems,an operating unit of Textron Systems, a TextronInc. company, today announced the signing of anew letter contract for the Armored Security Vehicle(ASV) with the U.S. Army Tank-automotive andArmaments Command (TACOM).

The contract includes a base order of an additional 191M1117 ASVs and 38 M1200 Armored Knight vehicles,as well as field support and special sustainment tools.Delivery is expected to commence February 2010 and,should all options of the contract be exercised, couldcontinue into 2013.

The contract totals approximately $200 million, ofwhich $99 million is currently funded. Textron Marine &Land Systems has delivered a total of 2,153 ASVs to theU.S. Army to-date.

Robots

QinetiQ robots deal should help cuttransport delays

Following a successful series of trials, QinetiQ isnow working alongside key government partners todeliver a robot based service that is being used tohelp fight fires and support other major incidents –particularly if acetylene gas cylinders are involvedwhich can become highly unstable – therebyprotecting fire fighters plus helping minimisedisruption to travellers by reducing resulting delayson major transport systems in and around London.

This initiative is funded jointly by Network Rail, theHighways Agency and Transport for London, incollaboration with the London Fire Brigade. The twoyear contract currently covers incidents within GreaterLondon and surrounding counties but national coverageis possible with additional funding and extended call outtimes.

If acetylene gas cylinders are thought to be involved ina fire, the London Fire Brigade and others can requestQinetiQ attend and deploy a range of remotely operatedvehicles (ROVs) with all-terrain capabilities. These canthen enter environments that could be potentially unsafefor fire fighters. Their cameras can identify whether anyacetylene cylinders are present and, using thermalimaging, can gauge whether the cylinders are sufficientlycool for the Brigade to safely approach and remove them.The ROVs can also be used to gain access to premisesand vehicles, target cooling onto cylinders, move debrisand other items, or assess other potential risks.

Standard Fire & Rescue Service procedure is toimpose an initial hazard zone of 200m for up to 24 hoursif acetylene gas cylinders are present and have beeninvolved in fire – which causes enormous disruption totransportation routes and local communities who have tobe evacuated. This is because the risk of explosionfollowing heating can remain long after the fire isextinguished and even after extensive cooling has beenapplied. Recent experience during the operational trialshave shown that when QinetiQ's robots are used atincidents, hazard zone restrictions can, on someoccasions be reduced in as little as two hours from thetime that they are in attendance.

“When fires break out near the railway they are oftenin circumstances where there is a suspicion that acetylenegas cylinders may be involved,” explained SimonChristoforato, QinetiQ’s business group manager forrobotic systems. “In recent years there have been anincreasing number of rail line-side fires and acetyleneincidents across London, each causing massivedisruption to passengers. During the 2008 trials QinetiQresponded to a total of 17 incidents and helped reduce theaverage period for the hazard zone to be in place fromover 19 hours to less than three and has so far respondedto more than 10 incidents under this contract in 2009.”

Assistant Commissioner for Operational Policy atLondon Fire Brigade, Jon Webb says the QinetiQ trialhad played a key role in the Brigade’s successful effortsto reduce the impact of acetylene cylinder fires in thecapital. “The successful trial of the ROVs, the improvedprovision of technical advice on the incident ground,together with a process of raising awareness andreinforcing understanding of the operational proceduresto be applied at cylinder incidents have all been integralto the overall reduction in the average time that hazardzones are in place. In London we have also seen areduction in the number of acetylene cylinder incidentsoverall thanks to our on-going campaign with localauthorities to ensure the safe use, signage and storage ofacetylene cylinders and to create a greater awareness ofthe dangers they bring when they are involved in a fire.”

Robin Gisby, Network Rail’s Director of Operationsand Customer Service added the use of ROVs was goodnews for train users: “Anything we can do to reducetravel delays for passengers is high on our list ofpriorities but so is overall safety. The deployment of theROVs will give us more options for faster resolution ofincidents and hopefully lead to less disruption to trainservices.”

The Highways Agency is also carrying out a study thatcould see QinetiQ’s remotely operated vehicles modifiedfor easier vehicle entry and potential use at a number ofroadside incidents.

“All our efforts are designed to ensure that travellersare informed and can reliably make journeys on saferoads,” stated Mark Clark, responsible for IncidentManagement at The Highways Agency. “Roads areregularly affected by major incidents so anything we cando to deal with the problems and reduce delays forcommuters is a good thing. We are working with QinetiQ

to develop the robotic solution to meet our national needsgoing forward.”

"Hazard zones are necessary to deal with fires andother major incidents and can have a major knock-oneffect on the road, bus and tube network causingdisruption for motorists and our passengers,” concludedRichard Stephenson, Transport for London Director ofGroup Health, Safety and Environment. “Trials suggestthis new equipment could have a real impact on cuttingthe length of time hazard zones are in place, whilemaintaining the safety of the emergency services and thetravelling public."

QinetiQ’s remotely operated vehicles are extensivelyused in Iraq and Afghanistan to combat improvisedexplosive devices and deal with roadside bombs but theyare also ideal for a range of other dirty and dangeroustasks including dealing with hazardous materials andChemical, Biological, Radiological and Nuclear (CRBN)incidents.

Background:QinetiQ’s response team can be called upon 24/7 and

its special response vehicle, containing the three differentROVs with operators, will be dispatched. On arriving atthe incident they immediately come under the commandof the senior fire officer present who determines how andwhen they are deployed.

The three specialised vehicle types comprise: Talon, asmall, highly manoeuvrable tracked vehicle, extensivelyused in Iraq for bomb disposal, that’s equipped with avideo and thermal image cameras; Black Max which issimilar in size and appearance to a quad bike which againhas a video camera but also provides a remotehi‑pressure hose and water delivery capability;and the Brokk 90, a heavier duty mini-digger basedvehicle designed to remove debris and gain access tovehicles or structures and therefore any cylinders.

In addition to this programme London Fire Brigade iscalling for improved control over the safe use, signageand storage of acetylene gas cylinders; and a greaterawareness of the dangers when the cylinders are involvedin fires and other incidents.

Typically the closure of a rail line can cost thenetwork operator tens of thousands of pounds each hourthe service is not operating in lost revenue and fines. Theclosure of other key transport routes or commercialfacilities can equally mean significant losses in incomeand provision of services for the companies involved.

Contracts

Oshkosh Defense Awarded $21 MillionDelivery Order to Rebuild U.S. ArmyFamily of Heavy Tactical Vehicles

OSHKOSH, Wis. -- Oshkosh Defense, a division ofOshkosh Corporation , has received a delivery orderfrom the U.S. Army Tank-automotive andArmaments Command Life Cycle ManagementCommand (TACOM LCMC) to supply more than 100remanufactured vehicles and trailers.

The delivery order is valued at $21 million andproduction is to be completed by April 2010.

The order includes the remanufacturing of almost 50M1070 Heavy Equipment Transporters (HET), 50Palletized Load Systems (PLS) and more than 20 PLSTrailers (PLST). The PLS configurations produced underthe delivery order include the M1074 and M1075.

Through Oshkosh’s remanufacturing andrecapitalization services, heavily used vehicles arereturned to Oshkosh, stripped to their frame rails andcompletely rebuilt to like-new condition. Vehicles areconsidered to have zero miles and zero hours, at no morethan 75 percent the cost of a new vehicle. Vehicles areput through the same road tests, performance tests andinspection procedures as new vehicles before beingdelivered with a standard bumper-to-bumper warranty.

The Oshkosh HET is designed to rapidly transportbattle tanks, fighting and recovery vehicles, armoredvehicles and construction equipment, as well as asix-person crew, so the vehicles and soldiers arrive inmission-ready condition.

Built to load and unload a variety of cargo, the PLS isdesigned to meet the U.S. Army’s distribution andresupply needs in even the most challenging militarymissions. The PLS truck and trailer form a self-containedsystem that reduces the need for forklifts or othermaterial-handling equipment, and they both carry ademountable cargo bed, also known as a flatrack, thatfeatures a 16.5-ton payload capacity.

Both vehicles are a part of the Family of HeavyTactical Vehicles (FHTV), which also includes theHeavy Expanded Mobility Tactical Truck (HEMTT).Oshkosh Defense has produced and delivered more than30,000 HET, PLS and HEMTT vehicles under the FHTVcontracts, and it was the first manufacturer to supply theArmy with Long Term Armor Strategy(LTAS)-compliant cabs.
