1. Welcome from the Chair

Thank you for your interest in joining the team at Morecambe Bay Partnership.

We are looking for a community archaeologist who can inspire and engage people to learn about, and love the history of the area.

You will join us at a crucial time as we recover from the current crisis. Over the past 7 years we’ve built up an army of wonderful volunteers and supported them with varied training from geophysics to archive research.

We need to maintain this momentum and expertise. You will be central to our work in reshaping delivery with a big emphasis on digital.

The whole team at Morecambe Bay Partnership are redrawing programmes and embracing digital and the Trustees are delighted by the enthusiasm shown with this. Your first six months will help take this further and embed digital skills through our archaeology and history projects.

Morecambe Bay Partnership is a dynamic organisation with a broad multi-sector view cutting across boundaries around the Bay to celebrate and conserve, connect and collaborate.

We are looking for a capable and passionate archaeologist/heritage specialist who has a background in community archaeology and volunteer training to join us as Archaeology and Heritage Officer.

You will join us at an exciting time with a suite of new heritage programmes ready to begin. There is huge scope to extend our heritage volunteer work, make Morecambe Bay Partnership a leader in digital heritage activity and make a real impact in safeguarding our coastal archaeology.

Alongside this we are delivering new programmes to make the Bay a centre for cycling and walking, opening up new access for all routes, developing exciting new events, and widening our nature conservation and environmental activities.

2. Welcome from the Chief Executive

Morecambe Bay has always been recognised as an important wildlife site, but the archaeological and cultural heritage of Bay has been somewhat overlooked.

Over the past 6 years our work has changed that.

The Bay has an incredibly rich heritage. We have given the Bay's communities the gift of discovering, recording, understanding, exploring and celebrating this unique heritage.

Right now we are about to embark on a brand new programme of exciting cultural heritage projects including:

A deep dive into digital to support community heritage training and heritage volunteering virtually as we emerge from the Covid-19 crisis.

Recording the footprints and submerged forests around Walney Island

Community programmes to record the military remains on Walney Island and Barrow

Delivering documentary and historical research training in partnership with Lancaster University’s Regional Heritage Centre

We also have a number of archaeology projects in development or awaiting funding decisions, which you would be able to lead, shape and deliver.

In the broader context, we are engaging in new opportunities - the plans to bring Eden Project North to Morecambe, and the new grouping of local authorities working together as the Lancaster and South Cumbria Economic Region.

Joining us now is a great opportunity to get involved in re-shaping our community archaeology, heritage and training and designing new projects to protect the Bay’s heritage.

Vision

Morecambe Bay is a place like no other – an awe-inspiring place, a kaleidoscope of water and light; sea and sky; sound, texture and colour.

Our vision is a thriving Bay, rich in landscape, wildlife and culture, which connects and inspires residents and visitors alike.

A place where local people are at the heart of looking after the landscape, wildlife and heritage. And where the stunning landscape and heritage acts as a driver for sustainable economic growth.

What we do

Morecambe Bay Partnership celebrates and conserves; connects and collaborates.

We are a unique organisation, joining with others to deliver award-winning wildlife, environment, heritage, economic, tourism, arts and community projects.

We support volunteers with training and skills to look after the wildlife, heritage and archaeology of the Bay area. Our volunteers collect oral histories, clean beaches, care for stone circles, record archaeology and protect roosting and nesting birds.

We open up the countryside, improve disabled access, create new cycle routes, and commission great art. We work together with our communities to care for this very special area.

Our portfolio of projects celebrates the richness of the Bay’s heritage, and gives it a contemporary resonance. We see the Bay’s distinctive assets as drivers for a sustainable visitor economy and we want to bring benefits for our local communities from all our work.

We work to ensure that the importance of the Bay's cultural and built heritage is recognised locally, nationally and internationally, to ensure that it is looked after long into the future.

From birds to beach cleans, from cycle ways to saving the stories of our veteran fishermen, Morecambe Bay Partnership delivers projects that make great things happen for our communities.

Goals

Morecambe Bay Partnership’s goals for 2017-2022 are to:

1. Celebrate and encourage great understanding and enjoyment of the Bay area’s natural, cultural and historic assets;

2. Conserve the unique wildlife, culture and heritage of Morecambe Bay;

3. Connect people with their place and with one another to improve their quality of life;

4. Collaborate with key partners and the local community; and

5. Strengthen and improve the resilience of our organisation.

Our charitable purposes

Morecambe Bay Partnership is a registered charity with the following charitable objects to:

1) Promote the conservation, protection and improvement of the physical and natural environment of Morecambe Bay for public benefit, in particular through the protection and maintenance of the bay's coastal and marine environments.

2) Advance the education of the public in the natural and cultural history, conservation, environment and management of Morecambe Bay.

3) Develop the capacity and skills of the members of the socially and economically disadvantaged community of Morecambe Bay in such a way that they are better able to identify, and help meet, their needs and to participate more fully in society.

4) Provide or assist in the provision of facilities in the interest of social welfare for recreation or leisure time occupation of individuals in the Morecambe Bay area who have need of such facilities by reason of their youth, age infirmity or disability, financial hardship or social circumstances with the object of improving their conditions of life.

4. Impact and ambition

Impact

Our work strengthens the local economy, builds stronger communities, improves access, protects nature and archaeology. Together with our wonderful volunteers we celebrate and conserve this very special area.

Ambition – responding to current circumstances

Right now, the current situation makes everyone more aware of the role of charities, more awake to nature and history, more connected to the people and stories that live in our localities. Exploring our connections to the past, and to themes that have shaped our communities will help us to recover and rebuild.

Clearly, we want to stabilise the networks and capacity we have built so they become more sustainable and are not lost.

We are responding to the current crisis by reshaping our work, making much more use of digital and designing new experiences and ways to continue to celebrate, conserve and connect around the Bay.

Some examples of what we do

- We created the Bay Cycle Way in 2015. Visitors using the route contribute £330,000 annually to the local economy. We plan to extend and connect to the national cycle network in the south and add new family friendly circular routes. We want to create new bridge crossings to improve safety.

- The Bay’s heritage has been overlooked and unappreciated

i) We have 100’s of hours of oral history recordings of our veteran fishermen. We want to bring these to a wider audience through dance and a pop-up people’s museum.

ii) We have researched a little understood iron-age hill fort on Warton Crag and want to implement new management to protect the site and tell its story.

iii) Through volunteer action, we have removed bracken from a stone circle and want to create new records of the archaeology of the surrounding prehistoric landscape.

- Morecambe Bay is in the top 3 of the UK’s sites for wading birds and wildfowl but even here there are serious declines with disturbance at winter roosts (lapwing, redshank) and predation of nests (curlew) being major issues. We train volunteers to protect roosts and identify nests for temporary fencing. We want to extend this, and work with farmers to reduce predation of curlew nests.

- Over 24,000 local people (12%) lack the strength or stamina to walk far. We want to help more people get outdoors and access the health, well-being and social benefits of the countryside. We have provided 5 all terrain mobility scooters and created 3 accessible routes and want to create and publicise more routes and train more volunteers to run the ‘More to Explore’ programme.

5. Heritage significance of Morecabe Bay

The date range of Morecambe Bay’s designated archaeological sites spans the earliest post-glacial occupation within the cave at Kent’s Bank Cavern, to the twentieth century defences at Cark Airfield. Scheduled sites include prehistoric stone circles, burial mounds, Romano-British farmsteads, medieval towers, castles and monasteries.

Historic features and character

The Bay’s historic landscape character includes

I. A notable concentration of First and Second World War defences around Barrow (to protect the shipbuilding capabilities of the town) and the airfields at Walney and Cark, comprising gun batteries, searchlight batteries, barrage balloon sites, pillboxes and air-raid shelters.

II. Ritual and religious sites with views of the Bay. The vast open seascapes, tranquility and access to the sea have long attracted ritual and religious activities. These range from the prehistoric stone circle at Birkrigg Common to medieval monasteries.

III. Lookouts, follies, and memorial towers situated on promontories and headlands along the edge of the Bay including the Hoad monument, Conishead, folly on Chapel Island, Kirkhead, Hampsfell Hospice and St. Anthony's Tower.

IV. Maritime features such as quays, wharfs, and port facilities notable at Lancaster, Hest Bank, Greenodd, Sunderland Point and Glasson, as well as at smaller creeks and quays, numerous wrecks and fishtraps revealed by the shifting sands and salterns on higher saltmarsh.

Threats and Challenges to the Bay’s Heritage

However the historical assets of the Bay are not well appreciated, although the local community greatly value the views and landscape, the cultural and archaeological heritage of Bay is overshadowed by better known historic landscapes and attractions.

- The whole Bay, from Furness to Fleetwood, has a rich coastal pre-history which is poorly recorded and requires a landscape scale approach.

- The designated sites at Birkrigg Common, including the stone circle, have only recently been removed from the heritage at risk register through the efforts of our work. These gains must be protected and currently their long-term maintenance requires supportive volunteers and community action.

- Headlands and lookouts do not have integrated management plans for the conservation of the monuments and their settings. Some, though not all, are designated and access arrangements are variable.

- Second World War defences are neglected; most now have no current use, little formal protection, and are vulnerable to vandalism and coastal erosion. They have the potential to play a strong role in education, and place-making as interpretation points, and community memorials to the most significant event in recent history. In most cases there is no integrated management plan for the conservation of these features. Very few are designated and access arrangements are variable.

- The coast is constantly changing, and always will. In the intertidal area, significant finds such as the remains of wharfs, fish-traps, submerged forests, bone-rich beds may be exposed for only a short time before being reburied or eroded. There is a real need to promote good practice and recognised guidance and mechanism for these to be recorded before they are lost.

- Minor abandoned ports and creeks around the Bay have other maritime heritage features including quays, wharfs, salterns which are not well recorded, partially hidden and not appreciated.

6. Background to the position

Morecambe Bay has a diverse and rich archaeological landscape from Palaeolithic caves which once provided shelter to the oldest known northern person, to a rare landscape of defensive installations bearing testament to our military past.

The Bay contains a wealth of evidence of prehistoric settlement and ceremonial sites but many are poorly understood and ‘at risk’ from vegetation, vandalism and on-going coastal erosion.

Since 2014 we have been working actively with community groups around the Bay to investigate, record and conserve their heritage for future generations to enjoy. We have developed and delivered training courses to provide heritage skills, enabling volunteers to embark on their own historical research and on-site recording. We have been working hard with volunteers and partners to target conservation at sites deemed to be ‘At Risk’, successfully removing three sites from the Heritage at Risk register.

Over the past few years, working with dedicated volunteers, we have:

Removed 3 ancient sites on Birkrigg Common from the Heritage at Risk register through a programme of bracken clearance and habitat management.

Conserved Kirkhead Tower and protected it from further decay

Recorded World War archaeology at high risk of coastal erosion

Undertaken an archaeological dig at the distinctive chimney site at Jenny Brown’s Point, Silverdale

Trained a large number of volunteers in documentary research techniques to understand and record our heritage better

Undertaken multiple archaeological surveys of key sites around the Bay

Delivered an active and hugely popular programme of heritage events and guided walks.

Through our conservation work and development of conservation management plans, we have helped protect sites, whilst, balancing ecological and community needs. New research has been brought together into reports and new interpretation material.

7. The Role

This is a fantastic job for a community archaeologist who wants to work with volunteers and is confident supporting volunteer activity and training. You will be stimulating action to conserve and celebrating some of the most important and threatened heritage around the Bay. You will be directly responsible for supporting the community – putting them at the heart of caring for the heritage of the Bay.

We expect you to be the archaeological and cultural heritage specialist in our team. You will be welcomed into our busy team as a valued colleague and technical specialist. The post will be a diverse and rewarding one, continuing to build on the legacy of heritage projects delivered over the last six years.

Deliver an exciting volunteer training and participation programme

Develop and secure funding for new projects to conserve and celebrate our heritage and connect local people to the stories that shaped this area.

These are your first projects:

1. Transforming Digital Heritage Skills, Morecambe Bay Funded by Historic England

You will be leading work to re-imagine community archaeology and heritage volunteering through the use of digital technology.

You will support our local heritage groups, organisations and volunteers to work differently due to the COVID-19 crisis.

This project will devise, lead and deliver, with support from external specialists, an exciting programme of digital heritage skills training for

i) The Morecambe Bay Partnership Team ii) Morecambe Bay heritage/archaeology volunteers

and share the learning with iii) Other heritage/archaeology organisations in our area.

Target Outputs/Outcomes

6 sessions for MBP team

6 heritage network webinars (or other discussion forums)

1 digital Cultural Heritage Focus Group established

8 community training sessions

Minimum of 20 existing volunteers engaged

Minimum of 10 new volunteers engaged and active

50 heritage volunteer days achieved

1 new heritage strategy for MBP produced

2. Forests, Footprints and Fauna – funded by Cumberland and Westmorland Antiquarian and Archaeological Society (CWAAS).

Supporting volunteers to research and record the paleo-environmental deposits, especially

around Walney and on the west coast of Cumbria where these are at risk of coastal erosion. Note: In the current crisis, this project is paused. It can progress once we are confident we can run the volunteer work safely and effectively – either when social distancing restrictions are eased or when we can accommodate these effectively into the project design.

3. Protecting the Ancient Monuments of Birkrigg Common – CGP and local funders

Supporting the on-going seasonal vegetation clearance/bracken bashing by teams of local volunteers to conserve nationally important heritage and ecological sites. Target Outcomes:

Birkirgg Stone Circle remains protected

Improved experiences for visitors to the Common.

Site will be better understood.

Local people will be supported to care for the monuments.

4. Community Training to support Lancaster University’s Victoria County History Project

Coordination and delivery, with specialist support, of an agreed heritage skills and documentary research training programme for volunteers focusing on the Furness and Cartmel Penninsula areas.

Target aims & Outputs:

The project aims to: provide training, engagement and participation opportunities for volunteers; enhance skills in local history research; Raise awareness and encourage participation in the CCHT Cumbria VCH Project

6 x 1/2 day training courses 2 x full day training courses

Project : Defending the Docks (*subject to securing match funding)

A community training and education project based around Walney, Barrow and the Furness Peninsular to conduct desk-based research of the military defences of Barrow and survey the archaeological remains that survive. Other aspects include oral history, events, virtual reality modeling and schools sessions.

We are looking for someone who:

Is comfortable, confident and experienced in developing and delivering community archaeology/ volunteer training projects, working with partners, contractors, landowners and community heritage groups.

Has an innovative, creative, outward-looking approach, who can think up new ways to engage new audiences and reach out and draw people into the excitement and fascination of learning about the history on their doorstep.

Is excited by, and experienced in, digital techniques and virtual solutions, ready and able to develop and embrace the digital work-place and will thrive and support our ambitions to deliver more work with digital.

Commands respect because of their knowledge of archaeology and history. Has a good knowledge of, or keen enthusiasm to learn the stories of the Morecambe Bay area.

Commands respect because they conduct themselves professionally.

Understands Heritage at Risk and issues with coastal erosion and can work with partners and communities to find active conservation solutions for archaeological sites.

8. Job Description

Job Title: Archaeology and Heritage Officer Salary: £25,000 – £28,000 depending on experience (pro rata) Office: The Factory, Aynam Road, Kendal Line Manager: MBP Team Leader (Communities & Volunteering) Reporting to: Morecambe Bay Partnership Trustees Board Contract: Fixed term, 18 months with possibility of extension Hours: Flexible. Ideally 3 to 4 days a week, or longer by discussion.

Purpose Manage the delivery of community archaeology, heritage, archaeological/historical research and digital heritage programmes along with associated volunteer training and management, health & well-being and capacity building programmes for Morecambe Bay Partnership. Engage existing and new audiences in community archaeology, cultural heritage, historical research and action, providing social and well-being benefits, developing skills, provide lifelong learning and developing a sense of pride and celebration in the heritage of the Bay area. Develop and shape the Partnership’s role in relation to archaeology and heritage, securing coordinated community engagement in archaeology and history in the Bay area, an appropriate heritage network, digital heritage technologies and supporting the ambitions of the Morecambe Bay Partnership Business Plan. Take an active role in supporting new opportunities and securing funding for work area. Take lead responsibility for communications and engagement for work area. Take lead responsibility for monitoring and reporting for work area.

Key responsibilities

Take lead responsibility for the management and delivery of: community archaeology, cultural heritage research, action, digital initiatives, training, volunteering, and other relevant activities and projects.

Project management, project delivery, risk management, contract management, budget management.

Take an active role in supporting new opportunities and securing funding for work area. Explore and exploit external funding opportunities, develop grant applications, support individual giving and consultancy bids. Demonstrate business awareness.

Develop and shape the Partnership’s role in relation to community archaeology, cultural heritage, research, training, volunteering, digital heritage and capacity in the Bay area, and to support the ambitions of the Morecambe Bay Partnership Business Plan. Contribute to strategic plans such as business plans, fundraising strategy and communications strategy.

Take lead responsibility for communications and engagement for work area inputting to overall communications strategy and plan. Promote and publicise work of Partnership to inspire and engage supporters and volunteers.

Take lead responsibility for monitoring and reporting for work area. Ensure accurate recording of financial, administrative and reporting requirements in line with funder and partner requirements. Ensure accurate record keeping of target outcomes. Ensure work is well organised and reported as appropriate to our partners and funders.

Manage delegated budgets, monitor and report income, expenditure, and cash flow. Prepare and monitor budgets for delegated work areas in line with funders’ requirements. Complete grant claims. Ensure expenditure is approved and in line with budget. Prepare regular financial and progress reports for Morecambe Bay Partnership Board of Trustees or other relevant Boards, partners and funders.

Create and deliver engaging presentations for varied audiences including radio, community groups and conferences. Prepare inspiring and engaging content for fundraising materials, publicity materials, newsletters, social media updates. Create and disseminate timely and creative content and people stories on social media such as Facebook, Twitter & Instagram.

Contribute to Morecambe Bay Partnership’s public events programme linked to work area

Prepare high quality, concise and professionally written communications, technical reports, briefings, presentations, notes of meetings, financial and progress reports, consultation documents, and other reports.

Liaise effectively internally to ensure work is integrated across Morecambe Bay Partnership programmes. Liaise effectively externally to ensure work is integrated with other key programmes and initiatives across Morecambe Bay area.

Build strong and supportive team relations internally and partnership relations externally. Provide support and cover across team functions as needed.

Develop and maintain professional relationships with key partners, funders, supporters and volunteers. Ensure effective liaison with a wide range of partners and stakeholders keeping them informed of, and involved in, the community archaeology, history and volunteering work and wider work of the Partnership.

Respond constructively to change, redrawing programmes as necessary.

Keep skills and knowledge up to date in work area. Maintain professional excellence through continuous self-development. Develop and embrace the digital work-place to thrive and support the organisation’s work with digital.

Successful experience of community archaeology, history and heritage research, training and action involving a wide range of community groups.

Successful experience of working with volunteers, communities and partnerships to create and deliver high quality, creative and innovative archaeology, heritage and history training and projects with relevance and impact.

Extended experience of partnership working across a wide range of sectors, and themes and including varied stakeholders and partners.

Good experience of using digital technologies within the cultural heritage sector.

Financial reporting, grant claims.

10. Terms and Conditions of Appointment

The employer is Morecambe Partnership Registered Charity Number: At present we are offering a flexible 18 month contract with the possibility of extension, subject to funding. Our work is largely grant-funded and we are very keen to secure continuation funding from a combination of grants and individual giving. If longer hours / a full time post is preferred, the initial contract may be shorter. But again we are keen to secure funding to make this a permanent position. The post holder is expected to actively engage in securing funding with strong support from the senior team in identifying and developing grant applications. We have a good track record in securing funding and will support you to write bids. We have flexible working arrangements and can consider part-time or job share. However, for this role our preference is 3 to 4 days or 22 to 30 hours a week. Bank holidays and 25 days holiday a year on appointment, rising to 30 days after 5 years (pro-rata). Travel and subsistence in line with HMRC rates. The Partnership offers an 8% employers pension contribution.

In this role you can expect to be working with the community and partners either digitally, by phone, and, when current restrictions are lifted, out on site, to delivering training, site recording and volunteer support. The office is currently closed due to COVID-19 and the team are working from home. Regular team meetings are held via ZOOM. When re-opened, there will be office-based work and we expect staff to be regularly present in the office and attend team meetings. We encourage and support staff development and training. Our office is at The Factory, Aynam Road, Kendal. Parking is free but space is sometimes limited. The Morecambe Bay Partnership staff handbook gives full terms and conditions.
