1.0 Introduction September 2013
Arc Environmental Limited has been instructed by Fitz Architects Ltd., on Behalf of BBL NE Ltd, toundertake a Phase 1: Desk Top Study Report for the redevelopment of an area of land situated adjacent toMarine Walk, Roker, Sunderland. At this stage it is understood that the redevelopment will be a mixed usedevelopment comprising 5 no. commercial units, 6 no. residential and office units with associated car parkingand bin store.
The primary objectives of the report are to assess the geological and contaminated land conditions on andbeneath the surface, and a preliminary Conceptual Site Model (CSM) has been developed to define the scopeand extent of any further investigation works deemed necessary, prior to commencing with any futuredevelopment. A site reconnaissance (walkover) survey was undertaken as part of this report which involved aninspection of the site and its vicinity. Site photographs were taken during the survey and these can be seenattached in Appendix I, with all relevant observations noted in Section 2.1 below.
2.0 Physical Setting
2.1 Site Details:-

Sunderland City Centre.Site Boundaries: N = Grassed embankment/Marine Walk, E = Marine Walk with Roker beach beyond, S =
Grassed embankment/Marine Walk with commercial building (Adventure Sunderland)
beyond, W = Grassed embankment with Roker Terrace beyond.Site Shape &
Development Details:Generally rectangular shaped site, c.0.15 Ha in size. The proposal is for a mixed use
development comprising retail, residential and office use.General Topography: The site is located towards the base of a steep embankment with the majority of site area
being generally level.Site Surfacing: Mixed concrete and grassed surfacing.
Above Ground Structures: A retaining wall is present on site with this likely to form part of a building which haspreviously been recorded on site.
Sub-surface Structures &Services:
Relic foundations may be present associated with the building previously recorded on site.In addition, services (i.e. drains, water, etc.) may also be present below the site area.
Summary of RecordedHistorical Features:
The earliest available archive plans (c.1862) indicate the site forms part of Roker Beach.From c.1897 the site forms part of a rail network for Roker Pier and by c.1919 the site is
recorded as undeveloped although the southern portion appears to be lower. From aroundc.1972 a building (former caf) is recorded on site and the building remains up until at leastc.1993. From the site walkover the building floor slab is still present with the walls to the

3.1 Site Geology (Contd):-
3.1.1 Made Ground:-
According to published BGS data, the site lies on an area of made ground. This is confirmed by previousground investigation works completed on site during November 2002 where made ground comprisingdisturbed natural strata with anthropogenic debris (i.e. brick, ash, concrete, etc.) was recorded to depths ofbetween c. 1.20m to c.3.20m below ground level.
3.1.2 Drift Deposits:-
Geological records do not indicate the presence of drift deposits below the site. However, from the boreholespreviously completed on site, loose brown sand with fine to medium gravel was recorded to a depth ofc.4.30m below ground level. In addition, BGS boreholes NZ45NW744 completed c.60m to the south of thesite, record brown sand to a depth of c.3.50m below ground level.
3.1.3 Solid Geology:-
The solid geology underlying the site is shown to comprise the Upper Magnesian Limestone: Roker Dolostone(limestone) formation.
3.2 Coal Mining Assessment:-
As highlighted within Section 3.1.3 and in accordance with the BGS data the site is underlain by Magnesian
Limestone deposits and there are no productive coal seams at shallow depth below the site. Therefore, it is feltthat the site is at not at risk from potential future instability issues from shallow coal mining activities and as aresult, no further assessment or intrusive investigation works are deemed necessary for this development.

3.5 Site Ecology:-
According to the Landmark Envirocheck Report obtained for this site, there are no sensitive land usesrecorded within c.500m of the site.
3.6 Radon Assessment:-
The site lies in an area where less than 1% of homes are above the radon action level, in accordance with theBritish Geological Survey (BGS), National Geoscience Information Service and their assessment suggests thatthe site does not require radon protection measures. This corresponds with the BRE Digest, BR211 (2007)Radon: Guidance on protective measures for new buildings which records the site to be situated within a cleargrid square (1km), also inferring that no radon protective measures are required for the site.
3.7 Estimated Soil Chemistry:-
Data provided by the BGS in relation to estimated soil chemistry for a number of key metals and metalloidelements are summarised in Table 3.3 below.

This can be done by undertaking a source-pathway-receptoranalysis of the site. The anticipated sources, pathwaysand receptors for this site are summarised in Table 5.1 below.
A graphical representation of the CSM has been produced for this site and can be seen attached in AppendixIV which sets out the critical pollutant linkages of concern for this particular site, with regard to contaminationas highlighted in Table 5.1.

5.1 Geotechnical Considerations:-
The following potential geotechnical issues and hazards have been identified for this site, and these issuesshould be considered before future development of the site is to take place.
Actual depth, origin, variability and condition of made ground present on site Stability of excavations if localised significant thickness of made ground are present below the site Control of surface drainage Geotechnical parameters of the natural drift deposits below the proposed development area. Sub-surface structures (i.e. foundations associated with the building previously recorded on site).In order to determine the geotechnical considerations above with more certainty, it is recommended that
windowless sampling boreholes and associated testing are carried out on this site prior to commencing withany developments in the future.

5.2 Sources of Contamination and Probable Contaminants (Contd):-
Taking into account the above, the main on site contamination issues are highlighted and listed below;
Made ground present below the site as identified on geological plans and from previous investigationworks carried out.
Hazardous ground gases associated with off-site sources (historic landfills) to the south of the site.It is therefore concluded that ground contamination testing and a programme of gas monitoring will need tobe incorporated into the design of any intrusive investigation works. Laboratory testing should also beundertaken on representative samples taken from site for naturally occurring contaminants which could have adetrimental effect on building materials.
In consideration of the above and when taking into account the guidance contained in the DEFRA and EAContaminated Land Reports and the appropriate DoE industry profiles, it would be prudent to test samples ofsoil from this site for a range of contaminants, as below;
Soils Human Health;
In consideration of the above and when taking into account the guidance contained in Contaminated LandReport 8 and the appropriate DEFRA industry profiles, it would be prudent to test samples of soil from thissite for a range of contaminants, as below;
Typically comprising;Arsenic, Cadmium, Chromium (total, III & VI), Copper, Lead, Mercury, Nickel, Selenium, Zinc,
Cyanide and Total Organic Carbon (TOC), Speciated Polycyclic Aromatic Hydrocarbons( PAHs) & Asbestos fibres.
Additional contamination testing for, Total Petroleum Hydrocarbons (TPHs) should also be undertaken ifthere is any visual or olfactory evidence of fuels / oils present in the ground.
The information reviewed indicates that the site can be considered as being located within aLOW ground contamination risk setting for Human Health.
Groundwater / Leachate Controlled Waters;
The following issues have been taken into consideration when assessing the risks towards groundwater /controlled waters;
The North Sea is recorded c.95m to the east of the site.

5.3 Preliminary Risk Assessment Summary & Recommendations:-
Human Health At this stage there is felt to be a low risk to human health, due to the limited anticipatedsources of heavy or gross contamination on site, although there is a potential risk of hazardous ground gasfrom off-site sources.
Controlled Waters At this stage, it is considered that both groundwater beneath the site (which is likely to betidally influenced) and the North Sea to the east is at low risk when considering the environmental setting.
However, this will need to be reassessed if elevated levels of contamination are encountered during theintrusive works.
Therefore it is recommended that a detailed Phase 2: Ground Investigation (intrusive investigation) iscompleted for this site to determine if any contamination is present on site which may pose a risk towards theproposed end users or the environment.
Investigation works should be completed prior to commencing with any future developments and should
include for the following or similar;
A series of boreholes including insitu geotechnical testing (Shear Vane / SPT testing) and sampling tohelp aid with future foundation design for the proposed development and to collect samples forsubsequent laboratory testing.
Installation of combined gas / groundwater monitoring wells accompanied by frequent monitoringvisits primarily to determine the gas regime and groundwater levels below the site, in accordance withCIRA 665.
Laboratory geotechnical testing (i.e. particle size distribution, pH & soluble sulphate testing, etc.) Soil contamination screening on selected samples recovered from the boreholes typical contaminants
detailed in Section 5.2.Leachate / ground water contamination screening on selected samples recovered from the boreholes ifelevated levels in the soil are recorded.
Site supervision and production of an interpretive Phase 2: Ground Investigation Report, including aLevel 1 Ground Contamination Risk Assessment
The samples of soil collected should be forwarded to UKAS and MCERTS accredited laboratory to undertakethe recommended testing.
