Lastly, she celebrated the recent announcement of Johnson STEAM Academy’s named as one of the nation’s best magnet schools. Monday, August 26, 2019 @ 5:00 p.m. ATTENDANCE Nancy Humbles, President; Directors Gary Anhalt, Jennifer Borcherding, Rafael Jacobo, Kristin Janssen, John Laverty, and Mary Meisterling. Also present: Noreen Bush, Eric Christenson, Laurel Day, Rod Dooley, David Nicholson, Akwi Nji, Linda Noggle, Wendy Parker, Cynthia Phillips, John Rice, and Adam Zimmermann. President Humbles called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA It was recommended that the agenda of Monday, August 26, 2019 Board of Education Regular

Meeting/Work Session be approved as set forth, and that each item is considered ready for discussion and/or action.

Upon motion by Director John Laverty, and second by Director Gary Anhalt, the Board approved the agenda of Monday, August 12, 2019 Regular Board Meeting/Work Session and that each item is considered ready for discussion and/or action.

Record of the roll call vote was: Ayes: Directors Anhalt, Borcherding, Humbles, Jacobo, Janssen, Laverty, and Meisterling. Nays: None.

SUPERINTENDENT’S REPORT Superintendent Bush highlighted some of the events from our First Day of the 2019-2020 School Year and provided an update on the District’s implementation of Infinite Campus – our new student information system. She spoke about “McKinley Matters” which is a new series launched by The Gazette. Lastly, she celebrated the recent announcement of Johnson STEAM Academy’s named as one of the nation’s best magnet schools. Investments purchased during the month totaled $25,562,536.58, and investments redeemed during the month totaled $27,280,417.00. BA-20-011/02 Policy Manual – Review & Revisions – Policy 100 “District Legal Status”, Regulations 201.1 “Legal Status of the Board of Directors”, 201.2 “Responsibilities & Authority of Board of Directors”, 201.6 “Conflict of Interest”, 402.5 “Reconsideration of Instructional Materials”, and Procedure 602.4b “In-District Attendance Permits – Special Education” (Noreen Bush/Laurel Day)

The Board of Education reviews policies, regulations and procedures at least once every

five years. Board approval is required for all policies. Administrative regulations and procedures do not require Board approval.

The agenda item included a policy, regulations, and a procedure that have been reviewed

by the Policy Review Committee (PRC). Most proposed revisions are based on changes to state and federal law, current District practice, and to maintain the District’s Policy Manual up to date as required by Iowa Code. The PRC utilizes legal & policy services provided by the Iowa Association of School Boards, National Association of School Boards, including policy primer & on-line sample policy documents. Guidance from District Legal Counsel was sought. Information Item.

BA-20-063 Agreement – Cedar Rapids Community School District and Mary Decker –

2019-2020 School Year (Wendy Parker)

It was recommended that the Board of Education approve the Agreement between the Cedar Rapids Community School District and Mary Decker for consulting and support services during the 2019-2020 School Year.

BA-20-064 District Developed Service Delivery Plan for Special Education (Wendy Parker)

It was recommended that the Board of Education approve the District Developed Service Delivery Plan for Special Education.

BA-20-065 Approval –Franklin Middle School and Polk AEC- Restroom Upgrades Project –

Change Order #2 (Jon Galbraith)

It was recommended that the Board of Education approve Change Order #2 to Garling Construction for the Franklin Middle School and Polk AEC- Restroom Upgrades Project.

Pursuant to notices published in The Cedar Rapids Gazette, a Public Hearing was held at 5:30 p.m. on August 26, 2019 for the purpose of receiving any objections to granting the sale of the identified portion of property.

Board Secretary Day noted that no correspondence had been received retarding the Sale

of Piece of Property at Harrison Elementary School. After the Board’s consideration of any written or oral objections presented, the appropriate Board action is to consider final approval to the agreement.
